Perilaku seksual remaja cenderung mengalami peningkatan dari tahun ke tahun. Salah satu penyebab terjadinya perilaku seksual adalah ketidaktepatan informasi yang diperoleh oleh remaja. Penelitian ini bertujuan untuk menilai keterpaparan informasi dari orang tua, sekolah, media elektronik dan cetak dan teman sebaya dan hubungannya dengan perilaku seksual remaja. Penelitian ini menggunakan desain studi potong lintang (cross sectional) dengan menggunakan data survei kesehatan reproduksi remaja Indonesia (SKRRI) tahun 2007 dan 2012. Sampel penelitian ini adalah remaja pria dan wanita yang berusia 15-24 tahun yang belum menikah. Regresi Poisson digunakan untuk mengetahui nilai rasio prevalensi perilaku seksual beradasarkan keterpaparan informasi. Hasil penelitian menunjukkan bahwa prevalensi remaja yang terpapar informasi dari media massa dan teman sebaya yang melakukan hubungan seksual lebih tinggi dibandingkan yang terpapar informasi dari orang tua dan sekolah, baik pada remaja pria maupun wanita. Namun informasi dari orang tua dan sekolah belum mampu "berkompetisi" dengan informasi dari media massa dan teman sebaya dalam memproteksi remaja dari perilaku seksual. Orang tua dan sekolah perlu bekerjasama dalam memberikan pendidikan seksual kepada remaja agar mampu mengimbangi informasi yang diperoleh remaja dari media massa dan teman sebaya dan melindungi remaja dari melakukan hubungan seksual.
Sexual intercourse among adolescents in Indonesia tend to increase over years. One of the reasons this risk behaviours happened is because the imprecision of informations that adolescents obtained. This study aims to assess the exposure of informations from parents, school, mass media, and peers and the relation between adolescents sexual behaviours. This study uses cross sectional design with data from Indonesia Young Adult Reproductive Health Survey (IYARHS) year 2007 and 2012. The sample of this research is young men and women age 15-24 years who have not married. Poisson regression is used to get the prevalence ratio of behaviour risks based on the exposure of informations. This study shows that prevalence of adolescents who are exposed to informations from mass media and peers that perform sexual intercouse is higher than those who are exposed to informations from parents and school, both in young men and women. However, informations from parents and school still can?t compete to informations from mass media and peers in protecting adolescents from sexual behaviours. Peers and school need to cooperate in giving sexual education to adolescents in order to be able to counterbalance the informations obtained from mass media and peers, and may protect the adolescents from sexual risk behaviours.

Penyediaan fasilitas khusus menyusui dan/atau memerah ASI atau Ruang ASI merupakan salah satu upaya meningkatkan cakupan pemberian ASI eksklusif yang cenderung menurun. Tata cara penyediaan Ruang ASI diatur dengan Permenkes No 15 tahun 2013 yang merupakan amanat Peraturan Pemerintah No 33 tahun 2012 tentang Pemberian Air Susu Ibu Eksklusif. Permenkes No 15 tahun 2013 mengharuskan semua tempat kerja dan tempat sarana umum menyediakan Ruang ASI sesuai standar atau menurut kemampuan. Saat ini, satu tahun berjalan Permenkes tersebut masih banyak tempat kerja dan tempat sarana umum belum menyediakan Ruang ASI, Hal ini menunjukkan implementasi Permenkes belum berjalan baik. Implementasi suatu kebijakan dipengaruhi proses-proses kebijakan sebelumnya, yaitu agenda setting, formulasi dan adopsi. Tujuan penelitian ini adalah menganalisis agenda setting, formulasi, adopsi dan implementasi Permenkes tentang Tata cara Penyediaan fasilitas Khusus Menyusui dan/atau Memerah ASI dari sisi konteks, aktor dan content kebijakan. Hasil penelitian menunjukkan Permenkes diinisiasi Pemerintah dengan melibatkan berbagai pihak. Proses penyusunan sesuai