"ABSTRAK
E-logistik adalah salah satu kebijakan di bidang tata kelola obat dan vaksin untuk
meningkatkan akuntabilitas dan transparansi rantai suplai obat dan vaksin, mulai
diperkenalkan sejak tahun 2015, dan ditetapkan pada tahun 2017 melalui Keputusan
Menteri Kesehatan RI Nomor HK.01.07/MENKES/422/2017. Selain aplikasi e-logistik
itu sendiri, dukungan dana juga diberikan bagi implementasi kebijakan ini. Namun,
hingga akhir tahun 2017 Instalasi Farmasi Provinsi dan Kabupaten/Kota pengguna elogistik
masih rendah, yaitu sebesar 20,26%. Penelitian ini bertujuan untuk memperoleh
informasi mengenai kinerja implementasi kebijakan penerapan e-logistik di Provinsi
Jawa Barat Tahun 2018. Penelitian ini menggunakan metode penelitian kualitatif,
dilakukan selama bulan Maret sampai Juni 2019 di Kementerian Kesehatan, Dinas
Kesehatan Provinsi Jawa Barat, Dinas Kesehatan Kota Sukabumi, dan Dinas Kesehatan
Kota Depok. Teknik pengumpulan data yaitu melalui wawancara mendalam kepada
informan kunci, observasi, dan telaah dokumen. Penelitian ini menggunakan pendekatan
model implementasi kebijakan Van Meter dan Van Horn. Variabel yang diteliti yaitu
ukuran dan tujuan kebijakan, sumber daya kebijakan, karakteristik badan pelaksana,
komunikasi antar organisasi, disposisi pelaksana, lingkungan ekonomi, sosial, dan politik
yang mempengaruhi kinerja implementasi kebijakan. Hasil penelitian diperoleh bahwa
belum terjadi rutinitas dalam penerapan e-logistik, terdapat perbedaan persepsi mengenai
ukuran dan tujuan kebijakan, pemanfaatan sumber daya kebijakan yang belum optimal,
keterbatasan kapasitas pengelola e-logistik di pusat dan provinsi, transmisi komunikasi
yang belum efektif, intensitas pelaksana yang berbeda, lingkungan ekonomi, sosial, dan
politik yang kurang mendukung. Sebagai kesimpulan kinerja implementasi kebijakan
penerapan e-logistik di Provinsi Jawa Barat pada tahun 2018 belum optimal. Untuk itu
diperlukan upaya untuk menuangkan kebijakan penerapan e-logistik ini ke dalam bentuk
Peraturan Menteri Kesehatan, peningkatan kapasitas pengelola e-logistik di pusat,
provinsi, dan kabupaten/kota, pengembangan e-logistik hingga menjangkau Puskesmas,
serta transmisi komunikasi yang diarahkan pada peningkatan kesadaran pelaksana akan
kebutuhan menggunakan e-logistik.

ABSTRACT
E-logistics is one of the policies in the field of medicine and vaccine management to
improve accountability and transparency of medicine and vaccine supply chains, which
was introduced since 2015, and set in 2017 through the Decree of the Minister of Health
of the Republic of Indonesia Number HK.01.07/MENKES/422/ 2017. In addition to the
e-logistics application itself, financial support is also provided for the implementation of
this policy. However, by the end of 2017 the percentage of Provincial and District
Pharmaceutical Installation which used e-logistic were still low, about 20.26%. This study
aims to obtain information about the performance of the implementation of e-logistics
policies in West Java Province in 2018. This study uses qualitative research methods,
carried out during March to June 2019 at the Ministry of Health, West Java Provincial
Health Office, Sukabumi City Health Office, and Depok City Health Office. Data were
collected through in-depth interviews with key informants, observation, and document
review. This study uses the approach of Van Meter and Van Horn policy implementation
model. The variables studied were the standard and objectives of the policy, resources,
characteristics of the implementing agency, interorganizational communication, the
disposition of implementors, economic, social, and political conditions that influence the
performance of policy implementation. The results showed that e-logistics was not
institutionalized yet, there were differences in perceptions regarding standard and
objectives of the policy, utilization of policy resources were not optimal, limited capacity
of e-logistics managers at the central and provincial levels, communication transmission
was not effective yet, the intensity difference of implementors, economic, social and
political condition were less supportive. In conclusion, the implementation of the elogistics
policy in West Java Province in 2018 has not been optimal. For this reason, there
is a need to arrange this policy in form of Minister of Health Regulations, increase the
capacity of e-logistic managers at the central, provincial and district levels, improvement
of e-logistics to reach Health Center Office, and transmition communications aimed at
raising awareness of implementers of the need to use e-logistics

