"ABSTRACT
Licensing is one way for business actors to formalize business. Without licensing, businesses are unable to move to the formal sector and get a variety of benefits such as coaching programs, tax incentives and getting credit or capital assistance, especially from banks and legal guarantees. Nevertheless, business operators consider that licensing services are still not optimal. Business actors complaints include inefficient and effective services caused by weak institutional aspects. Institutional improvement of the Capital Investment Agency and the One-Stop Integrated Service (DPMPTSP) to reach the prime point will have an impact on the ease of service and improve the investment climate. The main method used in this study is the Regulatory Impact Assessment (RIA) supported using Regulatory Mapping (Regmap) to determine the regulatory map that contributes to the institutional aspects of DPMPTSP. The results of the analysis revealed that the root cause of the weakness of DPMPTSP's institutions was the absence of DPMPTSPs institutional improvement program. The root causes of these problems contribute to some of the problems in optimizing DPMPTSP institutions such as the Standard Operational Procedure (SOP) that is not updated, the lack of competence of the implementing apparatus, the delay in anticipating changes in regulations of the central authority. Alternative corrective actions from the results of the analysis are the devolution of authority for licensing services, preparation of guidelines for Standard Procedure Norms Criteria (NSPK), institutional regulation updates, preparation of local regulations related to institutional implementation, SOP formulation of licensing services, placement of technical human resources, and development of infrastructure facilities."

"ABSTRAK
Pelayanan Perizinan memiliki peranan penting di dalam pembangunan mulai dari tahap perencanaan, pelaksanaan, sampai dengan tahap pegendalian dan pengawasan. Pelayanan Perizinan yang baik terutama yang berkaitan dengan izin memulai usaha dapat digunakan sebagai alat untuk meningkatkan investasi dan meningkatkan Pendapatan Daerah, karenanya pemerintah Provinsi DKI Jakarta berusaha untuk melakukan transformasi pelayanan perizinan yang memiliki image buruk di masa lalu. Penelitian ini bertujuan untuk mengeksplorasi atau mendeskripsikan mengenai bagaimana transformasi pelayanan perizinan dilaksanakan dan bagaimana implikasinya terhadap Pendapatan Daerah Provinsi DKI Jakarta. Penelitian ini mengadopsi paradigma pos-positivisme dengan menggunakan metode kualitatif. Sumber data primer diperoleh melalui wawancara mendalam dengan para informan yang telah dipilih. Transformasi pelayanan perizinan di DKI Jakarta dilakukan dengan melakukan transformasi pada organisasi pemberi layanan perizinan yakni Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Provinsi DKI Jakarta, melalui perbaikan terus menerus terhadap kebijakan dan prosedur pengurusan izin dan investasi yang merupakan bagian dari perbaikan terhadap struktur organisasi. Perbaikan juga dilakukan melalui peningkatan kualitas SDM dengan penekanan pada perubahan sikap menjadi ramah dan sopan serta penampilan yang rapi disertai dengan penegakan integritas dan komitmen anti korupsi, pemilihan SDM terutama untuk posisi pimpinan yang memiliki kompetensi teknis dan keahlian memimpin serta peningkatan keahlian komunikasi individu sekaligus organisasi. Selain itu transformasi pelayanan perizinan juga dilakukan dengan penggunaan tekhnologi modern yang memutakhirkan pelayanan perizinan manual menjadi pelayanan perizinan online. Transformasi pelayanan perizinan ini berjalan dengan baik di provinsi DKI Jakarta, terbukti dengan semakin meningkatnya kepuasan masyarakat akan kinerja pelayanan perizinan yang diberikan oleh Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu sehingga nilai Indeks Kepuasan Masyarakat semakin meningkat di setiap tahunnya. Transformasi yang dilakukan oleh DPMPTSP Provinsi DKI Jakarta dapat meningkatkan realisasi pencapaian investasi dan realisasi penerimaan retribusi daerah, juga berperan dalam menagih piutang Pajak Daerah melalui Program Tax Clearance

ABSTRACT

Licensing services have an important role in development starting from the planning, implementation, to the control and supervision stages. Good licensing services, especially those related to starting a business permit can be used as a tool to increase investment and increase regional income, therefore the DKI Jakarta Provincial Government is trying to transform licensing services that had a bad image in the past. This study aims to explore or describe how the licensing service transformation is carried out and how it has implications for the Regional Revenue of DKI Jakarta Province. This study adopts the positivism paradigm using qualitative methods. Primary data sources were obtained through in-depth interviews with selected informants. The licensing service transformation in DKI Jakarta is carried out by transforming the licensing service provider organization, which is the Jakarta Capital Investment and One Stop Integrated Service Office, through continuous improvement of the permit and investment management policies and procedures that are part of the improvement in the organizational structure. Improvements were also made through improving the quality of human resources with an emphasis on changing attitudes to be friendly and polite as well as a neat appearance accompanied by enforcement of integrity and anti-corruption commitments, selection of Human Resources especially for leadership positions that have technical competence and leadership skills as well as increasing individual and organizational communication skills. In addition, the transformation of licensing services is also carried out by the use of modern technology that updates the manual licensing service into an online licensing service. This licensing service transformation is going well in the province of DKI Jakarta, as evidenced by increasing public satisfaction with the performance of licensing services provided by the Office of Investment and One Stop Integrated Services so that the value of the Community Satisfaction Index increases each year. The transformation carried out by DPMPTSP of DKI Jakarta Province can increase the realization of investment achievements and the realization of regional retribution revenues also plays a role in collecting Regional Tax receivables through the Tax Clearance Program.

