"It is a fact that the Ministry of Industry needs more human resources with excellent qualities to fulfill its missions and visions. According to this, The Ministry of Industry Republic of Indonesia at the present is having an activity namely ?The apprenticeship for Junior Employees on Industrial Companies?. This activity is merely important for giving more knowledge and insights to the juniors in order to give some guidance for industrial companies and to anticipate the caderisation on the latter purpose.
This study has a research question for how the the development of employees on the Ministry of Industry by means of a mandatory apprenticeship for the junior employees on industrial companies? To achieve the purpose of this study, the qualitative method is being used by doing some procedure of analysis data such as interviews with some respondents and examines the literature to attain the latest information.
A mandatory apprenticeship is a part of the careers development for the juniors so that it is important for them. The Assessment Phase on this activity is the bad condition that happened in the industry sector and the ministry?s contributions for the national economic development. Beside that, the weaknesses related to the government human resources are also affect the ministry?s training method.
Then, the job analysis is related to the needs of knowledge, skills and behavior though skills and behavior are not a fundamental issue at determining the training method. The relation of a mandatory apprenticeship with individual analysis is a zero-growth of employees for about ten years and consequently affects the ability of the juniors to replacing the seniors. The activity is started by the socialization from The Bureau of Human Resources to the second echelon official for appointing the companies. After that, the participants are distributed to each of divisions of the company. However, there are some difficulties on the implementation for instance the budget difficulty, the unperformed of forum group discussion at the company and the report presentation that are not accomplished yet.

"Penelitian ini membahas mengenai pelaksanaan penilaian prestasi kerja di Direktorat Pengadaan PNS Badan Kepegawaian Negara Jakarta sesuai dengan peraturan yang berlaku dan kaidah yang ada. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Data terkumpul dengan teknik in-depth interview.
Hasil penelitian ini menyarankan agar ada pengawasan langsung dari atasan pejabat penilai dalam proses pelaksanaan prestasi kerja, dan semua laporan harus disertai bukti-bukti yang bisa dipertanggungjawabkan agar menghindari penyimpangan yang terjadi. Selain itu perlu ada perubahan sistem terkait reward dan punishment sehingga pegawai lebih terpacu untuk berprestasi.

This study focuses on how the performance appraisal is conducted at Direktorat Pengadaan PNS BKN Jakarta based on the regulations established by the Government. This is a qualitative descriptive study using the technique of in-depth interview to collect the data.
The result of this study suggests that there should be constant monitoring from the highest functionaries in the Department and all reports must be completed with reliable evident in order to avoid any deviations. In addition, there is an urgency to change the reward and punishment system in order to motivate the PNS."

"Civil servant training is a way to increase obedience and improve the ability of bureaucrats? performance. This conduct of such promotion follows a certain plan in order to achieve the desired goals. One of the training forms is employee promotion. According to the Indonesian law of workforce, there are five types of employee promotion. One of them is optional type. This type lets the employee use the academic upgrade test to help them get into a higher position. Civil employees who have the latest certificate of graduation is able join a certain test to upgrade their academic certificate. This test is a yearly one officially held by Indonesian government.
The research questions are: How the procedure and implementation of certificate of graduation adjustment program was held in the Ministry of Law and Human Rights? The approach used on this research was qualitative approach on descriptive disposition and qualitative data which are obtained from Development Division of Law and Human Rights. This research was included as a single site case study research because it was tried to identify how the process was conducted in an organization, and focused on one case only. The data on this research was collected by conducting in-depth interviews, focus group discussion, and analyzing documents.
Findings of this research showed that there were procedure mistreatments. It resulted in the test-takers? grades being anything but objective. The types of mistreatment were either test-takers being unable to fulfill the whole administrative procedure or their writing task were not optimally graded by the test administrators. The writing was not adequately graded as the number of test administrator was fairly limited. But, even though the test was not objective due to the aforementioned mistreatment, it stills a valid Civil servant promotion path.

"Penelitian ini bertujuan untuk membahas mengenai implementasi kebijakan pengendalian penyakit Demam Berdarah Dengue (DBD) di DKI Jakarta. Penelitian ini menggunakan pendekatan positivis, dengan teknik pengumpulan data kualitatif melalui wawancara mendalam. Penelitian ini bertujuan menggambarkan implementasi kebijakan pengendalian penyakit demam berdarah dengue (DBD) di Provinsi DKI Jakarta. Hasil penelitian implementasi kebijakan ini berjalan dengan baik. Hal ini dapat dilihat dari dimensi isi kebijakan terpenuhinya kepentingan pemerintahan daerah, masyarakat dapat merasakan manfaatnya secara langsung, tercapainya perubahan yang diharapkan, dan terpenuhinya sumberdaya-sumberdaya yang mendorong kebijakan secara efektif. Selain itu dari dimensi konteks implementasinya peran gubernur beserta perangkat daerahnya (walikota, camat, dan lurah) ikut mendorong, implementasi kebijakan secara efektif. Namun demikian, masih terdapat beberapa kekurangan dalam implementasi kebijakan ini, yaitu dari dimensi isi kebijakan komitmen dari pelaksana elemen kedinasan masih kurang dan kesadaran masyarakat untuk mau lebih peduli akan pentingnya kesehatan terutama dalam pengendalian penyakit DBD belum mempunyai kesadaran yang sama. Sedangkan, dari dimensi konteks implementasinya kerjasama dengan pihak swasta masih kurang, masih kurangnya promosi dan sosialisasi diberikan kepada masyarakat, minimnya edukasi yang diberikan kepada Jumantik, dan penerapan sanksi yang belum dilaksanakan.

