"Tesis ini menganalisis peralihan bentuk badan hukum menurut kebijakan negara, sementara status hukum TVRI (Televisi Republik Indonesia) yang pada awalnya yayasan tidak pernah dijadikan pertimbangan di setiap perubahannya. Metode penelitian secara yuridis normatif dengan pendekatan preskriptif. Analisis penelitian secara evaluatif analitis yang mengarah pada pelurusan masalah. Hasil penelitian menunjukkan pengalihan bentuk TVRI dari dan ke persero menimbulkan problema kekayaan, modal, dan kepegawaian. Juga prosedur dan mekanisme yang mempunyai karakter sendiri, karena bagi persero berlaku prinsip dan ketentuan perseroan terbatas sebagaimana diatur dalam peraturan perundangan.

This Thesis analyses the conversion form of the legal entity form based on the state policy, and meanwhile the previous legal status of TVRI in the form of foundation never have been considered in each stage of its conversion or amendment. The research methodology used in analyzing issues is legal-normative with prescriptive and evaluative approaches on the existing issues. The research has found that the conversion form of PT TVRI as state owned enterprise into The Public Broadcasting Institution creating problematic issues on the assets, capital and employment. The procedure and mechanism in converting form governed by their own rules and having their own characteristic which is different with the others - which applying the applicable principles, and terms and conditions for the limited liability company based on its prevailing regulation."

"Tata kelola informasi (information governance) di Lembaga Penyiaran Publik Televisi Republik Indonesia (LPP TVRI) dilakukan oleh lintas fungsional untuk menjalankan tugas dan tanggung jawab LPP TVRI sesuai dengan UU nomor 32 tahun 2002 tentang penyiaran serta visi LPP TVRI. Penelitian ini dilakukan untuk mengetahui bagaimana lintas fungsional melakukan koordinasi bersama sehingga diketahui model tata kelola informasi di LPP TVRI dalam menciptakan informasi (materi siaran) menggunakan enterprise content management system. Lebih jauh penelitian ini juga bertujuan untuk mengetahui tingkat matrik model kematangan tata kelola informasi menggunakan Generally Accepted Recordkeeping Principles (GARP) yang sudah diterapkan di LPP TVRI. Pendekatan penelitian ini adalah kualitatif dengan metode studi kasus eksploratoris guna melihat lebih jauh bagaimana praktik tata kelola informasi yang sudah dilakukan di LPP TVRI. Menggunakan Information Governance Reference Model (IGRM) diketahui model tata kelola informasi dilakukan oleh lintas fungsional untuk berkoordinasi dalam menciptakan materi siaran dalam tahapan daur hidup informasi. Masing-masing tahapan dianalisis menggunakan elemen bisnis, elemen hukum dan elemen pribadi dan keamanan, elemen teknologi informasi, serta elemen manajemen informasi dan rekod. Elemen-elemen tersebut dilakukan oleh masing-masing fungsional sesuai dengan tugas dan tanggung jawabnya. Daur hidup informasi yang dilakukan oleh masing-masing elemen saling terintegrasi dalam Enterprise Content Management System (ECMS) pada aplikasi etere. Model tata kelola informasi yang telah diterapkan di lingkungan LPP TVRI berada pada tingkat 2 matrik model kematangan tata kelola informasi yang berarti model tata kelola informasi telah memberikan dampak di LPP TVRI namun belum memiliki kekuatan hukum atau standar baku dari organisasi.

Information governance in the Indonesian Television Public Broadcasting Institute (LPP TVRI) is carried out cross-functional to carry out the duties and responsibilities of LPP TVRI in accordance on Law number 32 of 2002 about broadcasting and LPP TVRI vision. This research was conducted to find out how crossfunctional coordination together so that the information management model in LPP TVRI is known in creating information (broadcast material) using an Enterprise Content Management System (ECMS). Furthermore, this study also aims to determine the matrix level model for information governance maturity using Generally Accepted Recordkeeping Principles (GARP) which have been implemented in LPP TVRI. Thisresearch approach is qualitative with an exploratory case study method in order to see further how information governance practices have been carried out at LPP TVRI. Using the Information Governance Reference Model (IGRM), it is known that the information governance model is carried out by cross-functional to coordinate in creating broadcast material in the stages of the information life cycle. Each stage is analyzed using business elements, legal elements and personal and security elements,

