"ABSTRAK
Tujuan dari penelitian ini adalah untuk menganalisis masalah ketidaksesuaian material PT. Arkon Prima Indonesia ketidaksesuaian sertifikasi dan fabrikasi guna mencari perbaikan kualitas mutu material. Metode penelitian ini termasuk kedalam metode penelitian deskriptif dan Metode yang digunakan dalam penelitian ini adalah metode kuantitatif dengan jenis penelitian studi kasus. Hasil penelitian menunjukan bahwa faktor-faktor penyebab ketidaksesuaian material dengan kontrak disebakan oleh 1 Kesalahan drafter dalam menganalisa gambar dengan faktor penyebab terbesar perubahan desain secara tiba-tiba dengan presentase sebesar 50, 2 Kesalahan pekerja dalam membuat purchase order material dengan faktor penyebab terbesar kecurangan karyawan divisi purchasing dengan presentase sebesar 45 , 3 Penunjukan supplier matrial secara sepihak oleh klien, 4 Keuangan yang terbatas yang dimiliki dalam membeli material 5 Kesalahan pekerja dalam kegiatan fabrikasi dengan faktor penyebab terbesar kurangnya mandor yang mengawasi dengan presentase sebesar 40, 6 Kondisi mesin yang tidak stabil dalam kegiatan fabrikasi dengan faktor terbesar penggunaan mesin secara tidak wajar dengan presentase sebesar 42 , 7 Metode kerja yang bersifat borongan.

ABSTRACT
The purpose of this study was to analyze the issues of material incompatibility in PT Arkon Prima Indonesia non conformance certification and fabrication to improve material quality. This study method is descriptive research method, because this method explains fact finding with correct interpretation. The method used in this study is quantitative method with case study. The result of this study showed that factors that cause incompatibility material according to contract are 1 drafter error in analyzing drawing with the largest causative factor is drawing design change abruptly, with percentage of 50 , 2 error in making purchase order material with the largest causative factor is employee fraud in purchasing department, with percentage of 45 , 3 unilaterally designation of material supplier by client, 4 limited fund to buy material, 5 workers error in fabrication activity with the largest causative factor is shortage of supervisor number to supervise fabrication activity, with percentage of 40 , 6 unstable machine condition in fabrication activity with the largest causative factor is excessive use of the machine with percentage of 42 , 7 lump sum contract method. "Penerapan manajemen konstruksi profesional sudah mendapat tempat dalam bisnis konstruksi di Indonesia. Hasil kerja dari layanan jasa tersebut diharapkan dapat meningkatkan keberhasilan proyek secara umum. Dari sisi perusahaan, diperlukan penelitian untuk pengembangan pada tingkat perspektif learn/growth dalam rencana strategis. Mengingat regulasi dan referensi yang ada saat ini mengukur keberhasilan proyek dari sisi biaya, mutu, dan waktu, sebagai pendekatan tradisional, dalam studi ini diusulkan suatu "pengukuran kinerja" yang berbasis balanced scorecard yang diselaraskan dengan PMBOK untuk mendapatkan gambaran yang lebih lengkap mengenai pencapaian kinerja baik dari sudut pandang finansial dan non finansial. Keberhasilan tim proyek dalam menjalankan tugasnya sesuai kontrak dipengaruhi oleh sistem kerja yang didalamnya termasuk manajemen sumberdaya manusia dan perkembangan teknologi dalam perspektif proses bisnis internal.
Metode penelitian secara umum merupakan survey dengan responden para team leader proyek. Hasil penelitian menunjukkan bahwa manajemen SDM yang diwakili oleh kompetensi, peran project manager, penghargaan, fasilitas kerja, dan pembelajaran memberikan pengaruh kepada kinerja layanan jasa konsultan MK. Demikian pula halnya dengan perkembangan teknologi yang diwakili oleh teknologi-ICT, BIM, metode konstruksi modern, dan teknik manajemen baru.
Analisa yang dilakukan diharapkan dapat menjadi dasar bagi strategi pengembangan selanjutnya untuk meningkatkan kinerja dari layanan jasa suatu perusahaan konsultan manajemen konstruksi.

