"Tesis ini membahas salah satu cara untuk meningkatkan penetrasi pemakai internet di Indonesia, hal ini dilatarbelakangi bahwa penetrasi pemakai internet masih cukup rendah serta jumlah kekosongan jaringan masih cukup banyak serta masih mahalnya harga sewa jaringan langsung ke pengguna.Tujuan pembahasan ini adalah menghitung besar sewa jaringan dengan pola LLU serta menghitung kelayakan investasi bagi new entrant (operator baru) dengan asumsi bahwa yang berubah adalah besaran sewa jaringan.Hasil perhitungan untuk sewa jaringan diperoleh harga minimal (replacement cost) Rp.38.812,68, Bagi new entrant (investor baru) agar tertarik untuk melakukan investasi maka dilakukan perhitungan kelayakan investasinya dan dikategorikan layak apabila NPV >0 serta IRR > WACC, yang memenuhi syarat dalam kategori tersebut adalah untuk sewa jaringan yang besarannya adalah minimal Rp. 38.812,68 sampai dengan Rp.142.300,00.Dari hasil diatas disarankan agar di Indonesia disusun regulasi yangmengatur pengembangan infrastruktur telekomunikasi dengan pola LLU. Dampak positifnya adalah perekonomian meningkat dan dampak negatifnya bisa terjadi penurunan kualitas pelayanan.

This thesis describes one way to increase penetration of Internet users inIndonesia, this backdrop that the Internet user penetration is still quite low and the number of vacancies is still quite a lot of network and still high prices of leased line directly to the user.The purpose of this discussion is to calculate the lease of the network with the pattern of investment in LLU and calculate eligibility for the new entrant (new operators) with the assumption that the change is the amount of rental network.Results of calculation for the network lease obtained a minimum price (replacement cost) Rp.38.812, 68, For the new entrant (new investors) so interested in investing then count feasibility of the investment and categorized feasible if NPV> 0 and IRR> WACC, qualified in that category is to lease network that amount is at least Rp. 38812.68 up to Rp.142.300, 00.From the above results it is suggested that Indonesia has been formulated regulations governing the development of telecommunication infrastructure with the pattern of LLU. Its positive impact is the economic rise and its negative impact can decrease the quality of service."

"The Ministry of Posts and Telecommunications (MPT) has jurisdiction over two policy areas which are significant in contemporary Japanese politics—telecommunications and postal business. In pursuing policy-making in these areas, the MPT has had distinctive policy goals which have produced dual governance. In its operation of postal businesses, the MPT has played an old-guard role by protecting inefficient and intrusive government operations and opposing reform attempts. In the telecommunications arena, particularly in its promotion of the Internet, the MPT has played the role of a vanguard, taking on the telecommunications giant NTT. I explain this dual governance by highlighting an important sectoral divide in the Japanese economy which separates it into developmental and distributive sectors. The MPT operation of postal businesses is an integral part of the distributive sector; thus the MPT needs to protect the current system of postal businesses. In contrast, telecommunications is part of the developmental sector and is thus a policy area in which the MPT tries to wield greater influence over private-sector activities through vanguard policy-making."

Peranan tersebut mencakuppemanfaatan dan penyalahgunaan teknologi informasi dan komunikasi dalamberbagai bidang kehidupan di masyarakat. Lokasi penelitian ini adalah MuseumTelekomunikasi yang terletak di Taman Mini “Indonesia Indah”, Jakarta Timur.Penelitian ini merupakan penelitian deskriptif kualitatif. Tesis ini merupakanbentuk penelitian yang mengangkat isu-isu terkini yang belum dapat ditampilkandi museum, mengingat kondisi masyarakat yang cepat menerima informasi danperkembangan teknologi informasi dan komunikasi di Indonesia yang tergolongcukup pesat, hal ini dapat menimbulkan berbagai dampak baik positif maupunnegatif. Dari hasil analisis penelitian dengan menggunakan teori pembelajarankonstruktivis dapat disimpulkan bahwa edukasi teknologi informasi dankomunikasi melalui ekshibisi penggunaan perangkat teknologi informasi dankomunikasi digital dan aplikasi software dalam memberikan informasimemberikan nilai tambah tersendiri bagi metode pembelajaran di museum.

ABSTRACTThis thesis discusses study of the educational role of information andcommunication technologies in general communication to the public. The rolecovers the use and misuse of information and communication technologies invarious areas of life in society. The location of this research is theTelecommunications Museum is located in Taman Mini "Indonesia Indah", EastJakarta. This research is a qualitative descriptive study. This thesis is a form ofresearch that address current issues that can not be displayed in the museum,given the condition of the people who quickly receive the information and thedevelopment of information and communication technology in Indonesia, whichis quite rapid, it can cause a variety of impacts, both positive and negative. Fromthe analysis of the study using constructivist learning theory can be concluded thateducation through information and communication technology exhibition devicesuse digital information and communication technologies and software applicationsto provide information provide added value for learning methods in the museum."

"Kebutunan masyarakat untuk saling bertukar informasi sudah menjadi hal yang sangat penting. Penggunaan Internet sudah semakin luas, tidak hanya digunakan untuk aplikasi email dan teks di browser saja. Namun sudah berkembang kepada pertukaran informasi dengan menggunakan aplikasi muitimedia. Salah satunya dengan memanfaatkan jaringan VoIP (Voice over Internet Protocol). Salah satu faktor yang penting dalam komunikasi dengan menggunakan jaringan VoIP adalah konfigurasi jaringan IP yang berupa konfigurasi core jaringan IP dan konfigurasi Endpoint. Konfigurasi dilakukan untuk mendapatkan kualitas layanan yang baik. Parameter kualitas dari suatu aplikasi real time multimedia yang digunakan dalam analisis jaringan VoIP adalah MOS (Mean Opinion Score), delay, jitter dan packet loss. Analisis yang dilakukan menggunakan metode E-model yang telah direkomendasikan pada G, 107 ITU-T. Pada Tugas Akhir ini akan disimuiasikan mengenai kualitas layanan pada jaringan VoiP dengan menggunakan perungkat lunak Telchemy- IP Network Impairment Simulator VI.2. Hasil simulasi yang didapat akan dianalisis sehingga didapatkan data yang menggambarkan Quality of Service dari jaripgan VoIP."