information technology elements, records and information management elements. These elements are carried out by each function in accordance with their duties and responsibilities. The information lifecycle carried out by each element is integrated with each other in the Enterprise Content Management System (ECMS) in etere application. The information governance model that has been implemented in the LPP TVRI environment is at level 2 of the information management maturity model matrix, which means that the information governance model has had an impact on LPP TVRI but does not yet have legal force or standard from the organization."

"Skripsi ini membahas mengenai proses rekrutmen dan seleksi di Lembaga Penyiaran Publik Televisi Republik Indonesia (LPP TVRI) DKI Jakarta pada tahun 2012 dan 2013. Sebagai sebuah lembaga penyiaran, diperlukan tenaga kerja khusus yang bertugas untuk menjalankan fungsi penyiaran yang direkrut melalui proses rekrutmen dan seleksi pegawai non PNS. Penelitian ini adalah penelitian kualitatif yang bersifat deskriptif. Hasil penelitian menyatakan bahwa persyaratan rekrutmen pegawai non PNS belum didasarkan pada job description dan seleksi pegawai non PNS yang ada di TVRI DKI Jakarta masih dipengaruhi faktor yang muncul di lapangan. Hasil penelitian menyarankan agar TVRI DKI Jakarta membentuk persyaratan untuk rekrutmen berdasarkan job description dan melaksanakan seleksi pegawai non PNS sesuai dengan ketentuan yang sudah ditetapkan.

This thesis discusses about the process of recruitment and selection of non civil servant employee in TVRI DKI Jakarta in 2012 and 2013. As a broadcasting station, there are specific employees who in charge of executing broadcasting functions and recruited from non civil servant employees recruitment and selection process. This thesis is a descriptive qualitative research. The result of the research states that the qualification of recruitment is not based on job description and the selection process of non civil servant employees is still influenced by the factors that are found during the process. The result of this research suggests that TVRI DKI Jakarta to make job description as a base for recruitment and doing the selection process of non civil servant employees according to the qualification."

"Skripsi ini membahas tentang Pengolahan Koleksi Kaset Video Paket Daerah di Dokumentasi dan Perpustakaan Program LPP TVRI, Jakarta. Tujuannya adalah untuk mengidentifikasi proses pengolahan dan penyimpanan serta pentingnya pengelolaan koleksi kaset video Paket Daerah. Pengumpulan data dengan cara melakukan observasi non-partisipan dan wawancara dengan beberapa informan.Hasil penelitian ini adalah pengolahan kaset video Paket Daerah menggunakan kebijakan yang dibuat sendiri oleh staf (ad hoc system). Penyimpanan dilakukan secara unik yaitu berdasarkan nama ke-27 TVRI Stasiun Daerah masing-masing.

This undergraduate thesis covers the Paket Daerah Video Cassettes Collection Processing in Dokumentasi dan Perpustakaan Program LPP TVRI, Jakarta. The purpose was to identify collection processing, storage, and also described the advantages of Paket Daerah Video Cassettes Collection Processing. Data were collected by non-participant observation and interview the related sources.The result was the Paket Daerah Video Cassettes Collection Processing using ad hoc system or system made by the staffs itself. The storage has been done uniquely by the list of 27 region of TVRI station names."

"ABSTRAKMeski memiliki peran strategis, Lembaga Penyiaran Publik TVRI belummemiliki posisi yang kuat karena status kelembagaannya belum jelas. Penelitianini bertujuan melakukan penyempurnaan kebijakan Lembaga Penyiaran PublikTVRI sebagai suatu Hirarki karenanya tiga tahap kebijakan berdasarkan hirarkidinilai tepat untuk penelitian ini. Hasil Penelitian menunjukkanpada tataran policy level Undang-undang 32/2002 dan PP 11/2005 serta PP13/2005, tidak mengatur rumusan status kelembagaan LPP TVRI.Bahkan,regulasi- regulasi tersebut tidak sinkron dalam pengaturan kelembagaan LPPTVRI. Sementara di tataran organizational level, Rencana Strategis LPP TVRI2011- 2016 belum selesai disusun, mengingat belum ada sinergisitas antaraDewan Pengawas dan Dewan Direksi LPP TVRI 2011- 2016. Padahal RenstraLPP TVRI adalah penentu arah pengembangan LPP TVRI di masa mendatang.Pada tataran operational level, Standar Operasional Prosedur (SOP) unitPemberitaan LPP TVRI yang merupakan pedoman dalam menjalankan tugasprofesi di unit Pemberitaan hingga saat ini belum disosialisasikan.

