Abstrak :
Peningkatan lalu lintas penerbangan di bandara UPT, perlu dibarengi dengan peningkatan kapasitas bandara, yang membutuhkan dana tidak sedikit. Salah satu solusi keterbatasan dana dan kemampuan pelayanan pemerintah adalah skema KPS. Tahap pemilihan proyek dalam KPS menentukan kesuksesan tahap-tahap selanjutnya. Dalam melakukan pemilihan proyek ini, peneliti menggunakan metode AHP untuk mendapatkan bobot kriteria. Dengan kriteria yang ada, dilakukan penilaian masingmasing bandara sehingga didapatkan urutan nilai bandara, bandara dengan nilai tertinggi dianalisa kelayakan finansial dan dikelompokkan sesuai tingkat resikonya, terdapat tiga bandara menempati kuadran I (resiko rendah dan layak secara finansial), yaitu Bandara Radin Inten II-Lampung, Bandara Fatmawati Soekarno-Bengkulu dan Bandara Haluoleo-Kendari.
......Increase in air traffic at UPT airports, need to be accompanied by an increase in airport capacity, that require a lot of fund. One solution to limited funding and the ability of government service is PPP Scheme. PPP project selection stage in determining the success of the next stage. In conducting the selection of this project, researchers used the AHP method to get the weights of criteria. With existing criteria, an assessment of each airport to get ranking of the airport. Airport with the highest value analyzed the financial feasibility and grouped according to level of risk. There are three airports occupy one quadrant (low risk and financially feasible). There are Radin Inten II Airport-Lampung, Fatmawati Soekarno Airport ? Bengkulu and Haluoleo Airports-Kendari.

Bandara Soekarno-Hatta adalah Bandara Internasional yang terletak kota di Tangerang dengan pergerakan penumpang sebanyak 52.446.618 penumpang pada tahun 2011 atau naik 15,43% dari tahun 2010. Namun Bandara Soekarno-Hatta tersebut belum memiliki akses yang memadai sehingga mengakibatkan sering terjadinya kemacetan pada akses menuju bandara pada jam-jam sibuk. Untuk mengurangi terhambatnya perjalanan menuju bandara maka akan dibangun kereta api. Dalam penetapkan tarif kereta api perlu mengetahui kemampuan membayar (Ability to Pay) dan kemauan membayar (Willingness to Pay) pengguna jasa kereta api. Metode pengumpulan data dengan melakukan survey terhadap penumpang dibandara. Pengukuran Ability To Pay (ATP) menggunakan metode household budget dan Willingness to Pay (WTP) menggunakan metode state preference. Hasil penelitian yaitu estimasi nilai rata-rata ATP sebesar Rp.128.986,- dan nilai rata-rata WTP sebesar Rp.23.195,- dengan 80% responden bersedia membayar lebih untuk peningkatan keselamatan.
......Soekarno-Hatta Airport is an International Airport located in Tangerang. The movement of passengers in this airport is around 52,446,618 passengers in 2011, or increased 15.43% from 2010. Unfortunately, Soekarno-Hatta airport does not have adequate access in which it can cause traffic jams on the access to airport especially at rush hours. For that reason, railway access to the airport will be built in order to solve the airport access problem. Relating to the train fare, it is necessary to know the ability to pay and willingness to pay of the train passengers. Survey to the airport passengers is conducted as the research method for this study. The writer employs household budget method to measure Ability To Pay (ATP) and state preference method to measure Willingness to Pay (WTP). The study finds that estimate of average value for ATP is IDR 128.986,- and estimate of average value for WTP is IDR 23.195,- in which 80% of respondents are willing to pay more for safety improvement.

Peningkatan arus transportasi udara di Bandara Husein Sastranegara menunjukan tren peningkatan sehingga kualitas pelayanan penerbangan cenderung menurun dengan cepat. Usaha mengantisipasi masalah tersebut dengan tiga alternatif pilihan yaitu mengembangkan Bandara Husein Sastranegara, membangun Bandara Baru di Kertajati dan mengembangkan serta membangun keduanya bersamaan.
Berdasarkan hasil analisis penelitian dengan mengukur potensi penumpang di Bandar Udara Husein Sastranegara menunjukan bahwa pilihan untuk mengembangkan fasilitas terminal penumpang Bandara Husein Sastranegara merupakan pilihan paling baik ditinjau dari segi finansial. Dengan masa evaluasi selama 20 tahun maka nilai Nett Present Value menunjukan nilai positif.
Berdasarkan hasil analisis penelitian dengan mengukur potensi penumpang di Bandar Udara Husein Sastranegara menunjukan bahwa pilihan untuk membangun Bandar Udara Kertajati merupakan pilihan yang paling baik ditinjau dari segi finansial , dengan syarat spesifikasi konstruksi menyerupai Bandara Husein Sastranegara. Dengan masa evaluasi selama 20 tahun maka nilai Nett Present Value menunjukan kecenderungan nilai positif.
Berdasarkan hasil analisis penelitian dengan mengukur potensi penumpang di Bandar Udara Husein Sastranegara menunjukan bahwa pilihan untuk tetap mengoperasikan Bandara Husein Sastranegara merupakan pilhan paling tidak tepat ditinjau dari segi finansial yang berakibat Nett Present Value Bandar Udara Kertajati negatif.
