kompetensi analis kesehatan dan tenaga medis di Indonesia serta tanggung jawabnya hukum dalam menyelenggarakan praktik kedokteran dalam bentuk tindakan medis. Pembahasan dilakukan melalui studi artikel dan studi kasus bersama menggunakan keputusan No.55 / Pid.b / 2011 / PN.Lbt. Bentuk penelitian tesis ini adalah metode kualitatif yuridis normatif. Hasil penelitian menyimpulkan bahwa analis kesehatan tidak berwenang untuk melakukan praktik kedokteran dalam bentuk
tindakan medis dan karena itu harus bertanggung jawab atas kedua hukum tersebut pidana atau perdata.
ABSTRACT
This thesis discusses regulations related to authority and
competence of health analysts and medical personnel in Indonesia as well as their legal responsibilities in conducting medical practice in the form of medical procedures. The discussion was carried out through article studies and joint case studies using decision No.55 / Pid.b / 2011 / PN.Lbt. The form of this thesis research is a normative juridical qualitative method. The results of the study concluded that health analysts were not authorized to practice medicine in this form
medical action and therefore must be liable for both criminal or civil law."

"Skripsi ini membahas tentang pelaksanaan rekrutmen dan seleksi untuk calon tenaga medis dan calon tenaga kesehatan di Klinik Fullerton Health Jakarta, untuk mendapatkan calon tenaga medis dan calon tenaga kesehatan sesuai dengan kompetensi yang diinginkan. Klinik Fullerton Health ini kesulitan untuk mendapatkan calon tenaga medis dan calon tenaga kesehatan yang sesuai dengan kualifikasinya. Pada Januari - Maret 2024 ini terdapat 323 pelamar, akan tetapi yang diproses untuk tahap interview hanya 18 kandidat. Desain penelitian ini menggunakan studi kasus dengan menggunakan pendekatan kualitatif yang bersifat deskriptif yang diperoleh dengan cara wawancara mendalam, telaah dokumen dan observasi. Penelitian ini menunjukkan bahwa pelaksanaan rekrutmen dan seleksi untuk calon tenaga medis dan calon tenaga kesehatan di Klinik Fullerton Health Jakarta sudah berjalan dengan baik walaupun masih terdapat beberapa proses yang belum optimal dan disarankan untuk menambahkan Platform lowongan kerja yang lain dari yang biasa digunakan untuk memasarkan lowongan pekerjaan, bekerjasama dengan berbagai universitas atau lembaga pelatihan dengan cara magang, job fair dan lulusan terbaik, kemudian melakukan uji coba karyawan dan membuat pemasaran lowongan pekerjaan yang lebih menarik.

The Study analyzed the implementation of recruitment and selection for prospective medical personnel and potential health workers at the Fullerton Health Jakarta Clinic, to obtain prospective medical personnel and prospective health workers according to the desired competencies. The Fullerton Health clinic is having difficulty finding prospective medical staff and prospective health workers who match their qualifications. In January - March 2024 there were 323 applicants, but only 18 candidates were processed for the interview stage. This research design uses a case study using a descriptive qualitative approach obtained by in-depth interviews, document review and observation. This research shows that the implementation of recruitment and selection for prospective medical personnel and potential health workers at the Fullerton Health Jakarta Clinic has gone well, although there are still several processes that are not optimal and it is recommended to add a job vacancy platform that is different from the one usually used to market job vacancies, collaborate with various universities or training institutions through internships, job fairs and the best graduates, then conduct employee trials and create more attractive job vacancy marketing."

"Praktik penanganan limbah medis B3 yang dilakukan tenaga kesehatan dapat didukung oleh beberapa faktor agar berjalan dengan baik dan terbebas dari bahaya atau cidera yang dapat mengancam tenaga kesehatan. Tujuan penelitian ini adalah Ingin mengetahui praktik tenaga kesehatan dalam penanganan limbah B3 oleh tenaga kesehatan di Rumah Sakit X. Penelitian ini menggunakan metode kuantitatif dengan desain studi Cross sectional dengan sampel sebanyak 142 orang tenaga kesehatan di rumah sakit x. Variabel dependen penelitian ini adalah praktik penanganan limbah medis B3 oleh tenaga kesehatan di rumah sakit x Jakarta, kemudia variabel independennya adalah pengetahuan seorang tenaga kesehatan dalam penanganan limbah medis B3, tingkat pendidikan tenaga kesehatan, lama bekerja tenaga kesehatan, sikap tenaga kesehatan dalam melakukan penanganan limbah medis B3, ketersediaan fasilitas dan APD yang ada di rumah sakit, peraturan atau SOP yang mengatur penanganan limbah medis B3, serta kategori pekerjaan seorang tenaga kesehatan tersebut. Faktor yang berhubungan di penelitian ini adalah ketersediaan fasilitas dan kategori pekerjaan.

