Pada penelitian ini, kami menginvestigasi pengaruh jumlah peserta pemilihan pada tahap evaluasi terakhir sebelum penetapan pemenang terhadap rasio harga penawaran pemenang dan HPS pada paket tender dan seleksi di Indonesia. Penelitian ini menggunakan 526,453 data cross-section paket tender dan seleksi yang diperoleh dengan menggunakan teknik website scraping pada 402 website LPSE (Layanan Pengadaan Secara Elektronik) seluruh Indonesia pada tahun 2010 sampai dengan September 2019. Untuk mengetahui pengaruh tersebut kami menggunakan metode OLS dan metode IV-2SLS untuk mengurangi potensi bias akibat endogeneity. Penelitian ini menemukan adanya pengaruh dari jumlah peserta pemilihan tahap evaluasi terakhir terhadap rasio harga penawaran pemenang dan HPS, yang mana akan mengurangi rasio sebesar 0.02412 satuan atau menghemat belanja pengadaan melalui tender atau seleksi sebesar 2.41% terhadap nilai HPS. Selain itu, kami juga menemukan adanya pengaruh tidak langsung dari nilai paket pengadaan, metode prakualifikasi dan pola evaluasi terhadap jumlah peserta pemilihan pada tahap evaluasi terakhir sebelum penetapan pemenang

In this study, we investigated the number of bidder in the final evaluation before determining the winner on the ratio of winner's bid price and HPS in the tender and selection package in Indonesia. This study used 526,453 tender and selection cross-section data packages obtained using website scraping techniques on 402 LPSE (Electronic Procurement Services) websites throughout Indonesia in 2010 to September 2019. To find the effect number of bidder in final evaluation stage on  the ratio of winning bid and estimate price, we used OLS and IV-2SLS methods. to reduce the potential bias due to endogeneity. Increasing number of bidder in final evaluation stage which will reduce the ratio by 0.02412 units or save procurement expenditure by 2.41% of the estimate price. In addition, we also find indirect effect in the size of the procurement package, the method of pre-qualification and the pattern of assessment of the number of participants in the final evaluation before the determination of the winner.

"Korupsi pengadaan barang dan jasa termasuk dalam tiga kasus terbesar yang ditangani oleh KPK, sehingga dijadikan salah satu area intervensi dalam rencana aksi pencegahan korupsi. Tujuan penelitian ini adalah memberikan bukti empiris mengenai hubungan e-procurement terhadap tindakan pencegahan korupsi pada pemerintah daerah di Indonesia. Sample penelitian adalah 298 pemerintah daerah kota dan kabupaten menggunakan metode purposive sampling dengan tahun penelitian tahun 2018. Hasilnya penerapan e-procrement tidak berhubungan dengan tindakan pencegahan korupsi. Hal ini disebabkan masih rendahnya rata-rata penerapan e-procurement. Pemerintah pusat harus memiliki mekanisme yang tepat dalam memantau rencana aksi pencegahan korupsi termasuk memastikan penerapan e-procurement sudah optimal.

Corruption in the procurement of goods and services is included in the three largest cases handled by the KPK, so it is one of the areas of intervention in the action plan to prevent corruption. The purpose of this study is to provide empirical evidence regarding the relationship of e-procurement to corruption prevention measures in local governments in Indonesia. The research sample is 298 city and district governments using the purposive sampling method with the research year in 2018. The results are that the implementation of e-procrement is not related to corruption prevention measures. This is due to the low average implementation of e-procurement. The central government must have the right mechanism in monitoring the corruption prevention action plan, including ensuring that the implementation of e-procurement is optimal."

"Pengadaan barang/jasa merupakan salah satu bentuk pelayanan publik. Namun dalam pelaksanaannya, kasus korupsi di bidang pengadaan barang/jasa menempati peringkat kedua jenis perkara yang ditangani oleh KPK. Selain itu anggaran dalam APBN setiap tahunnya tidak kurang 30 % dialokasikan untuk pengadaan barang/jasa. LKPP melakukan reformasi administrasi melalui pengadaan barang/jasa secara elektronik (e-procurement). Tujuan penelitian ini adalah untuk menganalisis pelaksanaan pengadaan barang/jasa secara elektronik (eprocurement) di Universitas Indonesia. Penelitian ini menggunakan pendekatan post positivis dengan metode pengumpulan data melalui wawancara mendalam. Hasil penelitian ini menunjukan bahwa dalam pelaksanaan e-procurement di Universitas Indonesia, transparansi belum terlaksana dengan baik karena informasi pengadaan belum seluruhnya dipublikasikan. Sedangkan untuk akuntabilitas telah terlaksana dengan baik. E-procurement di Universitas Indonesia menghasilkan efisiensi waktu, biaya, dan sumber daya manusia. Pelaksanaan e-procurement juga meningkatkan persaingan antar penyedia. Selain itu e-procurement juga dapat meningkatkan keamanan dalam prosesnya melalui kontrol akses dan aplikasi pengamanan dokumen.

