Abstrak :
Kondisi ekonomi di awal tahun 2020 yang terdampak akibat pandemi penyebaran wabah COVID-19 mempengaruhi turun nya pendapatan bagi berbagai sektor bisnis, pemerintah dan berdampak pada kegiatan konstruksi infrastruktur. Ide maupun dorongan untuk melakukan mengurangi biaya pada proyek muncul akibat pertimbangan efisiensi biaya, sehingga peneliti dengan cermat melihat kondisi proyek dan mempertimbangkan semua alternatif yang memungkinkan di tahap desain untuk menciptakan optimalisasi biaya proyek ditengah kondisi pandemi. Pada studi kali ini bagaimana prinsip Value Engineering diterapkan pada proyek dilakukan dimana proyek pembangunan stadion internasional Jakarta menjadi contoh proyek yang akan diteliti. Tingkat keberhasilan implementasi Value Engineering dilakukan pada proses setelah detail engineering design. Hasil yang didadapatkan dalam Value Engineering proyek dapat melakukan efisiensi biaya dan mampu mengurangi biaya proyek.

In early 2020, the current economic condition is affected by the pandemic of the spread of the COVID-19 outbreak affected the decline in income for various business sectors and impacted on infrastructure construction activities. Ideas and encouragement to make cost efficiency on the project arise, so researchers carefully look at project conditions and consider all possible alternatives at the design stage to optimize project costs amid pandemic conditions. In this study how the principle of Value Engineering is applied to projects where the Jakarta international stadium construction project is an example of a project that will be examined. The success rate of the implementation of Value Engineering is carried out in the process after the detailed engineering design. The results obtained in the project Value Engineering can be cost efficient and able to reduce project.

Bandar udara merupakan sebuah fasilitas di mana terdapat kegiatan pesawat lepas landas dan mendarat. Salah satu fasilitas yang terdapat di bandar udara adalah landasan pacu dan runway strip. Runway strip dari bandar udara merupakan daerah di sekitar landasan pacu yang berfungsi untuk meminimalisir terjadinya kerusakan pesawat apabila terjadi kejadian runway excursion. Namun sayangnya masih banyak bandar udara yang memiliki pengecualian (exemption) pada runway strip-nya. Banyaknya pengecualian (exemption) di runway strip bandar udara maka probabilitas terjadinya kecelakaan dan dampak yang ditimbulkan semakin meningkat. Pada penelitian ini terdapat tiga tujuan, diantaranya adalah: (1) Mengidentifikasi dan menganalisis karakteristik dari faktor-faktor penyebab terjadinya kecelakaan pesawat di runway strip bandar udara; (2) Mengidentifikasi dan menganalisis hubungan antara kejadian kecelakaan pesawat di runway strip bandar udara dengan faktor penyebabnya; (3) Mengidentifikasi dan menganalisis hubungan antar faktor penyebab terjadinya kecelakaan pesawat di runway strip bandar udara. Untuk metode penelitian terdiri dari dua yaitu metode analisis secara kualitatif dengan Teknik 5 Whys dan metode analisis kuantitatif yaitu uji korelasi. Hasil dari penelitian ini nantinya akan dihasilkan beberapa hal sebagai berikut: (1) Karakteristik dari faktor-faktor penyebab terjadinya runway excursion; (2) Nilai koefisien korelasi antara kejadian runway excursion dengan faktor penyebabnya beserta tingkat hubungannya; (3) Nilai koefisien korelasi antar faktor penyebab runway excursion beserta tingkat hubungannya; (4) Pemodelan dari nilai koefisien korelasi yang dihasilkan. ......An airport is a facility where aircraft take-off and landing. One of the facilities at the airport is a runway and a runway strip. The runway strip from the airport is the area around the runway that serves to minimize aircraft damage in the event of a runway excursion. But unfortunately there are still many airports that have exceptions on their runway strips. The number of exceptions (exemptions) to the runway strip at the airport increases the likelihood of an accident and its impact. In this study, there are three objectives, including: (1) Identifying and analyzing the characteristics of the factors causing aircraft accidents on the airport runway strip; (2) Identifying and analyzing the relationship between the incidence of aircraft accidents on the airport runway strip (runway excursion) and the causal factors; (3) Identifying and analyzing the relationship between the factors that cause aircraft accidents on the airport runway strip. The research method consists of two, namely the qualitative analysis method with the 5 Whys technique and the quantitative analysis method, namely the correlation test. The results of this research will produce the following things: (1) Characteristics of the factors that cause runway excursion; (2) The value of the correlation coefficient between the incidence of runway excursion with the causal factors and the degree of their relationship; (3) The value of the correlation coefficient between the factors causing runway excursion and the degree of their relationship; (4) Modeling of the resulting correlation coefficient values.