dengan tata cara penyusunan peraturan perundang-undangan bidang kesehatan. Isi Permenkes ditinjau dengan Undang-Undang No 12 tahun 2011 tentang Pembentukan Peraturan Perundang-Undangan masih perlu perbaikan. Implementasi Permenkes belum bisa diukur secara kuantitatif, tetapi bisa dilihat, tidak semua tempat kerja dan tempat sarana umum telah menyediakan fasilitas khusus menyusui dan/atau memerah ASI. ...... The provision of special facilities for breastfeeding and/ or breastmilk pumping is one of some efforts made to increase the declining number of exclusive breastfeeding coverage. Procedures for providing breastfeeding rooms are regulated by Permenkes (Ministerial Regulation) No. 15 of 2013, an amendment to Peraturan Pemerintah (Government Regulation) No. 3 of 2012 concerning Exclusive Breastfeeding. Permenkes No. 15 of 2013 requires every work place and public place to provide breastfeeding rooms according to proper standards or as good as the management?s capacity. Nonetheless, at the moment, one year after the bill was passed, many work and public places have not provided breastfeeding rooms. This indicates that the implementation of the regulation has not been well achieved. The implementation of such policy is influenced by the preceding policies, namely: agenda settings, formulation, and adoption. This study aims at analyzing these agenda settings, formulation, adoption, as well as the implementation of this Permenkes concerning the procedures for providing breastfeeding facilities and/ or breast milk pumping through its context, policy actors, and content. Results show that the government has initiated Permenkes together with several other parties. The formulation process was in accordance with the health legislation procedures. The content of Permenkes reviewed by Undang-Undang (Act) No. 5 of 2011 concerning Legislation Procedures, needs revision. The implementation of Permenkes is quantitatively immeasurable, however, the fact that not all work places and public places provide breastfeeding facilities is identifiable.

Komunikasi adalah faktor penting dalam keberhasilan implementasi kebijakan dan program pemerintah. Untuk itu peneliti akan menganalisis formulasi kebijakan komunikasi dalam mendukung pelaksanaan program pembangunan kesehatan di Indonesia. Beberapa temuan dari riset nasional seperti Survei Demografi Kesehatan Indonesia (SDKI) tahun 2012, dan Riset Kesehatan Dasar 2013, diperkuat dengan sejumlah penelitian lainnya serta pemberitaan di media yang menunjukkan bahwa masih terdapat kebijakan dan program kesehatan yang belum berhasil mencapai target yang antara lain disebabkan tidak berjalannya fungsi komunikasi secara optimal sehingga masyarakat belum bisa memahami dan mendukung kebijakan dan program kesehatan pemerintah. Penelitian ini menggunakan metodologi kualitatif dengan jenis deskriptif, pengumpulan data dilakukan melalui wawancara mendalam, focus group discussion (FGD) dan telaah dokumen. Hasil penelitian ini menemukan fakta bahwa fungsi komunikasi yang dijalankan unit hubungan masyarakat di Kementerian Kesehatan belum berjalan optimal oleh karena belum adanya pedoman yang mengatur fungsi komunikasi secara terintegrasi dan komprehensif dalam hal kelembagaan, kegiatan, tata laksana kerja dan sumber daya. Peneliti menyarankan kepada sejumlah pihak terkait terutama Pusat Komunikasi Publik Kementerian Kesehatan agar segera menyusun pedoman komunikasi atau kehumasan yang dapat mengatur seluruh aspek komunikasi yang diperlukan dalam meningkatkan pelaksanaan tugas dan fungsi selaku hubungan masyarakat, selain itu juga memperkuat sumber daya agar lebih memadai. Peneliti juga merekomendasikan kepada Kementerian Komunikasi dan Informatika dan Kementerian PAN dan Reformasi Birokrasi agar menyiapkan berbagai upaya untuk memperkuat posisi dan peranan hubungan masyarakat dalam pembangunan nasional.

