"ABSTRAK
Penelitian ini membahas mengenai Emergency Response Preparedness pada bahaya kebakaran di MRT Jakarta pada tahun 2020 yang mengacu pada standar Internasional NFPA 130 mengenai Standard for Fixed Guideway Transit and Passenger Rail Systems. Penelitian ini menggunakan desain penelitian deskriptif analitik dengan pendekatan kualitatif. Penulis melakukan analisis data menggunakan in depth analysis dan mengurainya secara deskriptif setiap data yang telah dikumpulkan. Hasil penelitian penulis dapatkan dari wawancara online dan telaah dokumen dari MRT Jakarta. Berdasarkan ratarata penerapan 8 Chapter NFPA 130 menunjukan bahwa persentase Memadaiadalah 85%, persentase Cukup Memadai adalah 5%, persentase Tidak Memadai adalah 2%, dan persentase Not Applicable adalah 8%. Hal ini menunjukan MRT Jakarta baik dalam menerapkan NFPA 130.

ABSTRACT
This research analyzes MRT Jakartas emergency response preparedness of fire hazards in 2020 that refers to the international code which is The NFPA 130 Standard for Fixed Guideway Transit and Passenger Rail Systems (2020). It uses the descriptiveanalytics method with a qualitative approach. The author analyzes the data using in-depth analysis and elaborates the data in a descriptive way. The author obtains the result by conducting an online interview and analyzing the documents from MRT Jakarta. Based on the accumulative result of implementing the eight chapters from the NFPA 130-2020, it shows that the percentage of Adequate is 85%, the percentage of Generally Adequate is 5%, the percentage of Inadequate is 2%, and the percentage of Not Applicable is 8%. This shows that Jakarta MRT has an adequate implementation of The NFPA 130 Standard for Fixed Guideway Transit and Passenger Rail Systems (2020)."

"Bangunan bertingkat tinggi seperti gedung perkantoran yang berlokasi di wilayah padat penduduk dengan aktivitas tinggi seperti DKI Jakarta rentan dan berisiko tinggi terhadap bahaya kebakaran. Penelitian ini bertujuan untuk menganalisis penerapan sistem tanggap darurat kebakaran di gedung kantor PT X berdasarkan elemen dalam NFPA 1600 edisi 2019: Standard on Continuity, Emergency, and Crisis Management dan Peraturan Menteri Pekerjaan Umum Nomor 20/PRT/M/2009. Desain penelitian ini menggunakan pendekatan kualitatif dengan desain deskriptif. Data yang digunakan adalah data primer dan sekunder yang dikumpulkan melalui wawancara, observasi langsung, serta telaah dokumen perusahaan. Data yang terkumpul dianalisis kesesuaiannya terhadap standar NFPA 1600 edisi 2019 dan Permen PU No. 20/PRT/M/2009. Hasil penelitian menunjukkan bahwa total persentase elemen NFPA 1600 edisi 2019 yang terpenuhi sebesar 91,58%, terpenuhi sebagian sebesar 4,49%, tidak terpenuhi sebesar 1,68%, dan tidak dapat diaplikasikan sebesar 2,24%. Sedangkan total persentase elemen Permen PU No. 20/PRT/M/2009 yang terpenuhi sebesar 87,50% dan terpenuhi sebagian sebesar 12,50%. Secara keseluruhan, penerapan sistem tanggap darurat terhadap bahaya kebakaran di gedung kantor PT X sudah baik, namun terdapat beberapa aspek yang perlu dievaluasi kembali oleh perusahaan seperti struktur tim tanggap darurat, penilaian risiko gedung terhadap bahaya kebakaran, serta prosedur pemulihan dari insiden kebakaran.