ABSTRACTThis research objective is the improvement of the policy of LPP TVRI as aHierarchy of the three steps policy based on hierarchy which is suitable or properwith this report. The research uses a soft systems Methodology- SSM that see thereal world as a system which consists of sub system that interconnected andinterrelated to each other. The choosing of approaching SSM is used for acomprehensive Research Process to conduct the completion policy of PublicBroadcasting Board with the using of experience based knowledge- which movebetween perceived about real world (reality) and feeling about real world(actuality).The result of this research shows in amandement policy level of UU32/2002 and PP 13/2005 as well as LPP TVRI, without stipulate definition,limitation and the status of LPP TVRI, even the regulation is not connected to thearrangement of LPP TVRI Board. Meanwhile, the arrangement of organizationlevel, strategy plan of LPP TVRI 2011-2016 is not accomplished, because there isnot a synergy between the Board of Governors and the Director of LPP TVRIBoard 2011-2016. Even though, strategy Plan of LPP TVRI is the key guidance tothe development of LPP TVRI in the future. The arrangement of operational level,the Standard Operating Procedure of News Department of LPP TVRI which is thesources or guidelines in conducting the profession duty in the field of NewsDepartment, until now it is not been socialized."

"Di Indonesia implementasi secondary market pada lembaga penyiaran swasta televisi secara tidak langsung telah terjadi dalam bentuk pengalihan saham perusahaan sehingga Ijin Penyelenggaraan Penyiaran IPP yang didalamnya terdapat alokasi spektrum frekuensi radio ikut berpindahtangan. Dampaknya terjadi monopoli dan broker spektrum frekuensi radio, tidak ada manfaat untuk pemerintah dan membatasi pemilik modal yang potensial. Ini terjadi karena belum ada regulasi yang mengatur secondary market pada lembaga penyiaran swasta televisi di Indonesia. Oleh karena itu pada penelitian ini diharapkan menghasilkan usulan model implementasi secondary market pada lembaga penyiaran swasta.Dalam penelitian ini usulan model secondary market diperoleh dengan benchmarking implementasi secondary market di Amerika Serikat, Australia, Guatemala dan Selandia Baru. Untuk menentukan parameter penilaian dilakukan Indepth Interview dengan stakeholder dalam industri penyiaran. Selanjutnya untuk memberikan penilaian yang rinci dan sistematis terhadap potensi dampak dari usulan model dan mencapai tujuan yang diinginkan dari aspek manfaat, biaya dan efeknya maka dianalisa menggunakan metode Regulatory Impact Analysis RIA . Dalam penelitian ini diperoleh 3 usulan model secondary market yaitu model status quo tidak ada secondary market , model secondary market dengan mekanisme langsung dan model secondary market dengan mekanisme melalui badan pengawasan independen. Setelah dinilai dari aspek biaya dan manfaat dengan metode Plus-Minus Implication PMI didapatkan hasil model 1 mendapatkan nilai -10, model 2 mendapatkan nilai -2 dan model 3 mendapatkan nilai = 8, sedangkan dengan metode Multi Criteria Analysis MCA didapatkan hasil model 1 mendapatkan nilai 129, model 2 mendapatkan nilai 239 dan model 3 mendapatkan nilai = 180.Hasil analisis RIA terhadap 3 usulan model secondary market, usulan 3 dipilih sebagai opsi terbaik berdasarkan keunggulan penilaian dari parameter penataan spektrum frekuensi, pengendalian spektrum, kompetisi dan transparansi yang dapat mencegah monopoli spektrum frekuensi radio serta dari sisi konten yang isinya lebih beragam dengan adanya pengawasan dari badan independen dalam proses secondary market.

