This social networks can be categorized into technology of web 2.0. Accountability is an action that assures that governments meet their promises to public. This paper is intended to explain the opportunities of using the technology of Web 2.0 as tool for public in demanding government accountability.

Tesis ini membahas bagaimana sinkronisasi teknologi Web 2.0, yaitu melalui VoiceThread, dapat membantu pengajar kemahiran berbicara meningkatkan pemberian balikan formatif di pengajaran berbicara. Penelitian ini menunjukkan bahwa penggunaan VoiceThread mampu menjadi salah satu solusi untuk membantu pengajar yang hendak memberi balikan secara spesifik, jelas, dan akurat pada kegiatan performansi lisan. Penelitian ini merupakan penelitian tindakan yang melibatkan enam pemelajar EFL di salah satu perguruan tinggi di Indonesia. Sebelum VoiceThread dapat berperan untuk meningkatkan pemberian balikan formatif, penelitian ini menemukan bahwa pengajar perlu memenuhi lima upaya berikut: (1) Membuat Profil Pemelajar; (2) Membuat Desain Pemelajaran; (3) Memahami Pemberian Balikan Formatif; (4) Menentukan Rubrik Penilaian; dan (5) Implementasi VoiceThread. Implementasi VoiceThread ini didesain tidak hanya bertujuan membantu pengajar meningkatkan pemberian balikan formatif, tetapi juga membuat siswa dapat memerhatikan dan memelajari pemberian balikan formatif pengajar. Untuk mencapai tujuan tersebut, hasil dari penelitian tindakan ini menunjukkan bahwa pemberian balikan formatif melalui VoiceThread menjadi bernilai karena merupakan mekanisme yang mengkombinasikan pertemuan asinkron dan tatap muka. Mekanisme ini kemudian diistilahkan menjadi action research on blended learning.

ABSTRACT
This thesis discusses how synchronizing Web 2.0 technologies, particularly by using VoiceThread, is able to help English speaking teachers to improve their formative feedback in the teaching of speaking skills. This study shows that the use of VoiceThread able to become one of the solutions to help teachers who want to provide specific, clear and accurate feedback on oral performance activities. This study is an action research which involves six EFL learners at one of universities in Indonesia. Before VoiceThread can contribute to improve teachers? formative feedback, this study found that teachers need to do the following five matters, they are: (1) Making learners profile; (2) Making lesson plan; (3) Understanding formative feedback; (4) Determining assessment rubric; and (5) Implementing VoiceThread. Implementing VoiceThread is not only designed to help teachers improve their formative feedback, but also make their students able to notice and learn their teacher?s formative feedback afterward. To achieve these objectives, the result of this action research study indicates that giving formative feedback by using VoiceThread is worthwhile since it is a mechanism that combines the asynchronous learning and face-to-face. Studi kasus ini meneliti pemanfaatan media baru untuk menjadikan seseorang dari yang tidak didengarkan (nothing) menjadi sangat terdengar (something). Studi dilakukan pada dua subyek yaitu Trinity lewat blog Naked- Traveler dan grup band The S.I.G.I.T lewat situs MySpace dengan melihat karakter pengguna sebelum memanfaatkan media baru, pola pemanfaatan dan optimalisasi pemanfaatan media baru itu sendiri. Penelitian ini merupakan penelitian kualitatif dengan kerangka konsep teknologi dan masyarakat, media baru dan Web 2.0. Temuan utama: Blog dimanfaatkan sebagai sumber naskah digital apabila dicetak menjadi sebuah buku meraih angka penjualan yang tinggi. Sedangkan content lagu dalam situs MySpace apabila dijadikan sebuah album tidak meraih angka penjualan yang tinggi. Sehingga pemanfaatannya lebih kepada tempat berinteraksi antara anggota band dengan penggemarnya. ......This case study examines the way new media can tum people who are unknown into widely known. The case study was of two subjects, which are Trinity with the Naked-Traveler blog and The S.I.G.I.T on MySpace, by looking at user characters before using new media, and then the pattern and the optimization of new media itself. This qualitative research is using the framework of technology and society, new media and Web 2.0. The main results are: A blog can be used as a source of digital documents, and if it is printed as a book can sell well. On the other hand, if songs in MySpace were produced in an album, they are not likely to achieve good sales. The use of MySpace is more as an interaction place for band members and their fans.

