"ABSTRACTBenchmarking is one of the most effective means to develop and learn from successful cases. Benchmark study to Incheon Free Economy Zone IFEZ and Shenzhen Special Economic Zone Shenzhen would provide insights for Indonesian government, as the country now prepares to face the challenges of developing Nongsa Digital Park, the first industrial park to foster digital and technology enterprises. This paper discovers the key success factors behind IFEZ and Shenzhen. Besides located in the worlds most powerful economies ndash Republic of Korea and China ndash both are also among the most prominent and advanced SEZs, now pursuing the development of high technology industries. This study utilizes qualitative method with in depth interview and literature study as data collection technique. Several key success factors of IFEZ and Shenzhen found from the research 1 support from central and local government 2 clear strategic direction and purposes 3 efficient investment services 4 investment in research and development 5 develop linkage between local enterprise and foreign investors and 6 attract high quality talents from partnerships with universities.

ABSTRAKBenchmarking adalah salah satu metode paling efektif untuk berkembang dan belajar dari kasus-kasus yang terbukti berhasil. Benchmark study kepada Incheon Free Economic Zone dan Shenzhen Special Economic Zone sebagai Kawasan Ekonomi Khusus KEK dapat memberikan wawasan dan pengetahuan kepada Pemerintah Indonesia yang sedang bersiap menghadapi tantangan dari pengembangan Nongsa Digital Park, industrial park pertama di Indonesia yang ditujukan untuk perusahaan digital dan teknologi. Riset ini mempelajari kunci-kunci penting di balik kesuksesan IFEZ dan Shenzhen. Selain keduanya berlokasi di negara dengan ekonomi terbesar dunia ndash; Korea Selatan dan Cina ndash; keduanya juga termasuk KEK paling unggul dan maju, karena sudah berfokus pada pengembangan industri high-tech. Riset ini menggunakan metode kualitatif dengan in-depth interview dan studi iterature sebagai teknik pengumpulan data. Beberapa kunci kesuksesan IFEZ dan Shenzhen yang ditemukan dari riset ini: 1 dukungan dari Pemerintah pusat dan lokal; 2 strategi dan tujuan yang jelas; 3 service untuk investor yang efisien; 4 investasi pada kegiatan research and development; 5 menciptakan hubungan antara perusahaan lokal dengan investor asing; dan 6 menarik tenaga kerja dengan keterampilan tinggi melalui kerjasama dengan universitas atau institusi pendidikan."

"ABSTRAKSaemaul Undong merupakan sebuah gerakan pemberdayaan yang dilakukan oleh Park Chung Hee pada tahun 1970-an dengan tujuan untuk mengentaskan kemiskinan masyarakat desa Korea. Park Chung Hee melakukan revolusi spiritual dengan mengubah kondisi desa agar masyarakat desa menyadari dan memanfaatkan potensi yang mereka miliki agar dapat keluar dari jerat kemiskinan. Jurnal ini menganalisis tentang bagaimana pemberdayaan masyarakat desa dengan revolusi spiritual melalui Saemaul Undong untuk mengubah kondisi masyarakat desa. Tujuan dari penelitian ini adalah untuk menjelaskan peran Saemaul Undong dalam mengubah kondisi masyarakat desa dengan pemberdayaan melalui revolusi spiritual. Metode pengumpulan data yang digunakan adalah metode deskriptif kualitatif. Metode penelitian yang digunakan adalah metode pustaka. Hasil temuan dari penelitian ini adalah revolusi spiritual yang dilakukan Park Chung Hee dengan memberdayakan masyarakat berpengaruh pada peningkatan etos kerja dan pendapatan masyarakat desa, serta infrastruktur dan lingkungan hidup di desa Korea membaik

ABSTRACTSaemaul Undong is an empowerment movement initated by Park Chung Hee in 1970s in order to get rid of poverty in villages life in Korea. He initiated a spiritual revolution by changing villages life condition in order to make villagers realized and exploited their potential to overcome poverty. This journal analyzes how the empowerment of villagers by spiritual revolutions of Saemaul Undong to make changes in villages life. The purpose of the journal is to explain the role of Saemaul Undong to change the villages rsquo life by empowerment through spiritual revolution. This journal applies descriptive qualitative method by collecting the data from many literature sources. The result of this research is Park Chung Hee rsquo s spiritual revolution by empowering villager takes effect on improvement of work ethos and income of villagers as well the infrastructure and environment in Korean villages were better."

"The main objective of the stuajl is to analyze the political economic and cultural factors aflecting corruption in regional economic development during decentralization era in Indonesia. The research uses both qualitative and quantitative methodology to elaborate the process of policy making in budgeting and in formulating regional regulation (Perda). Three districts were chosen as case studies i.e. Kabupaten Solok, Kabupaten Sukoharjo and Kabupaten Kutai Kartanegara. The results of the stuajl indicate that corruption has already emerged since the begining of decision making process in the executive as well as legislative agencies. The findings show that political economic and cultural factors are strongly aflecting the corruption in regional development in the autonomy era."

"AbstractEconomic and political systems might have a great share in determining the speed of the economic growth in an economy. Majority of the researchs in the past relied on physical input accumulation in determining economic growth, without taking into account the contribution of institutional characteristics. This research is aimed to test the hypothesis that economic freedom and political system affect the economic growth. Using panel data method (pooled least square approach) in eight ASEAN countries during the period of 1997-2007 and based on a framework of Solow economic growth model, it is showed that the more free and efficient economy leads to faster economic growth, and political democracy can otherwise hinder economic growth. Economy can grow higher if public policies are directed to the creation of: a stable monetary conditions, a more efficient in intermediation of financial markets, appropriate public budget policy, straightforward and efficient regulations, corruption eradication, as well as lower taxes. Nevertheless the index of investment freedom and property rights are far away from the behaviors of existing theories and hypothesis, so further research is needed."

"This study shows that an increase in economic funding that comes from saving fund in the banking sector doesn?t have a full impact on the slower economic growth in the subsequent period as Keynesian believes. Tests result show that a decrease in public saving in banking sector reflects an increase in the confidence of the economic agents on the future economic prospects which then drives the economic growth. This result is supported by the negative and significant relationship of economic growth and public saving in the form of individual rupiah denominated deposit (time deposits?). Using Permanent Income Hypothesis argument the result indicates that we can use individual deposit as one of the leading indicators of future economic growth based on signficant finding until 2 trimester in the future. On the other hand positive and significant relationship of economic growth and public saving which is proposed by the Keynesian only applied to rupiah denominated individual and firm demand deposit and individual saving account."