The existence of professional construction management agency has already accepted in construction business in Indonesia. A study is required for assurance, where the outcome of the services is expected to improve overall project success, beside the necessity to develop learn/growth perpective in the corporate strategic plan. Regulations have recently measure the project success in the aspect of schedule, cost and quality, as a traditional approach, therefore, in the aim to obtain more comprehensive figure of performances both in financial and non financial point of view, a balanced scorecard based performance measurement is proposed to be synchronized with PMBOK knowledge area. Project team achievement in their assignment will be affected by work system which includes human resource management and advances within internal business process perspective, where such relations will be analyzed in this research.
Research methodology shall be based on a survey which includes group of project team leaders as contributors. The outcome of the study shows that human resource management which comprise of competence, the role of project manager, recognition and reward, facility, and lesson learned has an effect towards performance, as well as advances which include technology, building information modeling, modern method of construction, and emerging management technique. Result of the case study can be used for the services performance improvement and the agency development strategy."

"ABSTRAK
Laporan magang ini membahas mengenai siklus pembelian Material di suatuperusahaan konstruksi dengan menggunakan salah satu fasilitas kredit non-tunai dariBank. Secara lebih rinci, laporan ini membahas mengenai prosedur pengadaan materialdi PT HKA, dan pembayaran material tersebut menggunakan fasilitas kredit non-tunaiyaitu Surat Kredit Berdokumen Dalam Negeri. Prosedur pengadaan material ini akandiuji kesesuaiannya dengan peraturan dari Menteri BUMN. Surat Kredit Berdokumendalam Negeri yang digunakan oleh PT HKA dibagi menjadi dua jenis yaitu SuratKredit Berdokumen Dalam Negeri Reguler dan Kontrak Payung. Di dalam laporanmagang ini akan dijelaskan tahapan masing-masing jenis SKBDN tersebut sehinggadapat diketahui perbedaan antar jenisnya dan bagaimana manfaatnya terhadap PTHKA. Secara keseluruhan, siklus pembelian barang yang mencakup pengadaan barangdan pembayaran menggunakan fasilitas SKBDN telah berjalan dengan baik dan tidakada kendala yang material.

ABSTRACT
This report explains about the procurement cycle of material in a constructioncompany using one of the non cash loan facility provided by commercial Bank. Inmore detail, this report explains about procurement cycle of material, and the paymentusing non cash loan facility, domestic letter of credit. The compliance of procurementcycle in PT HKA towards State Minister for State Owned Enterprises decree checkedin this report. Domestic letter of credit used by PT HKA classified into two type, whichis reguler domestic letter of credit and framework contract domestic letter of credit.The differences such as the function, and the stages between reguler domestic letter ofcredit and framework contract domestic letter of credit will be explained in this report.Overall, the procurement cycle of material including purchasing of material andpayment of material using domestic letter of credit facility can be categorized as goodand there are no material problem happened.

"Pada pembangunan jalan raya di kota Kupang Nusa Tenggara Timur, sering terjadi kenaikan biaya yang disebabkan oleh lemahnya sistem persediaan bahan, oleh karena itu perlu untuk meneliti faktor-faktor risiko dalam sistem persediaan bahan yang mempengaruhi kinerja biaya proyek. Penelitian yang dihasilkan menggunakan metode AHP menunjukkan bahwa ada 11 faktor risiko tinggi, 16 faktor risiko menengah, dan 26 faktor risiko rendah, yang kemudian di lakukan pencegahan dan tindakan korektif yang direkomendasikan oleh para ahli.

On highway construction in the city of East Nusa Tenggara Kupang, often occurs cost overruns that caused by weak of material inventory system, therefore it is necessary to research the risk factors in material inventory system that influences project cost performance. The research resulting using AHP method show that are 11 high risk factors, 16 medium risk factors, and 26 low risk factors, which then in the doing preventive and corrective actions that are recommended by experts."