High-rise buildings such as office buildings located in densely populated areas with high activity such as DKI Jakarta are vulnerable and have a high risk of fire hazard. This study aims to analyze the emergency response preparedness for fire hazards in the PT X office building based on the elements in the 2019 edition of NFPA 1600: Standard on Continuity, Emergency, and Crisis Management and Permen PU Nomor 20/PRT/M/2009. This research design uses a qualitative approach with a descriptive design. The data used are primary and secondary data collected through interviews, direct observation, and review of company documents. The collected data was analyzed by comparing it with the 2019 edition of the NFPA 1600 standard and Permen PU No. 20/PRT/M/2009. The study results showed that the total percentage of elements of the 2019 edition of NFPA 1600 that were fulfilled was 91.58%, partially fulfilled was 4.49%, not fulfilled was 1.68%, and not applicable was 2.24%. Meanwhile, the total percentage of elements of Permen PU No. 20/PRT/M/2009 that were fulfilled was 87.50% and partially fulfilled was 12.50%. Overall, the implementation of emergency response preparedness for fire hazards in PT X's office building is good, but there are several aspects that need to be re-evaluated by the company such as the structure of the emergency response team, building risk assessment for fire hazards, and recovery procedures from fire incidents."

"Pertumbuhan pembangunan gedung bertingkat maupun perkantoran yang terus meningkat memiliki potensi akan bahaya dan bencana misalnya kebakaran sehingga perlu diperhatikan sistem tanggap darurat guna meminimalisir dampak kerugian baik dari segi material maupun manusia melalui upaya mitigasi, pencegahan, dan deteksi dini.
Penelitian ini bertujuan untuk melihat gambaran sistem tanggap darurat (Emergency Response Preparedness) pada fase pra, saat, maupun pasca kebakaran di Gedung Balaikota Depok berdasarkan NFPA 1600 edisi 2013: Standard on Disaster/Emergency Management and Business Continuity Programs.
Penelitian ini menggunakan desain penelitian deskriptif analitik dengan pendekatan kualitatif. Hasil penelitian ini menunjukan bahwa sistem tanggap darurat bahaya kebakaran di gedung Balaikota Depok masih belum maksimal dan komprehensif.

The growth of multi-storey buildings and offices have hazard potential to become disaster like fire that need to be consider an emergency response system to minimize the impact of losses in terms of material and human through step of mitigation, prevention, and early detection.
This study aims to look at describtion of emergency response system (Emergency Response Preparedness) in pre, during, and post disaster of fire in the building of Balaikota Depok based on standard of NFPA 1600: Standard on Disaster / Emergency Management and Business Continuity Programs.
This study uses descriptive analytic design with a qualitative approach. From this study, it can be concluded that the emergency response system for fire hazard in the building of Depok City Hall was not optimally and comprehensive.

"Jakarta Pusat menjadi kawasan pusat perkantoran dan pusat pemerintahan yang menjadi sangat berisiko terhadap kebakaran. Menurut data Dinas Penanggulangan Kebakaran dan Penyelamatan 42,5% gedung perkantoran pemerintahan tidak terawat sistem proteksi kebakarannya. Waktu respon darurat menjadi faktor penting pada terjadinya risiko kebakaran karena hal ini dapat menanggulangi kebakaran. Untuk mencapai hal tersebut, digunakan metode penelitian analisis risiko untuk dapat mengetahui faktor risiko dominan dari kebakaran untuk evaluasi sistem emergency response time sebagai acuan dalam perencanaan lokasi pos pemadam kebakaran. Hasil evaluasi penelitian terdapat 8 risiko dominan pada penelitian yang berupa perbaikan SOP eksisting dan pemetaan perencanaan lokasi pos pemadam kebakaran.

Central Jakarta is the center of office area and central government, therefore this area become vital a risky area against fires. According data from Dinas Penanggulangan Kebakaran dan Penyelamatan that 42.5% the fire protection sistem in office building is untreated. Emergency response time become a key factor in fire incident. To achieve this method, risk analysis method is used for this research to get risk factors dominant of fire incident for evaluation of sistem emergency response time as a referencein planning location of fire station. The evaluation resultsof this research, there are 8 risk dominants to improve existing SOP dan mapping fire station location.

