Tesis ini mengangkat isu pembangunan sektor agraria perkebunan sawit di Desa Aek Batu, Kab. Labusel, Sumut. Tinjauan teoritis menunjukkan bahwa dua modal non-finansial, yaitu modal sosial dan fisik berperan sangat penting bagi kesuksesan petani dalam pembangunan usaha perkebunannya. Dengan pendekatan kuantitatif, hasil uji hipotesis menunjukkan a) ada korelasi yang kuat antara modal sosial dengan kesejahteraan petani sawit, r = 0,645; b) ada hubungan yang sedang antara modal fisik dengan kesejahteraan petani sawit, r = 0,579; serta c) ada hubungan yang sedang antara modal sosial dengan modal fisik, r = 0,401.

ABSTRACT
This thesis is a quantitative research about the development of oil palm plantations at Aek Batu Village, Torgamba, South Labuhanbatu. Theoretical review shows that the two non-financial capital categories, ie social and physical as factors that most important for the farmers/smallholders to the development their oil palm plantations. Hypothesis test results indicate; a) there are high correlation between social capital with the welfare of oil palm smallholder, r = 0.645; b) there are some moderate correlation between physical capital with the welfare, r = 0.579; and c) there are some moderate correlations between social capital with physical, r = 0.401.
