Dumilah Ayuningtyas, MARSSistem manajemen pengelolaan obat di era Jaminan Kesehatan Nasional JKN inimelalui sistem e-katalog dan e-purchasing. Beberapa kendala sering dirasakan olehrumah sakit, mulai dari respons yang lamban, persediaan obat yang kosong atau stock outhingga keterlambatan distribusi ke rumah sakit. Persoalan obat yang kosong merupakanhal yang sangat mengganggu proses dan kualitas pelayanan rumah sakit. Penelitian inibertujuan mengetahui faktor-faktor eksternal dan internal pada tahap skema input danproses yang berpengaruh terhadap kekosongan obat neuropsikiatri daftar e-katalog di RSJDr. Soeharto Heerdjan Jakarta dan mencoba melakukan pengendalian melakukan metodeABC Indeks Kritis, perhitungan safety stock dan Reorder Point ROP . Metode yangdigunakan adalah penelitian kualitatif dengan cara wawancara mendalam, observasi dantelaah dokumen. Hasil penelitian menunjukkan faktor eksternal penyebab terjadinyakekosongan obat neuropsikiatri meliputi faktor distributor dan penyedia yang berdampakpada ketersediaan obat tidak optimal, distribusi yang terhambat, lamanya proses approvaldi system. Selain itu koneksi jaringan dan server sering terganggu, Harga PerkiraanSementara HPS terlalu rendah, sistem pemenang tunggal, dan ketepatan RencanaKebutuhan Obat RKO merupakan faktor lain yang berpengaruh terhadap kekeosonganobat. Untuk faktor internal input yang paling menonjol adalah kuantitas dan kedisiplinanpetugas serta kebijakan termasuk Standar Operasional Prosedur SOP pengelolaansediaan farmasi. Tahapan proses manajemen logistik meliputi perencanaan kebutuhan,pengadaan, pengawasan dan pengendalian, belum berjalan dengan optimal antara lain;ketidaksesuaian RKO dengan realisasi pengadaan, kartu stock yang tidak terisi, stockopname hanya dua kali setahun dan terdapat selisih perhitungan antara pencatatan danfisik, juga obat kadaluarsa sebanyak 2.36 . Belum berjalannya pengendalian denganmenggunakan metode ABC, safety stock dan reorder point ROP juga merupakan faktorlain yang berhubungan dengan kekosongan obat. Hasil dari analisis ABC indeks kritisterdapat 10 item obat e-katalog yang tergolong kelompok A, terdapat 34 item e-katalogtergolong kelompok B, dan 33 item obat e-katalog tergolong kelompok C. Titikpemesanan kembali ROP untuk kelompok A mulai dari 192.702 -7.246. Terjadinyakekosongan obat neuropsikiatri e-katalog di RSJ Dr. Soeharto Heerdjan Jakartadisebabkan faktor internal dan eksternal yang dapat saling mempengaruhi, sehinggadibutuhkan solusi yang komprehensif untuk mengatasinya.Kata kunci:Kekosongan obat, e-katalog, e-purchasing, manajemen farmasi, Analisis ABC, ROP

Some obstacles are often felt by hospitals, from slow responses,empty drug stocks or stock outs and late distribution to hospital. The problem of drugstock outs is very disturbing process and quality of hospital services. The objective of thisresearch is to know the external and internal factors at the stage of input and processscheme which influence the stock out of neuropsychiatric drug in e catalogue list atJakarta Soeharto Heerdjan Mental Hospital and controlling by using the ABC CriticalIndex method, calculate safety stock and Reorder Point ROP . The method used isqualitative research by in depth interview, observation and document review. The resultsshowed that external factors causing the occurrence of drug neuropsychiatric stock outsinclude distributors and providers that have an impact on the availability of drugs is notoptimal, the distribution is inhibited, the duration of the approval process in the system.In addition, the network and server connections are often disrupted, the TemporaryEstimation Price HPS is too low, the single winning system, and the accuracy of theDrug Requirement Plan RKO are other factors affecting drug deprivation. For the mostimportant internal input factors are the quantity and discipline of officers and policiesincluding Standard Operational Procedures SOP of pharmaceutical preparation. Stagesof the logistics management process include needs planning, procurement, supervisionand control, has not run optimally, among others RKO inconsistency with realization ofprocurement, unfilled stock card, stock of hospital only 2 times a year and there isdifference of calculation between recording and physical, also drug expiration as muchas 2.36 . The absence of controls using the ABC method, safety stock and reorder point ROP is also another factor related to drug stock out. The result of ABC analysis ofcritical index there are 10 items of e catalog drugs belonging to group A, there are 34items e catalog belonging to group B, and 33 items of e catalog drugs belonging to groupC. ROP point for group A ranging from 192.702 7.246.