Skripsi ini membahas tentang identifikasi system tanggap darurat kebakaran di PT.X yang bertujuan untuk mengidentifikasi pemenuhan sistem tanggap darurat kebakaran di PT.X pada tahun 2020 yang mengacu kepada National Fire Protection Association (NFPA) 1600 edisi 2019: Standard on Continuity, Emergency, and Crisis Management. Penelitian kualitatif dengan pendekatan deskriptif analitik, yang menggunakan dua jenis data, yaitu data primer melalui wawancara dan observasi lapangan, serta data sekunder melalui telaah dokumen perusahaan. Hasil penelitian menunjukkan bahwa pemenuhan system tanggap darurat di PT.X dengan NFPA 1600 edisi 2019 sebesar 77%, tidak terpenuhi sebesar 21%, dan yang tidak teraplikasikan sebesar 2%. Persentase tidak terpenuhinya dikarenakan perusahaan belum menunjukkan komitmen dan perencaan program sampai pasca kebakaran (keberlanjutan, pemulihan, dan analisis dampak bisnis). Persentase tidak teraplikasikan dikarenakan tidak seluruh subelemen yang ada pada NFPA 1600 edisi 2019 kompatibel dengan kondisi perusahaan dan kondisi di Indonesia. Oleh karena itu, perusahaan perlu meningkatkan komitmen dan perencanaan program tanggap darurat kebakaran yang lebih komprehensif hingga pasca kebakaran agar program dapat berjalan dengan lebih baik.

 

 


This thesis discusses the identification of fire emergency response systems at PT.X, which aims to identify the fulfillment of fire emergency response systems at PT.X in 2020 which refers to the National Fire Protection Association (NFPA) 1600 edition 2019: Standard on Continuity, Emergency, and Crisis Management. This study is qualitative with descriptive analytic approach, which uses two types of data: primary data was obtained through interviews and field observations, and secondary data was through documents review. From this study, it can be concluded that the fulfillment of the emergency response system at PT.X with NFPA 1600 2019 edition is 77%, not fulfilled by 21%, and that was not applied by 2%. The percentage was not fulfilled because the company has not shown commitment and program planning until post-fire (sustainability, recovery, and business impact analysis). The percentage was not applied because not all sub-elements in NFPA 1600 edition 2019 are compatible with conditions in company and in Indonesia. The company is required to improve the commitment and planning in order to be more comprehensive for fire emergency response program to post-fire so that the program can run better.

"Sistem ganjil genap adalah kebijakan pembatasan kendaraan bermotor dengan plat ganjil atau genap sesuai dengan waktu dan ruas jalan yang berlaku. Sistem ganjil genap merupakan implementasi untuk menyelesaikan masalah akibat transportasi seperti kemacetan lalu lintas dan polusi udara. Dalam proses pengoperasiannya sistem ini dapat mengurangi eksternalitas akibat polusi kendaraan di ruas jalan Jakarta.
Tujuan dari penelitian ini adalah untuk menganalisis efektivitas dari sistem ganjil genap berdasarkan aspek eksternalitas. Analisa kecepatan dan volume kendaraan dilakukan dengan survei menggunakan video cctv pada ruas jalan. Kecepatan rata-rata kendaraan sebelum perluasan sistem ganjil genap pada ruas Jalan Gunung Sahari adalah 25,42 km/jam dan pada ruas Jalan Pramuka adalah 36,18 km/jam. Kecepatan rata-rata kendaraan setelah perluasan sistem ganjil genap dengan asumsi mengalami kenaikan dengan angka dari Dinas Perhubungan DKI Jakarta menjadi 10,83 km/jam untuk ruas Jalan Gunung Sahari dan 15,42 km/jam untuk ruas Jalan Pramuka. Jumlah volume kendaraan sebelum perluasan sistem ganjil genap adalah 6613 kendaraan untuk ruas Jalan Gunung Sahari dan 12.663 kendaraan untuk ruas Jalan Pramuka. Volume kendaraan setelah perluasan sistem ganjil genap dengan asumsi mengalami penurunan dengan angka dari Dinas Perhubungan DKI Jakarta menjadi 5066 kendaraan untuk ruas Jalan Gunung Sahari dan 9702 kendaraan untuk ruas Jalan Pramuka.
Sistem ganjil genap telah menurunkan biaya eksternal sebanyak 37% pada ruas Jalan gunung Sahari dan 34% untuk ruas Jalan Pramuka. Hasil ini berdasarkan pada jenis kendaraan dan bahan bakar yang digunakan. Sistem ganjil genap dapat dengan efektif mengurangi biaya eksternal akibat CO2 dan juga mengurangi kemacetan dengan mengurangi volume kendaraan dan menambah kecepatan kendaraan.

