Abstrak :
Penelitian ini membahas bagaimana hubungan aktor internal dan aktor eksternal yang turut berperan dalam perjuangan etnis Kurdi mencapai tuntutan pengesahan wilayah otonom Kurdistan dengan bentuk pemerintahan otonom Kurdistan Regional Government (KRG). Penelitian ini hendak melihat siapakah aktor yang lebih dominan dalam proses pembentukan KRG. Pembentukan KRG merupakan jawaban atas tuntutan etnis Kurdi yang menginginkan pengakuan atas etnis mereka dan hak otonom atas wilayah Kurdistan di Irak Utara. Dalam skripsi ini juga dijelaskan bagaimana bentuk usaha perjuangan etnis Kurdi untuk mencapai tuntutan mereka. Penelitian ini adalah penelitian eksplanatif dengan metode penelitian kualitatif. Aktor eksternal dan internal sama-sama punya peranan dalam proses pembentukan KRG di Irak Utara pada 2003-2005 lalu. Namun hasil penelitian ini mengungkapkan bahwa aktor internal yang diwakili oleh Kurdistan Democratic Party (KDP) dan Patriotic Union Kurdistan (PUK) merupakan pihak yang sangat berperan besar dalam perjuangan Kurdi hingga disahkannya KRG. ......This research discusses how the relation among internal actors and external actors which play a role in achieve Kurdish claim who struggle for Kurdistan autonomy region with the Government formation by Kurdistan Regional Government (KRG). This research has purposes to see who actors are more dominant in the process of formatting the KRG. Formatting the KRG were consensus to Kurdish claim for their ethnic recognition and the authority right of Kurdistan area in Northern Iraq. In this paper also described how the form of Kurds struggle to achieve their claims. This research is explanatory research with qualitative research methods. External and internal actors are equally influential in the formation of the KRG in northern Iraq in last 2003-2005. But the results of this study revealed that the actor who had represented internally by the Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) as the parties whose play a huge role in the fight and struggle until the ratification of the KRG Kurdish autonomy region has done.