Goods/services procurement are considered as form of public services. However, during the implementation process, corruption case in goods/services procurement takes second place as the biggest corruption case handled by KPK. Every year, around 30% of state budget are allocated for goods/services procurement. Therefore LKPP was trying to reform the administration process through goods/services electronic procurement (e-procurement). The main purpose of this research is to analyze the implementation of goods/services electronic procurement (e-procurement) in University of Indonesia. Post positivis approach was used in this research and data was collected from in-depth interview.

The research result shown that not all the procurement information was published causing lack of transparancy in electronic procurement implementation. On the other side, accountability in electronic procurement were accomplished during implementation. E-procurement implementation provides time, cost, as well as human resource efficiency. Implementation of e-procurement also increase the competition amongs suppliers. Moreover, e-procurement increase the security in procurement process through access control and safety document application."

"Tujuan penelitian adalah menganalisa adanya pengaruh Keterampilan TI dan Kecerdasan Emosi terhadap Daya Saing PNS dalam Implementasi Sistem e-Procurement pada proses Pengadaan Barang/Jasa di Departemen PU. Metodologi penelitian secara kuantitatif dengan metode survey. Responden penelitian adalah PNS yang bekerja di Dirjen Cipta Karya, Departemen PU, dengan sampel sebanyak 80 orang terpilih secara acak. Hasil penelitian yang di dapat adalah, bahwa ada pengaruh positif dari Keterampilan TI sebesar 39.7 %, Kecerdasan Emosi sebesar 31.8 % dan secara bersama ? sama adalah sebesar 54.5 % terhadap Daya Saing PNS.

The purpose of this research is to analyze the affection of IT Skills and Emotional Intelligence towards the Government Civil Workers Competitiveness in the Implementation of e-Procurement System of Goods/Services Procurement Process at the Department of Public Works. The research methodology conducted a quantitative research with a survey method. The respondents are the workers at the Directorate General of Cipta Karya, Department of Public Works with total sample of 80 people, selective randomly. The research outcome discovered that there is a positive affection for 39.7% of IT Skills, 31.8% of Emotional Intelligence and 54.5% of both towards the Government Civil Workers? Competitiveness."

"Science tells us that use of technology will improve performance jobs. The application of e-procurement in purchasing goods should be the same.There are two important things discussed in this thesis. Firstly, it does not discuss e-procurement theory from IT aspect but the e-procurement in practice called Gulf Procurement on Line or GPO. E-procurement is used in purchasing goods in Procurement Dept. of Gulf (Indonesia) Resources Ltd. or GIRL. This is the 1st e-procurement in Indonesia and the 1st e-procurement in Gulf international. Secondly, it discussed the effect of e-procurement in performance improvement due to application of e-procurement.Quantitative method is used to analyze the 2102 population data which were produced in year 2001. They are analyzed using a simple linear regression.The results of analysis show some significant effects, processing time increased almost 2 times, invited vendors become unlimited in numbers, vendors submitting quotations increased 3 times, and there was a Break Event Point (BEP) in the development of this GPO program to the goods. Faktor tersebut adalah kualitas sistem informasi dankepuasan pengguna. Kualitas sistem informasi terdiri dari kualitas sistem, kualitasinformasi dan kualitas pelayanan. ABSTRACTThis study aims to analyze the factors that could affect the trust towards eprocurementas part of the e-government initiative in Indonesia. These factors areinformation systems quality and user satisfaction. Information system qualityconsists of system quality, information quality and service quality. The quality ofinformation systems could affect the trust directly and indirectly through the usersatisfaction as intermediaries.Survey conducted on BPK auditors as users of eprocurementand 142 respondent data used to test the hypothesis in this study.Analysis was performed using structural equation modeling-diagonally weightedleast square.The results showed information quality affect user satisfaction andtrust in e-procurement. "Studi ini bertujuan untuk mengevaluasi sejauh mana pencapaian tujuan e-procurement berdasarkan Peraturan Presiden Nomor 54 Tahun 2010 yang meliputi dimensi (1) transparansi, (2) akuntabilitas, (3) akses pasar dan persaingan usaha yang sehat, (4) efisiensi proses pengadaan, (5) monitoring dan audit, dan (6) akses informasi yang real time. Evaluasi dilakukan untuk menyelidiki persepsi pengguna yang terdaftar pada Sistem e-Pengadaan Pemerintah (SePP) Kementerian Komunikasi dan Informatika melalui kuesioner yang disebarkan secara langsung maupun online. Teknik analisis yang digunakan adalah statistika deskriptif yang didahului dengan uji validitas dan reliabilitas. Hasil penelitian menunjukkan bahwa responden, baik panitia pengadaan maupun penyedia barang/jasa, menyetujui bahwa pelaksanaan e-procurement berjalan dengan baik sesuai tujuan di atas. Dimensi transparansi dan akuntabilitas mendapatkan tingkat persetujuan tertinggi, sedangkan dimensi yang akses pasar dan persaingan usaha yang sehat mendapatkan tingkat persetujuan terendah.

