"Sebagai respons terhadap pandemi COVID-19, Grup Rumah Sakit Hermina pada tahun 2020 telah menerapkan pelayanan telemedicine Halo Hermina, namun efektivitas dari layanan ini masih belum diketahui. Tujuan penelitian ini adalah untuk menganalisis efektivitas pelayanan telemedicine di Grup Rumah Sakit Hermina. Penelitian ini menggunakan pendekatan kuantitatif dengan studi metode potong lintang yang dilakukan pada tahun 2022, terhadap total 680 sampel yang terdiri 212 pasien, 239 karyawan dan 229 manajemen. Hasil penelitian menunjukkan bahwa penerapan telemedicine dengan aplikasi Halo Hermina dipandang efektif oleh 94% pasien, 88% karyawan, dan 91% manajemen. Hasil uji bivariat menunjukkan bahwa yang berhubungan dengan efektivitas pelayanan telemedicine adalah perspektif proses bisnis internal, pembelajaran dan pertumbuhan, dan keuangan, pelanggan, persepsi manfaat yang didapatkan, kemudahan, sikap terhadap penggunaan, kecenderungan perilaku. Hasil uji multiple regresi menunjukkan bahwa variabel sikap terhadap penggunaan, kecenderungan perilaku, pertumbuhan dan pembelajaran, pelanggan memiliki hubungan yang bermakna terhadap efektifitas pelayanan telemedicine. Variabel terkait balanced scorecard (BSC) memiliki nilai koefisien determinasi sebesar 32,9 % untuk pihak manajemen dan variabel terkait technology acceptance model (TAM) memiliki nilai koefisien determinasi sebesar 58,4% untuk pasien dan 49,8% untuk karyawan, dengan nilai p<0,05. Rumah sakit dapat menggunakan pendekatan berbasis TAM dan BSC dalam meningkatkan layanan telemedicine Halo Hermina agar dapat menjadi lebih efektif. Untuk meningkatkan capaian penggunaan layanan Halo Hermina, grup rumah sakit Hermina dapat mengembangkan aplikasi halo hermina menjadi lebih mudah digunakan, selain itu secara bertahap memperbaiki sistem digitalisasi rumah sakit termasuk pencatatan pendapatan telemedicine sehingga telemedicine lebih terlihat perananya dalam meningkatkan kinerja rumah sakit.

As a response to the COVID-19 pandemic, Hermina Hospital Group in 2020 had implemented a telemedicine service known as Halo Hermina; however, the effectiveness of this service remains unknown. The aim of this study is to analyze the effectiveness of telemedicine services in Hermina Hospital Group. This study is conducted in 2022 on 680 subjects consist of 212 patient, 239 staff and 229 management, using a quantitative approach and a cross-sectional design. The results of this study shows that the telemedicine services using Halo Hermina application was deemed effective by 94% of patients, 88% of hospital employees, and 91% of management staffs. Bivariate analysis showed that variables significantly associated with effectiveness were internal business process, learning and growth, customer as well as finance, perceived usefulness, attitude toward using, and behavioral intention to use. Multiple regression model showed that attitude toward using, behavioral intention to use, learning and growth, as well as customer had significant association with effectiveness of telemedicine. Variables related to balanced scorecard (BSC) in the form of internal processes learning & growth, and finance have a determination coefficient of 32,9 % for hospital management, all with p values of <0.05. Variables related to technology acceptance model (TAM) in the forms of attitude towards using and behavioral intent to use have determination coefficient of 58,4 % and 49.8% for patients and employees, respectively. The hospital may use a TAM- and BSC-based approach to increase the effectiveness of telemedicine service with the Halo Hermina application. To increase the use of the Halo Hermina application, Hermina Hospital Group should improve the application in order to make it more user-friendly, in addition to gradually improve the digitalization of healthcare services including the recording of revenues from telemedicine, in order to more prominently view the impact of telemedicine services to the hospital’s performance."

