"ABSTRAK
Tesis ini membahas aspek keberhasilan dan kendala dalam implementasi
kebijakan penyesuaian izin PBF sesuai Permenkes 1148 Tahun 2011 tentang PBF
di Propinsi DKI Jakarta dan Jawa Barat Tahun 2013 berdasarkan teori Edward
III. Data pengawasan Badan POM pada PBF di Propinsi Jawa Barat dan DKI
Jakarta Tahun 2012 s/d 2013, dan data Perizinan PBF Kementerian Kesehatan
tahun 2012 s/d Mei 2014, lebih dari 90% PBF yang tidak memenuhi ketentuan
CDOB belum melakukan penyesuaian izin. Penelitian menggunakan metode
kualitatif melalui analisis konten dan studi literatur. Hasil penelitian: aspek
keberhasilannya adalah kompetensi dan komitmen petugas, ketersediaan
instrumen dan SOP yang aplikatif, koordinasi antar instansi berjalan dengan baik.
Aspek kendalanya adalah definisi penyesuaian izin belum jelas, sosialisasi belum
maksimal, jumlah petugas kurang, Instrumen tidak dapat diakses secara online,
dan ketersediaan sumber dana dan sarana

ABSTRACT
This thesis addressess key successes and constraints on the implementation of
policy adjustment on PBF referring to Ministrial Decree no. 1148/2011 in DKI
Jakarta and West Java in 2013 using theory of Edward III. Results on
surveillance on PBF in West Java and Jakarta of NADFC in 2012 until 2013, and
the data PBF Licensing of Ministry of Health in 2012 until May 2014, indicates
that more than 90% PBF did not comply with CDOB, thus not make adjustments
permission. Research using qualitative methods of content analysis and literature
review. Results: aspects of competence and commitment to success of the
officers, the availability of instruments and applicable SOPs, coordination among
agencies run well. Obstacles found in several aspects including lack of clear
definition of permits adjustment, lack of socialization, insufficient number of
officers, inaccessibility of instruments online basis, and lack of availability of
resources and facilities."

"Penelitian ini bertujuan untuk menguji seberapa cepat penyesuaian (speed of adjustment) perusahaan-perusahaan manufaktur di Indonesia terhadap leverage dan pengaruh dari karakteristik perusahaan dan kondisi makroekonomi terhadap leverage dengan menggunakan metode multiple regression. Periode penelitian dari Januari 2003 ? Desember 2010. Hasil pengujian hipotesis dengan uji t-test menyimpulkan hanya variabel growth opportunity berpengaruh signifikan terhadap leverage. Variabel tangibility, profitability, firm size, risk, inflasi, dan growth gross domestic product tidak berpengaruh secara signifikan terhadap leverage. Hasil penelitian ini juga menunjukkan bahwa perusahaan-perusahaan manufaktur di Indonesia mempunyai speed of adjustment yang cepat untuk mencapai target leverage-nya yaitu selama 1.6045 triwulan.

The purpose of this study is to analyze the speed of adjustment on manufacturing companies in Indonesia towards the leverage and influence of firm characteristics and macroeconomic conditions to the leverage, using multiple regression. The period of this study from January, 2003 to December, 2010. Result of the t-test hypothesis testing, that only growth opportunity has significant effect to leverage. Tangibility, profitability, firm size, risk, inflation, and the growth of Gross Domestic Product are not effect significantly to leverage. The results also showed that the manufacturing company in Indonesia has high levels of the speed of adjustmentis 1.6045 period.