Penelitian ini meneliti korelasi investasi modal capital investment serta biaya riset dan pengembangan research and development/R D expenses dengan kinerja perusahaan corporate performance . Dalam penelitian ini dilakukan analisis regresi dengan investasi modal serta biaya riset dan pengembangan sebagai variabel bebas dan kinerja perusahaan sebagai variabel terikat. Sebagai sampel, penelitian ini menggunakan perusahaan yang dapat diperoleh data keuangannya secara lengkap di dalam perusahaan-perusahaan Nikkei 225. Rentang waktu data adalah dari tahun 1990 sampai 2015. Sebagian besar hasil penelitian ini menunjukkan investasi modal serta biaya riset dan pengembangan berkorelasi signifikan negatif dengan kinerja perusahaan, walaupun sebagian hasil menunjukkan investasi modal serta biaya riset dan pengembangan berkorelasi signifikan positif dengan kinerja perusahaan. Namun, sebagai perbedaan penelitian dengan penelitian-penelitian terdahulu, dalam penelitian ini, hubungan antar variabel itu dianalisis dengan mengubah masa kinerja perusahaan seperti t, t 1, t 5, t 10, rerata t 1?t 5, rerata t 6?t 10. Hal itulah yang merupakan keunikan sekaligus kemutakhiran penelitian ini.

ABSTRACT
This study examines the correlation of capital investment and research and development expenses with corporate performance such as sales, gross profit of sales, operating profit, Ordinary income, or net profit after tax. This research performs regression analysis with corporate performance as dependent variable and capital investment and R D cost as independent variable. As a sample, this study uses companies that can obtain complete financial data in Nikkei 225 companies. The period of data is from 1990 to 2015. Most of the results of this study indicate that capital investment and R D costs are negatively correlated with corporate performance, although some results indicate that capital investment and R D costs are positively correlated with firm performance. The results of this study are in accordance with many previous studies. However, in this study, relationships were analyzed while changing the corporate performance periods such as t, t 1, t 5, t 10, mean t 1 t 5, mean t 6 t 10. This is the uniqueness and the state of the art of this research."

"ABSTRAK
Skripsi ini membahas mengenai analisis pengelolaan Aplikasi Cerdas Layanan Perizinan Terpadu untuk Publik siCANTIK di Dinas Penanaman Modal dan Perizinan Terpadu Satu Pintu DPMPTSP Jawa Barat dalam upaya pengaplikasian proyek e-Government. Teori yang digunakan dalam penelitian ini adalah pengelolaan proyek e-Government. Penelitian ini menggunakan pendekatan post-positivist melalui wawancara mendalam dan studi pustaka. Hasil penelitian menunjukkan bahwa pengelolaan Aplikasi Cerdas Layanan Perizinan Terpadu untuk Publik siCANTIK di Dinas Penanaman Modal dan Perizinan Terpadu Satu Pintu DPMPTSP sudah dilakukan, hal ini dapat dilihat dari 4 dimensi yang sudah terpenuhi dan 2 dimensi yang masih belum terpenuhi karena masih terdapat kendala dalam pengelolaanya.

ABSTRACT
This thesis discusses about the analysis of management of Aplikasi Cerdas Layanan Perizinan Terpadu untuk Publik siCANTIK at investment and one stop service office DPMPTSP of West Java province to apply e Government project. The theory used in this research is the management of e Government projects. This research uses post positivist approach through in depth interview and literature study. The results showed that the management of Aplikasi Cerdas Layanan Perizinan Terpadu untuk Publik siCANTIK in the investment and one stop service office DPMPTSP has been done, it can be seen from 4 dimensions that have been fulfilled and 2 dimensions that are still not fulfilled because there are still obstacles in its management."