"Pandemi virus COVID-19 sejak akhir Desember 2019 masih memberikan dampak yang luar biasa hingga saat ini, dimana semua harus menegakkan protokol kesehatan yang ketat termasuk membatasi kontak fisik dan menjaga jarak antar manusia. Salah satu cara yang disarankan oleh PB IDI agar tetap dapat merawat pasien atau keluarga pasien yang membutuhkan adalah dengan cara telemedicine. Penelitian ini bertujuan untuk menganalisis efektivitas pelayanan telemedicine di Siloam Hospitals Bogor guna memenuhi kebutuhan pasien atau keluarganya. Penelitian ini menggunakan metode kuantitatif dengan studi potong lintang,yang dilakukan pada bulan desember tahun 2020. hasil penelitian didapatkan bahwa persepsi terhadap kualitas pelayanan dan fungsi aplikasi mobile tidak memberikan pengaruh terhadap peningkatan efektivitas pelayanan telemedicine, tetapi persepsi terhadap pengiriman obat pulang dan kelancaran saat pelayananlah yang memberikan efek yang bermakna terhadap peningkatan efektivitas pelayanan telemedicine. efektivitas pelayanan yang baik juga terbukti memberikan kepuasan kepada pasien yang menerima pelayanan telemedicine. pelayanan ini bisa menjadi lebih baik dengan cara melakukan pengembangan terhadap aplikasi mobile untuk lebih terintegrasi dan mempertahankan pelayanan pengantaran obat pulang serta kelancaran dalam pelayanan telemedicine.

The COVID-19 virus pandemic since the end of December 2019 has had a tremendous impact and has not been resolved to date. Health protocols must be implemented properly including limiting physical contact and maintaining human distance between human to reduce the spread of the COVID-19. Indonesian Doctors Association advised hospitals to still be able to provide health care to patients who need health services. One way that is considered safe is through teleconsultation. This study aims to analyze the effectiveness of telemedicine services at Siloam Hospitals Bogor to fulfill of patients and their families needs. The research method used quantitative method with cross sectional study, conducted in December 2020. The results showed that perceptions of service quality and function of mobile applications did not have an effect on increasing the effectiveness of telemedicine services, but the perception of drug delivery and successful of telemedicine service had a significant effect on increasing the effectiveness of telemedicine services. the effectiveness of service is also proven to provide satisfaction to patients who receive telemedicine services. This service can be better by developing a mobile application to be more integrated and maintaining drug delivery and successful of telemedicine service."

"This review examines telemedicine practices, which are separated into teleconsultations and telemonitoring, that have applied information and communication technologies (ICT) for the delivery of health-care services to older persons in the Republic of Korea, Japan, Australia and China. The practices featured from the Republic of Korea and Japan are telemedicine pilot projects to manage chronic disease patients more efficiently and at lower cost. The projects included a health management curriculum, with emphasis on nutrition and exercise guidance. The participants in each pilot project found the services to be helpful in managing their health; the project evaluation findings also indicated several meaningful medical improvements. In Australia, a Home Monitoring of Chronic Disease for Aged Care Project was designed in 2014 to manage ageing patients with chronic diseases at home through various telemedicine devices. In China, the Ningbo Cloud Hospital was established in 2015 to control increasing health-care expenses and to resolve difficulties for individuals to see a doctor. More than 2,000 patients are now registered for online video consultations and prescriptions. The featured examples illustrate how the application of telemedicine to a health-care system not only promotes accessibility between doctors and patients but can save on construction costs for new facilities and the cost of supplying medical personnel in remote areas, which thus can help reduce national medical expenses. However, to initiate ICT-based health-care service delivery, governments in Asia and the Pacific need to first establish related policies that promote telemedicine."

