"This study is based on a phenomenon which indicates that population administration in terms of the registration process; family card (KK) and identity card (KTP) in Cianjur District has not been effective, because the service is still slow, the procedure is complicated, not timely, and not transparent. The purpose of this study is to the influence of human resources (apparatus) development dimension on the effectiveness of population administration services. This research uses quantitative design, with a descriptive quantitative method that explains and describes the level of human resources (apparatus) development towards the effectiveness of population administration service in Cianjur Regency. Respondents were selected by using Proportional Stratified Random Sampling technique. Primary data were collected through observation, questionnaires, and interviews; Respondents are apparatuses at the Department of Population and Civil Registry as well as apparatuses from 18 Sub-districts in Cianjur regency as many as 187 samples. Secondary data were obtained through study documentation. Data were analyzed by Structural Equation Model (SEM). The results show that the development of human resources (apparatus), including learning, education, development, and training dimension has positively affected the effectiveness of population administration services significantly. The research concluded that the influence of human resource development on the effectiveness of the population administration service in Cianjur Regency is determined by the dimensions of learning, education, development, and training. These influences imply that the four dimensions of human resource development (apparatus) have important roles in the effectiveness of population administration services in Cianjur Regency."

"Penelitian ini mengkaji tentang tingkat kesiapan Dinas Kependudukan dan Pencatatan Sipil DKI Jakarta dalam menerapkan Identitas Kependudukan Digital. Penelitian ini termasuk ke dalam penelitian univariat dengan menggunakan teori Organizational Readiness for Implementing Change sebagai teori utama. Teori Organizational Readiness for Implementing Change memiliki dua dimensi, yaitu change commitment dan change efficacy. Penelitian ini menggunakan pendekatan kuantitatif dengan teknik pengumpulan data mixed method melalui survei dan wawancara mendalam. Teknik pengambilan sampel untuk survei adalah quota sampling, sedangkan untuk wawancara mendalam menggunakan teknik purposive sampling. Jumlah responden dalam penelitian ini sebanyak 318 orang yang didapatkan dengan menyebarkan kuesioner secara daring dan luring kepada sebagian besar pegawai Dinas Kependudukan dan Pencatatan Sipil DKI Jakarta. Data yang diperoleh telah diolah menggunakan software SPSS versi 25 melalui ukuran pemusatan berupa modus. Hasil dari penelitian ini menunjukkan bahwa Dinas Kependudukan dan Pencatatan Sipil DKI Jakarta memiliki tingkat kesiapan yang tinggi dalam menerapkan Identitas Kependudukan Digital dengan persentase sebesar 71,1%. Tingginya tingkat kesiapan Dinas Kependudukan dan Pencatatan Sipil DKI Jakarta dalam menerapkan Identitas Kependudukan Digital tersebut diperoleh dari komputasi dua dimensi dalam penelitian ini. Penelitian ini diharapkan dapat menjadi gambaran terkait bagaimana kesiapan Dinas Kependudukan dan Pencatatan Sipil DKI Jakarta dalam menerapkan Identitas Kependudukan Digital dan juga referensi bagi Dinas Kependudukan dan Pencatatan Sipil lainnya terkait kesiapan untuk menerapkan Identitas Kependudukan Digital.

This research examines DKI Jakarta Population and Civil Registration Service readiness level in implementing Identitas Kependudukan Digital. This research included univariate research using Organizational Readiness for Implementing Change theory as the main theory. The theory has two dimensions, change commitment and change efficacy. This study uses a quantitative approach with mixed method data collection techniques through surveys and in-depth interviews. The sampling technique for surveys is quota sampling, while for in-depth interviews using purposive sampling techniques. The number of respondents in this study were 318 employees who were obtained by distributing online and offline questionnaires. The data has been processed using SPSS version 25 software through a measure of concentration in the form of mode. The results of this study indicate that the DKI Jakarta Population and Civil Registration Office has a high level of readiness in implementing Identitas Kependudukan which has 71,1%. This high level of readiness obtained from two-dimensional computing study. We hope this research can provide an illustration regarding the readiness of the Service in implementing Identitas Kependudukan Digital and also a reference for other Population and Civil Registration Services related to readiness to implement Identitas Kependudukan Digital.

"Penelitian ini menjelaskan pengembangan sumber daya manusia yang dilakukan oleh Badan Pemeriksa Keuangan Republik Indonesia (BPK RI), bertujuan untuk menggambarkan kegiatan pengembangan SDM yang dilakukan oleh BPK RI melalui suatu proyek yang bernama State Audit Reform Sector Development Program (STAR SDP). Proyek STAR SDP merupakan kegiatan yang diinisiasi oleh Pemerintah untuk melakukan reformasi pada sektor audit. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Hasil dalam penelitian ini, terlihat bahwa BPK RI serius dalam melakukan reformasi audit dan dibuktikan salah satunya dengan melakukan pengembangan SDM melalui pelatihan-pelatihan nasional dan internasional, program beasiswa Pascasarjana dan sertifikasi, dan mengembangkan Kurikulum Berbasis Kompetensi oleh Pusdiklat BPK RI.;This research describes about development of human resources carried out by the Audit
Board of the Republic Indonesia (BPK RI). The purpose of this research is to describe about human resources development activities through an instrument called State Audit Reform Sector Development Program (STAR SDP). This program is an activity that initiated by the Government to reform the audit sector. The methods used in this research is a qualitative method. The results of this research indicate that BPK RI serious in doing the audit reform and proved by developing the human resource through scholarship programs, certification courses, national and international shortcourses, and develop competency based curriculum by BPK Training Center."
