Abstrak :
Skripsi ini membahas mengenai formulasi kebijakan perubahan definisi objek pajak bumi dan bangunan terhadap sektor pertambangan untuk eksplorasi pertambangan minyak bumi dan gas bumi. Perubahan definisi objek pajak tersebut terjadi dari PER-11/PJ/2012 menjadi PER-45/PJ/2013 dimana perubahan objek yang awalnya adalah seluruh wilayah kerja, saat ini hanya menjadi kawasan kerja. Penelitian ini bertujuan untuk menganalisis proses formulasi kebijakan perubahan definisi objek pajak bumi dan bangunan terhadap sektor pertambangan untuk eksplorasi pertambangan migas serta alternatif kebijakan penilaian pajak bumi dan bangunannya. Dengan pendekatan post-positivist dan metode pengumpulan data kualitatif, peneliti dapat mengetahui dan melakukan analisis pertanyaan penelitian yang diajukan. ...... This study focuses on changes in policy formulation regarding object's definition of property tax for oil and gas exploration level. The change of property tax?s object occurs from PER-11/PJ/2012 to PER-45/PJ/2013 where the object changes from all working areal into working areal which is used only for exploration. This research intends to analyze the formulation process of the changes of property tax's object for oil and gas exploration and alternative policy for the tax base appraisal. With post-positivist approach and qualitative data collection method, researcher can identify and analyze all the research questions proposed.

[Implementasi Kebijakan Kawasan Tanpa Rokok di instansi pendidikan menarik untuk dilihat pelaksanaannya karena perlu adanya kebijakan yang memberikan perlindungan kepada perokok pasif. Penelitian ini membahas tentang implementasi kebijakan KTR UI khususnya di Fakultas Ilmu Sosial dan Politik. Tujuan dari penelitian ini adalah untuk menganalisis implementasi kebijakan KTR UI di FISIP. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan teknik pengumpulan data dengan wawancara mendalam dan observasi. Wawancara dilakukan dengan pihak-pihak terkait dengan kebijakan KTR UI di FISIP. Hasil penelitian ini adalah implementasi kebijakan KTR UI di FISIP tidak berjalan baik disebabkan stakeholders tidak serius dalam menjalankan kebijakan ini. Diperlukan konsistensi dari pemimpin dalam penerapan sanksi kepada pelanggar dan peningkatan kerjasama dari seluruh warga FISIP. Keterlibatan mahasiswa dalam pelaksanaan kebijakan juga diperlukan agar mahasiswa mengetahui dengan jelas mengenai kebijakan KTR UI. ;The implementation of non-smoking area policy in education institutions is interesting to look, because the implementation itself should give protection for passive smokers. The aim of this study discusses the implementation of policies KTR UI, especially in Social and Political Science Faculty (FISIP). The purpose of this study was to analyze the implementation of KTR UI regulation especially in FISIP. The method of research approach used in this study is a qualitative approach to data collection techniques with interviews and observations. The interview was conducted with the relevant parties with the policy of KTR UI in FISIP. The results of this study is the implementation of policy KTR UI in FISIP not running well caused stakeholders has not been a serious applied. It is required the consistency of a leader in the application of sanctions to offenders and also necessary to increase the cooperation of the entire community FISIP.