"Penelitian ini menggunakan metode literature review yang membahas mengenai tantangan dalam pemanfaatan telemedicine selama pandemi. Seperti yang kita ketahui bersama, Covid-19 masih terus terjadi hingga saat ini. Berbagai negara menetapkan kebijakan lockdown guna mencegah penyebaran virus tersebut. Pemerintah Indonesia sendiri telah melakukan upaya PPKM untuk mengendalikan penyebaran Covid-19. Pelayanan publik menghadapi dilema, salah satunya pelayanan kesehatan. Oleh karena itu, penggunaan layanan telemedicine sangat dianjurkan pada masa pandemi. Tujuan dari penulisan ini adalah untuk mengetahui apa saja tantangan dalam pemanfaatan telemedicine selama pandemic. Metode penelitian yang digunakan adalah literature review dengan mencari artikel penelitian yang telah dipublikasi dengan menggunakan online database yaitu PubMed, Oxford Academic, dan SpringerLink. Berdasarkan hasil pencarian, didapatkan sejumlah 961 artikel dan dari jumlah tersebut dilakukan seleksi. Hasil seleksi didapatkan sebanyak 6 artikel yang dianalisis. Hasil penelitian didapatkan bahwa terdapat beberapa tantangan dalam pemanfaatan telemedicine selama pandemi. Tantangan tersebut antara lain teknologi, privasi / kerahasiaan, proses komunikasi, dan finansial. Tantangan terkait teknologi yang dimaksud ialah koneksi internet yang tidak stabil, kemampuan sumber daya manusia dalam menggunakan teknologi, serta kemampuan penyimpanan teknologi yang dimiliki.

This study uses a literature review that discusses the challenges in using telemedicine during a pandemic. As we all know, Covid-19 is still happening today. Various countries have imposed lockdown to prevent the spread of the virus. The Indonesian government itself has made PPKM efforts to control the spread of Covid-19. Public services face a dilemma, one of which is health services. Therefore, the use of telemedicine is highly recommended during the pandemic. The purpose of this paper is to find out what are the challenges in using telemedicine during a pandemic. The research method used is literature review by searching for research articles that have been published using online databases,namely PubMed, Oxford Academic, and SpringerLink. Based on the search results, a number of 961 articles were obtained and from that number a selection was made.The selection results obtained as many as 6 articles were analyzed. The results showed that there were several challenges in using telemedicine during a pandemic. These challenges include technology, privacy/confidentiality, communication processes, and finance. The challenges related to the technology in question are unstable internet connections, the ability of human resources to use technology, and the ability to store technology owned.

"Seiring dengan kemajuan teknologi informasi, kehidupan manusiaturut berubah. Hal tersebut, berimbas pula pada dunia kedokteran.Belakangan ini, banyak bermunculan aplikasi praktik kedokteranmelalui online. Praktik kedokteran online memungkinkan pasienberkonsultasi dengan dokter tanpa bertemu dengan dokternyasecara langsung. Dengan adanya praktik kedokteran online pasiendapat menghemat waktu dan biaya. Tetapi, kenyataannya belumada peraturan perundang-undangan yang mengatur praktikkedokteran online. Hal tersebut menyebabkan belum adanyakepastian hukum mengenai legalitas praktik kedokteran onlinemaupun pertanggungjawaban hukum dokter yang berpraktikonline.
Tujuan dari penelitian ini adalah memberikan solusiterhadap fenomena praktik kedokteran online di Indonesia.Metode penelitian yang digunakan adalah yuridis normatif. Hasildari penelitian menyatakan bahwa praktik kedokteran online yangada di Indonesia masih illegal, karena tidak izin terhadap praktikkedokteran melalui online. Selain itu, metode praktik kedokteranmelalui online tidak sesuai dengan metode pada Pasal 35 ayat 1 Undang-Undang No. 29 Tahun 2004 tentang Praktik Kedokteran.Di samping itu, dokter yang berpraktik melalui online lebih lemahdi mata hukum karena mereka tidak mengantongi SIP dalamberpraktik. Hal tersebut melanggar Pasal 76 Undang-Undang No.29 Tahun 2004 tentang Praktik Kedokteran. Oleh sebab itu,sebaiknya dalam praktik kedokteran online kewenangan dokterdalam berpraktik harus dibatasi. Seperti di Alodokter.com, dokterhanya memiliki kewenangan untuk memberikan penyuluhankepada user. Nowadays, along with the advance of informationtechnology IT , the human life also change. This, alsoaffecting in medicine field. We call it with Telemedicine.Telemedicine allows patients to consult with the doctorvirtually. It was welcomed by the public. The advantages oftelemedicine are cost efficient, convenient, and quick. But, itturns out there is no regulation of telemedicine in Indonesia.The absence of telemedicine rsquo s regulations entails the lack oflegal certainty for the doctors and the patients.
The purpose of this study is to provide a solution to the phenomenon oftelemedicine in Indonesia spesifically on the legality oftelemedicine and the legal liability of the doctor ontelemedicine. The research uses normative juridical method.The results of the study states that the telemedicine inIndonesia is still illegal, because there is no regulation abouttelemedicine rsquo s authorization. In Indonesia, telemedicine cannot give the maximum result is considered by the lack oftechnology of medical device. The doctor has to fulfill thesteps of the examination. As described in Article 35paragraph 1 of Law No. 29 Year 2004 regarding MedicalPractice.Furthermore, the physicians in telemedicine do not have anyplea because they do not have SIP. This is clearly inviolation of Article 76 of Law No. 29 Year 2004 regardingMedical Practice.Therefore, we need the restriction for the telemedicine. As inAlodokter.com, the doctor only has the authority to providecounseling to the user. It does not violate the law and doesnot harm the doctor as well. It is because the chance forerrors diagnosis, medical malpractice or medical negligenceare almost never existed.Keywords Telemedicine, doctor, patient, the legality of telemedicine, legal liability of the doctor.

