"Sistem Informasi Kesehatan Ibu dan Anak (KIA) penting diperkuat di puskesmas agar mampu mengumpulkan dan menghasilkan data berkualitas, dapat diandalkan serta dimanfaatkan dalam perencanaan dan penentuan arah kebijakan. Keberhasilan suatu upaya/implementasi terhadap sistem informasi kesehatan akan lebih fokus serta tepat sasaran jika diketahui faktor yang menjadi penentu, potensial, dan berperan dalam mencapai kinerja program KIA yang optimal.
Penelitian ini bertujuan untuk mengetahui kontribusi pemanfaatan informasi dalam menunjang program kesehatan ibu dan anak di puskesmas. Penelitian bersumber dari Risfaskes Puskesmas Tahun 2011 dengan desain studi potong lintang. Sebesar 6.302 puskesmas digunakan sebagai sampel. Analisis Structural Equation Modelling (SEM) digunakan untuk merefleksikan respon variabel yang diamati atau ―indikator‖ dengan variabel laten (melalui model pengukuran atau confirmatory factor analysis/CFA) dan menggambarkan hubungan yang ada di antara variabel laten melalui model struktural.
Pemanfaatan informasi tidak terbukti berperan dalam menunjang kinerja program KIA, namun kualitas informasi terbukti memiliki kontribusi. Pemanfaatan informasi KIA di puskesmas belum berjalan dengan baik karena kemampuan SI yang tidak kuat, rendahnya dukungan kebijakan, kurang tersedianya prosedur kerja, dan minimnya tenaga ahli. Hal ini menyebabkan ketidaktepatan waktu pengumpulan informasi dan ketidaksesuaian informasi dengan kebutuhan serta belum terbangunnya budaya pemanfaatan informasi secara optimal.
Hasil penilaian COBIT 5 mengungkap bahwa kemampuan SI KIA masih berada pada level 1, bersifat ad hoc atau sistem sudah ada namun belum dikelola serta dijalankan dengan terorganisasi sehingga pada implementasinya sistem tersebut mengalami berbagai permasalahan. Sistem pada akhirnya kurang maksimal dalam menghasilkan informasi yang berkualitas serta kurang dalam pengunaannya sehingga pemanfaatan informasi yang ada belum memberikan dampak yang optimal terhadap kinerja program KIA. Di antara komponen building blocks, sumber daya manusia merupakan variabel yang paling berperan dalam menunjang kinerja program KIA di puskesmas.

Strengthened Maternal and Child Health (MCH) Information systems in Primary Health Care (PHC) was essential in assuring data quality to provide high-quality information for planning and decision-making in MCH issues. Implementation of intervention would be more focused and specific if we could identify the determinant and potential factors that played an important role in achieving better MCH performance.
This study aimed to examine the role of information quality and utilization in supported MCH program performance in PHC. This was a cross-sectional research with secondary data derived from health facility research conducted by Health Research and Development Board, Ministry of Health. As much as 6302 PHC were analyzed by structural Equation Modelling (SEM).
The study revealed that information utilization did not significant in influenced MCH program performance but information quality did. Information utilization was still low because of the low capability of the information system, lack of policy support, operational procedures not completely available and limited human expertise. This situation led to the timeliness of reports, inappropriateness information for decision making and the lack of data for decision-making cultures.
COBIT 5 assessment showed that MCH information system capability present at level 1 (performed process/ad hoc). The information system already existed but not well organized thus it couldn?t generate high-quality information and low in usage. Among other building bloks, human resources had the strongest correlation with MCH program performance.
