"Penelitian ini membahas kebutuhan informasi pimpinan dan staf Komisi Nasional Hak Asasi Manusia (Komnas HAM), menggunakan metode studi kasus dengan pendekatan kualitatif. Teknik pengumpulan data yang dilakukan ialah wawancara dengan informan yaitu para pimpinan dan staf yang berada di Komnas HAM. Analisis kebutuhan dilakukan dengan pendekatan audit informasi yang dikemukakan oleh Suzan Henczel.Hasil penelitian menunjukkan bahwa kebutuhan informasi pimpinan dan staf berbeda, sesuai dengan tugas dan jabatan. Perpustakaan belum dapat memenuhi kebutuhan informasi pimpinan dan staf melalui sumber informasi yang dimiliki. Penelitian menghasilkan suatu rekomendasi untuk meningkatkan peran perpustakaan dalam memenuhi kebutuhan informasi pimpinan dan staf.

This research is about the information needs of the managers and staff of the National Committee on Human Rights (KOMNAS HAM), using case study method with the qualitative approach. Data was collected from the interview results with the managers and staff of National Committee on Human Rights (KOMNAS HAM) as the informants. The information needs analysis was conducted using the information audit model introduced by Susan Henczel.

The research result shows that the information needs of managers and staff are different, depending on their job descriptions. The library and its information sources collection has not been able to fulfill the information needs of managers and staff. The research gives recommendations to increase the library roles in fulfilling the information needs of managers and staff of National Committee on Human Rights (KOMNAS HAM)."

"Indonesia has just ratified the two most important international human rights covenants, namely, in the International Covenant on Civil and Political Rights (ICCPR) and the International Covenant on Economic, Social and Cultural Rights (ICESCR). The implications of these ratifications are enormous, either for the government and other state's institutions or for the victims of human rights violation as well as human rights defenders. The two Covenants could become part of the effort of legal reform to improve human rights condition in Indonesia. the two Covenants are related with the history of the world organization, namely, the United Nations, in developing the what so called the international law, in this regard the international human rights law. "Strategi kebijakan layanan informasi di Biro Humas dan Hubungan Luar Negeri belum mampu mémberikan pelayanan informasi sesuai harapan public, Oleh karena itu perlu diteliti bagaimana agar strategi kebijakan pelayanan informasi menjadi lebih efektif dalam merumuskan strategi berdasarkan empat teori George Edward HI yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Pendekatan penelitian ini adalah deskriptif-kuantitatif yang mencoba untuk menjelaskan masalah yang dianalisis berdasarkan data yang dikumpulkan dari pengamatan dan wawancara. Wawancara terlibat informan kunci eksternal dan infernal, pembuat kebijakan dan pelaksana (wartawan dan masyarakat). Permasalahan da1am penelitian ini adalah Bagaimana pelaksanaan sitrategi kebijakan untuk rneningkatkan layanan informasi juga untuk menganalisis masalah-rnasalah yang mengharnbat penerapan strategi kebijakan untuk infonnasi publik di Biro Humas dan Hubungan Luar Negeri Kementrian Hukum dan Hak AsaSi Manusia, dan mengidentifkasi hal-hal yang dapat menghambat strategi kebijakan. Teori yang digunakan dalam analisis terhadap pelaksanaan kebijakan strategi untuk meningkatkan layanan informasi ini dari George Edward III. Selanjutnya, untuk menganalisis strategi kebiiakan layanan informasi. Hasil penelitian menjelaskan bahwa pelaksanaan strategi kebijakan pelayanan informasi memiliki dampak yang mendalam pada pelaksanaannya. Tapi, ada juga beberapa kelemahan dalam pelaksanaan di Biro Humas dan Hubungan Luar Negeri. Mengacu pada teori George Edward III, kelemahan pada Biro Humas dan Hubungan Luar Negeri adalah aspek komunikasi, sumber daya, dan struktur birokrasi. hal ini dapat ditingkatkan dengan koordinasi yang? jelas dan komunikasi, dan konsisten dengan pelaksanaan. Hasil penelitian juga menunjukkan memiliki dampak yang mendalam tentang pelaksanaan layanau informasi di Biro Humas dan Hubungan Luar Negeri, meskipun ada beberapa kelemahan. Untuk menginplementasikan strategi kebijakan pelayanan informasi yang lebih baik, dapat menggambarkan langkah - langkah perumusan strategi menurut teori kollter.

The policy strategy of infomation service in Bureau of Public and Foreign Relations has not fulfill the public expectation of information service. Therefore, this research will explain how the information service policy strategy is to be more effective in formulating strategy based on four dimensions theory by Edward III namely communication, resources, disposition, and bureaucracy stmctnre.

The approach of this research is descriptive-qualitative which tries to describe the problems being analyzed based on data collected liom the observations and interviews. The interviews involved key external and intemal infonners, policy makers and implementers (journalists and public).

The problems in this research are How is the implementation of policy strategy for improving information service also to analyze the problems which constrain the implementation of policy strategy for public information in Bureau of Public and Foreign Relations ofthe Ministry of Law' and Human Rights, and to identity the things that can restrain the policy strategy for improving the public information.

