"Indonesian trading development rapidly shows an improvement with neighbour countries such as Malaysia and Singapore. Even though the transportation infrastructures arround Malacca Straits are currently just provided by boats. For balancing the development trading reasons, Indonesian Government concerns to facilitate the building of transportation infrastructures or a fix-link infrastructure, a crossing bridge between Sumatera island (Indonesia) and Malaysia. Malacca strait Bridge (MSB) between Indonesia and Malaysia is a part of Trans Asia road link, has been planned since years ago. To support the current planning, the research and development Agency - Ministry of Public Works-Republic of Indonesia (Badan Penelitian dan Pengembangan, Kementrian Pekerjaan Umum, Indonesia) needs to make a reviewing on a pre-feasibility study (Pre FS) for MSB. Pre FS activity involved many disciplines of knowledge especially for road/corridor, transportation, bridge, geotechnical, , sea shore, environment, and social-economic-culture-policy. Pre FS result results that break event point for Corridor I among Dumai-P. Rupat-P. Medang Malaysia may be expected between 25 and 30 years based on Benefit Cost Ratio methode, using cable stayed and suspension bridges and girders. The longest span for cable stayed and suspension bridges are 2600 m and 1280 m. respectively. The selected corridior must be intensively discussed about technology absorbed and safety factor, resources capability for maintenance , integration within toll road network, fundation technology in the sea, and users psychology and comfort. Consession for operator may apply for 30 to 40 years."

"Malacca Strait, as one of the strategic straits in world trade, often face various nontraditional security threats. In accordance with United Nations Convention on the Law of The Sea (UNCLOS), littoral states such as Indonesia, Singapore, and Malaysia are obligated to maintain the security in Malacca Straits, to ensure that world trades and world economic are not disrupted. This study analyzes how the Malacca straits patrol (MSP) framework is formed by littoral states in order to maintain the security stability in Malacca Strait. The authors employ qualitative method through literature study. The obtained data were analyzed using the theory of defense cooperation and concept of defense diplomacy. The results of the study conclude that MSP, which is consisted of the Malacca Straits Sea Patrol (MSSP), "Eyes-in-the-Sky" Combined Maritime Air Patrols (EiS), and the MSP Intelligence Exchange Group (IEG), is classified as a defense diplomacy activity in the form of multilateral contacts between military officials and multilateral military exercises aimed at increasing mutual trust and defense capabilities of each country."

"Pembangunan infrastruktur jembatan selat sunda diproyeksikan menghabiskan dana hingga + 250 trilyun, sedangkan sedikit sekali investor yang terjaring dalam proyek ini, sehingga dibuatlah beberapa inovasi yang mampu menarik minat investor, salah satunya adalah pengembangan kawasan pariwisata dikawasan selat sunda. Pengembangan kawasan pariwisata selat sunda yang terintegrasi dengan JSS akan dipusatkan pada Pulau Sangiang dengan konsep resort yang didalamnya terdapat theme park sebagai wahana utama. Analisis kelayakan dilakukan dengan menggunakan skema Life Cycle Costing dengan parameter berupa nilai Internal Rate of Return (IRR) sebesar 10,30% serta Net Present Value (NPV) sebesar Rp. 20.100.940.090.529.

Sunda strait bridge construction is projected to cost up to + 250 trillion, while the few investors in the running for this project, which was made several innovations that can attract investors, one of which is the development of the tourist area of the Sunda Strait region. Sunda strait tourism area development integrated with the JSS will be centered on the concept Sangiang island resort in which there are theme park as the main vehicle. Feasibility analysis is done by using Life Cycle Costing scheme with a parameter value of the Internal Rate of Return (IRR) of 10.30% and the Net Present Value (NPV) of Rp. 20.100.940.090.529."

"ABSTRAK
Jembatan Selat Sunda menjadi salah satu mega proyek yang direncanakan oleh pemerintah dimana masalah kelayakan selalu menjadi perdebatan untuk dibangun. Dengan pendekatan studi rekayasa nilai, Pembangunan Jembatan Selat Sunda dengan fungsi tambahan ini diperkirakan menghabiskan biaya 187 Triliun dengan rekayasa nilai (fungsi tambahan). Didapat nilai Internal Rate of Return sebesar 7.25%, yang masih dibawah Hurdle Rate Sehingga dibuatlah skema pembiayaan ideal dan kelembagaan berdasarkan Kerjasama Pemerintah Swasta (KPS) untuk membuat proyek layak secara finansial,dengan IRR diatas 13% dan memberikan pemasukan bagi pemerintah.

