"Penipuan atau kecurangan (fraud) adalah suatu kategori kejahatan yang umum, melibatkan perorangan atau kelompok individu yang dengan curang memperoleh properti atau beberapa keuntungan keuangan dengan melakukan penipuan. fraud mempengaruhi dan menjadi perhatian tertentu karena hal tersebut akan mengakibatkan kerugian yang besar bagi korbannya. Strategi atau teknik yang digunakan untuk mengatasi penipuan atau kecurangan bermacam-macam. Pengembangan claim bidang teknologi telah membuat teknik yang memungkinkan pendeteksian penipuan proaktif yang bare. Satu pendekatan yang meaggunakan teknologi yang nampak lebih efektif dalam mendeteksi kecurangan terhadap organisasi adalah suatu kombinasi dari pertimbangan yang deduktip dan teknologi. Dalam penulisan tesis ini coba dikembangkan dan diterapkan suatu sistem informasi untuk mendeteksi dan mencegah terjadinya fraud pada suatu sistem inventori, yang dalam hal ini terdapat pada suatu industri pengepakan. Dalam pembentukan sistem informasi ini diterapkan langkah-langkah strategi untuk pendeteksian fraud yang terdiri atas pemahaman terhadap sistem atau unit, pengidentifikasian terhadap fraud yang mungkin terjadi, mengumpulkan gejala-gejala dari fraud dalam suatu daftar, pengumpulan data-data yang yang terkait dengan gejala fraud tersebut, dan pembuatan suatu program komputer yang merupakan basil akhir, yang dapat menganalisis secara otomatis untuk mendeteksi terjadinyafraudtersebut. Dan penerapan program yang dibuat (secara simulasi) kepada sistem yang ada pads industri yang diuji, maka didapat beberapa gejala fraud yang terdeteksi yang dapat dianggap sebagai fraud yang berupa: Perencanaan pembelian atas material yang jarang digunakan, sehingga nantinya material tersebut akan menjadi deadstock dan dijual dengan harga yang rendah. Penghapusan material yang bernilai dan masih berguna akibat adanya kesalahan pencatatan material yang sudah rusak (deadstock) kesalahan pengambilan stok material, dan tidak melakukan penyesuaian terhadap arsip dari material tersebut. Pemberian insentif yang tidak seharusnya, karena adanya kesalahan perhitungan waste. Sistem ini nantinya dapat digunakan secara periodik yang berfungsi untuk mendeteksi kesalahan-kesalahan yang merupakan gejala sebelum fraud yang dapat menimbulkan kerugian yang besar terjadi.

Fraud is a common crime involving individual or group of individual who illegally obtain properties or financial benefit by mean of deception. This crime has caused siginificant losses to both private companies and especially goverment companies. Although a lot techniques and strategies have been developed and implemented to deal with this crime, it is perfectly clear that a new proactive technology-based strategy is still desperately needed.

In this paper, we tried to develop a new information system capable of detecting and preventing fraud in an inventory system, which in this case is a packaging industry. Several steps and strategies are implemented in this fraud detection system: a firm understanding of implemented unit or system, identification of all possible fraud, identification of sign of fraud (symptoms), listing of claim associated with the sign of fraud, and finally a development of a computer program capable of automatically detecting the fraud.

In the simulation of this system in the tested industry, several signs of frauds were detected: Planning to purchase very varely used materials, so that materials will be considered deadstock and sold at much lower price, Unlisting of valuable stock Iesulting from mistake in the listing of dcadstock, Incorrect stock material taking, due to inaccurate material archieves, Inappropriate incentive due to mistake in waste calculation. This system will be used periodically to detect and prevent fraud before it significant losses."

"Novel processing and searching tools for the management of new multimedia documents have developed. Multimedia Information Retrieval (MIR) is an organic system made up of Text Retrieval (TR); Visual Retrieval (VR); Video Retrieval (VDR); and Audio Retrieval (AR) systems. So that each type of digital document may be analysed and searched by the elements of language appropriate to its nature, search criteria must be extended. Such an approach is known as the Content Based Information Retrieval (CBIR), and is the core of MIR. This novel content-based concept of information handling needs to be integrated with more traditional semantics. "ABSTRAKSkripsi ini membahas mengenai analisis pelaksanaan Sistem InformasiManajemen Kepegawaian (SIMPEG) dilihat dari aspek input, proses, dan outputdi Biro Kepegawaian Kementerian Agama RI. Penelitian ini merupakan penelitiankualitatif dengan desain deskriptif, dimana peneliti mencoba menggambarkanfenomena atau gejala yang dalam hal ini adalah analisis pelaksanaan SistemInformasi Manajemen Kepegawaian (SIMPEG) dilihat dari aspek input, proses,dan output di Biro Kepegawaian Kementerian Agama RI. Hasil penelitianmenyebutkan pelaksanaan SIMPEG Biro Kepegawaian Kementerian Agama RIbelum sepenuhnya terlaksana dengan baik karena dari delapan indikator hanyaempat indikator yang dikategorikan baik. Empat indikator yang sudahdikategorikan baik adalah indikator kualitas SDM, anggaran pelaksanaanSIMPEG, SOP/pedoman, dan evaluasi/monitoring dan empat indikator lainnyayang dikategorikan belum baik adalah indikator fasilitas pendukung, datadasar/awal, pemeliharaan data, dan laporan akhir data SIMPEG.
