"Tesis ini mengulas secara kritis fenomena hegemoni industri rokok di Indonesia, yang salah satunya dibentuk lewat praktik CSR beserta berbagai persoalan implikasi hukum dan sosiologis yang tercipta karenanya. Sejak 2015, Indonesia ditetapkan sebagai salah satu negara dengan angka perokok remaja terbanyak di dunia. Tingginya angka perokok muda membawa berbagai masalah kesehatan dan kesejahteraan akibat konsumsi rokok yang eksesif. Rokok tanpa disadari telah menjadi kelaziman dalam kehidupan sehari- hari masyarakat. Permasalahan tersebut mengakar dari lemahnya regulasi di lapisan substansi hukum, penegakan yang tidak maksimal di tingkat struktur hukum, maupun kelemahan kultur hukum yang menyebabkan tidak optimalnya kerja kebijakan pengendalian tembakau yang ada. Model CSR filantropi yang dijalankan korporasi rokok dalam bentuk beasiswa pendidikan, sponsor acara olahraga dan musik, derma sosial dan sejenisnya, punya andil dalam menciptakan situasi tersebut. Begitupun persoalan pengaturan tentang periklanan rokok subliminal yang membuat produk tersebut semakin terasosiasikan dengan konstruksi sosial tertentu. Hasil analisis menunjukkan bahwa praktik CSR korporasi rokok masih jauh dari prinsip CSR sebagaimana mestinya, baik dalam standar ISO 26000 maupun Pedoman Bisnis dan HAM PBB. Seharusnya CSR berkonsentrasi pada upaya meminimalisir dampak buruk pada masyarakat, dan hal ini menjadi penting karena inti bisnis yang dijalankan berbahaya dan berdampak langsung pada kesehatan masyarakat. Sebaliknya, praktik CSR industri rokok selama ini justru dijadikan celah promosi atas segala pembatasan aturan yang telah dibuat terhadapnya. Lebih dari itu, CSR digunakan sebagai medium untuk mendapatkan legitimasi moral dari masyarakat agar dapat terus beroperasi dan mendominasi pasar. Temuan penelitian empiris menunjukkan adanya pengaruh signifikan antara hegemoni dan hegemoni tandingannya terhadap ekspektasi tanggung jawab sosial korporasi di mata konsumennya: semakin tinggi seorang menganggap industri rokok punya jasa-jasa dan kontribusi positif, semakin rendah pula ekspektasinya akan pertanggungjawaban korporasi rokok. Masyarakat sendiri masih gagal melihat isu etis di dalam penyelenggaraan CSR industri rokok. Solusi alternatif yang bisa ditempuh untuk mengoreksi anomali praktik CSR tadi adalah dengan dua skema: pertama, menghentikan kegiatan CSR filantropi dan mengalihkan pengalokasiannya untuk program kolaborasi dengan pihak ketiga, yang dalam hal ini adalah kelompok kepentingan pengendalian tembakau, dalam hal ini stakeholder di bidang advokasi kesehatan masyarakat, untuk menjalankan program pengendalian peredaran produk rokok dalam bentuk edukasi unit-unit penjualan, agen periklanan; serta kedua, menempatkan agen pengendalian pada unit-unit penjualan yang akan berada di bawah tanggung jawab langsung korporasi rokok.

This thesis critically reviews the hegemony phenomenon in Indonesian tobacco industry, one of which was believed to be formed through the Corporate Social Responsibility (CSR) practices, along with its various legal and sociological implications created upon. Since 2015, Indonesia has been named as one of the countries with the highest number of teen and child smokers in the world. Such phenomenon has been linked into various health and welfare issues which was caused by excessive cigarrette consumption. Cigarrette-smoking had been unwittingly associated as a normal habit in society’s daily lifestyle. Some of these problems rooted in the weak regulations at the level of legal substance, the minimum act of enforcement upon the legal structure, and the permissive legal culture which causing the issued tobacco control policy failing to work optimally. The philantrophic CSR done by tobacco industries in the form of education scholarship, sport or music events sponshorship, charity, and its kind, have a stake in creating such situtaions. Not to mention the regulation problem on subliminal ciggarette advertisement which caused the product associated to particular social construction. The analysis shows that the tobacco corporation has not yet implemented the CSR as it should under the standard of ISO 26000 and UN Guidelines on Business and Human Rights’ regime, whereas the focus must be on minimalizing adverse effect on society. The issue is critical since the core business is classified as dangerous and having direct impact on public health. Instead, CSR mostly used intentionally as a promotional instrument to perpetuate the dominance of tobacco industry, due to all the restriction policy having issued against them. It became a means to gain moral and intellectual legimitacy from the community for the tobacco industry in order to keep on operating its business as usual. The research findings show significant influence between the hegemony and its counter- hegemony on its consumer expectations of business responsibilities: the higher one considers the cigarette industry having positive contributions, the lower the expectations one’s had of corporate responsibility for tobacco industries. Thus, society has been failing and unaware to detect the ethical issues within the implementation of tobacco industry social responsibilty. An alternative solution to correct such anomalous CSR practices is offered within two schemes: First, ceasing the act of corporate philanthropy and diverting its allocation for collaborative program with the third parties, in this case the tobacco control interest group consisting of public health stakeholders including professionals to run product control program in the form of education sales units, advertising agencies; and Secondly, placing controlling agents upon sales units or retails within direct responsibility of the cigarette corporation."

