Kepulauan seribu memiliki potensi wisata bahari yang harus dibangun dan dikembangkan agar dapat meningkatkan pendapatan ekonomi daerah dan meningkatkan kesejahteraan masyarakat, oleh karena itu perlu kerjasama antara pemerintah daerah dan masyarakat pulau seribu. Permasalahan penelitian adalah bagaimana upaya pemerintah daerah dan masyarakat pulau seribu mewujudkan kabupaten kepulauan seribu menjadi destinasi wisata unggulan. Tujuan penelitian yaitu; (1) Untuk mengetahui upaya masyarakat pulau seribu mendukung program pembangunan wisata bahari. (2) Untuk mengetahui upaya pemerintah daerah kabupaten administrasi kepulauan seribu menyiapkan pulau Pramuka, Tidung dan Untung Jawa menjadi daerah tujuan wisata unggulan. (3) Untuk mengetahui sumbangan sektor wisata bahari kepulauan seribu terhadap pendapatan asli daerah provinsi DKI Jakarta. Penelitian ini adalah penelitian kualitatif menggunakan pendekatan deskriptif analitik dan jenis penelitian studi kasus. Pengambilan data primer dilakukan dengan cara observasi dan wawancara sedangkan data sekunder diperoleh dari buku, majalah, BPS dan internet. Hasil penelitian menunjukkan bahwa upaya masyarakat pulau seribu mendukung pembangunan wisata bahari dimulai dari Tahap Perencanaan, masyarakat menyampaikan aspirasi dalam musyawarah perencanaan pembangunan. Tahap Pelaksanaan, masyarakat ikut menjaga dan mengawasi fasilitas wisata yang ada, menyediakan kebutuhan yang diperlukan wisatawan berupa jasa pemandu wisata, transportasi, penginapan, restourant/rumah makan serta menggali tradisi, kesenian dan budaya lokal menjadi atraksi wisata budaya dan kuliner. Tahap Pengawasan, masyarakat ikut mengawasi wisatawan tidak membuang sampah sembarangan dan merusak terumbu karang di area diving dan snorkeling. Selanjutnya upaya pemerintah daerah membangun wisata bahari menurut skala prioritas dimulai pembangunan infrastruktur dan fasilitas pendukung pariwisata diantaranya ; transportasi, listrik, air bersih, penanganan sampah dan kebersihan lingkungan, jaringan komunikasi dan internet. Selain itu program pemberdayaan masyarakat melalui pendidikan dan latihan ketrampilan sebagai pelaku usaha jasa wisata. Kemudian kontribusi sektor wisata bahari kepulauan seribu terhadap pendapatan asli daerah provinsi DKI Jakarta meningkat setiap tahun, sejak tahun 2013 sebesar Rp. 3.013.677.264. Tahun 2014 sebesar Rp.3.455.335.952. dan tahun 2015 sebesar Rp.3.788.075.809. Hasil penelitian menunjukkan bahwa pembangunan wisata bahari di kabupaten administrasi kepulauan seribu memberikan sumbangan yang berarti dalam meningkatkan perekonomian daerah dan meningkatkan kesejahteraan masyarakat yang dapat menciptakan kondisi terwujudnya ketahanan wilayah dan akan mendorong meningkatkan ketahanan nasional ......A Thousand Islands has potential for marine tourism to be built and developed in order to increase the income of local economy and improve the people's welfare, therefore it needs the cooperation between local governments and communities the Thousand Island. The research problem is how the efforts of local governments and communities to realize the Thousand Islands regency become leading tourist destinations. The aim of research is; (1) To determine the thousand island community effort to support the development program of nautical tourism. (2) To know the efforts of local authorities of the Thousand Islands to prepare district administration Pramuka, Tidung and Untung Jawa Island into an excellent tourist destination. (3) To know the contribution of the Thousand Islands' marine tourism sector on revenue of DKI Jakarta province. This study is a qualitative study using descriptive analytic approach and case study research. Primary data collection is done by observation and interviews while secondary data obtained from books, magazines, BPS, and internet. Research result shows that a community effort to support the construction of the Thousand Islands marine tours starting from planning stage; people express their aspirations in development planning (musrenbang). Implementation phase; people also maintain and oversee the existing tourism facilities, providing travelers the necessary needs in the form of tour guide services, transportation, lodging, restaurant/diner and explore the traditions, arts and local culture into a cultural and culinary attractions. Supervision phase, people participate in supervising the tourists not to litter and damage the coral reefs in the area of diving and snorkeling. Furthermore, the local government effort to build maritime tourism is according to the priorities which started with the development of infrastructure and tourism support facilities, including; transportation, electricity, clean water, waste management and environmental hygiene, communication networks and internet. In addition, local community empowerment through education and skills training as travel services businesses. Then the Thousand Islands' marine tourism sector contributes on revenue of Jakarta province, there is an increasing each year. Since the year 2013 which amounted Rp. 3013677264. In 2014 amounted Rp.3.455.335.952 and 2015 amounted Rp.3.788.075.809. The results shows that the development of nautical tourism in the thousand islands district administration made a significant contribution on improving the local economy and the welfare of the community to create the conditions of realized resiliency and will push to enhance national defense.