Secondary market has been implemented in Indonesia television private broadcasting institutions indirectly by stock acquisition including Ijin Penyelenggaraan Penyiaran IPP and allocation of radio frequency spectrum. The impacts is spectrum monopoly and no benefit for government. This happens because there are no regulations governing the secondary market in Indonesia television private broadcasting institutions. Therefore, this research is expected to produce proposal of secondary market implementation model at private broadcasting institution .The proposed secondary market model obtained by benchmarking the implementation of secondary markets in the United States, Australia, Guatemala and New Zealand. To determine the assessment parameters conducted Indepth Interview with stakeholders in the broadcasting industry. To provide a detailed and systematic assessment of the potential impact of the proposed model and to achieve the desired objectives from the aspects of benefits, costs and effects it is analyzed using the method of Regulatory Impact Analysis RIA.

This research proposed 3 secondary market model that is status quo model no secondary market , direct secondary market model and secondary market model through independent agency. After assessed from cost and benefit aspect with Plus Minus Implication PMI method, the result of model 1 get value 10, model 2 get value 2 and model 3 get value 8, whereas with Multi Criteria Analysis MCA method model 1 get value 129, model 2 get value 239 and model 3 get value 180.After analyzed by RIA method, the secondary market model through independent agency choosed as the best option based on the superiority of the assessment of frequency spectrum arrangement parameters, spectrum control, competition and transparency that can prevent the radio frequency spectrum monopoly as well as from a more diverse content side with the supervision of independent bodies in the secondary market process"

"Pada skripsi ini, penulis melakukan analisis yuridis terhadap beberapa aspek dari putusan pailit dan pembatalan pailit PT. Cipta Televisi Indonesia, antara lain : pertimbangan hukum Majelis Hakim tingkat pertama dalam memutus pailit PT. Cipta Televisi Indonesia, pertimbangan hukum Hakim Agung dalam memutus pembatalan pailit PT. Cipta Televisi Indonesia, serta eksistensi utang yang menjadi persoalan pokok dalam perkara ini. Dalam menganalisis putusan pailit dan pembatalan PT. Cipta Televisi Pendidikan Indonesia ini, penulis mendasarkan analisisnya dengan Undang-Undang Nomor 37 Tahun 2004 tentang Kepailitan dan Penundaan Kewajiban Pembayaran Utang, terutama penerapan secara hukum mengenai syarat-syarat kepailitan oleh Majelis Hakim tingkat pertama dan Hakim Agung. Dalam penelitian ini, penulis menggunakan metode penelitian hukum normatif dengan tipe penelitian deskriptif dan metode analisa data kualitatif dengan cara pengumpulan data dengan meneliti literatur-literatur dan melakukan wawancara dengan nara sumber yang berhubungan dengan objek yang diteliti sehingga akan memberikan gambaran umum mengenai permasalahan yang akan dibahas.

In this study, the Writer tries to juridically analyze several aspects of PT. Cipta Televisi Pendidikan Indonesia bankruptcy and the cancellation of bankruptcy verdicts, among others : the consideration of the Panel of Judges of first instance in deciding the bankruptcy petition of PT. Cipta Televisi Pendidikan Indonesia, the consideration of the Supreme Court Judges in deciding the cancellation of bankruptcy of PT. Cipta Televisi Pendidikan Indonesia, and the existence of debt that became the primary issue in this case. In analyzing the verdicts of the bankruptcy and the cancellation of PT. Cipta Televisi Pendidikan Indonesia, the Writer based her analysis by Law Number 37 Year 2004 concerning Bankruptcy and Suspension of Payment, particularly the application of the law on bankruptcy requirements by the Panel of Judges of first instance and Supreme Court Judges. In this study, the Writer uses a normative legal research methods with the type of descriptive research and qualitative methods of data analysis by collecting data with examining the literature and interviews with resource persons associated with the object under study, so that it will provide an overview of issues to be discussed."