This study aims to discuss the policy implementation of Dengue Hemorrhagic Fever (DHF) Disease Control Policy in Jakarta. This research uses a positivist approach, with qualitative data collection techniques through in-depth interviews. This study describes the implementation of policies aimed at controlling the Dengue Hemorrhagic Fever (DHF) disease in the Province of Jakarta. The result is that policy implementation is going well. It can be seen from the dimensions of policy contents, including the fulfillment of the interests of local government, the public can experience the benefits directly, the achievement of expected changes, and compliance resources that promote effective policies. Apart from the dimensions of policy contexts, the governor's role of the region (the mayor, sub district, and village heads) contributed to the implementation of effective policies. However, there are still some shortcomings in the implementation of this policy, which can be seen in the dimensions of policy contents, including the lack of commitment of policy implementer, and lack of public awareness. Meanwhile, in the dimension of policy contexts, can be seen in the lack of private sector cooperation, lack of promotion and socialization provided to the community, lack of education given to the Jumantik (experts observers larvae), and the application of sanctions that have not been implemented."

"Skripsi ini membahas tentang penertiban pedagang kaki lima di Kawasan Pasar Kebayoran Lama. Tujuan utama dalam skripsi ini adalah mendeskripsikan implementasi Perda tentang penertiban pedagang kaki lima dan mendeskripsikan hambatan apa saja yang ditemui dalam mengimplementasikan Perda tentang penertiban pedagang kaki lima. Penelitian ini adalah penelitian kualitatif. Hasil penelitian menyarankan bahwa Pemerintah perlu membuat SOP (Standar Operating Procedure), memberikan penambahan jumlah sumber daya manusia dan sanksi-sanksi yang tercantum di dalam Perda harus dijalankan.

This research tried to explore the street vendor's orderliness in Traditional Market of Kebayoran Lama. The main purposes of this research are to describe the implementation of the street vendor's orderliness and to describe the obstacles of its implementation. This research uses the qualitative approach. Based on the result of this research, the Government needs to formulate Standard Operating Procedure (SOP) regarding the local regulation No. 8 of 2007 law enforcement, increasing human resources in numbers and forcing the punishment which written on the regulation."

"ABSTRAK
Dengan masalah kependudukan yang kerapkali dihadapi DKI Jakarta maka PemProv DKI Jakarta berinisiatif mengeluarkan kebijakan terkait pengawasan dan pengendalian kependudukan, yaitu Perda No. 4 Tahun 2004 pasal 50 dan Peraturan Gubernur No 16 Tahun 2005 pasal 152. Pelaksanaan dari kebijakan ini diantaranya difokuskan di wilayah Kelurahan Duren Sawit, Jakarta Timur dikarenakan wilayah ini banyak terjadi pelanggaran administrasi kependudukan. Pokok bahasan skripsi ini adalah bagaimana implementasi kebijakan terkait pengawasan dan pengendalian kependudukan di Kelurahan Duren Sawit dan hambatan apa saja yang ditemukan selama pelaksanaan kebijakan. Jenis penelitian yang dilaksanakan di Kelurahan Duren Sawit, merupakan penelitian deskriptif dengan pendekatan kualitatif yang mencoba mendeskripsikan terkait implementasi dari kebijakan mengenai pengawasan dan pengendalian kependudukan di wilayah ini. Dalam menganalisis pokok bahasan skripsi, penulis menggunakan teknik pengumpulan data yang terbagi menjadi dua jenis sumber data, yakni data primer diantaranya dengan melakukan studi lapangan melalui wawancara mendalam dengan nara sumber. Sedangkan, data sekunder dengan membaca literatur, seperti buku-buku, majalah, surat kabar, brosur, website di internet, artikel-artikel, dan hasil penelitian lainnya berupa skripsi, tesis, makalah dan lain-lain yang ada hubungannya dengan penelitian ini.
Hasil yang diperoleh terkait implementasi kebijakan pengawasan dan pengendalian kependudukan yang dilakukan dalam bentuk operasi di lapangan, yaitu Operasi Yustisi Kependudukan (OYK) dan Bina Kependudukan (Biduk), diantaranya adanya warga pendatang yang kembali ke daerah asalnya, kesadaran warga untuk memiliki identitas diri, dan adanya pelayanan KTP keliling. Untuk mendukung kelancaran pelaksanaan kebijakan ini sebaiknya ada kepedulian dan kerjasama baik dari pemerintah maupun masyarakat guna mengatasi segala hambatan yang mempengaruhi jalannya kebijakan.

ABSTRACT
With a population problem that often faces the DKI Jakarta DKI Jakarta Provincial Government issued a policy initiative related to supervision and control of population, namely Regulation No.4 in 2004 section 50 and Rule Government No.16 of 2005 section 152. Implementation of this policy is focused on areas including Kelurahan Duren Sawit, East Jakarta this area because a lot of administrative violations of residence. The subject of this thesis is how the implementation of related policies on population surveillance and control in Kelurahan Duren Sawit and any obstacles encountered during implementation of the policy. Type of research conducted in Kelurahan Duren Sawit, is a descriptive study with qualitative approaches that try to describe the implementation of policies related to the supervision and control of population in this region. In analyzing the subject of the thesis, the author uses data collection techniques are divided into two types of data sources, which include primary data by conducting field studies through in-depth interviews with resource persons. Meanwhile, the secondary data by reading the literature, such as books, magazines, newspapers, brochures, websites on the internet, articles, and other research results in the form of thesis, thesis, papers and others that have nothing to do with this research.
The results related to the supervision and implementation of policies on population control is in the form of field operations, namely Operation Yustisi Population (OYK) and Population Development (Big Dipper), including a citizen immigrants who returned home, awareness of citizens to have identity, and the mobile ID card service. To support the smooth implementation of this policy there should be caring and cooperation from both the government and the community in order to overcome all obstacles that affect the course of policy.
