"Pemantauan kondisi hidrologi di perairan Raha Pulau Muna, Sulawesi Tenggara telah dilakukan pada bulan Mei dan Juni 2001. Hasilnya menunjukkan suhu berkisar antara 27.80-30.39 oC, salinitas antara 30.0-32.9 ppt, zat padat tersuspensi antara 70-80 ppm, kecerahan antara tampak dasar (td) - 8,5 m, zat hara fosfat antara 0.13-1.79􀁭g/l, nitrat antara 0.20-2.66 􀁭g/l, oksigen terlarut antara 3,68-4.53 ppm, dan pH antara 7.4 - 8.2. Nilai-nilai tersebut masih baik untuk pertumbuhan dan perkembangan karang, dan masih sesuai dengan kriteria yang ditetapkan oleh Kementerian Kependudukan dan Lingkungan Hidup (KLH) untuk berbagai kepentingan. Variasi kondisi hidrologi bukan merupakan penyebab kerusakan karang di perairan.

Monitoring On Hydrology Condition In Raha Waters Muna Island and Its Relation to Coral Reef Condition. Monitoring on hydrology condition in Raha waters Muna Island, Southeast of Sulawesi were carried out on May and June 2001. The results showed that the temperature vary between 27.80-30.39 oC, salinity between 30.0-32.9 ppt, suspended solid between 70-80 ppm, transparency between see bottom - 8,5 m, nutrient phosphate between 0.13-1.79 􀁭g/l, nitrate between 0.20-2.66 􀁭g/l, dissolved oxygen between 3,68-4.53 ppm, and pH between 7.4-8.2. The values are still good for coralreef growth and development, and still in good agreement with government criteria for miscellaneous purpose. The variation of hydrology condition is not the caution of coral reef damage in Raha waters."

"Penelitian tentang kandungan bahan organik, senyawa n-alkana, aromatik, dan total hidrokarbon dalam sedimen di perairan Raha, Sulawesi Tenggara telah dilakukan pada Juni 2001. Hasilnya menunjukkan bahwa sedimen di stasiun 1 dan 4 telah tercemar oleh hidrokarbon minyak bumi. Hal ini tampak dari perbandingan antara F1/F2 (fraksi hidrokarbon jenuh/fraksi hidrokarbon aromatik) > 1. Sedangkan berdasarkan kandungan total hidrokarbonnya, menurut kriteria dari NAS (National Academy of Science) hanya sedimen di stasiun 2 dan 5 yang telah tercemar oleh senyawa hidrokarbon minyak bumi (>100 ppm).

The content of organic material, n-alkana, aromatic compound and hydrocarbon total in the sediment was carried out in the waters of Raha, Southeast of Sulawesi. Investigation on content of organic material, n-alkana, aromatic compound and hydrocarbon total in the sediment was carried out in the waters of Raha, Southeast of Sulawesi in June 2001. The results showed that the sediment at station 1 and 4 were polluted by hydrocarbon compound. This condition is showed by F1/F2 ratio (comparation between saturated hydrocarbon fraction with aromatic hydrocarbons fraction) > 1. According to NAS (National Academy of Science) criteria on total hydrocarbon content, station 2 and 5 only were polluted by hydrocarbons compound (>100 ppm)."

"By the Primary Law 1945 mentioned that state of Indonesia is a united state along with decentralization principle. Based on the certain criteria that is established with the government regulation. A certain are can be settled to become local autonomy divide into several area when it considered has a potention that is possible to be settled with a new territory. One of the manifestation from the local autonomy implementation is a plan to established a local autonomy of Raha City. The writters has done a research in Muna Regency at South East Celebes Province that is has a plan to established City of Raha. This phenomenon who is the writer take up had a focus on the process of a new local autonomy settles of Raha City and also a requirements to be local autonomy. This research method using qualitative method with description design. The qualitative method is being chosen to get the meaning and the understanding about the aspect that to be local autonomy. Secondly , juridicaly is very possible espicialy BY the 2004 ordinance number 32 about local government, erasing and the Government Rules Number 78 In 2007 about the established arrangement , erasing, and the marging territory. Seen from the proper aspect of a local settled in Raha City based on the criteria of cities level that is consist of economic ability criteria, the occupation, equality and people density, wide area and wide building area , cities fasility, the role and city function from the government state. Shown that the settled plan of Raha City should be observe still further. Because of several criteria that is not filled the requirement such as a part if the society occupation in agriculture sector and from the level of people density is still under the standard but from the proper aspect, the settled of Raha city the standard because many part of the settled criteria of autonomy city is being completed. Thinking about there is already have two indicators that is not filled yet criteria of the city settled, then the writter suggested in order to main part of Raha is not settled as an autonomy city but go through with a new regency."