ABSTRACT
Sunda Strait Bridge is one of the biggest project planned by Government of Indonesia where feasibility issues shoud be argued to construct. With Value Engineering approach, Sunda Strait Bridge will be built by added function with estimted Cost about 187 billion dollars with 7.25% Internal Rate of Return (IRR) which under the Minimum Acceptable Rate of Return which conduct Public Private Partnerships (PPP) financing and institutional scheme so that the IRR increases above 13% with give the Revenue to Government.

"Selat Malaka merupakan salah satu jalur pelayaran internasional terpadat yang mengalami peningkatan frekuensi pelayaran internasional setiap tahun dikarenakan selat ini sangat strategis dan memiliki nilai komersial tinggi. Kondisi morfologi, batimetri dan pasang surut (pasut) yang sangat kompleks menyulitkan kegiatan navigasi dan menyebabkan terjadinya kecelakaan kapal terutama tabrakan, kandas dan tenggelam serta meningkatkan resiko terjadinya pencemaran lingkungan akibat kecelakaan kapal tanker. Saat ini telah dibangun Trafic Separation Scheme (TSS) untuk meningkatkan keselamatan navigasi terutama mengurangi terjadinya tabrakan antar kapal.Tetapi usaha tersebut dirasakan belum maksimal mengingat kompleksnya karakteristik selat ini. Marine Electronic Highway (MEH) merupakan suatu konsep untuk meminimalisasi terjadinya kecelakaan di Selat Malaka. MEH adalah suatu konsep sistem pembaharuan informasi kelautan untuk keselamatan pelayaran serta perlindungan lingkungan laut. Sistem ini mampu menampilkan informasi real time mengenai perairan Selat Malaka yang diinginkan seperti pasut. Pasut merupakan salah satu hal yang sangat diperlukan guna keselamatan pelayaran bagi kapal-kapal berdraft besar, karena dengan data pasut real time dapat dilakukan analisis, prediksi dan penentuan kedalaman aktual untuk keperluan keselamatan navigasi. Dengan memanfaatkan kemajuan teknologi, digunakan sistem telemetri dengan medium transmisi berbasis satelit untuk melakukan pengiriman data dari stasiun pasut terpilih ke data center di Batam, sehingga informasi kedalaman aktual di perairan Selat Malaka pada lokasi dan saat tertentu dapat didistribusikan dan diterima oleh para pelaut dalam waktu yang relatif singkat guna mendukung keselamatan navigasi seperti merencanakan lintasan kapal dan memberikan petujuk bagi para pelaut untuk mengetahui ambang batas aman perairan yang akan dilalui. Metode Admiralty digunakan untuk analisis data pasut dan menentukan konstanta harmonik pasut untuk prediksi pasut dan dibandingkan dengan data pasut observasi. Selain itu, Formzahl ratio digunakan untuk menentukan tipe pasut disekitar lokasi stasiun pasut. Saat ini, telah dipilih 4 lokasi stasiun pasut untuk proyek MEH, yaitu Pulau Jemur, Tanjung Medang, Tanjung Balai Karimun dan Tanjung Sengkuang.
The Malacca Strait is one of the world’s busiest international shipping route with increase of shipping annually due to the strategic location of the strait, going it high commercial value. The strait’s morfology, bathimetry and tidal conditions are very complex, so that make navigation a very difficult task and contributes to accidents leading to collision, grounding or sinking of ships and increased risk of marine pollution (tanker accidents). Currently a Traffic Separation Scheme (TSS) system has been built to improve the safety of navigation, especially to prevend accidents between ships. This effort however is still far from enough due to the complex characteristics of the straits. Marine Electronic Highway (MEH) is one of the concept to minimize an accident in the Malacca strait. MEH is a renewal marine information system for safety navigation and environmental protection. This system can display real time information required, especially tidal information to the real time depth at the position of the ship in the Malacca Strait, Tidal information is one of the most important variable for the safety of navigation of draft ships, because through it, mariners could conduct analysis, predictions and determine of the actual depth. Using today’s advance technology, a telemetry system is use with a technology based on satellite as a transmission medium to send real time tidal data from tidal station to data centre in Batam. Hence, the actual depth of the Malacca Strait on a certain location and time could be distributed and receive by mariners in a relatively short time to support the planning of the ships sailing and giving guidelines to mariners on depth required. Admiralty method is use to analyze the tidal data and determine the tidal harmonic constants to predict the tide in which compare with tidal observed data. Beside that, Formzahl Ratio is use to determine the tidal characteristics at the surrounding tidal stations. So far, four tidal stations selected for the MEH project, these tidal locations are Pulau Jemur, Tanjung Medang, Tanjung Balai Karimun and Tanjung Sengkuang."