Di negara maju seperti Amerika, penerapan sistem telemedicine sudah mulai terlihat, namun di Indonesia yang merupakan negara berkembang, sistem telemedicine belum cukup populer dan belum diterapkan. OTS Open Telemedicine System berperan sebagai infrastruktur yang dapat menampung berbagai produk telemedicine yang sudah ada atau akan di kembangkan di Indonesia untuk bekerja sama, menargetkan suatu basis pasien yang besar, dengan tujuan untuk memberi wadah dan memicu pengembang produk telemedicine. Dengan meningkatnya popularitas telemedicine, akan mempercepat penerapan telemedicine sehingga dapat meningkatkan efisiensi tenaga medis di Indonesia.

With the constant improvement of technologies from every aspect especially information and communication technology, a wider range of services that can be applied via telemedicine is getting significantly larger. In developed countries, such as USA, telemedicine applications are popular around the country and is commonly applied. Unfortunately, in Indonesia with current conventional health care custom, telemedicine is not quite popular and is not commonly applied. Open telemedicine System OTS has a role as main infrastructure which can support many telemedicine products and services that are existing or being developed to work together aiming a one big base of patients. With the main purpose to increase the popularity of telemedicine, which can lead to its application and increase healthcare workers rsquo efficiency in Indonesia."

"Latar belakang: Di Indonesia, tingkat kunjungan Antenatal Care (ANC) masih mengalami tantangan serius dengan angka yang terus menunjukkan tingkat partisipasi yang sangat rendah atau kepatuhan pemeriksaan yang rendah. Hal ini dipengaruhi oleh predisposing factors, enablings factors, dan reinforcing factors. Seiring perkembangan teknologi, dalam meningkatkan kepatuhan pemeriksaan ANC tersedia layanan telemedicine.
Tujuan penelitian: Untuk mengetahui hubungan karakteristik pada pasien pengguna telemedicine dengan pasien kunjungan langsung terhadap kepatuhan pasien kunjungan antenatal care di RSIA Marissa Palembang
Metodologi penelitian: Penelitian ini merupakan jenis penelitian mixmethode dengan desain sequential explanatory dengan maksud untuk mengetahui tentang kepatuhan pasien yang menggunakan telemedicine dan yang tidak menggunakan dalam kunjungan rutin antenatal care. Penelitian ini dilaksanakan pada bulan Maret 2024 hingga Mei 2024.
Hasil penelitian: Terdapat hubungan yang signifikan antara karakteristik pengetahuan, sikap,kondisi lingkungan, dan dukungan keluarga terhadap kepatuhan pemeriksaan antenatal care pada pasien pengguna telemedicine maupun bukan pengguna telemedicine.
Kesimpulan: Telemedicine tidak membuat pasien malas berkunjung, penggunaan telemedicine sangat membantu pasien dengan akses terbatas ke fasilitias kesehatan sehingga program ini direkomendasikan bagi RSIA Marissa sehingga dapat membantu masyarakat dalam hal akses pelayanan kesehatan. Peningkatan faktor enablings dan reinforcing memainkan peran penting dalam meningkatkan angka kepatuhan pemeriksaan antenatal care pada pasien

