"ABSTRAK
Bidang manajemen stratejik semakin tertarik dengan isu perubahan organisasi, terutama pada lingkungan yang saat ini semakin dinamis dan turbulen, di mana divergent organizational change yang dilakukan organisasi menentukan apakah organisasi dapat tetap eksis atau mati karena kalah dalam persaingan. Studi dilakukan untuk meneliti divergent organizational change dari perspektif influence process, yang beranggapan ada aktor dalam setiap perubahan, dan aktor tersebut memiliki kekuatan atau power yang diperlukan untuk menginisiasi dan mengimplementasikan perubahan, suatu proses yang disebut sebagai institutional entrepreneurship.Berdasarkan studi literatur tentang institutional entrepreneurship, diidentifikasi bahwa personal mastery, personality, dan network centrality adalah power yang dibutuhkan oleh aktor perubahan untuk menginisiasi dan mengimplementasikan divergent organizational change. Penelitian dilakukan pada perusahaan BUMN di sektor energi dan melibatkan 155 responden, yang mengisi kuesioner secara online. Data dianalisis dengan menggunakan structural equation modeling untuk menguji model pengukuran dan model struktural. Studi menunjukkan bahwa divergent organizational change terjadi sebagai hasil dari influence process, yang melibatkan power yang dimiliki aktor perubahan untuk menginisiasi dan mengimplementasikan perubahan.Hasil penelitian menunjukkan bahwa personal mastery dan network centrality mempengaruhi institutional entrepreneurship, dan bahwa institutional entrepreneurship mempengaruhi terjadinya divergent organizational change. Namun demikian, hasil studi menunjukkan bahwa personality tidak mempengaruhi institutional entrepreneurship. Penelitian ini juga mengkaji peran engagement to change sebagai variabel moderasi yang mempengaruhi hubungan personal mastery, personality dan network centrality terhadap institutional entrepreneurship, dan peran engagement to change sebagai variabel moderasi yang mempengaruhi hubungan institutional entrepreneurship dengan divergent organizational change. Hasil penelitian menunjukkan bahwa peran engagement to change sebagai variabel moderasi tidak didukung oleh data.

ABSTRACT
The field of strategic management has been increasingly interested in the issues of organizational change, especially in today rsquo;s more dynamic and turbulent environments. As a consequence, the outcome of divergent organizational change performed by organizations determines whether or not they can survive the competition, The study is conducted to examine divergent organizational change from the perspective of influence process, which argues that there are actors in every change who have necessary power to initiate and implement such a change. This process is called institutional entrepreneurship.Based on literature studies on institutional entrepreneurship, it is identified that personal mastery, personality, and network centrality are required to initiate and implement divergent organizational change. This research is conducted in an Indonesian energy state-owned enterprise and involves 155 respondents, who are asked to fill out the questionnaire online. Data are analyzed using structural equation modeling to examine the measurement and structural models. The study shows that divergent organizational change occurs as a result of an influence process, which involves power to initiate and implement change.Furthermore, the results of this research demonstrate that personal mastery and network centrality influence institutional entrepreneurship, and that institutional entrepreneurship influences the occurrence of divergent organizational change. Personality, however, does not influence institutional entrepreneurship. This study also examines the role of engagement to change as a moderating variable that affects the impacts of personal mastery, personality and network centrality on institutional entrepreneurship; as well as studies the role of engagement to change as a moderating variable that influences the relationship between institutional entrepreneurship and divergent organizational change. The results show that the role of engagement to change as a moderating variable is not supported by data. "

"Change is unavoidable in organizations. Changes in public organizations occur to meet the internal and external demands, and to enable organizations to advance. There are several factors at individual and organizational level. These factors are affective commitment, self-efficacy, satisfaction with co-workers, satisfaction to immediate supervisor, opportunities to participate, opportunities for growth, and respect in the workplace that influence the employee’s perception about the level of success in implementing organization changes; provided they are mediated by management communication and appropriateness of the change goals. This research intends to analyze how the individual and organizational factors influence employees’ perception in the change process at Directorate General of Fiscal Balance (DJPK). Respondents of the research conducted are employees of DJPK whereby purposive sample was employed. The collected data is analyzed using Partial Least Square (PLS). This research shows that perception of success in making change effort may be influenced by opportunities for growth.