"Penelitian ini ingin menganalisis apakah perusahaan yang memiliki tingkat internasionalisasi besar dan melakukan investasi besar akan menikmati kinerja perusahaan, yang diukur dengan return on asset, lebih baik. Internasionalisasi diukur dengan foreign sales to total sales dan investasi modal diukur dengan capital expenditure terhadap aset total. Peneliti menggunakan sampel 50 perusahaan manufaktur dengan kapitalisasi pasar terbesar dari tiap negara di ASEAN-5 periode 2012-2016.
Dengan menggunakan regresi data panel, hasil penelitian menunjukkan bahwa internasionalisasi memiliki hubungan negatif dengan kinerja perusahaan yang dapat disebabkan ASEAN-5 masih dalam tahap awal internasionalisasi. Sementara, investasi modal memiliki hubungan positif dengan kinerja perusahaan yang mana sesuai dengan capital budgeting theory.

This study aims to analyze whether firms which have a large internationalization rate and make large investments will achieve a good firm performance, as measured by the return on assets. Internationalization is measured by foreign sales to total sales and capital investment is measured by capital expenditure to total assets. I collected a sample of 50 manufacturing firms with the largest market capitalization of each country in the ASEAN 5 with the period of 2012 2016.
By using panel data regression, the results revealed that internationalization has a negative relationship with the firm performance which can be caused by ASEAN 5 is still in the early stages of internationalization. Meanwhile, capital investment has a positive relationship with the firm performance which is regarding to the capital budgeting theory.

"Online Single Submission (OSS) merupakan sistem pelayanan publik yang mengintegrasikan sistem-sistem perizinan yang dimiliki olek kementrian/lembaga non-kementrian dan pemerintah daerah. Pembentukan sistem OSS bertujuan untuk meningkatkan indeks kemudahan berusaha (EODB) agar investasi dalam negeri ikut meningkat. Sistem OSS berjalan di setiap tingkat pemerintahan, mulai dari pusat, provinsi, dan kota. Sistem yang berintegrasi dengan OSS adalah JakEVO. Maka dari itu, penelitian ini bertujuan untuk melihat sistem tata kelola OSS yang berjalan di DKI Jakarta menggunakan pendekatan Multi-level Governance (MLG) dan faktor-faktor apa saja yang mempengaruhi implementasinya. Tiga aspek MLG yaitu desentralisasi, spatial fit, partisipasi, serta komponen kunci Digital-Era Governance digunakan untuk menganalisis implementasi integrasi OSS dengan JakEVO. Hasil penelitian menunjukkan, sistem OSS menyentralisasi kewenangan perizinan berusaha ke tingkat pusat. Terdapat regulasi ditemukan, di mana PP 24/2018 bertentangan dengan UU Penanaman Modal dan UU Pemerintahan Daerah, serta KBLI yang dirujuk OSS berbeda dengan yang dirujuk DPMPTSP DKI Jakarta. Partisipasi aktor non-pemerintahan tidak ditemukan dalam perencanaan kedua sistem, namun ada dalam pengawasan dan evaluasi. Integrasi hanya berbentuk integrasi data, sedangkan JakEVO sudah mengintegrasikan back office. Lalu, desain sistem OSS dan JakEVO yang tidak mengambil perspektif pelaku usaha. Terakhir OSS telah digitalisasi secara penuh, sedangkan JakEVO baru terdigitalisasi sebagian. MLG dalam kebijakan pelayanan publik daring perlu mempertimbangkan kemampuan literasi digital masyarakat karena mempengaruhi efektivitas implementasi kebijakan. Persoalan-persoalan dalam OSS 1.0 telah diatasi oleh OSS Risk Based berdasarkan UU Cipta Kerja, PP 5/2021, dan PP 6/2021, namun dampak implementasinya belum terlihat hingga saat ini.

Online Single Submission (OSS) is a public service system that integrates licensing systems owned by ministries/non-ministerial institutions and local governments. The establishment of the OSS system aims to increase the ease of doing business index (EODB) so that domestic investment also increases. The OSS system runs at every level of government, starting from the center, province, and city. The system that integrates with OSS is JakEVO. Therefore, this study aims to look at the OSS governance system that runs in DKI Jakarta using the Multi-level Governance (MLG) approach and what factors influence its implementation. Three aspects of MLG, namely decentralization, spatial fit, participation, and the key components of Digital-Era Governance are used to analyze the implementation of OSS integration with JakEVO. The results of the study show that the OSS system centralizes business licensing authority to the central level. There are regulations found, where PP 24/2018 contradicts the Investment Law and the Regional Government Law, and the KBLI referred to by OSS is different from that referred to by the DKI Jakarta DPMPTSP. The participation of non-governmental actors is not found in the planning of the two systems, but is in monitoring and evaluation. The integration is only in the form of data integration, while JakEVO has integrated the back office. Then, the design of the OSS and JakEVO systems that do not take the perspective of business actors. Finally, OSS has been fully digitized, while JakEVO has only been partially digitized. MLG in online public service policies needs to consider the digital literacy ability of the community because it affects the effectiveness of policy implementation. The problems in OSS 1.0 have been addressed by OSS Risk Based based on the Job Creation Law, PP 5/2021, and PP 6/2021, but the impact of its implementation has not yet been seen."