"Kebutuhan akan tenaga ahli konsultan pengawasan teknis dibidang jalan yang
berkualitas adalah mutlak bagi pclaksanaan proyek-proyek pembangunan jalan dan jembatan
dalam rangka menjaga mutu hasil pcmbangunan. Pengamatan dilapangan menunjukan bahwa
pelaksanaan proyek fisik akan berhasil apabila dikerjakan oleh kontraktor yang handal dan
diawasi oleh konsultan pengawas yang berkualitas. Sebaliknya jika dilaksanakan oleh
kontraktor yang berepulasi tidak baik dan diawasi pula oleh konsultan yang kurang profesional
maka hasilnya juga tidak akan memuaskan. Meskipun kontraktor yang ada kurang baik, jika
diawasi oleh konsultan yang baik maka konsultan tersebut akan berusaha sedemikian rupa agar
kontraklor dapar memenuhi sasaran proyek yaitu tcpat waktu, mutu, dan biaya, Evaluasi

"Penelitian ini akan membahas mengenai implementasi sistem manajemen kualitas ISO 9001:2008 Klausul 8 (pengukuran, analisis, dan perbaikan) pada proyek konstruksi yaitu proyek Tamansari Panoramic Apartment PT Wika Realty. Analisis dilakukan dengan melakukan perbandingan antara standar ISO 9001:2008 Klausul 8 dengan implementasinya pada proyek Tamansari Panoramic Apartment PT Wika Realty. Penelitian dilakukan dengan melakukan wawancara, observasi data, dan studi literatur. Penelitian difokuskan pada kesesuaian Klausul 8 (pengukuran, analisis, dan perbaikan) pada dokumen proses yang digunakan sebagai pedoman dalam mencapai keefektifan pelaksanaan proyek. Hasil dari analisis penelitian ini adalah telah diterapkannya sistem manajemen kualitas ISO 9001:2008 Klausul 8 (pengukuran, analisis, dan perbaikan), namun terdapat implementasi yang belum sepenuhnya dilakukan dan secara konsisten diterapkan. Hal tersebut karena adanya pemahaman prosedur yang rendah, terjadi ketidakseimbagan antara jumlah karyawan dengan kompleksitas pekerjaan, serta kurangnya komitmen karyawan dalam melaksanakan prosedur kerja. Sementara untuk faktor kunci keberhasilan, ditemukan bahwa faktor kunci keberhasilan biaya telah memberikan dampak positif pada efisiensi biaya, sedangkan untuk komitmen dan budaya belum dilakukan dengan baik.

This study was conducted to know about the implementation of quality management system ISO 9001: 2008 Clause 8 (measurement, analysis, and improvement) on the construction project, that is Tamansari Panoramic Apartment PT Wika Realty. The analysis of this study was performed by a comparison between the standard of ISO 9001: 2008 Clause 8 with the implementation of the Tamansari Panoramic Apartment PT Wika Realty's project. The process of data collection in this study is done through interviews, observation data, and literature study.The study focused on the suitability of Clause 8 (measurement, analysis and improvement) to the documents which was used as guidance in achieving the effectiveness of project implementation. The results from this study showed that the quality management system ISO 9001: 2008 Clause 8 (measurement, analysis and improvement) has been implemented on Tamansari Panoramic Apartment PT Wika Realty's construction project, however it has not been done completely or comprehensively. This is due to the low understanding of the procedure, imbalance between the number of employees with job complexity, and a lack of employee's commitment in carrying out procedures. As for the key of success factors, this study was found that the success of cost management had a positive impact on the efficiency. While on the other hand, the commitment and work culture has not been implemented properly."

