RSIA Juliana merupakan salah satu rumah sakit yang bekerjasama dengan BPJS Kesehatan sebagai fasilitas kesehatan rujukan tingkat lanjutan. Dalam tiga bulan awal pelaksanaan Jaminan Kesehatan Nasional (JKN). ditemukan beberapa kendala, diantaranya dalam proses pencetakan SEP, tarif INA-CBG’s lebih rendah dari tarif rumah sakit, pemberian pelayanan persalinan normal yang seharusnya dilakukan di faskes pertama. Tujuan penelitian untuk mendapatkan gambaran penyelenggaraan JKN di RSIA Juliana. Penelitian ini merupakan penelitian deskriptif analitik dengan menggunakan metode kualitatif. Hasil penelitian secara keseluruhan implementasi berjalan baik,beberapa yang masih menjadi kendala diantaranya, peserta tidak lengkap membawa persyaratan. Dari pelayanan manfaat jaminan kesehatan, Obatobatan tidak semuanya mengacu pada formularium nasional. Standar Operasional Prosedur pelayanan JKN di rumah sakit belum lengkap. Dari biaya dan pembayaran manfaat, tarif INA-CBG’s lebih rendah dari tarif rumah sakit. Cost sharing yang tinggi. BPJS Kesehatan tidak tepat waktu dalam pembayaran klaim ke rumah sakit. Saran hasil penelitian ini, BPJS Kesehatan meningkatkan sosialisasi prosedur pelayanan kepada peserta, menyediakan BPJS Center di rumah sakit dan perbaikan waktu pembayaran ke rumah sakit. Kemenkes melakukan evaluasi tarif INA-CBG’s dan Formularium Nasional, melakukan pengawasan terhadap ketersediaan obat dilapangan, menyusun SOP. Rumah sakit menyusun SOP, meningkatkan efisiensi dan menghitung unit cost.

ABSTRACT
Juliana RSIA as one of the private hospital that has been making corporation with healthy BPJS as the health facilities for the second referral. The first of tree months holding national health insurance (JKN) were founded many problems, among of SEP printing process, Ina-CBG’s rates which are lower than hospital rate. The normal services of children should be done as the first health facilities. The purposes of this thesis (research) to get the viewing of representing of health insurance at RSIA Juliana. This is a descriptive analytic research which applied qualitative method. The result of this reaserch overall implementation has been running very well. some of them are still a constraint, the participants did not complete carrying requirements. Of health care insurance benefits, not all drugs refer to the national formulary. Standard Operating Procedure JKN services in hospitals is not yet complete. Payment of costs and benefits, INA-CBG's rate is lower than hospital rates. High cost sharing. Health BPJS not timely claims payment to the hospital. Advice on these results, increase socialization procedures BPJS Health services to participants, providing BPJS Center in hospitals and improvement of payment to the hospital. Ministry of Health to evaluate rates INA-CBG's and National Formulary, monitoring the availability of drugs in the field, preparing SOP. Hospitals prepare SOP, improve efficiency and calculate the unit cost.