The practice of handling B3 medical waste by health workers can be supported by several factors so that it runs well and is free from danger or injury that could threaten health workers. The purpose of this study was to find out the practice of health workers in handling B3 waste by health workers at X Hospital. This research used a quantitative method with a cross-sectional study design with a sample of 142 health workers at X Hospital. The dependent variable of this study is the practice of handling B3 medical waste by health workers at the x Jakarta hospital, then the independent variable is the knowledge of a health worker in handling B3 medical waste, the education level of the health worker, the length of time the health worker has worked, the attitude of the health worker in handling waste medical B3, availability of facilities and PPE in the hospital, regulations or SOPs governing the handling of B3 medical waste, as well as the job category of the health worker. Related factors in this study are the availability of facilities and job categories."

"Skripsi ini membahas mengenai tanggung jawab rumah sakit dalam menyelenggarakan fasilitas pelayanan kesehatan bagi tenaga medis. Fokus dari penelitian ini membahas mengenai jaminan kesehatan BPJS bagi pekerja, regulasi terkait dengan penyelenggaraan fasilitas pelayanan kesehatan di rumah sakit, dan kewajiban rumah sakit dalam memenuhi hal tersebut khususnya bagi tenaga medis. Pembahasan dilakukan melalui studi kepustakaan dan studi RSUP Persahabatan Jakarta Timur. Penelitian ini merupakan penelitian yuridis normatif dengan metode kualitatif. Hasil penelitian menyimpulkan bahwa di RSUP Persahabatan, pelayanan kesehatan terhadap tenaga medis pada dasarnya dapat dibedakan menjadi 2, yaitu penyakit atau kecelakaan yang diakibatkan oleh pekerjaan dan penyakit atau kecelakaan yang bukan akibat pekerjaan. Apabila tidak disebabkan oleh pekerjaan, maka mereka menggunakan BPJS Kesehatan dan mengikuti sistem rujukan berjenjang vertikal, alhasil menciptakan kondisi yang kurang optimal. Hasil dari penelitian ini menyarankan agar pemerintah membuat peraturan pelaksana yang dapat mengatur rumah sakit tipe A agar dapat membuat FKTP bagi pekerjanya. 


This thesis discusses about the responsibility of the hospital in providing health services facilities for its medical personnel. The focus of this study discusses BPJS health insurance for workers, then the regulations related to the implementation of health service facilities in hospitals, and the hospital's obligations to fulfill that responsibility, especially for its medical personnel. The discussion was carried out through a literature study and a study at the RSUP Persahabatan in East Jakarta. This research is a normative juridical research with qualitative method. The results of the study concluded that at RSUP Persahabatan, the right to health services can be broadly divided into 2, i.e., illness and accident caused by work or illness and accident that is not the result of work. If it is not caused by work, then they can use BPJS Kesehatan and adhere to a vertical tiered referral system which was adopted by BPJS Kesehatan. As a result, it creates a condition that are not optimal for its’ medical personnel. The results of this study suggest that the government should make an implementing regulations that could regulate type A hospitals, such as RSUP Persahabatan, so that they can make first tier health services for their workers.

"Tenaga medis merupakan garda terdepan dalam menerima Informasi Kesehatan Individu pada Sistem Informasi Manajemen Rumah Sakit (SIMRS). Dengan demikian, tenaga medis menjadi faktor penting dalam menjaga keamanan SIMRS. Studi sebelumnya menunjukkan banyak masalah kelalaian dari tenaga medis yang mengakibatkan kebocoran data. Oleh karena itu, penelitian ini dilakukan untuk menganalisis tingkat kesadaran keamanan, serta aspek dan profil kelompok mana yang perlu lebih ditekankan untuk memahami standar keamanan. Penilaian menggunakan HIPAA Security Rule sebagai acuan dan terbagi atas aspek administrasi dan fisik. Hasil penelitian menunjukkan tingkat kesadaran yang tidak memadai dari tenaga medis dengan nilai 2,588 dari target nilai <2. Selanjutnya, teridentifikasi bahwa aspek tidak memuaskan yang harus diatasi, yaitu, Cyber threat types, dan Device and Media Controls. Studi ini juga menguji berdasarkan pengalaman kerja dan menganalisis bahwa tenaga medis dengan pengalaman lebih dari 15 tahun dan kurang dari dua tahun memiliki kesadaran yang tidak memadai tentang standar Keamanan. Diketahui pula bahwa rumah sakit swasta memiliki tingkat kesadaran yang lebih tinggi dibandingkan dengan rumah sakit pemerintah. Penelitian ini menyimpulkan bahwa grup yang berbeda memerlukan prioritas aspek pembelajaran yang berbeda pula pada modul pelatihan kesadaran keamanan.