"The Influence of Improving Constructability during The Design Phase on the Performance of Construction Project Schedule in Indonesia
Constructability as defined by Construction Industry Institute, Constructability Concepts File, The University of texas at Austin as; the optimum use of construction knowledge and experience during the phases of planning, designing, procurement and construction to achieve the project goal. Constructability involves the thought of how to build a project even before it is designed.
Currently there are three issues which dominate constructability applications; design, layout, and construction method. In order to obtain deeper understanding of the potential application of Constructability for Construction Project implementation, the research focussed on the effect of its key characteristics introduced during the design phase on the performance of Construction Schedules in Indonesia.
Data was obtained through questionnaires from project architects and structural engineers of Consultants in 24 Construction Projects executed during the last decade between 1985 - 1995. Correlation and multiple regression analysis were utilized to establish models on the relation between Constructability variables and Construction Schedule Performance. The degree of completing construction projects as measured by actual against planned time performance proved to be related to Constructability variables in a linear manner.
From the analysis of 48 prospective explanatory Constructability variables during the design phase identified three determinants influencing Construction Schedule Performance. The three significant Constructability variables were; to confirm the filing system (x23), to describe the pre-fabrication system (x43), and to define clearly the contractor limit in design document (x12).
Further research provided additional evidence of the existence of Constructability characteristics through dummy variables which were; to eliminated weather problem (x46)."

"Kesuksesan seorang Manajer Proyek didalam sebuah perusahaan dapat diukur dari kemampuan dan keahlian yang dimilikinya. Kemampuan dan keablian yang dimiliki Manajer proyek akan bisa terlihat seorang Manajer Proyek sudah pernah menangani beberapa proyek dan berhasil salah satunya menurut penilaian atasan. Disamping itu seorang Manajer Proyek harus dapat memperlihatkan kompetensi yang dimilikinya, serta dapat pula memperlihatkan hasil karyanya dalam menangani dan melaksanakan proyek.
Dalam penelitian ini kesuksesan seorang manajer proyek diukur dari 2 faktor. Kedua faktor kesuksesan tersebut adalah kompetensi yang dimilikinya dan faktor-faktor kunci yang menyebabkan kesuksesan Manajer Proyek dalam pelaksanaan proyek. Kompetensi merupakan suatu kemampuan yang dimiliki seseorang baik itu berupa prilaku, keterampilan dan pengetahuan. Penelitian ini hanya meneliti kompetensi prilaku. Pada penilaian ada 11 variabel kompetensi prilaku yang digunakan. Untuk mengetahui kompetensi prilaku apa yang memang harus dimiliki seorang Manajer Proyek agar sukses dalam menangani proyek dan 10 faktor kunci sukses yang hares dilaksanakan Manajer Proyek agar menjadikan seorang Manajer Proyek sukses dalam menangani proyeknya.
Penelitian dilakukan dengan mengumpulkan data dari responder dalam bentuk kuesioner dan wawancara. Sebanyak 35 orang Manajer Proyek di PT.X. 35 Manajer proyek diambil karena hanya 35 orang Manajer Proyek di PT.X yang sudah pemah menangani lebih dari 3 proyek, sebagai persyaratan untuk dapat menjadikan data dalam penelitian ini. Data hasil kuesioner ditabulasikan dan dianalisa dengan menggemakan bantuan SPSS. Dan hasil analisis dengan bantuan SPSS didapatkan bahwa dari 11 variabel kompetensi prilaku yang menempati ranking 1 s/d 5 adalah kompetensi prilaku dorongan berprestasi, pemecahan masalah, kepemimpinan kelompok, inisiatif dan pengarahan. Sedangkan dari 10 faktor kunci sukses yang mempunyai ranking 1 s/d 5 adalah penempatan personil untuk tim proyek, misi proyek, pemantauan dan pengendalian umpan balik, kemampuan teknis, konsultasi dengan pemilik serta dukungan pimpinan.
Pengaruh korelasi dari ke 2 variabel yang digunakan dalam penelitian ini didapatkan hasil bahwa, kesuksesan Manajer Proyek dipengaruhi oleh ketepatan dalam memilih personil untuk tim proyek, ketepatan perencanaan misi dan visi proyek, inisiatif dan kemampuan pengendalian umpan baik dalam setiap proyek.
Sedangkan untuk mengetahui seberapa besar pengaruh kompetensi prilaku Manajer Proyek terhadap kesuksesan proyek dilakukan analisis. Hash analisis dari 35 responden dengan kuesioner didapatkan: ada 13 orang Manajer Proyek yang dinilai tidak sukses. Ketidaksuksesan ini disebabkan ke 13 Manajer Proyek ini memperoleh score 2 (nilai rendah), terhadap kedua variabel yang memiliki ranking pengaruh 1-5, atau yang mempunyai score 2 (nilai rendah) pada salah satu variabelnya.
Dari keseluruhan hasil analisis terbukti bahwa kompetensi prilaku memang merupakan salah satu penentu kesuksesan Manajer Proyek, sebab seorang Manajer Proyek bisa sukses jika dia memiliki kompetensi prilaku dan sudah melaksanakan faktor-faktor kunci sukses secara maksimal dalam setiap pelaksanaan proyeknya.