Keberadaan runway strip pada bandar udara harus mampu melindungi pesawat udara yang melaju keluar dari landas pacu ketika sedang melakukan lepas landas atau pendaratan pesawat yang mana kejadian ini dikenal dengan istilah runway excursion. Analisis faktor yang menyebabkan terjadinya runway excursion tersebut dapat dilakukan dengan mengelompokan faktor penyebab menjadi faktor lingkungan, faktor fasilitas dan infrastruktur, serta faktor manusia. Selain itu dilakukan pengelompokan data kejadian ke dalam lingkup yang lebih kecil untuk melihat bagaimana pengaruh setiap faktor berdasarkan pajang runway dan didapatkan bahwa runway excursion paling banyak terjadi pada bandar udara yang memiliki panjang runway lebih dari 1800 meter. Untuk mengetahui bagaimana pengaruh dari faktor tersebut, maka dilakukan analisis regresi yang dapat menyatakan bagaimana besaran pengaruh dari suatu setiap faktor tersebut. Jalur pengaruh yang diujikan adalah antara masing-masing faktor terhadap runway excursion secara sendiri atau bersamaan dan juga jalur pengaruh antar masing-masing faktor terhadap satu sama lain. Dari hasil regresi tersebut didapatkan bahwa faktor fasilitas dan infrastruktur merupakan faktor yang paling berpengaruh dengan hasil besaran pengaruh yang paling besar. Ketidakhadiran faktor fasilitas dan infrastruktur ini juga akan menghilangkan pengaruh terhadap kejadian runway excursion sehingga dapat dinyatakan sebagai penyebab. Sedangkan untuk faktor lingkungan dan faktor manusia dinyatakan sebagai faktor yang berkontribusi karena kejadian runway excursion dapat saja terjadi tanpa adanya pengaruh faktor lingkungan dan faktor manusia tetapi kedua faktor tersebut dapat meningkatkan atau mengurangkan pengaruh yang terjadi terhadap runway excursion. ...... The existence of a runway strip at an airport must be able to protect aircraft that are speeding out of the runway while taking off or landing, which is known as a runway excursion. Analysis of the factors that cause the runway excursion can be done by grouping the causal factors into environmental factors, facilities and infrastructure factors, and human factors. In addition, incident data can be grouped into smaller scopes to see how each factor influences based on runway length and it is found that most runway excursions occur at airports with runway lengths of more than 1800 meters. A regression analysis is used to find out how the influence of these factors because it can state how the magnitude of the influence of each of these factors. The path of influence tested is between each factor on runway excursion individually or simultaneously and also the path of influence between each factor on each other. From the regression results, it was found that the facilities and infrastructure factors were the most influential factors on the incidence of runway excursion with the results of the greatest magnitude of influence. The absence of these facilities and infrastructure factors will also eliminate the influence on runway excursion events so that they can be stated as causes. Meanwhile, environmental factors and human factors are stated as contributing factors because runway excursion events can occur without the influence of environmental factors and human factors, but these two factors can increase or decrease the effect that occurs on runway excursion.

Runway excursion merupakan kecelakaan dalam penerbangan di landasan pacu dengan pesawat udara meninggalkan ujung atau sisi dari landasan pacu saat lepas landas ataupun mendarat. Pada Runway sendiri terdapat Runway Strip yang bertujuan untuk mengurangi risiko kerusakan pesawat terbang yang keluar dari landasan pacu dan melindungi pesawat udara yang terbang di atasnya selama pendaratan, pendaratan darurat atau lepas landas dengan menyediakan area yang bebas dari rintangan, kecuali untuk alat bantu navigasi udara yang diizinkan. Penelitian ini bertujuan untuk mengidentifikasi faktor lingkungan yang dapat mempengaruhi terjadinya kecelakaan di runway strip bandar udara beserta jumlah kejadiannya dan mengidentifikasi besarnya probabilitas kecelakaan di runway strip akibat faktor lingkungan. Penelitian ini dilakukan dengan analisis dan tabulasi data kejadian runway excursion di Indonesia dari laporan investigasi KNKT dan DBU Kemenhub. Metode yang digunakan dalam penelitian ini adalah analisa kuantitatif dan analisis probabilitas menggunakan Probability Density Function (PDF). Setelah dilakukan analisis, diketahui bahwa aspek-aspek dari faktor lingkungan yang dapat menyebabkan terjadinya kecelakaan di runway strip bandar udara di Indonesia adalah rain, thunderstorm, wind condition, dan keberadaan awan comulunimbus. Dari hasil analisis probabilitas menunjukkan probabilitas tertinggi kejadian kecelakaan di runway strip bandar udara di Indonesia akibat faktor lingkungan yaitu terjadi di waktu peristiwa Day-Light yaitu pada pukul 06.00 sampai dengan pukul 18.00. ...... A runway excursion is an in-flight accident in which the aircraft leaves the end or side of the runway during takeoff or landing. On the runway, there is a runway strip which aims to reduce the risk of damage to aircraft that leave the runway and protect aircraft flying on it during landing, emergency landing or takeoff by providing an area free from obstacles, except for air navigation aids that allowed. This research aims to identify environmental factors that can influence the occurrence of accidents on the airport runway strip along with the number of occurrences and identify the probability of accidents on the runway strip due to environmental factors. This research was conducted by analyzing and tabulating runway excursion data in Indonesia from the KNKT and DBU investigation reports of the Ministry of Transportation. The method used in this research is quantitative analysis and probability analysis using the Probability Density Function (PDF). After doing the analysis, it is known that aspects of environmental factors that can cause accidents on the runway strip of airports in Indonesia are rain, thunderstorm, wind condition, and the presence of comulonimbus clouds. From the results of the probability analysis, it is shown that the highest probability of accidents on the runway strip of airports in Indonesia due to environmental factors occurs during Day-Light events, namely 06.00 to 18.00.