Medical personnel is the front-liner in receiving the electronic Protected Health Information (ePHI). Thus, they become a crucial factor in preserving the security of ePHI in HIS. Previous studies exhibit numerous negligence issues from medical personnel resulting in data leakage.  Therefore, this study is conducted to analyze the security awareness level, and which aspects and profile groups need more emphasis on understanding the security standard.  The assessment uses the HIPAA Security Rule as a reference and is divided into administrative and physical aspects. The results illustrated an inadequate understanding of the medical personnel with score of 2,588 from the target <2. It was further identified that unsatisfactory aspects must be addressed, i.e., Cyberthreat types, Device and Media Controls. The study also assesses the work experience groups and perceived that the medical personnel with more than 15 years of experience and less than two years of experience have insufficient awareness of Security standards. It is also derived that private hospital has higher awareness level compared to public hospitals. It was concluded that different group requires different aspects priority on the security awareness training module. "

"ABSTRACT
Perlindungan rahasia medis merupakan salah satu aspek terpenting dalam pelayanan medis yang diberikan oleh setiap tenaga medis kepada pasien yang membutuhkan. Rahasia medis menyangkut hak privasi pasien sebagai manusia yang tidak dapat dilanggar dan wajib untuk dipenuhi secara hukum. Dalam kondisi darurat sekalipun seperti dalam keadaan bencana, pelayanan medis harus tetap mengutamakan serta menjunjung tinggi standar profesi serta etika medis berupa perlindungan rahasia medis serta pemenuhan hak privasi pasien. Sebagai bentuk dari tanggung jawab hukum relawan pelayanan medis, tidak terkecuali terhadap relawan medis asing. Metode yang digunakan dalam penelitian ini ialah metode yuridis normatif dengan menggunakan sumber teks undang-undang dan bahan-bahan bacaan lainnya sebagai sumber yang nanti akan dipaparkan menggunakan tipe deskriptif untuk memperoleh gambaran tentang keadaan hukum yang berlaku di Indonesia. Penelitian ini mencoba menganalisis peraturan perundang-undangan di Indonesia. Penulis menemukan bahwa kewajiban perlindungan terhadap rahasia medis pasien korban bencana alam di Indonesia juga dimiliki oleh tenaga kesehatan warga negara asing TKWNA atau relawan medis yang melakukan upaya penaganan serta penanggulangan bencana di Indonesia, walaupun pengaturan tersebut tidak dijelaskan secara eksplisit di dalam peraturan perundang-undangan terkait penanggulangan bencana, namun secara harfiah setiap tenaga medis memiliki kewajiban dalam menaati standar profesi serta etika medis yang diatur oleh organisasi profesi di negaranya masing-masing, etika medis tersebut bersifat universal karena menyangkut kehormatan sebuah profesi medis. Untuk dapat melindungi rahasia medis sebagai hak privasi pasien korban bencana alam Badan Nasional Penanggulangan Bencana berkoordinasi dengan Kementrian Kesehatan dianjurkan untuk membuat peraturan khusus terkait perlindungan hak-hak medis pasien korban bencana alam termasuk perlindungan rahasia medis.

ABSTRACT
Protection of medical confidentiality is one of the most important aspects of medical services provided by every medical doctor to patients in need. Medical confidentiality revolves around the patients privacy rights as a human being that cannot be violated and is obliged to be fulfilled legally. Even in an emergency conditions such as disaster, medical services must continue to prioritize and uphold professional standards and medical ethics in the form of medical confidential protection and fulfillment of patients privacy rights. As a form of the legal responsibility of medical service volunteers, it is no exception to foreign medical volunteers. The method used in this research is a normative juridical method by using the source of the text of the law and other reading materials as a source which will later be presented using descriptive types to obtain an overview of the conditions of the applicable law in Indonesia. This research tries to analyze the laws and regulations in Indonesia. The author finds that the obligation to protect medical secrets of victims of natural disasters in Indonesia is also owned by health workers of foreign TKWNA or medical volunteers who carry out efforts to manage and manage disasters in Indonesia, even though these arrangements are not explicitly explained in the relevant laws and regulations disaster management, but on a daily basis every medical person has an obligation to comply with professional standards and medical ethics regulated by professional organizations in their respective countries, medical ethics are universal because they involve the honor of a medical profession. To be able to protect medical secrets as the privacy rights of natural disaster victim patients,  the National Disaster Management Agency coordinates with the Ministry of Health, it is recommended to make special regulations related to the protection of medical rights of victims of natural disasters including the protection of medical confidentiality.