Background: In Indonesia, the level of Antenatal Care (ANC) visits still faces serious challenges, with participation rates remaining very low and compliance with examinations being inadequate. This situation is influenced by predisposing factors, enabling factors, and reinforcing factors. With the advancement of technology, telemedicine services are available to enhance compliance with ANC examinations.
Objective: To determine the relationship between the characteristics of telemedicine users and in-person patients on compliance with antenatal care visits at RSIA Marissa Palembang.
Methode: This study is a mixed-method research with a sequential explanatory design, aimed at understanding the compliance of patients using telemedicine versus those not using it in routine antenatal care visits. The research will be conducted from March 2024 to May 2024.
Results: There is a significant relationship between the characteristics of knowledge, attitude, environmental conditions, and family support with compliance to antenatal care examinations among both telemedicine users and non-users.
Conclusion: Telemedicine does not make patients reluctant to visit; instead, it greatly assists patients with limited access to healthcare facilities. Therefore, this program is recommended for RSIA Marissa to help the community access healthcare services. Enhancing enabling and reinforcing factors plays a crucial role in improving compliance rates for antenatal care examinations among patients.

"Catatan medis menjelaskan perjanjian kerahasiaan medis di Indonesia dan Amerika Serikat; Perjanjian Implementasi Telemedicine di Indonesia dan Amerika Serikat; dan menganalisis undang-undang tentang kerahasiaan rekam medis elektronik dalam penerapan telemedicine di Indonesia dan Amerika Serikat menggunakan metode penelitian yuridis normatif. Dari hasil penelitian yang diakui (1) Kerahasiaan rekam medis di Indonesia dilindungi oleh berbagai peraturan seperti Hukum dan Peraturan Menteri sementara di Amerika Serikat, kerahasiaan pasien dalam rekam medis yang didukung oleh peraturan nasional, HIPAA, serta peraturan dan keputusan pengadilan negara; (2) Implementasi telemedicine di Indonesia belum diatur oleh pemerintah Amerika Serikat yang peraturannya telah diatur baik di tingkat nasional maupun negara bagian dan keputusan pengadilan dalam memastikan tata kelola telemedicine yang baik. Rekam medis pada sistem telemedicine, baik di Indonesia dan Amerika Serikat rekam medis dalam pelaksanaan telemedicine dalam bentuk ESDM dan bersama-sama didukung oleh hukum Amerika Serikat selain sanksi untuk kerahasiaan rekam medis elektronik juga memberikan insentif keuangan untuk kerahasiaan rekam medis menurut peraturan masing-masing negara berbeda dalam hal pengecualian terhadap kerahasiaan rekam medis seperti yang ditampilkan di negara bagian Alaska dan
Hawaii. Hasil penelitian tersebut, peneliti mengusulkan Menteri Kesehatan segera membuat pengaturan untuk pedoman terkait telemedis dalam implementasi telemedis tingkat nasional dengan menyediakan pengaturan yang dapat digunakan sebagai referensi dalam hal catatan medis elektronik seperti standar enkripsi yang digunakan.

Medical records explain medical confidentiality agreements in Indonesia and the United States. Telemedicine Implementation Agreement in Indonesia and America Union and analyzing the law on the confidentiality of electronic medical records in the application of telemedicine in Indonesia and the United States using normative juridical research methods. From the results of research that are recognized (1) The confidentiality of medical records in Indonesia is protected by various regulations such as Law and Ministerial Provisions in the United States, the confidentiality of patients in medical records supported by national regulations, HIPAA, and regulations and decisions of state courts; (2) The implementation of telemedicine in Indonesia has not been regulated by the United States government whose regulations have been set at both the national and state levels and court decisions in ensuring good telemedicine governance; Medical records on the telemedicine system, both in Indonesia and the United States. Medical records on the implementation of telemedicine in the form of EMR and together supported by United States law in addition to sanctions for the confidentiality of electronic medical records also provides financial incentives for the confidentiality of medical records according to the regulations of each different country in terms of exceptions to the confidentiality of medical records as displayed in the state of Alaska and Hawaii. The results of the study, researchers proposed the Minister of Health immediately make arrangements for guidelines relating to telemedicine in the implementation of national telemedicine by providing arrangements that can be used as a reference in terms of electronic medical records such as the encryption standards used."