Terumbu karang merupakan salah satu kekayaan alam yang terkenal dalam sektor pariwisata bahari, dimana terumbu karang memiliki manfaat yang baik dari segi ekologi maupun ekonomi. Tujuan dari penelitian ini yaitu menganalisis pola spasial perubahan kondisi karang dan menganalisis aktivitas wisata bahari yang dapat mempengaruhi kondisi sebaran terumbu karang di Nusa Dua dan Nusa Penida. Metode yang digunakan pada penelitian ini adalah analisis spasial dengan menggunakan metode deskriptif. Hasil dari penelitian ini yaitu luasan sebaran karang di Kawasan Nusa Dua dan Nusa Penida berjumlah 592,61 Ha, didalamnya terdapat 3 klasifikasi yaitu karang hidup, karang mati, dan pasir. Pada tahun 2012, luasan sebaran karang hidup di Nusa Dua berkisar 111,09 Ha dan di Nusa Penida berkisar 186,31 Ha. Luasan sebaran karang mati di Nusa Dua sebesar 157,02 Ha dan 53,80 Ha di Nusa Penida, sedangkan untuk luasan sebaran pasir di Nusa Dua berkisar 39,77 Ha dan 44,61 Ha di Nusa Penida. Pada tahun 2016, luasan sebaran karang hidup di Nusa Dua berkisar 111,71 Ha dan di Nusa Penida berkisar 186,53 Ha. Luasan sebaran karang mati di Nusa Dua sebesar 156,40 Ha dan 53,59 Ha di Nusa Penida, sedangkan untuk luasan sebaran pasir di Nusa Dua berkisar 39,77 Ha dan 44,61 Ha di Nusa Penida. Pada Kawasan Wisata di Nusa Dua dan Nusa Penida memiliki bermacam-macam jenis kegiatan wisata bahari diantaranya seperti: snorkeling, diving, dan watersports. Untuk Pola spasial perubahan kondisi terumbu karang yang berdasarkan aktivitas wisata dibagi menjadi 3 kelas kategori untuk mengetahui tingkat kepadatan wisatawan pada lokasi-lokasi dive point yaitu jarang, sedang, dan padat di Kawasan Nusa Dua dan Nusa Penida. Lokasi dive spot pada kelas tingkat kepadatan wisatawan yang padat pada lokasi dive spot Nusa Dua, Crystal Bay, Batu Gede, Manta Point, dan Malibu Point.
ABSTRACT
Coral reefs are one of the renowned natural wealth in the marine tourism sector, where coral reefs have both ecological and economic benefits. The purpose of this research is to analyze spatial pattern of coral condition change and to analyze marine tourism activity that can influence the condition of coral reef distribution in Nusa Dua and Nusa Penida. The method used in this research is spatial analysis using descriptive method. The results of this study are the extent of coral distribution in the area of Nusa Dua and Nusa Penida amounted to 592.61 Ha, in which there are 3 classifications of live coral, dead coral, and sand. In 2012, the extent of live coral distribution in Nusa Dua ranges from 111.09 Ha and in Nusa Penida around 186.31 Ha. The extent of dead coral distribution in Nusa Dua is 157.02 Ha and 53.80 Ha in Nusa Penida, while for the extent of sand in Nusa Dua ranges from 39.77 Ha and 44.61 Ha in Nusa Penida. In 2016, the extent of live coral distribution in Nusa Dua ranges from 111.71 Ha and in Nusa Penida around 186.53 Ha. The extent of dead coral distribution in Nusa Dua is 156,40 Ha and 53,59 Ha in Nusa Penida, while for the amount of sand distribution in Nusa Dua is around 39,77 Ha and 44,61 Ha in Nusa Penida. In Nusa Dua and Nusa Penida Tourism Area has various kinds of marine tourism activities such as snorkeling, diving, and watersports. For spatial pattern changes of coral reef condition based on tourism activity divided into 3 categories category to know the level of tourist density at dive point location that is rare, medium, and solid in Nusa Dua and Nusa Penida. The location of the dive spot on the crowded tourist density class at the Nusa Dua dive spot, Crystal Bay, Batu Gede, Manta Point and Malibu Point.

