ABSTRAK
Electronic cigarettes e-cigarettes , of which the health effects are still unknown, are significantly gaining their popularity in Indonesia. A massive news release on the internet talking about e-cigarettes might contribute to robust public rsquo;s concern about the use of e-cigarettes that could influence policy makers in considering the regulation of these devices. Therefore, this study aims to analyze how online mass media frame the message of e-cigarettes based upon topics of the story, news source, and coverage of benefits and harms of these products. This study performed a content-analysis method using a variable coding sheet in four popular online news media in Indonesia. This study found 418 articles mentioning about e-cigarettes of which 320 articles 76.6 were included in the content analysis. Majority of the article 70.9 have a negative frame and mainly talked about the policy issue of these devices. The news source that was frequently used in the articles is scientist/researcher 34.7 . The studied articles mostly presented harms of e-cigarettes rather than their benefits. Thus, most of the online news media tend to present unfavourable stories about e-cigarettes and might try to influence the readers to oppose these products.

Abstrak :
Studi ini berupaya melihat bagaimana hubungan kerja sama antara media lokal dan pemerintah lokal. Secara lebih spesifik penelitian ini ingin melihat apakah kerja sama tersebut mengganggu kebebasan pers dari media lokal dalam memberitakan isu-isu terkait aktivitas dan kebijakan pemerintah lokal. Riset ini didasari latar belakang banyaknya kerja sama yang dibuat oleh pemerintah lokal dengan media lokal dalam hal pemberitaan aktivitas-aktivitas pemerintah lokal pada era otonomi/desentralisasi pemerintahan daerah. Studi ini bertujuan untuk mengkaji kebebasan pers lokal yang memiliki hubungan kerja sama dengan pemerintah lokal. Penelitian ini menggunakan teori ekonomi politik komunikasi dari Mosco dengan fokus melihat komodifikasi, spasialisasi, dan strukturasi. Konsep-konsep lain yang digunakan untuk menganalisis data adalah media capture, strategi dan taktik finansial pemerintah dalam mendominasi media, serta model hierarki pengaruh. Metode penelitian yang digunakan adalah studi kasus dengan pendekatan kualitatif. Media yang dipilih adalah media daring lokal di Jawa Barat, yaitu Media Jabar 1 dan Media Jabar 2. Hasil penelitian menunjukkan bahwa media lokal yang bekerja sama dengan pemerintah lokal telah menggeser fungsi media yang tadinya sepenuhnya untuk ruang publik, sekarang sebagian ruang itu digunakan untuk corong pemerintah. Media dijadikan telah menjadi alat tukar yang ditransaksikan dengan pemerintah lokal. Akibatnya ruang-ruang untuk melayani publik di media semakin berkurang atau menyempit, karena sebagian ruang itu digunakan untuk suara pemerintah lokal. Lebih jauh lagi media lokal sudah kehilangan fungsi sebagai alat kontrol bagi pemerintah, juga kehilangan fungsi penyedia informasi alternatif untuk mengimbangi suara pemerintah di tengah publik. Jadi, ada relasi kuasa yang timpang antara pemerintah lokal terhadap media lokal. Implikasinya adalah media lokal tidak dapat menjalankan kebebasan pers dengan baik. Padahal media yang bebas adalah salah satu indikator keberhasilan pelaksanaan desentralisasi demokratis. ......This study investigates the relationship between local media and local government, with a particular focus on whether such cooperation interferes with the freedom of local media in reporting issues related to local government activities and policies. This research stems from the background of numerous collaborations between local governments and local media in reporting local government activities in the era of autonomy and decentralization. The study aims to examine the press freedom of local media that maintain cooperative relationships with local governments. The theoretical framework of this research is based on Mosco's political economy of communication, emphasizing commodification, spatialization, and structuration. Moreover, it used other concepts to analyze the data include media capture, government financial strategies and tactics in dominating media, and the hierarchy of influences model, as well. A qualitative case study approach is employed, focusing on two local online media outlets in West Java: Media Jabar 1 and Media Jabar 2. The findings reveal that local media collaborating with local governments have shifted their role from solely serving the public sphere to partially acting as government mouthpieces. Media has become a transactional medium, exchanged for local government funds. Consequently, the space dedicated to serving the public in the media has been diminished, as part of it is used to propagate the local government's voice. Furthermore, local media have lost their function as government watchdogs and as providers of alternative information to balance government narratives within the public sphere. This results in an unequal power relationship between local governments and local media, hindering the proper exercise of media freedom. Ultimately, the presence of free media is a crucial indicator of successful democratic decentralization.