"ABSTRAK
Pertolongan Persalinan oleh tenaga kesehatan sangat penting dalam upaya penurunan angka kematian ibu (AKI). Penelitian ini membahas tentang analisis cakupan persalinan oleh tenaga kesehatan di wilayah kerja Puskesmas Lawanggintung Kota Bogor tahun 2013. Berdasarkan data cakupan Linakes Kota Bogor, wilayah kerja Puskesmas Lawanggintung adalah wilayah dengan cakupan Linakes terendah yaitu 67,5%. Hal ini menarik minat peneliti untuk mengetahui faktor penyebab pemilihan tenaga non kesehatan sebagai penolong persalinan. Penelitian ini menggunakan metode kualitatif dengan cara wawancara mendalam, observasi dan telaah dokumen. Dari penelitian ini diketahui bahwa aksesibilitas terhadap jarak menjadi penyebab utama pemilihan pertolongan persalinan oleh dukun paraji.

ABSTRACT
Birth assisted by health personnel is a very important factor in reducing maternal mortality rate ( MMR ). This study analyzed the coverage birth attended by health personnel in the Region Public/Community Health Centre Lawanggintung Bogor in 2013. Based on previous data, the coverage Public/community health centre Lawanggintung is the lowest with only 67.5 %. We would like to determine the reasons the people in that area not choosing health personnel as birth attendants. This study is a qualitative study by using method of interviews, observation and document review. Results showed that the accessibility due to the distance from home to health centre are the main reasons to choose traditional midwife instead of health personnel.

Langkah awal membangun keselamatan pasien adalah melakukan penilaian terhadap budaya keselamatan pasien yang mana sebagai panduan dalam menerapkan keselamatan pasien.Penelitian ini di lakuakan di RSIA Kurnia Cilegon dengan sampel tenaga medis 79 responden yang terdiri dari dokter umum, dokter gigi,dokter spesialis, bidan dan perawat dengan metode kuantitatif potong lintang dengan menggunakan instrument AHRQ mengukur persepsi budaya keselamatan pasien dilanjutkan metode kualitatif ini bertujuan untuk mengetahui faktor-faktor penghambat dan faktor-faktor pendukung serta mengetahui langkah-langkah upaya peningkatan budaya keselamatan pasien di RSIA Kurnia .Hasil penelitian ini didapatkan gambaran budaya keselamatan pasien sedang di RSIA Kurnia tahun 2015 dengan saran Tim KPRS melakukan sosialisasi tentang keselamatan pasien, memberikan reward dan selalu mensosialisasikan respon non-punitive terhadap kesalahan, melakukan Inhouse Training keselamatan pasien, menyusun jadwal pertemuan rutin bulanan, dan melakukan investigasi disetiap ruangan dengan melakukan ronde keselamatan pasien secara rutin guna meningkatkan pelaporan insiden keselamatan pasien dan meningkatkan budaya keselamatan di RSIA Kurnia.

"Rekam medis merupakan sebuah catatan medis yang berisikan data dan informasi yangharus dibuat oleh sebuah pelayanan kesehatan yang memuat tentang riwayat kesehatanseorang pasien selama pasien tersebut mendapatkan pelayanan, mulai dari anamnesa,riwayat penyakit, pemeriksaan fisik dan pemeriksan penunjang lainnya, diagnosis,perawatan sampai tindakan medis. Kelengkapam sebuah rekam medis sangatdibutuhkan sebagai tanda bukti sah bahwa seorang pasien mendapatkan pelayanankesehatan dengan semestinya, khususnya resume medis dapat digunakan sebagai lembarklaim rumah sakit ke asuransi yang bekerjasama dengan rumah sakit. Masih rendahnyaangka kelengkapan rekam medis di Rumah Sakit Bhakti Yudha Depok menjadi dasarpeneliti melakukan penelitian. Ketidaklengkapan pengisian rekam medis dikarenakanbanyak faktor, diantaranya dorongan atau motivasi yang dimiliki oleh tenaga medisyang bertanggung jawab terhadap rekam medis. Penelitian ini merupakan penelitiankualitatif yang didahulukan oleh studi dokumenter documentary study denganmemeriksa kelengkapan rekam medis menggunakan alat bantu daftar tilik yang dibuatoleh peneliti. Motivasi ekstrinsik akan mempengaruhi tenaga medis dalam pengisianrekam medis, diantaranya kerjasama tim dan beban kerja. Motivasi intrinsik sepertipengetahuan dan persepsi dalam pengisian rekam medis juga akan mempengaruhiketidaklengkapan pengisian rekam medis di suatu pelayanan kesehatan. Motivasi daripekerja kesehatan berpotensi mempengaruhi penyediaan layanan kesehatan. Semangatrendah diantara pekerja dapat merusak kualitas penyediaan layanan, sementarakehadiran pekerja yang bermotivasi tinggi dan berkualitas merupakan aspek kunci darikinerja sistem kesehatan.

