"ABSTRAK
Ada banyak model mengenai pengambilan keputusan dalam manajemen bencana, terutama dalam alokasi sumber daya darurat sehingga alokasi personil pencarian dan penyelamatan dapat berjalan secara efisien. Namun, di Indonesia sendiri, penggunaan teknologi untuk membantu dalam mengambil keputusan dalam fase respons masih belum secara umum diimplementasikan sehingga keputusan masih dibuat secara subyektif. Makalah ini memberikan model pengambilan keputusan yang dapat membantu tim pencarian dan penyelamatan untuk menentukan jumlah personel dan alat berat yang digunakan. Model ini dapat memudahkan alokasi personel di area pencarian. Jumlah yang diperoleh ditentukan berdasarkan luas, kepadatan penduduk, jumlah korban prioritas, dan jumlah gedung tinggi. Variabel-variabel tersebut diproses menggunakan Fuzzy Inference System dan decision tree. Model yang Diajukan juga akan diintegrasikan ke dalam Sistem Informasi dan Komunikasi Operasi Pencarian dan Penyelamatan Indonesia. Data dan pengetahuan yang diperoleh sebagai referensi diperoleh dari para ahli dalam manajemen Bencana dan praktisi berpengalaman di bidang Pencarian dan Penyelamatan

ABSTRACT
Last mile delivery is the last trip of an item before arriving at the final destination. There have been many models regarding decision making in disaster management, especially in emergency resources allocation so that the allocation of search and rescue personnel can run efficiently. However, in Indonesia itself, the use of technology to help in making decisions in response phase is still not generally implemented that decisions are still made subjectively. This paper gives a decision making model that can help search and rescue teams to determine the number of personnel and heavy equipment deployed. This can streamline the allocation of personnel in a search area. The amount obtained is determined based on area, population density, number of priority victims, and the number of tall buildings. Those variables are processed using a fuzzy expert system and decision tree. The model Proposed will also integrated into the Information and Communication System of Indonesias Search and Rescue Operation. Data and knowledge obtained as a reference are obtained from experts in Disaster management and experienced practitioners in the field of Search and Rescue

"Studi ini membahas tentang manajemen keadaan darurat dan bencana pada institusi perguruan tinggi, Universitas Indonesia tahun 2016. Studi merupakan studi deskriptif dengan pendekatan kualitatif yang akan mendeskripsikan aspek manajemen keadaan darurat dan bencana berdasarkan kerangka Perencanaan - Implementasi - Pemeriksaan - Pengembangan atau Plan - Do - Check Action (PDCA). Hasil studi diperoleh dari wawancara mendalam, observasi dan telaah dokumen.
Hasil studi menunjukkan bahwa meski baru ditetapkan pada tahun 2015, penerapan manajemen keadaan darurat UI telah cukup baik. Hal ini ditunjukkan dengan kesesuaian implementasi dengan pedoman dan teori yang ada. Hasil analisis kesesuaian penerapan manajemen keadaan darurat Universitas Indonesia berdasarkan penilaian mencapai 83,63%.

This study discusses about emergency and disaster management of University of Indonesia in 2016. It is descriptive study with qualitative approach that describes emergency and disaster management aspect based on plan-do-check-action (PDCA) framework. The result of the study is obtained through in-depth interviews, observation and review of related document.
The result of this study indicates the implementation of emergency management in University of Indonesia has been pretty good although it was newly implemented in 2015. It is based on the conformity to the guidelines and theories. The analysis result of this study shows that Universitas Indonesia?s conformity to NFPA 1600 regarding emergency and disaster management is 83,63%.

"Penelitian ini memberikan gambaran tentang peran perawat pada kesiapsiagaan bencana di tingkat kecamatan dan memberikan informasi terkait strategi implementasi yang dapat dilakukan tenaga kesehatan baik dalam persiapan maupun merespon bencana. Jenis penelitian ini merupakan penelitian kualitatif dengan pendekatan fenomologi. Data dikumpulkan dengan metode in-depth interview dan teknik observasi kemudian dianalisis berdaarkan tema-tema yang muncul. Hasil penelitian ini menunjukkan bahwa kesiapsiagaan perawat di tingkat kecamatan khususnya di puskesmas Kasihan 1 Bantul masih rendah. Dalam penelitian ini sebagian besar, tidak dijalankan sebagaimana mestinya, dikarenakan belum adanya persiapan dari pihak institusi dalam persiapan bencana. Meslipun seluruh parisipasi telah dibekali pelatihan penanganan kegawatdaruratan, tidak adanya perencanaan bencana dalam keluarga akan menjadi faktor penghambat kesiapan perawat dalam merespon bencana. Puskesmas sebagai pusat layanan kesehatan pada tingkat dasar dalam upaya pengurangan resiko bencana harus disiapkan dengan disaster plain yang didukung dengan peran serta perawat dalam manajemen bencana."
