"Tesis ini membahas strategi untuk meningkatkan mutu sekolah menengah atas negeri yang berprestasi rendah di DKI Jakarta. Tujuan penelitian ini adalah untuk memberikan rekomendasi berupa strategi kebijakan kepada kepala sekolah untuk meningkatkan mutu pendidikan sekolah menengah atas negeri yang berprestasi rendah di DKI Jakarta baik dalam jangka pendek maupun jangka panjang. Penelitian ini menggunakan analisis SWOT, untuk mengidentifikasi faktor internal (SO) dan eksternal (WO) agar dapat mengetahui kekuatan dan kelemahan serta peluang dan ancaman yang dimiliki oleh sekolah, kemudian menggabungkannya untuk mendapatkan strategi optimal untuk jangka pendek maupun jangka panjang, kemudian dilanjutkan dengan menentukan atribut mana dari faktor internal dan eksternal yang berpeluang menimbulkan konflik antara stakeholder penyedia jasa pendidikan (kepala sekolah dan guru) dengan stakeholder pengguna jasa pendidikan (siswa, orang tua dan masyarakat).
Hasil analisis data menyebutkan bahwa sekolah mempunyai kekuatan dan kelemahan serta peluang dan ancaman dalam upaya peningkatan mutu pendidikan, Strategi WO untuk jangka pendek dan Strategi SO untuk jangka panjang. Selain itu hipotesa terbukti bahwa stakeholder penyedia jasa pendidikan cenderung melihat dirinya lebih baik daripada stakeholder pengguna jasa pendidikan dan potensi konflik terbesar yang muncul baik untuk saat ini maupun dimasa yang datang adalah antara institusi sekolah sebagai stakeholder penyedia jasa pendidikan dengan masyarakat sebagai stakeholder pengguna jasa pendidikan.

This thesis discusses the strategy to improve the quality of state high schools categorized as underachieving in DKI Jakarta. The purpose of this research is to provide strategic policy recommendations to the principal to improve the quality of high school education with low achievement in Jakarta both the short and long term. This study uses SWOT analysis, to identify the internal factors (SO) and external (WO) in order to know the strengths and weaknesses and opportunities and threats are owned by the school, and then combining them to obtain the optimal strategy for the short and long term, then followed by determining which attributes of internal and external factors are likely to cause conflict between stakeholders of education providers (principals and teachers) with the service user education stakeholders (students, parents and the community).
The results of data analysis states that the school has strengths and weaknesses and opportunities and threats in an effort to improve education quality, WO Strategies for short-term strategy for long-term SO. In addition the hypothesis shown that stakeholder education providers tend to see themselves better than the education of stakeholders and users of the service's biggest potential conflicts that arise both for current and coming period is between the school institutions as a stakeholder provider with the user community as a stakeholder education services.

"ABSTRACT
The fund of educations at schools, from elementary schools up to university, becomes a hot issue to be discussed from time to time. The main topic of the discussion is to talk about how far the government involvement and the society endorsement in implementing educations.
The Government, in the National Middle Term Development Plan 2004-2009 claimed that the quality of education was still low and could not full filled the need of competencies of the student. Especially it because (1) The lack of quantity and quality of the teachers (2) The low of the teachers welfare (3) The lack of learning
facilities (4) The lack of education operational funds
The fours causes above basically because of the lack of capitalization of
education implementation. It motivates the writer to ask about capitalization both
from the government involvement and society endorsement which were shown in the
implementation of education at schools.
This thesis focused on the problem of capitalization of education
implementation in the middle education (Pendidikan Menengah) by asking: How the
capitalization of education at state senior high school in Pandeglang Regency which
includes the governments involvement and society endorsement and how the relation
between capitalization and the GB?s welfare.
Pandeglang Regency was chosen as the object of the research because of
some reasons, among of them were: this regency was one of the two under developed
Regencies in Banten Province and one of the 190 under developed Regency in
Indonesia; and the location of the research was closed to the writer domicile so it
made easy the process of the research. And then, State Senior High Schools were
chosen as the target of the research because these schools had not been given funds
like the elementary education, so the implementation of education were still
supported by the government and the society. And from the interest of the society,
compared to the others middle education, State Senior High School had strategic position in this region. Based on this problem, the writer was interested to analyze
the problem from the sociology view, accordingly to the study being done by the
writer. More over, the writer had been active in education for a long time but he had
not found the answer of the problem jet.
This research or study used qualitative approach to find firm answer of the
research questions from the quantitative data from documentary study or qualitative
data from the result of depth interview with the people in charge to give information
on the government involvement and the society endorsement in the capitalization of
education at State Senior High School and the relationship with the teachers welfare
as an important component in the process of learning at Senior High School,
especially for the GB who were not nominated as government employers (PNS).
To help understand this study, the writer used frame of thinking which try to
see the problem of capitalism as social economic system which now penetrate to any
aspect of life, and also to education world at school.
The result of the research or the study was very amazing, because the
involvement of the government in the capitalization at State Senior High School had
not been enough jet. While society endorsement in capitalization of education had
been enough, although the society where the schools were located were poor and
under educated and most of the worked in the farming sector.
The insufficiency capitalization in the implementation of education relate to
teachers welfare as the important agent of education. In this case, also occurred
something amazing that in Pandeglang Regency, the amount of the teacher of State
Senior High School who were government employer were less than a half, and the
rest were GB-P, GB-D (TKK) and GTT. From the three kind of those teachers, the
salary of the GB-P were very minim although they had the same task as Government
Employer Teachers. But they still did their duty well and hoped that they would get a
better welfare improvement from the government policy or society endorsement"