"Penelitian ini mengkaji policy integration pada kebijakan promosi keterlibatan masyarakat dalam upaya pengendalian tembakau di tingkat kementerian/lembaga. Fokus penelitian yakni pada integrasi lintas kementerian pada kebijakan-kebijakan yang bertujuan mendorong partisipasi aktif masyarakat sebagaimana diatur dalam Peraturan Pemerintah Nomor 28 Tahun 2024 tentang Peraturan Pelaksanaan Undang-Undang Nomor 17 Tahun 2023 tentang Kesehatan. Penelitian ini menggunakan pendekatan post-positivist dengan teknik pengumpulan data melalui studi kepustakaan dan wawancara mendalam. Analisis didasarkan pada teori policy integration oleh Cejudo dan Michel (2021) yang mencakup dimensi policy frame (goals dan formal responsibilities), dimensi authority (information, resources, responsibilities, dan inclusion or exclusion of new agencies), serta dimensi information (goals, instruments, target populations, dan inclusion or exclusion of new policies). Hasil penelitian menunjukkan bahwa policy integration dalam kebijakan promosi keterlibatan masyarakat dalam upaya pengendalian tembakau di tingkat kementerian/lembaga belum memadai, terutama dalam dimensi policy frame dan information. Fragmentasi kepentingan antar kementerian dan persepsi peran yang terbatas mengakibatkan bauran kebijakan tidak koheren, sementara kerangka koordinasi inklusif untuk pengoperasian program pada masing-masing kementerian tidak tersedia. Di sisi lain, terdapat dimensi authority yang menunjukkan potensi lebih besar dalam mendukung policy integration melalui pengaturan fungsi Kementerian Koordinator dan penguatan peran Kementerian Kesehatan sebagai leading sector.

This study examines policy integration in the policy of promoting community involvement in tobacco control efforts at the ministry/agency level. The focus of the research is on cross-ministerial integration of policies aimed at encouraging active community participation as stipulated in Government Regulation No. 28 of 2024 on the Implementation Regulation of Law No. 17 of 2023 on Health. This research uses a post-positivist approach with data collection techniques through literature studies and in-depth interviews. The analysis is based on the theory of policy integration by Cejudo and Michel (2021) which includes the policy frame dimension (goals and formal responsibilities), the authority dimension (information, resources, responsibilities, and inclusion or exclusion of new agencies), and the information dimension (goals, instruments, target populations, and inclusion or exclusion of new policies). The results show that policy integration in the policy of promoting community involvement in tobacco control efforts at the ministry/agency level is inadequate, especially in the policy frame and information dimensions. The fragmentation of inter-ministerial interests and perception of limited roles have resulted in an incoherent policy mix, while an inclusive coordination framework for program operations in each ministry is not in place. On the other hand, there is an authority dimension that shows greater potential in supporting policy integration through regulating the functions of the Coordinating Ministry and strengthening the role of the Ministry of Health as the leading sector."

"ABSTRACT
Tembakau selain dibuat menjadi rokok, dapat dibuat menjadi anti nyamuk. Kandungan nikotin, d-limone, indol, dan piridin yang berada pada tembakau tersebut dapat dijadikan alternatif dari bahan anti nyamuk sintetik yang berada di pasaran seperti N,N-Diethyl-meta-toluamide DEET dan permetrin. Tujuan penelitian ini adalah membuat, mengevaluasi formulasi melihat kestabilan formulasi emulgel ekstrak tembakau, dan melihat berapa kandungan nikotin yang terpenetrasi. Emulgel ini dibuat menjadi 4 formula, yaitu blangko yang tidak memiliki ekstrak, dan 3 formula lainnya dengan kadar ekstrak tembakau yang berbeda. Pengamatan organoleptis menunjukkan emulgel memberikan warna putih untuk blangko, putih kecoklatan dan semakin kecoklatan dengan meningkatnya konsentrasi ekstrak. Setelah dilakukan evaluasi, emulgel ekstrak tembakau stabil pada penyimpanan pada temperatur 4 2 C, 28 2 C, 40 2 C, dan stabil setelah dilakukannya cycling test dan uji mekanik. Dari sediaan yang memiliki kandungan ekstrak paling tinggi dilakukan uji penetrasi, jumlah kumulatif nikotin yang terpenetrasi dari sediaan emulgel adalah 14180,628 mg/cm. Fluks dari sediaan emulgel adalah 22,986 mg/cm2menit. Persentase nikotin yang terpenetrasi dari sediaan emulgel adalah 157,562 . Berdasarkan hasil tersebut, keempat formula sediaan emulgel stabil, dan kadar nikotin yang terpenetrasi tidak melebihi batas toksik. Namun, emulgel ini tidak memenuhi syarat sebagai antinyamuk, yaitu tidak boleh terpenetrasi.

ABSTRACT
Beside for cigarrates manufacturing, Tobacco also can be used as mosquito repellent. Nicotine, d limone, indol, and pyridine contained in tobacco, can be used as alternative to substitute N,N Diethyl meta toluamide DEET dan Permethrine as mosquito repellent. But, as mosquito repellent, an active ingredients cannot be penetrated. This research 39 s objectives were to evaluate the formula and its stability, and to determine how much nicotin that penetrated. The emulgel was made into 4 different formulas 1 formula without tobacco extract and the others were differentiated by the concentration of the extract. Organoleptic observation of the emulgel was white and brownish white that getting darker along with the increasing of tobacco extract concentration. The emulgel of tobacco extract was stable at 4 2 C, 28 2 C, 40 2 C, after cycling test and sentrifugation test. From the highest concentration of tobacco extract of emulgel was tested its penetration ability. The total cumulative penetration, percentage of penetrated nicotine and flux of nicotine from emulgel dosage form was 14180.628mg cm, 157.562 , 22.986mg cm2minutes, respectively. It can be concluded that, the four Formulas of emulgel were stable and the percentage of penetrated nicotine was still below the toxic dose. But, this emulgel was not qualified as a mosquito repellent because it could be penetrated through skin. "
