"Tesis ini membahas tentang Konsep Science Center dan Program Edukasi. Lokasi penelitian adalah Pusat Peragaan Iptek Taman Mini Indonesia Indah Jakarta. Penelitian ini merupakan penelitian yang bersifat deskriptif dengan pendekatan kualitatif. Hasil dari penelitian ini mengidentifikasikan bahwa Pusat Peragaan Iptek dalam Konsep dan Program Edukasinya belum dapat menyentuh semua lapisan masyarakat. Hal ini disebabkan karena Konsep dan Program Edukasi Pusat Peragaan Iptek hanya dapat dipahami bagi orang yang mempunyai dasar sains. Pusat Peragaan Iptek harus memperbaharui Konsep dan Program Edukasinya agar dapat menyentuh seluruh lapisan masyarakat.

This thesis discusses the concept and Science Center Education Programs. Location of the study is Pusat Peragaan Iptek Taman Mini Indonesia Indah in Jakarta. This research is a descriptive study with a qualitative approach. Results of this study indicated that Pusat Peragaan Iptek in Education Programs and Concept can not touch all levels of society. This is because the concept and Education Programs Pusat Peragaan Iptek can only be understood for people who have basic science. Pusat Peragaan Iptek must renew Concept and Education Programs in order to reach all levels of society."

"Perguruan tinggi sebagai wadah untuk menciptakan kader-kader pemimpin bangsa memerlukan suatu cara pengelolaan yang berbeda dengan pengelolaan instansi non pendidikan, karena dalam wadah ini berkumpul orang-orang yang berilmu dan bernalar. Hal penting yang harus diperhatikan adalah bagaimana manajemen perguruan tinggi diatur sesuai dengan sistem mutu meliputi suatu administrasi yang rapi, efisien, dan transparan.
Banyak diantara pengelola perguruan tinggi yang mulai memikirkan untuk menerapkan sistem mutu agar universitas yang dipimpinnya mempunyai nilai lebih dan meningkatkan daya tarik bagi para calon mahasiswa baru. Program Studi Ilmu Kesehatan Masyarakat sebagai bagian dari pendidikan tinggi yang bernaung di bawah Program Pascasarjana Fakultas Kesehatan Masyarakat Universitas Indonesia termasuk tempat untuk menciptakan kader-kader pemimpin bangsa terutama di bidang kesehatan, maka manajemennya perlu diatur sesuai dengan sistem mutu.
Penelitian ini bertujuan untuk mengetahui persepsi mahasiswa terhadap faktorfaktor yang berhubungan dengan mutu pendidikan di Program Studi Ilmu Kesehatan Masyarakat Universitas Indonesia Tahun 2004. Rancangan penelitian ini menggunakan pendekatan kuantitatif dengan desain penelitian "cross sectional " dengan jumlah sampel 156 mahasiswa 52 PS IKMUI yang masih terdaftar sebagai mahasiswa.
Hasil penelitian menunjukan proporsi mahasiswa yang menjawab mutu pendidikan di PS IKMUI baik hanya 32,1%, sedangkan dari uji bivariat didapatkan ada hubungan yang bermakna antara semua variabel independen yaitu : kepemimpinan; rencana strategis; fokus pada pasar; pengukuran; analisis; serta manajemen pendidikan; orientasi pada fakultas dan staf; proses manajemen; hasil kinerja organisasi dengan mutu pendidikan di PS IKMUI. Sedangkan kepemimpinan merupakan faktor yang dominan yang berhubungan dengan mutu pendidikan di PS IKMUI.
Bagi Pimpinan PS IKMUI diharapkan lebih menggunakan pendekatan informal dan persuatif kepada staf pengajarnya dalam rangka menetapkan pencapaian nilai-nilai organisasi sehingga dapat meningkatkan mutu pendidikan di PS IKMUI. Disamping itu pimpinan PS IKMUI sebaiknya lebih mengintensifkan komunikasi dengan mahasiswanya melalui forum yang diciptakannya maupun melalui forum yang sudah ada untuk menyerap aspirasi maupun problematika yang dialami mahasiswanya sehingga tercipta rasa kekeluargaan dan kebersamaan untuk memajukan PS IKMUI.