"Pengambilan keputusan dalam perusahaan sangat penting untuk mencapai tujuan perusahaan, mengoptimalisasi biaya operasional, serta meningkatkan kualitas pelayanan terhadap konsumen. Analisis yang bersifat prediktif dapat dilakukan dengan melakukan pendekatan matematis sebagai salah satu sistem pendukung pengambilan keputusan, sehingga dapat di pilih keputusan yang paling tepat serta paling efektif dan berdampak besar terhadap permasalahan yang dihadapi, dan juga dapat mengurangi kerugian yang tidak diinginkan. Dalam penelitian ini, digunakan pemodelan markov untuk memprediksi usia operasi transformator, yaitu 34 tahun sebagai salah satu metode yang relevan dengan penerapan manajemen aset di PT. PLN (Persero) Transmisi Jawa Bagian Barat. Hasil pemodelan menunjukkan durasi pengoperasian transformator dari awal pemasangan sampai dengan fase disposal sehingga manajemen dapat melakukan langkah antisipatif untuk meminimalisir pemadaman listrik yang diakibatkan oleh penggantian peralatan, sehingga dapat meningkatkan kepuasan pelanggan serta meningkatkan keuntungan yang diperoleh perusahaan.<

Decision making in the company is very important to achieve company goals, optimize operational costs, and improve the quality of service to consumers. The analysis that can be done can be done using mathematically as one of the decision-making support systems, so the management can choose the most appropriate, most effective and highly impact decision on the problems that are faced by the company and can also reduce undesirable loses. In this study, markov modelling was used to predict the age of transformer operation, the result is 34 years as one method that is relevant to the application of asset management at PT. PLN (Persero) Transmission West Java. The modelling results show estimation of transformer life duration from the beginning of the installation to it end of life. It also making management able to make anticipatory steps to minimize the power outages that are included by equipment replacement, to increase customer satisfaction and increase the profits obtained by the company."

"ABSTRAK
Era globalisasi menuntut rumah sakit untuk melakukan pelayanan prima.
Pelayanan prima terlaksana jika lingkungan rumah sakit tersebut mempunyai
budaya kerja tinggi. Setiap pimpinan rumah sakit bertanggung jawab dan
memainkan peranan penting dalam menciptakan lingkungan kerja dengan budaya
kerja tinggi. Pimpinan rumah sakit di lingkungan YBRS-GKP berakhir pada
bulan Maret 2009. Proses pencarian kandidat pimpinan rumah sakit dengan
metode rekrutmen dan seleksi, menghasilkan beberapa kandidat pimpinan rumah,
tetapi metoda untuk pengambilan keputusan kandidat terpilih belum ada,
sehingga analisis pengambilan keputusan pimpinan rumah sakit dilingkungan
YBRS-GKP menarik untuk diteliti. Tujuan penelitian untuk mengetahui metode
dan hasil dari rekrutmen, seleksi serta pengambilan keputusan kandidat pimpinan
rumah sakit. Penelitian ini merupakan penelitian operational research dengan
metode deskriptif analitik dan observasi-partisipatif. Penelitian ini menghasilkan
metode rekrutmen pimpinan rumah sakit melalui proses prospecting theory of
recruitment dan matching theory recruitmet. Dari sumber rekrutmen internal
dan ekternal dihasilkan 21 dan 2 kandidat. Dari saluran rekrutmen job offer dan
job posting dihasilkan 10 dan 13 kandidat. Metode seleksi melalui sistem
compensatoy-approach dan sistem succesive hurdle. Pengambilan keputusan
mempertimbangkan hasil seleksi berdasarkan ranking penilaian presentasi
manajer, asessor. Hasil assesment center dipakai jika sesuai dengan kebutuhan.
Wawancara sebagai bagian dari proses seleksi hanya dilakukan terhadap calon
kandidat terpilih. Test kesehatan tidak dilaksanakan. Dasar pengambilan
keputusan yang ada dalam penelitian ini adalah : rasional, intuisi, pengalaman,
wewenang, fakta dan model pengambilan keputusan yang ada adalah formalisasi.
Pada penilaian presentasi teknik pengambilan keputusan yang dipakai adalah
nominal group technique. Teknik ini menghasilkan nilai kandidat terbaik tanpa
menimbulkan konflik, tetapi teknik ini tidak dilakukan pada proses pengambilan
keputusan akhir. sehingga pada pengambilan keputusan akhir timbul konflik
dalam pengambilan keputusan karena adanya perbedaan pendapat. Hasil
penelitian menyarankan sebaiknya dalam keadaan konflik maka tehnik
pengambilan keputusan yang dipakai sebaiknya menggunakan Metoda Delphi.
Seluruh hasil seleksi disarankan untuk diarsipkan sebagai bahan pertimbangan
evaluasi penilaian kinerja.

