"Synchronization of planning and budgeting is a common problem that is often experienced by public organizations in Indonesia, especially in the Ministry of Transportation. The gap in planning and implementation due to this problem is a symptom that the THIS (Thematic, Holistic, Integrative, Spatial) concept has not been able to run optimally and could be optimized through e-government, which does actually not yet reflect the interoperability aspects between each planning application such as e-planning & budgeting; e-performance; e-monitoring & reporting; up to ap2kp (Aplication for Appraisal of Achievement and Calculation of Empoyee Performance). This study uses a qualitative approach with a case study method strengthened by an Analytical Hierarchy Process to examine the application of the electronic-based THIS concept. The results of this study provide policy advices for the preparation of a new ministerial regulation about integrated planning and develop a business process related to the planning flow within the Ministry of Transportation which accommodates the THIS concept."

"Time synchronization is a vital process in wireless sensor networks, where energy sources are highly limited. In this work, we propose a broadcast-based skew correction technique that will improve both the accuracy and the lifetime of any time synchronization protocol that only corrects time offsets among sensor nodes. Using time information transmitted periodically by the root node, each client node can compensate its software clock frequency in real time after an initial offset correction. The experimental results show that a clock skew below 0.05 us/s can be consistently achieved with appropriate compensation parameters after the correction process is stabilized."

"Memristive Nonlinear Electronic Circuits deals with nonlinear systems in the design and implementation of circuits for generating complex dynamics. The brief proposes a new memristor model using an inverse tangent function, which achieves the characteristics of the memristor and can be implemented easily because it corresponds to the bipolar transistor differential pair. The authors design a new model-based memristive time-delay system by obtaining a time-delay memristive differential equation, which can generate an n-scroll chaotic attractor by adjusting the proposed nonlinear function. These designs are carried out using OrCAD-PSpice. The brief also presents a new time-delay memristive circuit excited by a nonautonomous staircase function which can generate grid chaotic attractors: new families of grids of n×m-scrolls."

Penelitian ini menggunakan metodekuantitatif. Sampel dari penelitian ini adalah 467 orang tenaga kesehatanpenugasan khusus berbasis tim dalam rangka mendukung Program NusantaraSehat. Pengukuran terhadap kepuasan kerja dilakukan dengan menggunakanMinnesotta Satisfaction Quesionnaire MSQ , sedangkan pengukuran terhadapkomitmen keorganisasian menggunakan Organizational CommitmentQuestionnaire OCQ yang dikembangkan oleh Allen Meyer. Penelitian inimenggunakan Structural Equation Modelling SEM berbasis kovarian untukmenjawab rumusan masalah. Hasil penelitian menunjukkan bahwa terdapathubungan yang positif antara karakteristik personal yang terdiri dari umur, lamakerja dan status pernikahan dengan komitmen keorganisasian sedangkan tingkatpendidikan menunjukkan hubungan yang negatif dengan komitmenkeorganisasian. Selain itu, juga ditemukan bahwa Kepuasan Kerja berhubunganpositif dengan komitmen keorganisasian.Kata Kunci: Karakteristik Personal, Kepuasan Kerja, Komitmen Keorganisasian.

The research used quantitativemethod. Subject of the research is 467 Team Based Health Workers in order tosupport Nusantara Sehat Program. Measurement of job satisfaction by usingMinnesota Satisfaction Questionnaire MSQ , while the measurement oforganizational commitment using the Organizational Commitment Questionnaire OCQ developed by Allen Mayer. In this research, Covariance Based StructuralEquation Modelling SEM was used to answer the research questions. The resultsshowed Personal Characteristics consisting of age, tenure and marital status havea positive relationship with organizational commitment, while education levelhave a negative relationship with organizational commitment. It was alsodiscovered that job satisfaction had a positive relationship with organizationalcommitment.Keywords personal characteristics, job satisfaction, organizational commitment"

"Maldistribusi tenaga kesehatan terutama di Daerah Tertinggal, Perbatasan dan Kepulauan (DTPK) menjadi perhatian dunia karena keengganan tenaga kesehatan untuk tinggal dan bekerja di DTPK. World Health Organization (WHO) merekomendasikan retensi tenaga kesehatan sebagai salah satu upaya untuk meningkatkan ketersediaan tenaga kesehatan di DTPK. Di dalam manajemen sumber daya manusia, retensi merupakan output pemeliharan sumber daya manusia (SDM), artinya bagaimana mempertahankan SDM yang kompeten untuk tetap bekerja dalam periode waktu yang maksimum. Salah satu cara yang dipakai untuk meretensi SDM adalah dengan pemberian insentif, baik berupa material maupun non material.
Penelitian ini dilakukan pada program penugasan khusus tenaga kesehatan di DTPK yang dilaksanakan pada bulan September 2011 di Kabupaten Keerom, Kabupaten Sarmi dan Kota Jayapura Provinsi Papua. Dalam penelitian ini data yang digunakan terdiri atas data primer dan data sekunder. Data primer diperoleh dengan melakukan wawancara mendalam terhadap berbagai informan yang kompeten yaitu dari Dinas Kesehatan Provinsi, Dinas Kesehatan Kabupaten dan Pusat Perencanaan dan Pendayagunaan SDM Kesehatan Kementerian Kesehatan. Data sekunder menggunakan data hasil pemetaan tenaga kesehatan yang dilakukan oleh Pusat Perencanaan dan Pendayagunaan SDM Kesehatan, Kementerian Kesehatan tahun 2010.
Hasil penelitian menunjukan bahwa insentif bukan merupakan faktor utama yang mempengaruhi retensi tenaga kesehatan penugasan khusus di DTPK. Faktor kebijakan pemerintah lebih menentukan retensi tenaga kesehatan di DTPK. Pemerintah belum memiliki kebijakan khusus tentang retensi tenaga kesehatan. Untuk memenuhi ketersediaan tenaga kesehatan khususnya di DTPK, pemerintah menggunakan strategi mutasi dan rotasi serta menyelenggarakan program-program yang sifatnya temporarly dan tidak sustainable seperti pengadaan tenaga kesehatan Pegawai Tidak Tetap (PTT), Penugasan Khusus, dan tenaga kesehatan kontrak atau honorer. Oleh karena itu pemerintah perlu melakukan kajian-kajian tentang kebijakan retensi tenaga kesehatan.

