"Kementerian Keuangan dibawah kepemimpinan Sri Mulyani Indrawati menjadi pilot project Reformasi Birokrasi. Tesis ini bertujuan mendeskripsikan Cognitive Map Sri Mulyani Indrawati dalam perumusan kebijakan reformasi birokrasi Kementerian Keuangan,pada tahun 2007 sampai dengan tahun 2009. Analisis data menggunakan teknik cognitive map dengan panduan dari Ackermann, dkk.,kemudian dikonversi melalui metode NUMBER yang diperkenalkan Kim Dong-Hwan, sehingga menjadi system dynamics dengan bantuan software Vensim. Untuk menunjang penelitian, teori yang digunakan untuk menganalisisya itu teori reformasi administrasi, kepemimpinan, kebijakan publik, dan cognitive map.Hasil dari penelitian ini berupa belief, value dan expertise Sri Mulyani Indrawati dalam merumuskan kebijakan reformasi birokrasi di Kementerian Keuangan. Kebijakan reformasi birokrasi di Kementerian Keuangan berawal dari persepsi Sri Mulyani Indrawati atas kondisi yang mengharuskan dibuatnya suatu upaya percepatan pelaksanaan good governance. Upaya ini disebut reformasi birokrasi. Sri Mulyani Indrawati mencanangkan program dan strategi untuk melaksanakan reformasi birokrasi. Program-program utamanya adalah penataan organisasi, penyempurnaan proses bisnis, dan peningkatan manajemen SDM. Pencapaian tujuan reformasi birokrasi pundi upayakan dengan penyusunan peta strategi Kementerian Keuangan dan penerapan sistem remunerasi. Sri Mulyani Indrawati pun berpendapat bahwa hal yang paling penting dalam pelaksanaan reformasi birokrasi adalah perubahan mindset dari pegawai Kementerian Keuangan. Sri Mulyani Indrawati memberi perhatian atas upaya peningkatan kinerja.Terdapat pula kondisi yang diharapkannya akan dicapai dengan pelaksanaan reformasi birokrasi, yaitu aparatur negara yang profesional, efektif, efisien dan berintegritas, serta building public trust. Sri Mulyani Indrawatipun telah menggunakan kelima praktik kepemimpinan teladan, yaitu model the way, inspire for shared value, challenge the process, enable others to act, encourage the heart.

Bureaucratic Reforms.This thesis aims to describe the Sri Mulyani Indrawati's Cognitive Map in the formulation of the Ministry of Finance's Bureaucratic Reform policy, in 2007 until 2009.The data analysis using the Ackermann, et al. cognitive map techniques, then converted by the NUMBER method which was introduced Dong-Hwan Kim. It becomes a system dynamics with the help of Vensim software.To support the research, the theory used to analyze are the theory of administrative reform, leadership, public policy, and the cognitive map.The result of this study is the Sri Mulyani Indrawati'sbelief, value and expertize in formulated the bureaucratic reform policy at the Ministry of Finance.Sri Mulyani Indrawati's cognitive map includes things that she considered as the cause why an effort to accelerate the implementation of good governance is needed, in this case is bureaucratic reform.Sri Mulyani Indrawati launched programs and strategies to implement the bureaucratic reform.In addition, Sri MulyaniIndrawatiperceive that the core of the bureaucratic reform is a change in mindset of the Ministry of Finance's officials. Sri Mulyani Indrawati's attention on the performance improvement.Concepts that also emerge in the Sri Mulyani Indrawati's cognitive map are the conditions that she hope will be achieved by implementing bureaucratic reform.As a leader, Sri Mulyani Indrawati has used the five practices of exemplary leadership, those were the model the way, inspire for shared value, challenge the process, enable others to act, encourage the heart."

"Penelitian ini bertujuan untuk mendeskripsikan penerapan komunikasi yang dilakukan dalam model kepemimpinan pada organisasi dalam rangka melakukan perubahan. Penelitian berparadigma post-positivis ini menggunakan pendekatan kualitatif dengan desain studi kasus. Hasil penelitian menunjukkan bahwa pemimpin menerapkan model kepemimpinan transformasional melalui komunikasi internal sehingga menghasilkan perubahan pengembangan khususnya dalam upaya meningkatkan kepercayaan publik kepada organisasi. Kepemimpinan yang dilakukan Sri Mulyani menunjukkan komponen perilaku dan karakteristik yang konsisten dengan kepemimpinan transformasional, dengan satu komponen kepemimpinan transaksional terkait dengan reward and punishment. Model kepemimpinan transformasional dengan gaya kepemimpinan yang visionary dan democratic juga turut membawa perubahan bagi iklim komunikasi organisasi menjadi suportif dan partisipatif.

This study attempts to describe the application of communication in leadership model on the governmental organization, in order of change. This post positivistic study used qualitative approach, with case study research design. This study showed that the leader applies transformational model of leadership through internal communication in producing developmental changes, especially in the attempts to increase public trust to the institution. The leadership that has been done by Sri Mulyani showed behavioral components and characteristics that consistent with transformational leadership with a component of transactional leadership related to reward and punishment. The transformational model of leadership with visionary and democratic style of leadership also change the communication climate into supportive and participative. "