A success of Project manager in a company can be measure by the capability and the competencies that he has. The Capability and Competencies of a Project Manager could be seen if he had handle several project, and minimal one of his project was declared success by his supervisor. Besides that, Project Manager should always shows his competencies during handling and doing his project.
In this research, a success of Project Manager is gain by measuring 2 factors, which are competencies and other key factors. Competencies are a capability of someone, and it includes an attitude, skill and knowledge. This paper will only discuss about the attitude. We will be using 11 variables of competencies during this research, for discovering what competencies are should have by a project manager in order to gain a success. We also use 10 key factors for success that should be done by Project Manager in order to become success in their project.
The research was done by gathering data from interviewing and questioning the respondent. The respondents are 35 Project Manager in Company X. The writer use 35 Project manager because only 35 person from that company who have been handling 3 project. Data from questioner then tabulated and analyzed with SPSS. Based on the output of SPSS, from 11 variables of competencies that should have by a project manager, the 5 variables, which occupy 1s` rank to 5'h, are achievement, problem solving, leadership, initiative, and direction. From 10 key factors for success, 5 factors that have a higher rank are choosing a right team personnel, mission of a project, monitoring, controlling and feedback respond, technical skill, consultation with the owner and also support from Project Manager.
The result from correlation between 2 variables which is use in this research are we could conclude that a success of Project Manager depend on accuracy in choosing a right team personnel, in arranging vision and mission of a project, initiative and capability of handling controlling and feedback respond in every project.
We also analyzing how big does the competencies influence a success of Project Manager. There are 13 Project Managers from 35 respondents, which are not success. This failure is happen because they have a score 2 (a minimum value) in two of variables with rank 1st until 5th or have a score 2 (a minimum value) in one of the variables.
From all the analyzing in this research, it could be proofed that competencies are one of the determining factor for a success of Project Manager. Project Managers could gain a success if they have good competencies and maximize the effort in implementing key factors of success in their project.

"ABSTRAK
Tesis ini bertujuan untuk melakukan analisis faktor-faktor penentu kesuksesan TQM, analisis sebab-akibat Fishbone Diagram dan merancang service blueprinting untuk peningkatan kualitas layanan sertifikat elekronik pada Badan Siber dan Sandi Negara. Dalam mencapai tujuan ini, telah dilakukan kajian literatur, survei melalui kuesioner dengan responden sebanyak 310 orang pegawai BSSN dan wawancara kepada 4 orang narasumber manajemen yang menjalankan tugas terkait pemberian layanan sertifikat elektronik serta pengumpulan data sekunder. Pengujian model dan hipotesis penelitian dilakukan dengan menggunakan structural equation model SEM . Hasil pengujian hipotesis, data hasil wawancara serta data sekunder yang telah dikumpulkan digunakan untuk melakukan analisis sebab-akibat penyebab tidak optimalnya kualitas layanan sertifikat elektronik. Berdasarkan hasil analisis sebab-akibat dengan hasil identifikasi akar masalah, selanjutnya dirumuskan analisis peningkatan kualitas layanan dengan merancang service blueprinting, complaint management process dan proposal implementasi TQM pada layanan sertifikat elektronik BSSN. Penelitian ini menghasilkan temuan bahwa leadership adalah faktor kunci yang dapat mendorong peningkatan kualitas kinerja di BSSN. Adapun faktor-faktor penentu kesuksesan lain untuk menghasilkan layanan sertifikat elektronik yang berkualitas adalah continuous improvement, customer focus dan operational performance. Hasil penelitian ini mengkonfirmasi bahwa metode Total Quality Management dan Service Blueprinting merupakan solusi yang dapat diterapkan untuk mengatasi masalah kualitas layanan, dan juga solusi untuk memperbaiki dan meningkatkan kualitas layanan yang dapat diaplikasikan pada sektor publik organisasi pemerintah .