"Kampanye Closing The Gap (CTG) yang dilaksanakan melalui kebijakan National Indigenous Reform Agreement (NIRA) dipandang publik gagal mencapai tujuannya menutup kesenjangan Aborigin. Skripsi ini berfokus pada proses pembuatan kebijakan National Agreement on Closing The Gap (NACTG) yang menggantikan kebijakan NIRA untuk menggambarkan proses dan peran dinamika aktor politik dalam pembuatan kebijakan tersebut di bidang kesehatan. Teori yang digunakan adalah teori Policy Cycle yang dikembangkan oleh Michael Howlett, di mana terdapat 5 tahapan siklus pembuatan kebijakan yang terdiri dari agenda-setting, policy formulation, decision making, policy implementation, dan policy evaluation. Penelitian ini menggunakan 2 dari 5 tahap tersebut, yakni agenda-setting dan policy formulation. Metode penelitian yang digunakan adalah kualitatif dengan teknik studi kepustakaan dan kajian dokumen resmi. Skripsi ini menemukan bahwa isu yang mendorong urgensi kebijakan NACTG adalah rendahnya keterlibatan masyarakat Aborigin dalam kebijakan NIRA yang disampaikan oleh masyarakat Aborigin dalam Redfern Statement, peristiwa ini menjadi titik awal tahap agenda-setting kebijakan NACTG. Pada tahap policy formulation, masyarakat Aborigin selalu terlibat dalam pembuatan kebijakan NACTG sehingga berperan besar dalam menentukan arah kebijakan tersebut. Dalam Parlemen, kubu Koalisi pemerintah dan Oposisi memiliki pendekatan yang berbeda dalam arah kebijakan yang diinginkan. Kubu Oposisi ingin menjadikan Aborigin sebagai Legislator kebijakannya sendiri dan memberikan penambahan dana kesehatan guna mendorong kualitas kesehatan Aborigin, sementara itu kubu Koalisi memilih menjadikan Aborigin sebagai konsultan dalam NACTG dan memilih memberikan peran yang lebih besar pada masyarakat Aborigin dalam pelaksanaan kebijakan kesehatan agar lebih tepat sasaran serta efektif.

The Closing The Gap (CTG) campaign that was implemented through the National Indigenous Reform Agreement (NIRA) policy is seen by the public as failing to achieve it’s goal of closing the Aboriginal gap. This thesis focuses on the policy-making process of the National Agreement on Closing The Gap (NACTG) which replaces the NIRA policy to describe the process and role of political actors in the policy-making of NACTG in the health sector. The theory used is the Policy Cycle theory developed by Michael Howlett, in which there are 5 stages of the policy-making cycle consisting of agenda-setting, policy formulation, decision making, policy implementation, and policy evaluation. This Thesis uses 2 of those 5 stages, namely agenda-setting and policy formulation. The research method used is qualitative with literature study techniques and official document studies. This thesis finds that the issue that drives the urgency of the NACTG policy is the low involvement of the Aboriginal community in the NIRA policy presented by the Aboriginal community in the Redfern Statement, this incident became the starting point for the agenda-setting stage of the NACTG policy. At the policy formulation stage, Aboriginal people are always involved in every step of the making of NACTG policy so that they play a major role in determining the direction of the policy. In Parliament, the government's Coalition and the Opposition have different approaches to the desired direction of NACTG policy. The Opposition wanted to make Aborigines as legislators for their own policy and provide additional health funds to promote the quality of Aboriginal health, while the Coalition chooses to make Aborigines as a consultant in NACTG and chooses to give Aboriginal people a greater role in the implementation of health programs to create policies that are effective and actually beneficial for Aborigines.

"This study aims to assess the effectiveness of employee mutations and placements applied to several institutions in Indonesia. This study uses the meta-synthesis method by conducting a review of 31 previous studies listed in the research media. The results of the study found that government agen-cies in Indonesia had implemented mutation policies based on applicable regulations ranging from the law to local regulations on several factors, the value of improving performance and productivity, career development and promotion, to filling vacant positions. However, several studies have found that there is still corruption, collusion and nepotism, political affiliation, family connections, and close relations with superiors which causes a mismatch between the placement of employees and their competencies. Transfer of employees based on a merit system is indicated to improve perfor-mance including public services in providing information to create public sector accountability. Ca-reer development and promotion can also expand knowledge and experience to produce creative and innovative employees to support the achievement of organizational goals. "