The theory used in analyzing the implementation of strategy policy for improving the information service is from Edward 111. Subsequently, to analyze the policy strategy of information service.

The result describes that the implementation of policy Strategy of information service has deep impacts on the implementation. But, there are also some weaknesses in the implementation at Bureau of Public and Foreign Relations. Referring to the theory of Edward 111, the Weaknesses at Bureau of Public and Foreign Relations are the aspects of communication, resources, and bureaucracy structure. It can be improved by clear coordination and communication, and consistent with implementation. The result also shows that have deep impact on the implementation of information service at Bureau of Public and Foreign Relations, although there are some weaknesses. To implement better information service policy strategy, it can apply the steps of strategy formulation from Kollter theory."

"The existence of human resources in management is very strategic; even it becomes a crucial factor to success in implementing any activities and achieving its goals. It can be comprehended because even other resources are available; they are beneficial if other resources are empowered by good quality human resources. It means that human who has ability and willingness, and meets the need of organizational activities will accomplish expected productivity of work.This research aims to analyze the main problem in this thesis which is, is there any relation between human resource empowemlent with employee's productivity of work in that institution and what are the factors which relate to human resource empowerment" The aim of the research is to analyze, the relation between human resource empowerment and employee's productivity of work and factors which are significant in the human resource empowerment process.The method of survey is used in this research which is carried out in the National Law Education Institution. It is applied to analyze the population (universe), big and small population, then select and analyze the sample which is chosen from the population, to find incident, distribution, and relative inter-relation of the sociology and psychology variables.The result of the analysis show that respondents characteristics influence the productivity except age of respondent. Meanwhile, correlation between empowerment of human resource and empIoyee's productivity of work is significantly strong, The factors which intiuence the empowerment of human resource are ability, employee?s work placement, obvious authority, responsibility, trust, support, leadership and motivation."

"Jika kawasan pada umumnya memilih untuk hanya mendukung universalitas HAM, maka tidak demikian bagi ASEAN. Ia mendukung prinsip universal melalui instrumen-instrumen HAM internasional. Dengan bersamaan, ia membuat AHRD yang turut mengatur bahwa HAM harus ditegakkan dengan mempertimbangkan partikularitas regional maupun nasional. Penelitian ini menganalisis bagaimana diskursus kontestasi HAM menjelaskan pembuatan AHRD tersebut. Penelitian ini berupaya mendapatkan penjelasan yang mendalam dan tuntas melalui pendekatan kualitatif dan interpretatif. Penelitian ini juga menggunakan logika dari Queer Theory yang memungkinkan untuk mengalisis kasus tersebut. Ternyata ditemukan bahwa ketika AHRD dianalisis dengan menggunakan teori tersebut, AHRD dapat dipahami sebagai dokumen yang menawarkan jawaban bagi kebutuhan realita sosial ASEAN.

Regions in general choose to only support universality in human rights. However, ASEAN supports universality through various international instruments. At the same time, the region also supports particularity through its AHRD by considering both regional and national particularities. This research aims to see how the contestation between both principles explain this case. In doing so, this research uses qualitative and interpretative approaces to achieve deep and thorough explanations. It also uses the logics of Queer Theory in realising such goal. When AHRD is analysed using that logic, it is found, that the document offers answers to ASEAN’s social reality."

"Falun Gong, yang merupakan pergerakan yang direpresi oleh pemerintah China, menggunakan jaringan untuk mencari solusi di luar batas negara. Penelitian ini ingin memberikan pemahaman mengenai bagaimana Falun Gong menggunakan jaringan advokasi transnasional untuk menghadapi represi pemerintah China, dengan melihat strategi pergerakan dan taktik jaringan. Temuan penelitian ini ditujukan untuk melihat signifikansi peran jaringan transnasional bagi suatu pergerakan sosial dalam kacamata studi Hubungan Internasional. Penelitian ini menggunakan kerangka pemikiran pergerakan sosial, jaringan advokasi transnasional, dan konsep hak asasi manusia, serta dilaksanakan dengan metode kualitatif dan teknik pengumpulan data melalui studi pustaka. Penelitian ini menemukan bahwa Falun Gong menggunakan struktur kesempatan politik dan pembingkaian budaya sebagai strategi pergerakannya, serta politik informasi, politik simbolik, dan politik pengaruh moral sebagai taktik jaringan.

Falun Gong, a movement that is repressed by Chinese government, uses transnational networks to find solution across China?s national borders. The focus of this study is to understand how Falun Gong uses transnational advocacy networks to face the repression from Chinese government, by examining its movement strategy and network tactics.

This research aims to see the significance of transnational networks for social movement in the framework of International Relations study. This study will use social movement, transnational advocacy networks and human rights as frameworks of thinking. This study used qualitative method and the data were collected by literature study.

This study found that Falun Gong used political opportunity structures and cultural framing as its movement strategy, as well as information politics, symbolic politics and moral leverage politics as its network tactics."