[ABSTRAK Kepulauan seribu yang merupakan bagian dari DKI Jakarta, memiliki potensi yang sangat besar. Segala macam usaha harus dilakukan untuk mengembangkan sektor wisata bahari ini. Konsep pengembangan wisata bahari harus dilakukan secara intergrasi dan berkelanjutan demi terciptanya wisata bahari bertaraf internasional yang dapat menjadi icon DKI jakarta di mata nasional maupun internasional. Pada skripsi ini, penulis membuat sebuah konsep pengembangan dimana terdapat pengembangan pokok wisata sebagai atraksi wisatawan, sehingga meningkatnya ketertarikan, dan juga membutuhkan transportasi yang dapat menyeimbangi hal tersebut, dalam skripsi penulis merancang fast ferry catamaran berkapasitas 200 penumpang demi menunjang transportasi wisata bahari Kepulauan Seribu.
ABSTRACT , Kepulauan seribu that are part of DKI Jakarta where has a huge potential. All kinds of effort must be done to develop this marine tourism sector. A development concept of marine tourism must be applied in integrated manner and sustainable to make marine tourism as an international tourism and become an icon of DKI Jakarta which is well-known in national and international level. A development concept is written in this final project with main tourism development as tourist attractions in order to increase the interest of tourist which also need supporting means such as transportation. Therefore a design of fast ferry catamaran which has the capacity of 200 passengers to support the transportation of kepulauan Seribu marine tourism is presented.]

ABSTRAK Penelitian ini membahas mengenai Kebijakan Pajak Penjualan Barang Mewah atas yacht berdasarkan PMK Nomor 35 Tahun 2017 yang menjelaskan yacht dikenai pajak penjualan atas barang mewah sebesar 75%, dimana dalam penelitian ini menjelaskan mengenai evaluasi kebijakan pajak penjualan barang mewah atas yacht ditinjau dari kriteria efektivitas, efisiensi, perataan, kecukupan, responsivitas, dan ketepatan serta penelitian ini juga membahas mengenai alternatif kebijakan pajak penjualan barang mewah yacht untuk industri wisata bahari Indonesia. Penelitian ini menggunakan metode penelitian pendekatan post-positivist dengan teknik analisis data kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah studi kepustakaan dan studi lapangan. Hasil penelitian ini menjelaskan bahwa pengenaan pajak penjualan barang mewah atas yacht menurut kriteria efektivitas, efisiensi, perataan, dan ketepatan telah terpenuhi walaupun ada kendala terkait pendefinisian yacht yang dapat mempengaruhi terpenuhinya kriteria tersebut. Dalam hasil penelitian ini terdapat dua opsi alternatif kebijakan pajak penjualan barang mewah yang dapat dilakukan untuk industri bahari indonesia yaitu penurunan tarif pajak penjualan barang mewah atau penghapusan tarif pajak penjualan barang mewah. Opsi kebijakan penurunan tarif PPnBM atas yacht yacht dapat dipertimbangkan untuk dilakukan karena tidak menyalahi tujuan PPnBM, sebaliknya penghapusan tarif PPnBM atas yacht akan menyalahi tujuan PPnBM tetapi pendapatan yang didapat dari penghapusan PPnBM yacht akan 50x lebih banyak dan dapat pemerintah harus merumuskan peraturan yang tepat agar fasilitas tersebut tidak dipakai oleh pihak lain yang tidak bersangkutan.
ABSTRACT This research discuss about luxury goods tax on yacht based on Finance Ministry Regulation number 35 year 2017 in which this research explains about evaluation of Luxury Goods Tax on Yacht based on effectiveness, efficiency, equity, adequacy, responsiveness, and approriateness criteria and this research also discusses alternative policy for luxury goods tax on yacht for Indonesia marine tourism industry. This research used post-positivist approach with qualitative analysis technique. Collection of data techniques used in this research are library research and field research. The results of this research explain that the luxury goods tax on yacht according to effectiveness, efficiency, equity, and appropriateness has been achieved even though there are an obstacle related to defining yacht that can affect the achievement of these criteria. Furthermore, there are two alternative options for luxury goods tax on yacht policy that can be done for the Indonesian marine tourism industry, namely the reduction of luxury goods sales tax rates on yacht or the exemption of luxury goods tax rates on yacht. The reduction of luxury goods sales tax rates for yacht can be done for purposes that do not violate the objectives of PPnBM, on the contrary the exemption of luxury goodstax rates tariffs on yacht will violate the objectives of PPnBM however the budget that can be obtained from luxury goods sales tax of yacht will be 50x more and the government must formulate appropriate regulations so that the facility is not used by other parties who are not concerned.