"Penelitian ini bertujuan untuk melihat gambaran penyesuaian diri anak didik Lapas Anak Pria Tangerang, terutama saat mereka kembali ke masyarakat. Selain itu, dalam penelitian ini, juga digambarkan kehidupan subjek selama di lapas, terutama permasalahan-permasalahan yang mereka hadapi yang akan mempengaruhi proses penyesuaian mereka ketika keluar dari Lapas nantinya. Dengan menggunakan pendekatan kualitatif dan tipe studi kasus, peneliti melakukan wawancara mendalam dan observasi kepada 2 orang mantan andik Lapas Anak Pria Tangerang untuk mengumpulkan data. Melalui analisis intrakasus dan interkasus pada data yang di dapat, diperoleh hasil bahwa proses penyesuaian diri Andik pada saat memasuki kehidupan masyarakat menghadapi dilema dari aspek finansial, stigma, krisis identitas dan juga relasi. Diantara permasalahan yang dihadapi andik, hilang atau berkurangnnya aktivitas menjadi masalah utama bagi Andik. Adanya perbedaan yang signifikan antara aktivitas (dengan segala kemudahannya) selama di lapas dengan kondisi paska lapas, membuat Andik memutuskan untuk menggunakan strategi distancing dan escape dalam menghadapi masalahnya tersebut, terutama pada masa awal andik dibebaskan. Namun, strategi yang digunakan andik kemudian berubah menjadi mencari dukungan sosial (dari teman-teman) untuk menyelesaikan masalahnya. Strategi ini, merupakan strategi yang efektif, karena dengan adanya dukungan sosial ini andik bisa menemukan pekerjaan, membangkitkan rasa percaya diri, menghilangkan rasa malu, dan menciptakan rasa nyaman dari hubungan yang positif (yang tidak bisa berikan oleh keluarga). Proses penyesuaian diri andik tidak akan bisa berhasil jika tidak di dukung oleh hobi, impian, keyakinan, dan karakter personal dari individu tersebut.

The focus of this study is adjusment of boys in correcional institution in Tangerang, especially when they reentry on community. This study also describe about their lives and problems in correctional institution that influence their adjusment. This study used qualitative approach and case study, writter interview 2 respondances that are ex-occupants of correctional institution in Tangerang. Based on intra case analisis and inter case analisis, adjusment is influenced by financial problem, stigma on comunity, crisis of identity and relation. Among all those problem, losing or decreasing of activity is a main factor, because there are some differential conditions that is significant betwen condition when occupants live at correctional institution and condition when occupants leave of correctional institution to reentery on community. This problem influence occupant to use distancing strategy and escape from the problem, especially at the first time when they get freedom. This strategy changed, they look for social support (from they friends) to solve the problem. This strategy is effective because social support make them find job, get back of self confidance, erase of shame and create comfortable feelings from positif relationship (that is not given by their families). The efectivity of them adjusment process are supported by hobbies, dream, self confidance, and personal character of individu."

"Penyakit gagal jantung merupakan suatu keadaan patologis dimana jantung gagal mempertahankan sirkulasi adekuat untuk kebutuhan tubuh meskipun tekanan pengisian cukup. Gagal jantung merupakan penyakit kronis sehingga akan menimbulkan kecemasan, depresi dan resiko kekambuhan serta kurangnya pengetahuan. Penelitian ini bertujuan untuk mengetahui pengaruh penerapan discharge planning terhadap pengetahuan dan mekanisme koping yang dirasakan oleh pasien gagal jantung.
Penelitian ini menggunakan desain quasi experiment dengan pendekatan non equivalent control group design. Jumlah sampel 68 orang terbagi atas 34 kelompok intervensi dan 34 orang kelompok kontrol yang dilakukan di Rumah Sakit Achmad Mochtar Bukittinggi.
Hasil penelitian ini didapatkan adanya pengaruh penerapan discharge planning terhadap pengetahuan (p value 0001:α 0.05) dan mekanisme koping (p value 0.001;α 0.05) pasien gagal jantung. Hasil penelitian ini merekomendasikan discharge planning yang komprehensif dapat diterapkan di pelayanan klinik untuk meningkatkan mutu asuhan keperawatan dan kualitas hidup pasien gagal jantung.

Heart failure is a pathological state where the heart fails to maintain an adequate circulation for the body needs although filling pressures is sufficient. Heart failure is one of chronic diseases so that can lead to anxiety, depression, and risks of recurrence as well as lack of knowledge. This study aimed to determine the effect of discharge planning application on knowledge and coping mechanisms perceived by patients.
This research used quasi experiment design with non equivalent control group approach. A number of 68 heart failure patients in Achmad Mochtar Bukittinggi Hospital were involved and divided into intervention and control groups.
The results identified that there was a positive influence of discharge planning application on patients knowledge (p=0.001; α=0.05) and coping mechanism (p=0.001; α=0.05). This finding implies that a comprehensive discharge planning should be applied in clinical service to improve the quality of nursing care and patients? quality of life.