A medical record is containing data and information to be made by a health service thatcontains a patient 39 s medical history during the patient is receiving services, fromanamnesis, history of the disease, physical examination and other investigations,diagnosis, treatment to action medical services. The completeness of a medical record isdesperately needed as a valid proof that a patient is properly receiving health care,especially medical resume can be used as hospital claim sheets to insurance incollaboration with hospitals. The low number of completeness medical record in BhaktiYudha Depok Hospital is the basis for the researcher to conduct the research. Theincomplete filling of medical records is due to many factors, including the motivationpossessed by the medical personnel responsible for the medical record. This research isa qualitative research which takes precedence by documentary study by examining thecompleteness of medical record using the check list tool made by the researcher.Extrinsic motivation will affect medical personnel in filling out medical records,including teamwork and workload. Intrinsic motivation such as knowledge andperception in filling medical record will also affect the incomplete filling of medicalrecord in a health service. The motivation of health workers has a potential affect theprovision of health services. Low morale among workers can damage the quality ofservice provision, while the presence of highly motivated and qualified workers is a keyaspect of health system performance."

Hukum dan Kebijakan KesehatanJudul : Policy Evaluation Undang-undang Nomor 36 TahunTentang Tenaga Kesehatan yang Berhubungan denganTenaga Kesehatan MasyarakatPeraturan tentang tenaga kesehatan selama ini tersebar dalam berbagai peraturanperundang-undangan, oleh karena itu dibuatlah UU. No. 36 Tahun 2014 tentang TenagaKesehatan yang mengatur secara komprehensif. Sebagai sebuah profesi yang telahditetapkan oleh undang-undang mewajibkan tenaga kesehatan masyarakat untukmelaksanakan apa yang diamatkan sesuai konten/isi kebijakan. Konten kebijakan yangberhubungan dengan tenaga kesehatan masyarakat antara lain, kewajiban untukmelakukan registrasi sebelum melakukan praktik profesinya di masyarakat danmengikuti ujian kompetensi sebagai syarat pengurusan registrasi yang nanti kepadanyadiberikan Surat Tanda Registrasi STR . Selain itu kebijakan juga telah memisahkankesehatan lingkungan dari kelompok tenaga kesehatan masyarakat. Oleh karena itupeneliti tertarik untuk melakukan evaluasi kebijakan khususnya terhadap kontenkebijakan yang berhubungan dengan tenaga kesehatan masyarakat. Evaluasi isikebijakan ini dibedah menggunakan analisis retrospektif yang dibandingkan dengankondisi nyata tenaga kesehatan masyarakat di lapangan, literatur review kebijakanterkait, teori tentang ilmu kesehatan masyarakat dan pandangan para ekspert kesehatanmasyarakat. Hasil penelitian diketahui tenaga kesehatan layak disebut sebagai sebuahprofesi kesehatan sesuai dengan konten kebijakan. Uji kompetensi yang dilaksanakantidak melanggar konten kebijakan sepanjang uji kompetensi yang dilaksanakan padaranah profesi bukan syarat kelulusan exit exam . Solusi STR bagi tenaga kesehatanmasyarakat yang lulus sebelum peraturan ini ditetapkan dapat mengacu pada PeraturanMenteri Kesehatan Nomor 46 Tahun 2013. Secara teoritis pemisahan kesehatanlingkungan dari kelompok kesehatan masyarakat tidak ditemukan dalam literatur.Kata kunci : Evaluasi Isi Kebijakan, Analisis isi, Policy Evaluation.

The evaluation of the contents of this policy was dissected usingretrospective analysis compared to real conditions of public health personnel in thefield, related policy review literature, theories about public health sciences and theviews of public health experts. The result of the research is known that health workersdeserve to be called as a health profession in accordance with policy content. Thecompetency test carried out does not violate the policy content during the competencytest conducted in the professional field not the exit exam. STR solutions for publichealth personnel who pass before this regulation is set up can refer to Minister of HealthRegulation No. 46 of 2013.