ABSTRACT
At this globalization era, a hospital should give their services excellently. An excellent
service will be made as the hospital having a high working ethos. The hospital leader, in
this case, is the one who take the responsibility and play an important role in managing
and maintaining the working environment with its high working ethos. The leadership of
the hospital at the YBRS-GKP is ended in March 2009 and a new leader supposes to be
recruited. The candidate selection processes is using a recruit and select method, and has
producing several candidates. However, there is still no method on making final decision
for choosing the best hospital leader, a situation that interesting to analyze. Therefore,
this study has a purpose in exploring the method on recruitment, selection, and decision
making on choosing the candidate for the hospital leader of YBRS-GKP. The study is an
operational research using a descriptive and participation-observational approach. The
study produces a recruitment method through a process of prospecting theory of
recruitment and matching theory recruitment. From the internal and external sources
there are 21 and 2 candidates. From the channel of job offering and job posting, there are
10 and 13 candidates. The selection is using the compensatory-approach system and the
successive hurdle system. Decision is made by considering the result of the selection
based on the rank of presentation judgment from the managers and from assessors. The
result from the assessment center is used if it reaches the criteria needed. An interview
as a part of the selection process will be carried out toward candidate chosen, and there
is no health examination to the candidates. The decision is made though, in this study,
based on rationality, intuition, experience, authority, facts and decision making model of
formalize. The judgment of presentation of decision making technique is using the
nominal group technique. This technique is yielding the best candidate score without
any conflict when it comes to decision. But, this technique is not proceeding in the
process of final decision. Therefore, conflicts are emerging as there are some different
opinions at the final decision. The study suggest that in order to prevent the conflict at
the process, a decision technique would be better to use Delphi method, and all selection
process is should be recorded as a consideration substance to evaluate the working
performance."

Penelitian ini bertujuan untuk menganalisis faktor faktor yang mempengaruhi pengambilan kebijakan bailout III setelah kegagalan kedua program bailoutdi Yunani Kebijakan bailout III bertentangan denga opini publik Yunani yang menolak kebijakan bailout diimplementasikan di Yunani Analisis penelitian ini menggunakan teori two level games oleh Robert Putnam dengan metode kualitatif Hasil penelitian ini menunjukkan bahwa pengambilan kebijakan bailout III dipengaruhi oleh tekanan Troika kepada pemerintah Yunani untuk memperpanjang program bailout dan juga tekanan ekonomi domestik yang disuarakan oleh para bankir di Yunani untuk segera mendapatkan bantuan dana sehingga dapat menghindarkan Yunani dari krisis Persetujuan Yunani untuk mengambil kebijakan bailout III mencerminkan lemahnya peran negara dalam menghadapi tekanan internasional maupun tuntutan domestik yang bertentangan satu sama lain