This study aims to evaluate the accomplishment of the e-procurement objectives as regulated in The Presidential Regulation No.54 year 2010 involving dimensions: (1) transparency, (2) accountability, (3) market access and healthy business competition, (4) procurement process efficiency, (5) monitoring and auditing, and (6) real time information access. The evaluation was conducted by investigating the perception of users which have been listed in Electronic Government Procurement System (SePP) Ministry of Communication and Information through both offline and online questionnaires. The data were analyzed by using descriptive statistics with validity and reliability test at the beginning.

The research result shows that respondents, the procurement committee and the suppliers of goods/service as well, agree that e-procurement process runs well and can accomplish its objectives. Transparency and accountability dimensions get the highest perception level while market access and healthy business competition dimension gets the lowest one."

Walaupun Direktorat Jenderal Tanaman Pangan telah menggunakan e-procurement dalam kegiatan pengadaannya dan tahapan pelaksanaannya pun telah diipastikan sesuai dengan Peraturan Presiden Nomor 54 Tahun 2010 sampai dengan perubahan yang terakhir, ada aspek lain yang berpotensi untuk menimbulkan fraud seperti aspek sumber daya manusia, revisi target produksi tanaman pangan dari Menteri Pertanian dan aspek SPI yang dimiliki instansi.

ABSTRACTThis study aims to find out how the implementation of e-procurement at the Direktorat Jenderal Tanaman Pangan Kementerian Pertanian and find out whether the use of e-procurement can reduce the risk of fraud in the future. Although the Direktorat Jenderal Tanaman Pangan has used e-procurement in its procurement activities and its implementation stages have been ensured in accordance with Peraturan Presiden Nomor 54 Tahun 2010 up to the last amendment, there are other aspects that have the potential to generate fraud such as human resources aspect, revision of production target food crops from the Minister of Agriculture and SPI aspects owned by the institution."

"Badan Usaha Milik Negara (BUMN) sebagai salah satu pelaku bisnis di Indonesia telah memanfaatkan perkembangan teknologi informasi dalam melakukan kegiatan bisnisnya. Pemanfaatan TI yang telah dilakukan adalah implementasi e-Procurement dalam proses pengadaan barang/jasa. Implementasi e-Procurement bertujuan untuk melakukan efisiensi biaya berupa penurunan biaya operasional dan penurunan risiko terjadinya penyimpangan dalam pengadaan barang/jasa. Investasi yang dilakukan perlu dinilai kelayakannya dengan mengukur keefektifan implementasi e-Procurement.Penelitian sebelumnya telah mengukur keefektifan implementasi e-Procurement di instansi pemerintah dengan menggunakan metode Information Productivity. Perbedaan karakteristik instansi pemerintah dengan BUMN memerlukan penyesuaian dalam penerapan metode Information Productivity dalam mengukur keefektifan implementasi e-Procurement di BUMN. Pengukuran keefektifan dikombinasikan dengan Pemodelan Proses Bisnis untuk menganalisa perubahan proses bisnis yang terjadi dan mengidentifikasi manfaat yang diperoleh.Hasil penelitian menunjukkan bahwa indeks Information Productivity lebih dari 80% dan menunjukkan kecenderungan meningkat. Analisis atas proses bisnis menunjukkan bahwa e-Procurement dapat meningkatkan transparansi, sehingga dapat mengurangi risiko terjadinya penyimpangan dalam proses pengadaan barang/jasa di BUMN.

The state-owned enterprises as one of the business entity in Indonesia, has utilizes the development of information technology in their operations. They utilize IT as in e-Procurement for goods/services. The e-Procurement implementation is designed to be cost efficiency such as operational cost decreases and risks reduction in procurement fraud. The feasibility of this investment should be studied with measuring the e-procurement effectiveness.

Previous research has measured the e-Procurement implementation effectiveness in the government institution using Information Productivity method. Since the distinction characteristic of the government institutions and state-owned enterprises, there is necessity to adjust the Information Productivity method in measuring the e-Procurement implementatiom in the state-owned enterprises. The effectiveness measurement combined with the Business Proses Modeling is used to analyzes business process changes and identification of benefits obtained.

Researh results showed that Information Productivity index is more than 80% and tends to increase. Analysis in business process showed that e-Procurement is able to enhance transparency, and in the end could decreased the risks of the procurement fraud in state-owned enterprises."