"[ABSTRAK
Pasca implementasi kebijakan impor hortikultura tahun 2012, di awal tahun 2013
terjadi kekosongan stok rantai pasok apel impor di DKI Jakarta. Situasi tersebut
tidak ideal dalam teori manajemen rantai pasok dan bukan menjadi tujuan dari
kebijakan. Oleh karena itu penelitian dilakukan sebagai bagian tahap pemantauan
implementasi kebijakan untuk menganalisis penyebab kekosongan tersebut.
Penelitian dilakukan dengan menggunakan metode dinamika sistem, dimana tahap
perumusan masalah menggunakan teori manajemen rantai pasok. Pemetaan dan
analisis rantai pasok dilakukan menggunakan metode QSAM yang memakai
pendekatan triangulasi. Hasil penelitian menunjukkan penyebab kekosongan
adalah tidak cukupnya kuota apel impor yang diberikan kepada para importir.

DKI Jakarta. That situation was not ideal according to supply chain management
theory and was not the goal of the policies. A research was conducted to analyse
the cause of the shortage, using system dynamics method, with theory of supply
chain management as the basis for problem formulation. QSAM method, with its
triangulation approach, was used for supply chain mapping and analysis. Research
result showed that the cause of the problem was insuffiency of apple import quota
given to the importers.

"Dalam implementasi kebijakan pembentukan Account Representative terdapat berbagai permasalahan yang terjadi, sehingga perlu dilakukan analisis terhadap implementasi kebijakan tersebut. Analisis yang dilakukan dibatasi pada Kantor Pelayanan Pajak Madya Jakarta Utara. Penelitian yang dilakukan menggunakan metode penelitian kualitatif dengan desain deskriptif dan menggunakan teknik pengumpulan data berupa penelitian pustaka dan penelitian lapangan melalui pengamatan terlibat dan wawancara mendalam.
Dari analisis yang dilakukan diperoleh hasil bahwa: 1) terdapat penyimpangan pengertian dari konsep kebijakan pembentukan Account Representative, 2) ditemukan banyak permasalahan yang terjadi dalam implementasinya, dan 3) telah banyak upaya yang dilakukan oleh Direktorat Jenderal Pajak dalam mengatasi permasalahan yang ada, sedangkan upaya yang dilakukan oleh Kantor Pelayanan Pajak Madya Jakarta Utara masih belum maksimal.

In the implementation of policy about Accounts Representative formation, there are various problems occurred, so we need to analyze the implementation of the policy. The analysis conducted is limited to the Tax Office Madya Jakarta Utara. Research conducted using qualitative research methods and descriptive design using data collection techniques such as library research and field research that involved observation and depth interviews.
The analysis shows that: 1) there was a deviation from the concept of understanding policy about Account Representative formation, 2) many problems were found occur in implementation, and 3) The Directorate General of Taxes have made a lot of effort to overcome the existing problems, while efforts conducted by the Tax Office Madya Jakarta Utara still not maximal."

"Pada tahun pertama perkuliahan, mahasiswa baru dituntut untuk beradaptasi dengan berbagai tantangan akademis, sosial, dan emosional baru. Penelitian ini bertujuan untuk melihat peran resiliensi dan masing-masing dimensinya, yakni kompetensi personal serta penerimaan diri dan hidup, dalam memprediksi penyesuaian diri di perguruan tinggi pada mahasiswa baru. Studi kuantitatif dilakukan terhadap mahasiswa baru dalam rentang usia 18-20 tahun dari berbagai universitas di Indonesia (N = 130). Hasil analisis regresi linear berganda menunjukkan bahwa dimensi kompetensi personal serta dimensi penerimaan diri dan hidup dapat memprediksi penyesuaian diri di perguruan tinggi, dengan dimensi penerimaan diri dan hidup sebagai prediktor yang paling signifikan atas penyesuaian diri di perguruan tinggi. Institusi pendidikan perguruan tinggi dapat mempertimbangkan aktivitas yang dapat membangun resiliensi pada individu untuk meningkatkan kemampuan penyesuaian diri di perguruan tinggi pada mahasiswa baru.

During the first year of college, college freshmen must adapt to many novel academic, social, and emotional challenges. The goal of this study is to examine the role of resilience and its dimensions, which are personal competence and acceptance of self and life, as a predictor for college adjustment among college freshmen. A quantitative study was conducted on college freshmen aged between 18-20 years old across universities in Indonesia (N = 130). Based on our findings, personal competence and acceptance of self and life simultaneously and significantly predicted college adjustment, with acceptance of self and life as the most significant predictor of college adjustment. Higher education institutions need to consider developing certain activities that can build resilience in individuals to improve college adjustment among college freshmen.
