Abstrak :
Didalam proses seleksi kontraktor untuk pelaksanaan proyek konstruksi pada umumnya dilakukan dengan proses tender. Problematika yang timbul adalah jika penawaran underestimate. Agar tidak mengalami kerugian atau untuk mendapatkan suatu nilai keuntungan tertentu, kontraktor melakukan strategi yang salah satunya mengurangi alokasi biaya pelaksanaan di lapangan. Penelitian ini bertujuan untuk mengidentifikasi risiko penawaran underestimate serta menentukan tindakan preventive dan corrective, terhadap kualitas proyek konstruksi jalan dan jembatan di propinsi DKI Jakarta. Penelitian ini adalah penelitian kuantitatif dengan metode survey. Hasil penelitian mengidentifikasi risiko yang paling dominan adalah material kurang dari yang dibutuhkan, mutu tidak sesuai spesifikasi, dan jumlah alat tidak memadai.

The contractor selection process for the implementation of construction projects are generally done by tender process. Problem arises if the offer is underestimated. In order not to gain loss or to obtain value of a certain benefit, the contractor applied strategy to reduce the cost allocation for implementation in the field. This research aims to identify underestimate offer risks and determine preventive and corrective actions to the quality of road and bridge construction projects in DKI Jakarta Province. This research is a quantitative study with survey method. The research result identified the most dominant risks are lack of material required, the quality is not in accordance with its specification, and the number of equipment is inadequate.

Proyek BTS memiliki Karakteristik yang khusus dalam pelaksanaan dan manajemennya. Karakteristik tersebut terkadang menimbulkan masalah tersendiri. Sehingga terkadang proyek BTS terjadi Cost Overrun dari Rencana Anggaran Pelaksanaan yang telah ditentukan. Ini mengakibatkan perusahaan kontraktor telekomunikasi mulai mengambil pekerjaan lain. Sedangkan pembangunan Proyek BTS sangat banyak, diakarenakan jaringan telekomunikasi selular berkembang pesat setiap tahunnya. Oleh karena itu tujuan penelitian untuk mengetahui faktor faktor yang mempengaruhi Rencana Anggaran Pelaksanaan dan besarnya terjadi Cost Overrun. Penulis mendapatkan ternyata faktor faktor yang dominan menyebabkan terjadinya cost overrun dipengaruhi oleh Eskalasi harga material, kegagalan subkontraktor, Peraturan Pemerintah, Kondisi cuaca, kondisi alam, dan terjadi kehilangan material.

Base Transceiver Station Project have special Characteristic in execution and management. Sometimes characteristic generate problem at execution this projects. So that sometimes the project of BTS happened Cost Overrun of Cost Budgetting which have been determined.This matter because of small advantage and difficulty of work by contractor. While development of Project of BTS continue to expand, because of cellular telecommunications network rapidly grow every year. Therefore the target of research to know factor factor influencing Cost Budgetting and level of happened Cost Overrun. Writer get in the reality dominant factor factor cause the happening of overrun cost influenced by Eskalasi material price, failure of subkontraktor, Regulation of Government, Wheater condition, condition of nature, and happened losing of material.