Even-odd system is a policy of limiting vehicles with odd or even license plates in accordance with the applicable time and road sections. Even odd system is an implementation to solve problems due to transportation such as traffic jams and air pollution. In the process of operating this system can reduce eksternalities due to vehicle pollution on Jakarta's roads.
The purpose of this study is to analyze the effectiveness of even odd systems based on eksternalities. Vehicle speed and volume analysis is done by survey counting using CCTV video on the road section. The average speed of the vehicle before the expansion of the even odd system on the Gunung Sahari Road section was 25.42 km / hr and on the Pramuka Road segment was 36.18 km / hr. The average speed of the vehicle after the expansion of the odd-even system with the assumption of an increase with the figures from the DKI Jakarta Transportation Department to 10.83 km / hour for the Gunung Sahari Road section and 15.42 km / hour for the Pramuka Road section. The total vehicles before the even-number system expansion was 6613 vehicles for the Gunung Sahari Road section and 12,663 vehicles for the Pramuka Road section. The total vehicles after the expansion of the odd even system is assumed to have decreased with the figure from the DKI Jakarta Transportation Department to 5066 vehicles for the Gunung Sahari Road section and 9702 vehicles for the Pramuka Road section.
The odd even system has reduced eksternal costs by 37% on the Gunung Sahari road section and 34% on the Pramuka Road section. This result is based on the type of vehicle and fuel used. Even odd systems can effectively reduce eksternal costs due to CO2 and also reduce congestion by reducing vehicle and increasing vehicle speed.

"Safety riding merupakan sesuatu yang penting bagi para pengguna kendaraan bermotor, salah satunya adalah para pengemudi ojek online. Kurangnya pengetahuan mengenai safety riding bukan merupakan salah satu penyebab terjadinya kecelakaan yang dialami oleh para pengemudi ojek online. Penelitian ini bertujuan untuk mencari hubungan antara pengetahuan mengenai safety riding pada pengemudi ojek online dengan kejadian kecelakaan di Jakarta Utara. Penelitian ini menggunakan desain deskriptif dengan metode cross sectional dengan pengambilan data menggunakan teknik non-probability sampling berjumlah 107 responden pengemudi ojek online di Jakarta Utara. Hasil penelitian ini menunjukkan bahwa tidak terdapat hubungan yang bermakna antara pengetahuan mengenai safety riding pada pengemudi ojek online dengan kejadian kecelakaan di Jakarta Utara (p = 0,507; α = 0,05).

Safety riding has been something important for motor vehicle users, one of the examples are online taxi bike driver. The lack of their knowledge about safety riding is not the only cause of accident of some drivers. This research aims to observe about the relationship between safety riding knowledge on online driver with accident event in North Jakarta. The research uses descriptive design with cross sectional method, collecting data using non-probability sampling technique from 107 total respondents of online taxi bike driver. The result shows that there is no meaningful relationship between safety riding knowledge on online taxi bike driver with accident event in North Jakarta (p = 0.507; α: 0.05)."