Aplication of Malcolm Baldridge Model For Measuring Student's Perception on Educational Quality of Postgraduate Program, Public Health Study Program University of Indonesia in 2004College as institution for creating prospective nation leaders needs different management with non-educational institution because in this institution gathered people who have knowledge and logical thinking. Important thing that must be concerned is how to manage college's management which suitable with quality system that involve tidy, efficient, and transparant administration. Amongs college's providers which begin to think about implementation of quality system so their universities have additional value and increase interested feeling for prospective student. The Public Health Study Program as part of high education which under Postgraduate Program of Faculty of Public Health University of Indonesia is a place for creating prospective nation leaders especially in health area, so its management should be managed toward quality system.
The purpose of this research is to know student's perception to factors which related to educational quality on Public Health Study Program, Faculty of Public Health University of Indonesia in 2004.
This research is using quantitative approach with cross sectional design and have 156 students of Postgraduate Public Health Study Program University of Indonesia which still registered as student.
The result of this research, show that proportion of student who answer education quality of Public Health Study Program University of Indonesia good only 32,1%, and from bivariate test there is significant relationship between all independent variables, leadership; strategic planning; focus to market; measurement, analysis, and educational management; faculty and staf orientation; management process; result of organization capability with educational quality at Public Health Study Program University of Indonesia and leadership is a dominant factor which related to educational quality at Public Health Study Program University of Indonesia.
Leaders of Public Health Study Program University of Indonesia should use more informal and persuasive approaches to lecturer staff in pursuing organization values so can improve educational quality in Public Health Study Program University of Indonesia. Beside that, leaders of Public Health Study Program University of Indonesia should do much communications intensively with their students through their forum and also existence forum. For getting aspirations and problems whom their students feel, so will be created feeling of being family and being togheter for progressing Public Health Study Program University of Indonesia.

"A phenomenon of educational problem especially in Public Senior High School I Membalong is there is no fulfillment of eight national standard of education. School principal, teachers, administrator staffs, students, school committee, and school supervisor have the role to implement the quality improvement program continuously through the utilization of school self evaluation to achieve the national standard of education.
This thesis discusses about the utilization of school self evaluation at Public Senior High School I Membalong Belitung Regency using qualitative method through Soft Systems Methodology (SSM) approach.
The result of the study suggested that school self evaluation at Public Senior High School I Membalong hat to be utilized to develop quality improvement program continuously by involving all stakeholders to create satisfaction of customer.

"Kajian ini tentang penyempurnaan proses implementasi Evaluasi Diri Sekolah (EDS) dalam rangka penjaminan dan peningkatan mutu pendidikan di Kabupaten Belitung dengan menggunakan kerangka teori kebijakan sebagai sebuah hirarki yang dikemukakan oleh Bromley (1989) melalui pendekatan Soft Systems Methodology (SSM). Penyempurnaan ini meliputi tiga tataran, yaitu tataran kebijakan, tataran organisasi, dan tataran operasional.
Pada tataran kebijakan dihasilkan peraturan daerah (Perda) sebagai dasar hukum penyelenggaraan pendidikan di daerah. Pada tataran organisasi dihasilkan sistem Monitoring terhadap Sekolah oleh Pemerintah Daerah (MSPD) dengan tujuan melaksanakan monitoring terhadap jalannya proses implementasi EDS di satuan pendidikan sehingga dapat berjalan sesuai dengan prosedur yang telah ditetapkan, dan untuk selanjutnya MSPD membuat pemetaan mutu pendidikan di daerah.
Pada tataran operasional dihasilkan dua sistem, yaitu 1). Membentuk Tim Pengembang Sekolah (TPS) tujuannya adalah melakukan pengisian instrumen EDS secara obyektif, jujur dan transparan, 2). Menyusun Pakta Integritas Sekolah (PIS) dengan maksud agar dapat terbangun kesepahaman dan kesepakatan warga sekolah, sehingga dapat memberikan kontribusi positif bagi pelaksanaan EDS di satuan pendidikan. Dengan demikian diharapkan penjaminan dan peningkatan mutu pendidikan di kabupaten Belitung dapat terwujud.

The review is about the implementation of the School Self Evaluation (SSE) in order to the Education Quality Assurance and Improvement System (EQAIS) in the district of Belitung by using the theoretical framework of the policy process as a hierarchy by Bromley (1989) approach through Soft Systems Methodology (SSM). This enhancement includes three levels, namely the policy level, the organizational level and operational level.
At the policy level conducted studies on how local governments provide support or strengthening the implementation of the SSE in the educational unit that SSE program which is the only gateway to education quality assurance system to run smoothly and be a requirement for education units to carry it out. At the organizational level studies conducted on the role of school monitoring by district (SMD) in monitoring process through the implementation process of SSE can be run in accordance with established procedures, and than mapping the quality of education in the area.
At the operational level produced two systems, namely 1). Forming a school development team (SDT) to make the SSE process charging instrument more objective, honest and transparent, 2). Formulating a integrity pact school (IPS) in order to how to develop a common understanding and agreement of the school community so as to contribute to the implementation of SSE in the education unit. It is expected the underwriting process of education quality assurance and improvement system in the district Belitung can be realized.