"Tujuan penelitian ini adalah untuk menganalisis kualitas proses pendidikan di SMAN 8 Bandar Lampung, dan faktor yang mempengaruhinya. Kualitas pendidikan akan semakin berkembang sejalan dengan berkembangnya arus modernisasi dalam masyarakat. Penelitian ini menggunakan pendekatan positivisme dengan teknik pengumpulan data perpaduan antara metode kualitatif dan kuantitatif. Peneliti menggunakan 2 teknik pengumpulan data, yaitu: wawancara dan kuesioner. Hasil penelitian ini bahwa dimensi karakteristik pembelajar (learner characteristics) yang menyebabkan kualitas proses pendidikan di SMAN 8 Bandar Lampung rendah, dan sebagian dari indikator kualitas proses belajar dan mengajar (teaching and learning).

The purpose of this study was to analyze the quality of the education process in SMAN 8 Bandar Lampung, and factors influencing it. The quality of education will grow in line with current development in the modernization of society. This study uses a positivist approach to data collection techniques blend of qualitative and quantitative methods. Researchers used two techniques of data collection, namely: interviews and questionnaires. The results of this study that the dimensional characteristics of the learner (learner characteristics) which causes the quality of the educational process in SMAN 8 Bandar Lampung low, and most of the indicators of the quality of learning and teaching process (teaching and learning).

"Menurut Imam Abu Hanifah sebagai pendiri Madzhab Hanaf, WAKAF adalah penahanan pokok suatu harta benda dalam tangan pemilik wakaf (pemberi wakaf disebut WAKIF) dan penggunaan hasil barang itu dapat disebut Ariah (Commodate Loan) yang bertujuan amal saleh. Sedangkan menurut Adhi Abu Yusuf dan Imam Muhammad, WAKAF adalah penahanan pokok suatu harta benda di bawah hukum benda Tuhan Yang Maha Kuasa, sehingga hak pemilikan dari WAKIF berakhir dan berpindah kepada Tuhan Yang Maha Kuasa, untuk sesuatu tujuan amal yang hasilnya dipergunakan untuk manfaat makhluk-Nya.
Dalam tiap-tiap wakaf didapati 3 (tiga) unsur, yaitu:
1. Pemilikan oleh Tuhan Yang Maha Kuasa dan oleh sebab itu sifatnya abadi dan tidak dapat dicabut;
2. Manfaatnya bagi kepentingan manusia;
3. Hapusnya hak pemilikan dari. WAKIF.
Sedangkan menurut Imam Syafi'i, WAKAF adalah: Suatu kontak yang hasil atau akibatnya merupakan penahanan asal (pokok) dari sesuatu benda dan membiarkan hasil-hasilnya untuk kepentingan umum.
Pokok-pokok yang penting dalam definisi menurut Imam Syafi'i tersebut ialah:
1. Pembekuan pemilikan dari WAKIF (Immobilization Corpus) oleh badan atau organisasi;
2. Pemakaian penghasilan atau keuntungan untuk tujuan amal tertentu.
Asaf A.A. Fyzee dalam bukunya Outlines of Mohammadan Law, Geoffrey Cumberlege Oxford University Press, London 1956 hal. 103 mengatakan bahwa WAKAF dapat diberikan kepada:
1. Imam Masjid kepentingan peribadatan);
2. Untuk sekolah-sekolah, dan keperluan bagi tenaga pengajarnya serta siswa-siswinya (kepentingan pendidikan);
3. Untuk saluran air, jembatan-jembatan, rumah penginapan kafilah, derma fakir dan miskin dan bantuan untuk kepentingan orang-orang miskin naik Haji.
Dengan alasan tersebut peneliti mencoba mengadakan penelitian di Wilayah DKI Jaya dengan permasalahan sebagai di bawah ini:
- apakah pelaksanaan WAKAF di Wilayah DKI Jaya dapat menunjang lajunya peningkatan pendidikan;
- sampai sejauh mana partisipasi fuqoha, ulama dan masyarakat khususnya umat Islam dalam mensukseskan pendidikan dengan dana/pembiayaan dari wakaf;
- sampai seberapa jauh secara sosiologis, juridis dan ekonomis pelaksanaan wakaf telah dapat mensukseskan pendidikan.
Dari hasil penelitian ini dapat diketahui bahwa telah ada 78.038,33 M2 tanah wakaf, 2251 orang/badan hukum yang telah berwakaf, 893 NADZIR (pengelola tanah/harta benda wakaf), 2307 buah rumah ibadat berasal dari wakaf, 432 Madrasah, 379 Yayasan Yatim Piatu, 41 Yayasan fakir miskin, 535.569 orang miskin dan 16.618 orang jompo dibiayai dari dana wakaf. Untuk pendidikan telah diasuh 74 buah sekolah Taman Kanak-kanak, 3019 murid TK, 153 buah SD dengan 6865 murid, 59 buah SLTP dengan 7637 siswa, 124 buah SLTA dengan 4973 siswa, 3 sekolah Kejuruan tingkat SLTA dengan 500 murid dan 3 buah Perguruan Tinggi dengan 1500 orang mahasiswa."
