ABSTRACT
Dalam era saat ini, Rumah Sakit membutuhkan perencanaan kebutuhan Sumber Daya Manusia SDM yang baik agar dapat memenuhi kebutuhan kepada pasien terutama perencanaan terhadap kebutuhan dokter umum. Tujuan dari penelitian ini adalah untuk mengetahui jumlah kebutuhan tenaga dokter umum di Instalasi Gawat Darurat RSUP Fatmawati menggunakan Metode ABK Kesehatan. Penelitian ini merupakan penelitian kualitatif dengan melakukan observasi menggunakan teknik time and motion study, wawancara mendalam, dan telaah dokumen. Observasi dilakukan pada 14 shift kerja pada zona yang berbeda-beda. Hasil penelitian menunjukkan bahwa penggunaan waktu dokter umum dalam melakukan kegiatan produktif langsung sebesar 16,47 dari keseluruhan waktu kegiatan dokter umum sedangkan penggunaan waktu dokter umum dalam melakukan kegiatan produktif tidak langsung sebesar 45,12 dari keseluruhan waktu kegiatan dokter umum. Hasil perhitungan kebutuhan dokter umum dengan metode ABK Kesehatan sebesar 19 orang dan jumlah dokter umum pada saat penelitian berlangsung adalah 19 orang sehingga tenaga dokter umum telah terpenuhi.

ABSTRACT
Nowadays, the hospital needs some good human resource planning to fulfill the needs of patients especially planning for the needs of physician. The purpose of this research is to examine the number of physician that needed in Emergency Installation of RSUP Fatmawati using ABK Kesehatan method. This research is qualitative method with observation using time and motion study technique, deep interview, and documents review. The observation is doing at at 14 work shift in different zone. The results show that time allocated by the physicians when doing direct productive activities is 16,47 of the total time activites and the time allocated by the physicians when doing indirect productive activities is 45,12 of the total time activites. The calculation result of the physician needed with ABK Kesehatan method is 19 physicians and the number of physician in Emergency Installation of RSUP Fatmawati at the time of research is 19 physicians which mean the needs of physicians have enough in Emergency Installation of RSUP Fatmawati.
