"Tujuan penelitian ini untuk memperoleh struktur biaya output, target output yang sulit diestimasi dan bobot biaya masing-masing aktivitas. Penelitian ini menggunakan metode kualitatif dan kuantitatif dengan pendekatan studi kasus. Kerangka untuk memperoleh struktur biaya yaitu kerangka logic model. Target output yang sulit diestimasi ditentukan dengan simulasi Monte Carlo. Hasil penelitian diperoleh bahwa outcome Ditjen Kekayaan Negara yaitu optimalisasi Penerimaan Negara Bukan Pajak PNBP . Output yang dihasilkan terdiri dari pengelolaan aset, penyelesaian piutang negara dan pelayanan lelang. Indikator masing-masing output yaitu total optimalisasi penilaian aset, total bea administrasi dan total bea lelang. Kerangka logic model membuktikan bahwa anggaran disusun berdasarkan kinerja aktual.

The objective of this study is to obtain output cost of structure, to determine output 39 s target and the weight cost of each activity. This research uses qualitative and quantitative methods with case study approach. The logic model framework is used to produce the cost structure of output. Monte Carlo simulation is used to estimate the output rsquo s target which hardly estimated. The result of the research is that the outcome of Directorate General of State Assets is based on Non tax state revenue optimization. Outputs consist of asset management, completion of state account receivable, and the service of auction. Indicator for each of output are total optimization of asset valuation, total custom of administration, and total custom of auction. The logic model framework proves that budgeting is based of actual performance."