Ekosistem mangrove merupakan salah satu ekosistem yang sangat penting bagi kehidupan flora dan fauna, serta manusia yang ada disekitarnya. Sehingga ekosistem ini perlu diperhatikan keberlanjutannya sebagai upaya pemanfaatkan ekosistem. Kecamatan Cilamaya Wetan merupakan salah satu kecamatan di Kabupaten Karawang yang memiliki hutan mangrove yang sangat luas, dimana luas hutan mangrove di Kecamatan Cilamaya Wetan mencapai 1.019 ha, sehingga dinilai berpotensi untuk dikembangkan menjadi wisata bahari mangrove. Dalam menentukan wilayah yang paling berpotensi untuk dijadikan wisata bahari, variabel yang perlu dipertimbangkan adalah kondisi biofisik ekosistem mangrove, kualitas air, dan faktor lokasi terhadap aksesibilitas dan kaitannya dengan jarak dari permukiman. Variabel biofisik dianalisis menggunakan kesesuaian mangrove untuk wisata, kemudian variabel kualitas air dilakukan analisis menggunakan Pollution Index (PI), serta aspek lokasi dianalisis secara deskriptif. Hasil analisis potensi ekosistem mangrove untuk wisata bahari berdasarkan kondisi biofisik dan kualitas air didapatkan tiga zona yang memiliki potensi untuk dijadikan wisata bahari, yaitu pada zona Maryamah – Tunut, zona Tarsip – Ci lamaya, dan zona Cilamaya. Kemudian berdasarkan analisis spasial menggunakan faktor lokasinal berdasarkan aksesibilitas dan jarak dari permukiman di dapatkan zona Tarsip – Ci lamaya dan zona Ci Lamaya yang berpotensi untuk dijadikan wisata bahari mangrove. Karena dimana selain wilayahnya sesuai berdasarkan kondisi biofisik ekosistem mangrove dan kualitas airnya, wilayah ekosistem mangrove yang berada di zona Tarsip – Ci Lamaya dan zona Ci Lamaya memiliki aksesibilitas yang mudah untuk dijangkau dan juga jarak dari permukiman yang relatif jauh sehingga wilayah tersebut memiliki nilai keasrian dan keaslian yang tinggi. Selain itu, keanekaragaman jenis objek biota yang beragam dan pemandangan yang indah di sekitar ekosistem mangrove juga dinilai akan menjadi nilai tambah sebagai daya tarik untuk dijadikan wisata.
Mangrove ecosystem is the ecosystems that has an important role not only for the life of flora and fauna, but also for the society around the ecosystem. So that this ecosystem needs to be considered for its sustainability as an effort to utilize the ecosystem. Cilamaya Wetan Subdistrict is one of the sub-districts in Karawang Regency which has a very wide mangrove forest that reaches 1,019 ha, so it is considered to be developed into mangrove tourism. Biophysical condition and water quality, and also location factors for accessibility and its distance from the settlement need to consider, in which to develop mangrove ecosystem into tourism. Biophysical variables were analyzed using the suitability of mangroves for tourism, then water quality variables were analyzed using Pollution Index (PI), and location aspects were analyzed spatially using buffer method. The results of the analysis of the potential of mangrove ecosystems for marine tourism based on biophysical conditions and water quality obtained three zones that suitable to develop into tourism. Those zones are Maryamah-Tunut zone, Tarsip-Ci lamaya zone, and Cilamaya zone. Then based on spatial analysis using locational factors based on accessibility and distance from settlements, Tarsip-Ci lamaya zone and Ci Lamaya zone have the potential to be used as mangrove marine tourism. Because besides those 2 zones area are suitable based on the biophysical conditions and water quality, the accessibility is quite good because the main road is provided towards the ecosystem and also the distance from the settlement is in ideal distance, so that the ecosystem can be kept in good condition. In addition, the diversity of diverse species of fauna and the beautiful scenery around the mangrove ecosystem is also considered to be an added value as an attraction for tourism on those zones.

Based on direct observtion, the general condition of coral reef in Wangi-wangi Island is classied into the category from moderate to good. The average peresentage of live coral cover (life form) at the base station to station 10 is 64,61%. Water temperature ranged from 25 until 29oC, Salinity 34-36?, Brightness reaces the bottom; diversity index (H?) ranged from 3,2 to 3,6. Uniformity index (E) at te bottom waters ranged from 0,83 to 0,91. Dominance Index (C) ranged from 0,09 to 0,14. Reef fish diversity index ranged from 2,96 to 3,97, Uniformity index (E) reef fish ranged from 0,55 to 0,97. Valve dominance index (C) ranged from 0,04 to 0,17.