Penelitian ini bertujuan untuk menganalisis praktik prosumer fiksi penggemar di kalangan penggemar ENHYPEN sebagai penulis melalui penyediaan jasa open commission yang difasilitasi oleh participatory culture yang bekerja di Twitter sebagai media berbasis Web 2.0. Studi terdahulu menyebutkan bahwa dibandingkan hanya mengonsumsi dan memproduksi karya saja, penggemar dalam komunitas penggemar secara daring juga terlibat dalam proses distribusi dan sirkulasi karya penggemar. Studi lain juga menyatakan bahwa karena adanya kebebasan dalam menciptakan karya, penggemar yang terlibat dalam praktik prosumer dianggap sebagai buruh gratis yang secara tidak langsung memberi keuntungan kepada kapitalis. Peneliti kemudian berargumen bahwa participatory culture yang terdapat di Twitter memfasilitasi hadirnya praktik prosumer fiksi penggemar di kalangan penggemar ENHYPEN yang mewujud melalui penyediaan jasa open commission yang mana memungkinkan penggemar sebagai penulis mendapatkan keuntungan melalui karya mereka. Metode penelitian ini adalah wawancara mendalam terhadap lima informan yang merupakan penggemar ENHYPEN yang menulis fiksi penggemar serta menyediakan jasa open commission di Twitter, dan observasi digital melalui Twitter. Penelitian ini menemukan bahwa participatory culture di Twitter yang memfasilitasi adanya praktik prosumer fiksi penggemar dapat dilihat melalui bentuk partisipasi yang dilakukan penggemar ENHYPEN, yakni affiliation, expression, dan circulation. Sebagai tambahan, terkait dengan hadirnya jasa open commission sebagai wujud praktik prosumer fiksi penggemar di Twitter, informan memiliki alasan berbeda-beda yang akhirnya mendorong mereka menyediakan jasa tersebut. ......This study aims to analyze the prosumer practice of fanfiction among ENHYPEN fans as writers through the provision of open commission services facilitated by participatory cultures working on Twitter as a Web 2.0-based media. Previous studies have stated that compared to just consuming and producing works, fans in online fan communities are also involved in the process of distribution and circulation of fanworks. Other studies also state that because of freedom in creating works, fans who engage in prosumer practices are considered free labor which indirectly benefits capitalists. The researcher then argues that the participatory culture on Twitter facilitates the presence of fanfiction prosumer practices among ENHYPEN fans which is manifested through the provision of open commission services which allows fans as writers to benefit through their work. The method of this research are in-depth interviews with five informants who are ENHYPEN fans who write fanfiction and provide open commission services on Twitter, and digital observation via Twitter. This study found that the participatory culture on Twitter that facilitates fanfiction prosumer practices can be seen through the forms of participation by ENHYPEN fans, namely affiliation, expression, and circulation. In addition, related to the presence of open commission services as a form of fanfiction prosumer practice on Twitter, informants had different reasons which ultimately prompted them to provide these services.

Perpustakaan berdiri di tengah masyarakat. Sebagai lembaga yang berdiri di tengah masyarakat maka institusi ini senantiasa mengikuti dinamika yang terjadi di masyarakat. Hal ini dilakukan untuk mempertahankan eksistensi perpustakaan di era informasi yang dibarengi dengan munculnya lembaga-lembaga penyedia informasi yang dapat menjadi kompetitor bagi perpustakaan. Untuk itu, maka perpustakaan harus menjelma sebagai lembaga penyedia informasi yang ideal bagi masyarakat. Agar mampu menjadi lembaga penyedia infomasi yang ideal bagi masyarakat maka perpustakaan perlu melakukan identifikasi terhadap pemakai perpustakaan lengkap perilaku dan kebutuhannya. Saat ini pengguna perpustakaan terdiri dari 3 generasi, yaitu generasi x, generasi y dan generasi milenia atau milenium. Terkait dengan perilaku dan kebutuhan ketiga generasi tersebut, terdapat generasi yang memiliki literasi di bidang teknologi informasi dan generasi yang tidak memiliki literasi di bidang teknologi dan informasi dengan baik. Untuk mengakomodir semua kebutuhan dan perilaku pengguna dalam memanfaatkan perpustakaan maka perpustakaan hibrida berbasis web 2.0 adalah jawabannya.