Coral reef cover has been conducted observations using the Line Intercept Transect (LIT), and methods of Under water Fish Visual Census (UVC) to determine the type of fish Observation of the condition of coral reefs and reef fish is done in shallow water which is 3-6 depth in ten-point observation station. Based on direct observtion, the general condition of coral reef in Wangi-wangi Island is classied into the category from moderate to good. The average peresentage of live coral cover (life form) at the base station to station 10 is 64,61%. Water temperature ranged from 25 until 29oC, Salinity 34-36?, Brightness reaces the bottom; diversity index (H?) ranged from 3,2 to 3,6. Uniformity index (E) at te bottom waters ranged from 0,83 to 0,91. Dominance Index (C) ranged from 0,09 to 0,14. Reef fish diversity index ranged from 2,96 to 3,97, Uniformity index (E) reef fish ranged from 0,55 to 0,97. Valve dominance index (C) ranged from 0,04 to 0,17. Based on the valve of scoring on te whole category, all of the observation stations are include in category S1 which is suitable for beach tourism or nautical tourism like diving or snorkling.

"Terdapat beragam metode pengambilan data yang digunakan untuk penilaian kondisi terumbu karang, salah satunya adalah metode transek foto bawah air (Underwater Photo Transect= UPT). Tujuan penelitian ini adalah untuk mengevaluasi apakah metode UPT layak dipakai sebagai metode alternatif untuk penilaian kondisi terumbu karang dengan cara membandingkan antara data yang diperoleh menggunakan metode UPT dengan data yang diperoleh dengan menggunakan metode lain yang telah dikenal umum, yaitu metode transek sabuk (Belt Transect=BT) dan transek garis intersep (Line Intercept Transect=LIT). Hasilnya menunjukkan bahwa persentase tutupan biota dan substrat tidak berbeda nyata antar ketiga metode.

"quality of territorial water there are difference that is in Island of Sironjang, Island of Sirandah and Island of Pasumpahan brightness 7 metre, salinitas 30 % 0, degree of acidity (pH) 8, air temperature 28 derajat C and water temperature 30 derajat C. While , in island of Sikuai brightness 5 metre, salinitas 29 %0 , pH 7, and water temperature 28 derajat C. This defference is assumed by because in Island of Sikuai stand up wisata resort and hotel. Results of coral covery of manta - tow live equal to 11 - 30 % (category of II), in Island of Sirandah (Coral Heliopora) and Island of Pasumpahan (Coral Massive) with mean mount rock tutupan live equal to 31 - 50% (category of III). Result of line transect, percentage of coral covery live at location islands research of mean in a condition heavy damage (0 - 24%), and (25 49 %), higest coral covery there are in Island of Pasumpahan equal to 47, 50 % (damage) in Island of Sirandah 46,5 is % (damage), and in Island of Sikuai 23 % (heavy damage), while lowest coral covery found in Island of Sironjong equal to 15, 00% heavy damage. Mean make an index to diversity which there are in Island of Sironjong is 0,384, Island of Sirandah 0, 443, Island of Sikuai 0,647 and Island of Pasumpahan 0, 375 , (H<1). Mean of diversity of low growth form, low spreading and low stability. "The condition of coastal water in Sironjong island at the time of this research is as follow: 7 meter of sea brightness, 30 percentile salinity, pH 8, 28 degree Celcius of air temperature, and 30 degree Celcius of water surface temperature. While the condition at Sikuai island is as follow: 5 meters of sea brightness, 30 percentile of salinity, pH 7, and 28 degree Celcius of water surface temperature. This differences are assumed because the Sikuai island is a vacation spot and upon its land built resort hotels. Results show that manta-tow lives in both islands' waters, which means coral recovery live equal to 11-30% category II."