Therefore researcher will analyzes the formulation of communication policy in support of the implementation of health development program in Indonesia. Some findings in the national research such as Indonesia Demographic Health Survey (IDHS) in 2012, and the Basic Health Research in 2013, reinforced by a number of other studies and news in the media indicate that there are health policies and programs that have not succeeded in achieving the targets achievements as one of the result is due to the ineffectiveness of the communication function so that people cannot understand and will not support the government health policies and programs. This research uses qualitative methodology with descriptive type, where data collection is done through in-depth interviews, focus group discussion (FGD), and literature studies. Results of this research found that communication functions executed by the public relations unit of the Ministry of Health has not run optimally because of the lack of an integrated and comprehensive guidelines governing the communication functions in terms of institutional, activities, governance and resources. Researcher suggests to the number of related parties, especially to the Center for Public Communication of the Ministry of Health to immediately formulate guidelines for communications or public relations to regulate all aspects of communication required in advancing the implementation of tasks and functions as public relations, and also strengthens the resources to be more adequate. Researchers also recommend to the Ministry of Communications and Informatics and the Ministry of Empowerment of State Apparaturs and bureaucracy reform to prepare a variety of efforts to strengthen the position and role of public relations in national development s;Communication is an important factor in the successful of the implementation of government policies and programs. Pengguna internet di Indonesia pada tahun 2014 dilaporkan sebanyak 88,1 juta, 75 juta diantaranya adalah pengguna smart-phone. Adanya fitur aplikasi memudahkan masyarakat dalam mengakses informasi serta pemenuhan kebutuhan sehari-hari. Perkembangan yang sangat pesat dibidang teknologi informasi tentu saja berdampak terhadap dunia kesehatan, Telemedis merupakan metode baru dalam pelayanan kesehatan. Telemedis adalah penggunaan teknologi informasi dan komunikasi yang digabungkan dengan kepakaran medis untuk memberikan layanan kesehatan, mulai dari konsultasi, diagnosa sementara dan perencanaan tindakan medis, tanpa terbatas ruang atau dilaksanakan dari jarak jauh, sistem ini membutuhkan teknologi komunikasi yang memungkinkan transfer data berupa video, suara, dan gambar secara interaktif yang dilakukan secara real time. Telemedis sangat bermanfaat bagi masyarakat, diantaranya selain dapat langsung berkonsultasi secara online juga menghemat waktu, efisiensi biaya transportasi dan operasional. Manfaat telemedis sangat dirasakan bagi masyarakat yang tinggal di daerah terpencil yang jauh dari fasilitas kesehatan. Telemedis juga bermanfaat dakam mengurangi angka rujukan maupun penanganan langsung oleh dokter spesialis, sehingga penanganan pertama bisa dilakukan oleh dokter umum sebagai gate-keeper pelayanan kesehatan. Namun ada permasalahan hukum dari telemedis ini, yakni belum adanya regulasi permenkes yang mengatur pelayanan serta standarisasi pelaksanaannya. Informed consent, kerahasiaan data pasien, dan rekam medis menjadi hal yang sangat serius diperhatikan dalam pelayanan Telemedis sesuai acuan peraturan dan perundang-undangan yang berlaku. Dengan adanya telemedis, harapannya mutu pelayanan kesehatan lebih baik dikarenakan telemedis bukanlah upaya kuratif yang menegakkan diagnosa maupun sebagai upaya pemberian resep (tele-prescription) namun Telemedis memperkuat upaya konsultasi, edukatif, promotif dan preventif kesehatan seseorang, sehingga seseorang akan mendapatkan umpan balik self-care dan follow up-care
ABSTRACT
Internet users in Indonesia in 2014 was reported as 88.1 million, 75 million of them are smart-phone users. Their application feature allows people to access information and the fulfillment of their daily needs. The rapid development of information technology in the field of course affect the health of the world, Telemedicine method is new in health care. Telemedicine is the use of information and communication technologies combined with the expertise of medical staff to provide health services, start from consultation, suspect diagnosis and how to planning of medical action, without being confined space or conducted remotely, the system requires a communication technology that enables the transfer of data such as video, voice and images interactively performed in real time. Telemedicine may have beneficial for the community, including in addition to directly online consultation and also saves much time, transportation costs are cheaper and the operational being more efficiency. Telemedicine have many benefits, such as for the people who live at remote areas which so far from health facilities. Telemedicine is also very useful in reducing the number of reference and handling of directly by specialist doctors, so the first treatment can be performed by a general practitioner as the gate-keeper of health services. However, there are legal issues of this telemedicine, that telemedicine does not have any regulations and standardized implementation services. Informed consent, confidentiality of patient data and medical records into a very serious thing to be considered in accordance reference Telemedicine service regulations and legislation in force. With the telemedicine, hopefully more better quality of health care, because it is not curative that can give the absolutely diagnosis and attempt prescribing (tele-prescription). But Telemedicine can be strengthen the efforts of consultation, education for patients, promotive and preventive health, that person will get feedback like self- care and follow-up care;