ABSTRACT
This thesis aims to analyze the critical success factors of Total Quality Management, cause and effect analysis fishbone diagram and design service blueprinting to improve the quality of digital certificate services on National Cyber and Crypto Agency. In order to achieve this objective, a literature review has been conducted, surveys through questionnaires with 310 respondents of BSSN employee and interview with 4 person management that performing tasks related to the provision of digital certificate service as well as secondary data collection. The research model and hypothesis was tested using Structural Equation Modeling SEM . The results of hypothesis testing, interview data and secondary data that have been collected are used to conduct fishbone analysis to identify the rootcause problem of unoptimal digital certificate service quality. Based on the result of cause and effect analysis, then formulated the analysis of service quality improvement by designing service blueprinting, complaint management process and proposal of TQM implementation on BSSN digital sertificat service. This research find that leadership is a key factor that can drive performance improvement at BSSN. The other critical factors to produce digital sertificate services quality are continuous improvement, customer focus and operational performance. The result of this study confirm that Total Quality Management method and Service Blueprinting are workable solutions that can be applied to address service quality issues, as well as solutions to improves the quality of public sector services government organizations . "

"BACKGROUND
Construction service, as translation of construction industry, is part of the effort of development that aim to achieve realization of welfare?s nation. Construction service shall produce a contribution of effort to produce other product, however construction service as well shall receive influence the same feed back.
In the developing countries, the role of construction service of gross domestic product is average reach 3%-8% and value above 50 % of establishment for permanent capital in every years, and according to the world Bank report more than 40 %, since 1980, loan invested for construction work?s.
Growth for construction service in Indonesia, of any study ever been carried out by LPEM-UI, for the first Pelita I and II (Five year development Plan I and II) only, have achieved average 20 % per year and on Pelita III average of 15 % per year.
Value added/output of Indonesia from the list of construction service is the highest second number after Thailand, when compared to Malaysia, Philipine, India, and Republic of Korea.
And also the role of this construction service for the future, still shall very dominant in Indonesian development, however management for construction service still very relevant to get the most larger attention, so that it need to be seek a strategy points which may cause its successful in handling any projects and may become a very useful guidance for activators of project management.
METHODOLOGY OF THE STUDY
The research method of this thesis shall use a combination of three methods, namely first shall use a library research, and next shall use a field study by 2 (two) stages.
A conclusion founded from library research deptly shall be assumtion as a temporer conclusion and may function asa hipothesis which reality of its application shall be proved and perfected by conforming of experts and practioners who take part in the field in practising of the strategic concepts.
Field study for the first stage shall be executed by interview/questionary appointed to experts and practioners of contruction management consist of foreign and domestic consultants which viewed sufficient experienced and have business scale measurement and reputable name in their field, and also natioanal contractors,for construction service (state owned company and private company) and foreign contractor , that have qualification calculated similar, meant to confirm and improve of the key success factors appllication in the field. In addition, after it is got any conclusion of library research which matched by field study for first stage all at once confirm and improve strategic concepts/hypothesis for key success factors, shall be followed to the second field study by case studyof any apartment project in Central Jakarta handled by a foreign company.
CONCLUSION AND SUGESTION
From this final thesis expected shall be founded any conclusion on key success factors that have operational value/the highest application on the project management handling in Indone sia which is very beneficial for whoever handling a construction service. It also can be given suggestion for apartment project handling that being exist in work in processin order that its handling become more effective and efficient without too many deviation experience in the time problem of its implementation."
