"Case of Ambalat is studied in the context of intelligence perspective. The case is important to study for four reasons : (1) The Ambalat block is part of Indonesia's territory; (2) The case has drawn serious public attention; (3) There is a bitter experience of losing two islands of Sipadan and Ligitan; (4) and the economic value of the area. The case of Ambalat came to prominence as a result of the issuing of exploration licenses for oil concession blocks by Malaysia to international oil giant Royal Dutch/Shell Group on 16 February 2005. Indonesia considered this claim was a violation of the state sovereignty.
From national security point of views, the claim was a matter of failures of Indonesia which involved two communities : policymakers and intelligence producers. These failures lead to the formulation of two research questions: why these communities fail to prevent claim over Ambalat to occur and how their interactions to prevent such claim to occur. To examine how these two communities relate to the failures, hypotheses have been set up : (1) The policymakers ignored the available information and therefore did not transfer intelligence requirement to the intelligence producers; (2) The intelligence producers ignored the available information or alternatively ignored policymaker's intelligence requirement; (3) Both policymakers and intelligence producers ignored the available information.
Using open sources and limited unclassified intelligence materials, the thesis comes with a tool of intelligence cycle to analyze different levels of command of both policymakers and intelligence producers. The outcome of this study reveals that both communities contribute to the failures. Recommendation goes to the Policymakers and Intelligence Producers to use this thesis outcome as a basis of their own performance evaluation.

"This research explains about process of East Timor separation from Republic of Indonesia after twenty four years to be part 27th Indonesia's province from intelligence analysis.
The fundamentals theory using intelligence cycle, intelligence function and to be concern with intelligence advise and national policy. A problem in this research is, How is role's Bakin as a highest intelligence's organization to wining pro integration in that process.
In that case, intelligence link to national security and foreign security as aspect of internal security.
Methods of this research, use library literature, interview with history maker and intelligence's theory to know why pro integration loosing in that process.
To have an authentic document's is very difficult, because almost all of document in Bakin is top secret. So for help this research to interview with history maker is the solution.
Discoverer of policy makers very-very dominant in that case although without advise from Bakin, because the both of fundamental's Bakin only Keppres.
Finally, fundamental of law State Intelligence Agency need to advance, and recovery controlling system for this organization."

"In time of formulating the policy, government should include intelligence to play a role in case to predict and anticipate the impact of implementation of the policy. Intelligence which has the competency of predicting and estimating situation would analyze data and information related to the purpose of policy which will be factors of triggering dispute or conflict concerning the implementation of the policy. Intelligence will identify factors that would be problem and indicate situation that should be analyzed. The process result as intelligence product would give inputs and recommendation to the user or decision maker with suggestion how to anticipate the situation that probably occur. There is intelligence will submit early warning to the user or decision maker to be anticipated. With the result of that, government as user or decision maker would decide whether the policy is fesible to be carried out or to be postponed or even to be cancelled. Because the impact of the implementation of government policy would influence the public's life burden which is in certain level would trigger the sensitivity of public that will refuse or pressure to the policy. In case of canceling of the raise of electricity base tariff or tarif dasar listrik (TDL) 2006, government has not used the intelligence to analyze the impact of the TDL policy, until the refusal became dispute and conflict during two month before government cancelled that policy."
