"Development successful of a state supported by many factors. One of sector which has contribution in its successful is transportation sector. Transportation sector is a important sector of state development. If the transportation is good, the development becomes more accomplished so the economic can grow and automatically politic stability increases. Public policy in transportation sector is very important thing, because including people and goods movement to some area or place especially in urban. The problems of transportation in urban generally are traffic jam, traffic indiscipline, pollution, safety etc. Transportation policy directed to overcome the problems of transportation by providing priority of the more important problem to be overcome first. The air pollution caused by urban transportation is one of the biggest contribution of carbon gas on atmosphere and this problem would be discussed in this thesis. Method which was used in this thesis was qualitative method by collecting data through library research and interview to the competence sides in this research. The conclusion of this research is state policy especially transportation sector still more emphasize certain groups particularly for the sake of business. and ignored importance of public, people conditions are still weak even though today has gone in reformation era which emphasizes people in making policy. However state remain participates in international policy that is ratifying Kyoto Protocol to reduce the danger gas which causes climate alteration and global effect. Thus the state still halfhearted to perform the policy in this environment sector because of many importance, while in politic international which was leaded by state that is care about environment, that is a important issue and many pay attention in globalization era currently and in order to the state was not excommunicated in international world."

"Trans Jakarta sebagai salah satu sarana transportasi publik, merupakan sebuah kendaraan yang dianggap efektif dan efisien karena mempemudah masyarakat dalam beraktivitas. Namun, seiring berjalannya waktu, Trans Jakarta telah mengalami kemunduran dalam berbagai hal sehingga tidak lagi dianggap menguntungkan oleh sebagian masyarakat Indonesia, bahkan berdampak buruk dan dianggap berbahaya bagi orang-orang tertentu. Ketidak-efektifanTrans Jakarta sebagai alat transportasi dapat dilihat dari berbagai macam kejadian seperti kecelakaan lalu lintas yang terus meningkat dari tahun ke tahun yang banyak menelan korban. Selain itu, perampokan di dalam bis serta terjadinya pelecehan seksual juga sering terjadi, membuat para penumpang merasa tidak aman dan nyaman saat menggunakan Trans Jakarta. Selanjutnya, terbatasnya unit Trans Jakarta yang beredar maupun kerusakan fisik kendaraan itu sendiri telah menjadi masalah yang kerap timbul belakangan ini, membuat mutu pelayanan Trans Jakarta menurun. Dengan demikian, masyarakat menjadi bertanya-tanya apakah Trans Jakarta merupakan sarana transportasi yang lebih baik jika dibandingkan dengan alat transportasi lainnya yang lebih murah? Bahkan, jikadibandingkan dengan sarana transportasi di Seoul dan Kuala Lumpur, Trans Jakarta masih jauh dari sempurna dan masih membutuhkan peningkatan kualitas maupun kuantitas. Untuk meningkatkan mutu Trans Jakarta, masyarakat dan pemerintah Indonesia perlu bekerja sama. Dengan demikian, tujuan dan harapan masyarakat akan terciptanya sarana tranportasi umum yang baik dan layak dapat terpenuhi.

Trans Jakarta as one of the public transportation is a vehicle that was considered effective and efficient which facilitated people in doing their activity. However, as time goes by, Trans Jakarta has experience a declining in many aspects that people no longer sees Trans Jakarta as a useful public transportation, it is even have a bad impact and considered harmful for certain people. The ineffectiveness of Trans Jakarta can be seen through variousincidents, for example traffic accidents that have been increased from year to year in which many people diebecause of it. Besides that, robbery and sexual harassment often happen on the bus that makes passengers feel insecure and uncomfortable in using Trans Jakarta. Moreover, the limited unit of Trans Jakarta which is operated ans also the damage engine of the bus become serious issues in the past few years, results in declining quality service. Thus, society questioned the quality of Trans Jakarta; it is a better public transportation compared to other public transportation which is cheaper? Even, if compared with public transportation in Seoul and Kuala Lumpur,Trans Jakarta is far from perfect and still need to improve its quality and quantity. To improve the quality of Trans Jakarta, society and government in Indonesia need to cooperate. Thereby, both parties will meet their objective andexpectation of a worth and proper public transportation."

"Pola mobilitas penduduk Jabodetabek mengalami perubahan seiring dengan semakin tersedianya berbagai moda transportasi. Mobilitas komuter, khususnya, telah mengalami pertumbuhan yang signifikan, dengan persentasepekerja yang tinggi secara rutin melakukan perjalanan antara daerah tempat tinggal dan tempat kerja mereka. Penelitian ini bertujuan untuk menjelaskan hubungan antara variabel independen (aksesibilitas dan pandangan tentang sistem transportasi publik) terhadap variabel dependen (tingkat mobilitas komuter). Penelitian ini menggunakan metode kuantitatif dengan menyebarkan kuesioner kepada 194 responden melalui teknik purposive sampling. Metode analisis yang digunakan adalah regresi logistik biner. Hasil penelitian ini menunjukkan bahwa terdapat pengaruh signifikan dan positif antara aksesibilitas dan pandangan tentang sistem transportasi publik dengan mobilitas komuter. Serta tingkat pendapatan memiliki hubungan negatif terhadap mobilitas komuter. Berdasarkan uji sobel, tingkat pendapatan tidak berpengaruh signifikan dalam memediasi hubungan pengaruh baik antara aksesibilitas maupun pandangan terhadap tingkat mobilitas komuter. Disimpulkan bahwa mayoritas pekerja komuter memiliki tingkat aksesibilitas yang tinggi terhadap transportasi umum dan memiliki persepsi positif terhadap sistem transportasi publik. Meskipun terdapat kekhawatiran mengenai kenyamanan, responden merasa transportasi umum merupakan akses yang baik untuk menunjang mobilitas mereka. Oleh karena itu, penyedia transportasi harus fokus pada peningkatan kenyamanan dan keandalan untuk mendorong penggunaan transportasi umum secara sukarela.

The mobility patterns of Jabodetabek residents are changing as various modes of transportation become available. Commuter mobility, in particular, has experienced significant growth, with a high percentage of workers routinely traveling between their area of residence and their place of work. This study aims to explain the relationship between the independent variables (accessibility and views on the public transportation system) and the dependent variable (level of commuter mobility). This research uses quantitative methods by distributing questionnaires to 194 respondents through purposive sampling technique. The analysis method used is binary logistic regression. The results of this study indicate that there is a significant and positive influence between accessibility and views on public transportation systems with commuter mobility. And income level has a negative relationship with commuter mobility. Based on the sobel test, income level does not have a significant effect in mediating the relationship between both accessibility and views on the level of commuter mobility. It is concluded that the majority of commuting workers have a high level of accessibility to public transportation and have a positive perception of the public transportation system. Despite concerns about convenience, respondents felt that public transportation is a good access point to support their mobility. Therefore, transportation providers should focus on improving convenience and reliability to encourage voluntary use of public transportation"
