"In the aftermath of ?9/11?, the United States has waged a Global War on Terror. This campaign has been waged both in the form in military presence e.g. in Iraq and Afghanistan, but also in the diffusion of norms, rules, strategies and initiatives programs that led to a process of deligitimization of terrorism. Securitizing efforts that has followed this campaign has an obvious link to the trade issues, particularly when issues such as maritime security is at stake. As the largest archipelagic state in the world, Indonesia has been particularly vulnerable to the
problem of whether or not it is capable to ensure the safety of its ports and sea transportations. These kinds of questions focus the world?s attention towards the prominence of supply-chain management issue. Using qualitative research design with literature review, document studies, and field research, this research has taken cases in two major ports in Indonesia into account, namely Tanjung Priok (Jakarta) and Tanjung Perak (Surabaya). This research broached the issue from
two particular questions: what are the Indonesian government?s efforts to transform the supply-chain management practice, especially its security, in accordance with the post-9/11 international norms? How do actors linked in supply-chain network adress and behave towards the implementations of efforts to secure (securing) supply chain policy in those two sites?
Linkage between the field of security and trade in the case of supply-chain network shows that changes in norms could be manifested by shifts in policy. Through series of observation and case studies, shifts in rules and conformity with international norms, establishments of agencies and intitatives, and technical adjustments, can call into question how and to what extent global norms as embodied in a paradigm that could bring related actors in a path that leads towards
the objective of the norms themselves. Indonesian effort in combating terrorism shows that states have(s) learned through ?normal policy-making? that brought first and second-order change (Peter Hall, 1993). Series of changes regarding antiterrorism policy in Indonesia is summaried in the following table."

This research strictly follows the characteristics of legal research as follows: (1) explains how the law applies in certain circumstances, (2) is a problem-solving activity; (3) a description of the main definitions in law; (4) is a normative prescriptive discipline, not only an empirical analytical discipline. This research is also an inter-disciplinary (socio-legal) research that uses non-legal disciplines to examine the existence of law and its social context. This research uses the historical approach of Savigny, the interpretivism approach of Habermas and the transcendental approach. This dissertation research shows that Bung Karno as the digger (Penggali) of Pancasila really took the crystallization of the values contained in the civilization of the Indonesian nation and then became the basis for the independent Republic of Indonesia in 1945. This research shows that Serat Sasangka Jati as described by R. Soenarto Mertowardojo, really has a very deep-rooted common thread to the civilization and culture of the archipelago (Nusantara), especially the Javanese people. Thus, the values contained in Serat Sasangka Jati is able to be used as benchmarks to see the values contained in Pancasila. This study identifies that in the culture of the archipelago (Nusantara), there is a harmonious dominance between antinomic values, in which three things stand out as follows: (1) communalism is more dominant than individualism; (2) spiritualism is more dominant than materialism and (3) romanticism is more dominant than rationalism. These three things are clearly visible in Serat Sasangka Jati, and if Pancasila is seen from the perspective of Serat Sasangka Jati, there is consistency of values between Pancasila and the cultural values of the archipelago in this case is Serat Sasangka Jati. Thus, understanding Pancasila if not through benchmarks from the roots of understanding the culture of the Nusantara will cause anomie in the legal system in Indonesia. This study shows that Javanese culture greatly determines the pattern of statehood in the modern Indonesia. Thus, an understanding of the pattern of statehood based on Javanese culture needs to be found, especially from Serat Sasangka Jati, so that the understanding of the life of the Republic of Indonesia based on Pancasila should truly reflect the identity of the Indonesian nation. The prescription of this research in understanding Pancasila is the need for awareness that the source of state power is one, namely the order of the Creator, therefore the concept of Pamoring Kawula Gusti is actually a concept that leads humans to carry out their lives according to the order of the Creator. Awareness of the order of the Creator is contained in the attitude of action (heart and mind) Hasta-Sila, the attitude of this action if it permeates the lives of the Indonesian people will lead to a spiritually harmonious society (post secular society) because tranquility appears in each individual, mutual respect between beliefs, the establishment of (fair) relationships between groups of people and especially with the universe as a place for human life.

"The study aimed to review on access, control and networking strengthening of the Joint of Business Group (KUB) fishermen and fisherwomen in managing fisheries resources through Business Development Program of Mina Rural Area (BDPMRA). Descriptive qualitative approach is applied. Data collection is done through FGD, observations and in depth interviews to explore deeply the existing problems. The results showed the weaknesses of gender disaggregated data and monitoring system, lack of data based on the needs assessment, and no government affirmation lead to the lower level of women participation in access and control over BDPMRA program. In addition, the program still marginalizes vulnerable groups of the coastal communities. Nevertheless, the participation of the groups was symbolic at the beginning, it develops into advanced category under the assistance of the instructors or trainers, and finally it can be categorized into self help groups. Networking strengthening through BDPMRA still proceed to developed groups of fishermen and fisher women become independent. Optimizing program measured only by administrative values will result in no change in the position and status of fisherwomen. They are still vulnerable to be subordinated and marginalized community groups. The networking self group of fishenivomen and local entrepreneurs should be strengthened through the establishment of joint venture group that can be used as a learning medium to produce marketable commodities."