Perubahan merupakan sesuatu yang tidak dapat dihindari oleh setiap organisasi, termasuk organisasi publik. Organisasi publik memerlukan proses perubahan dalam rangka memenuhituntutan internal maupun eksternal agar tetap dapat berkontribusi pada kemajuannegara. Terdapat faktor-faktor individual dan organisasional seperti keyakinan diri, komitmenafektif, kepuasan terhadap rekan kerja, kepuasan terhadap atasanlangsung, kesempatan untuk berpartisipasi, kesempatan untuk mengembangkan diri, dan rasa hormat di lingkungan kerja yang berpengaruh terhadap persepsi keberhasilan usaha perubahan dari pegawai dengan dimediasi oleh komunikasi manajemen dan kelayakan usaha perubahan. Penelitian bertujuan untuk meninjau faktor-faktor tersebut pada proses perubahan di Direktorat Jenderal Perimbangan Keuangan (DJPK). Sampel penelitian merupakan pegawai dari DJPK. Data penelitian diolah dengan menggunakan Partial Least Square (PLS). Hasil penelitian menunjukkan bahwa kesempatan untuk mengembangkan diri berpengaruh terhadap persepsi keberhasilan usaha perubahan saat dimediasi oleh kelayakan usaha perubahan.

"ABSTRAK
Salah satu perubahan yang akan dilakukan Kementerian Sosial pada tahun
2014 yaitu penerapan sistem penilaian prestasi kerja Pegawai Negeri Sipil. Sistem
penilaian yang baru tersebut menggunakan penilaian Sasaran Kerja Pegawai.
Kegagalan untuk menilai kesiapan organisasi dan individu dapat mengakibatkan
manajer menghabiskan waktu dan energi untuk menghadapi resistensi. Oleh
karena itu diperlukan adanya kesiapan dari para pegawai sendiri. Kesiapan
individu untuk berubah menurut beberapa penelitian dipengaruhi oleh komitmen
organisasi para pegawainya. Penelitian ini dilakukan untuk mengetahui pengaruh
komitmen organisasi terhadap kesiapan individu untuk berubah pada pegawai di
kantor pusat Kementerian Sosial. Responden dalam penelitian ini berjumlah 257
orang yang merupakan Pegawai Negeri Sipil di kantor pusat Kementerian Sosial.
Instrumen pengukuran komitmen organisasi yang digunakan merupakan adaptasi
dari Meyer & Allen (1991), sedangkan untuk instrumen kesiapan individu untuk
berubah menggunakan pengukuran yang dikembangkan oleh Hanpachern (1997).
Hasil penelitian membuktikan bahwa komitmen organisasi tidak berpengaruh
terhadap kesiapan individu untuk berubah pada pegawai di kantor pusat
Kementerian Sosial. Namun bila dilihat berdasarkan dimensi komitmen organisasi
menunjukkan bahwa dimensi komitmen afektif dan komitmen berkelanjutan
memiliki pengaruh yang signifikan terhadap kesiapan individu untuk berubah.

ABSTRACT
One of the changes that will be made by the Ministry of Social Affairs in 2014 is
the implementation of performance appraisal system of civil servants. The new
scoring system using Employee Job Objective assessment. Failure to assess the
readiness of organizations and individuals can lead managers to spend time and
energy to deal with resistance. Therefore we need the readiness of the employees
themselves. Individual readiness to change, according to some studies influenced
by employees' organizational commitment. This study was conducted to determine
the effect of organizational commitment on the readiness of individuals to change
the employee at the Ministry of Social Affairs headquarters. Respondents in this
study amounted to 257 people who are civil servants in the Ministry of Social
Affairs headquarters. Organizational commitment measurement instrument used
in this study is an adaptation of Meyer & Allen (1991). While individual readiness
to change instrument used is an adaptation of Readiness for Change (RFC) which
is developed by Hanpachern (1997). This research proves that organizational
commitment does not affect the individual's readiness for change in personnel at
the headquarters of the Ministry of Social. However, when viewed by the
dimensions of organizational commitment suggests that the affective commitment
and continuance commitment have a significant effect on an individual's readiness
to change."