Maldistribusi of health workers especially in the Rural, Border and Islands area (DTPK) became the world's attention due to the reluctance of health workers to live and work in DTPK. World Health Organization (WHO) recommends retention of health workers as part of efforts to increase the availability of health workers in DTPK. In the human resource management, retention is the output of human resources (HR) maintenance, which is how to maintain competent human resources to keep working within a maximum period of time. One way used to retaining HR is by providing incentives, either material or non material.
The research was conducted on a special assignment program of health workers in DTPK held on September 2011 in Keerom District, Sarmi District and Jayapura city, province of Papua. In this study the data used consists of primary data and secondary data. Primary data obtained by conducting interviews conducted with a range of competent informants of the Provincial Health Office, District Health Office and Center for Health Human Resources Planning and Utilization of Ministry of Health. Secondary data using mapping data from health workers conducted by the Center for Health Human Resource Planning and Utilization, Ministry of Health in 2010 Republic of Indonesia.
The results showed that the incentive is not a major factor influencing the retention of health workers on special assignment in DTPK. Factors determining government policy over retention of health workers in DTPK. Governments do not yet have specific policies regarding the retention of health personnel. To meet the availability of health workers especially in DTPK, the government uses mutation and rotation strategies and organizing programs that are temporarly and not sustainable as the procurement of non-permanent employee health workers (PTT), Special Assignment, and health workers or temporary contracts.Therefore, governments need to do studies of health personnel retention policies.

"Program pencegahan dan pengendalian infeksi merupakan upaya paling efektif untuk mencegah terjadinya HAIs” (Healthcare-Associated Infections), yaitu infeksi akibat pelayanan kesehatan, yang dapat menjadi ancaman masuknya penularan wabah ke komunitas. Implementasi dan pelaporan program PPI cukup beragam. Ketiadaan pelaporan dan data implementasi PPI di Fasilitas Palayanan Kesehatan Tingkat Pertama (FKTP) pada Daerah Terpencil Perbatasan dan Kepulauan (DTPK) dapat menempatkan posisi layanan priemr dalam kondisi tidak siap dalam menghadapi ancaman wabah dan menambah kesenjangan. Tujuan penelitian untuk melihat gambaran implementasi PPI dan kesesuaian implementasi PPI di FKTP DTPK Kabupaten Kubu Raya. Penelitian ini menggunakan mix methode dengan desain sequential explanatory. Pada tahap pertama dilakukan pengisian kuesioner baku menggunakan kuesioner  baku IPCAF- minimum requirement assesment for primary care oleh seluruh tim PPI dilanjutkan dengan wawancara mendalam kepada 11 informan dan dilakukan observasi dokumen. Hasil didapatkan  23,8% Puskesmas di level Kabupaten belum memenuhi kesesuaian standar minimum program PPI, akan tetapi pada Puskesmas DTPK 36,4% Puskesmas sudah memenuhi kesesuaian standar minimum program PPI.  Dari 8 komponen inti PPI, pada level Kabupaten nilai tertinggi didapat komponen monitoring dan umpan balik, sedangkan pada Puskesmas DTPK nilai tertinggi didapat pada komponen surveilans HAIs. Sementara pada level Kabupaten maupun Puskesmas DTPK, nilai terendah didapatkan pada komponen pendidikan pelatihan dan beban kerja kepegawaian dan ketersediaan tempat tidur. Perencanaan dan pembiayaan pendidikan pelatihan serta pemanfaatan pelatihan daring dapat menjadi salah satu solusi untuk meningkatkan nilai komponen pendidikan pelatihan.

Infection prevention and control programs are the most effective way to prevent "Healthcare-Associated Infections" (HAIs), which are healthcare-associated infections that can threaten the entry of outbreaks into the community. Implementation and reporting of the IPC program is quite various. The absence of reporting and data on the implementation of IPCs in Primary Care Facilities (FKTP) in rural/remote area (DTPK) can place the position of primary care facilities in an unprepared condition in facing the threat of an outbreak and increase inequality. The purpose of the study was to look at the description of IPC implementation and the suitability of IPC implementation in DTPK FKTP Kubu Raya Regency. This study used a mix method with a sequential explanatory design. In the first stage, a standard questionnaire was filled in using the IPCAF- minimum requirement assessment for primary care by the entire IPC team, followed by in-depth interviews with 11 informants and document observation.

The results showed that 23.8% of FKTP at the district level had not yet compliance with the minimum standards of the IPC program, but at FKTP DTPK 36.4% of FKTP have met the minimum standards of the IPC program.  Of the 8 core components of PPI, at the district level the highest value is obtained for the monitoring and feedback component,. while at the FKTP DTPK the highest value is obtained in the HAIs surveillance component. While at both the district and DTPK health center levels, the lowest scores were obtained in the components of training education and staffing workload and bed availability."
