Abstrak :
Sekolah Tinggi Meteorologi Klimatologi dan Geofisika (STMKG) adalah Sekolah Tinggi di bawah naungan Badan Meteorologi Klimatologi dan Geofisika (BMKG). Pada tahun 2015 terjadi perubahan kelembagaan dari Akademi menjadi Sekolah Tinggi berdasarkan Peraturan Presiden Nomor 35 Tahun 2014 tentang perubahan AMG menjadi STMKG. Perubahan kelembagaan ini membuat perubahan arahan strategis di STMKG. Berdasarkan Rencana Induk BMKG tahun 2015-2019 penguatan pondasi sarana prasarana akademik yaitu penggunaan TI menjadi tulang punggung (enabler) bagi STMKG. Namun berdasarkan data observasi dan wawancara menunjukan TI belum menjadi tulang punggung di STMKG dengan kurangnya pemakaian TI dan semua manajemen akademik dilaksanakan secara manual sehingga sasaran strategis STMKG untuk akreditasi belum tercapai. Adapun perumusan rencana strategis penelitian ini menggunakan metodologi Ward & Peppard untuk menghasilkan perencanaan strategis SI/TI. Penelitian ini menghasilkan strategi SI, strategi TI, dan strategi manajemen SI/TI. Strategi SI berupa pembuatan 15 aplikasi baru dan pengembangan 4 aplikasi lama. Strategi TI berupa pengadaan perangkat keras PC, laptop dan proyektor serta pengembangan jaringan STMKG. Strategi manajemen SI/TI berupa pembuatan IT Masterplan, SOP, penambahan SDM TI dan pengembangan kompetensi SDM TI. ......School of Meteorology Climatology and Geophysics (STMKG) is a College under the auspices of the Meteorology Climatology and Geophysics Agency (BMKG). In 2015 an institutional change from the Academy to the the Collage based on Presidential Regulation No. 35 of 2014 on AMG changes to STMKG. These institutional changes make strategic direction changes in STMKG. Based on the BMKG Master Plan 2015- 2019 strengthening the foundation of academic infrastructure facilities is the use of IT into the backbone (enabler) for STMKG. However, based on observation and interview data shows IT has not been the backbone in STMKG with the lack of IT usage and all academic management is done manually so that STMKG strategic objectives for accreditation have not been achieved. The formulation of this research strategic planing using the Ward & Peppard methodology to produce IS / IT strategic planning. This research resulted in an IS strategy, an IT strategy, and an IS / IT management strategy. The SI strategy consists of making 15 new applications and developing 4 old applications. IT strategies include procurement of PC hardware, laptops and projectors and STMKG network development. SI / IT management strategies in the form of making IT Masterplan, SOP, adding IT human resources and developing IT HR competencies

Perencanaan strategis SI/TI yang selaras dengan rencana bisnis di sebuah organisasi bertujuan untuk mencapai tujuan organisasi. Penelitian ini membahas tentang perencanaan strategis SI/TI di Universitas Andalas dengan menggunakan metodologi Ward dan Peppard. Metode analisis yang digunakan adalah Value Chain Analysis, SWOT, PEST, McFarlan Strategic Grid, analisis eksternal SI/TI, analisis internal SI/TI, analisis eksternal bisnis, dan analisis internal bisnis. Karena dalam pengelolaan SI/TI di Universitas Andalas, diperlukan adanya rencana strategis agar manfaatnya efektif dan mampu mendukung peningkatan kinerja secara keseluruhan. Rencana strategis SI/TI diharapkan mampu memberikan solusi atas permasalahan yang dihadapi aktivitas bisnis organisasi. ......Information System/Information Technology strategic planning that is aligned with the business plan in an organization aims to achieve organizational goals. This study discusses IS/IT strategic planning at Andalas University using the Ward and Peppard methodology. The analytical methods used are Value Chain Analysis, SWOT, PEST, McFarlan Strategic Grid, IS/IT external analysis, IS/IT internal analysis, business external analysis, and internal business analysis. Because in the management of IS/IT at Andalas University, a strategic plan is needed so that the benefits are effective and able to support overall performance improvement. The IS/IT strategic plan is expected to be able to provide solutions to problems faced by the organization's business activities.

ABSTRAK Dalam penanganan isu strategis dan menghadapi tantangan di sektor perdagangan, Kementerian Perdagangan perlu menyusun perencanaan strategis sistem informasi. Hal ini diperkuat dengan hasil evaluasi sistem informasi dan teknologi informasi (SI/TI) yang diselenggarakan Pusat Data dan Sistem Informasi (PDSI) pada tahun 2017-2019 yang menunjukkan banyaknya permasalahan SI/TI di bidang Perdagangan Dalam Negeri. Permasalahan tersebut antara lain pemanfaatan aplikasi yang belum optimal dalam perumusan kebijakan dan pengambilan keputusan, duplikasi aplikasi, kurangnya sumber daya manusia, pertumbuhan aplikasi yang tidak efektif dan efisien, serta penggunaan domain tidak resmi pada aplikasi. Kondisi tersebut merupakan dampak dari pelaksanaan SI/TI yang tidak mengacu pada rencana strategis sistem informasi. Penelitian ini bertujuan untuk merumuskan rencana strategis sistem informasi Perdagangan Dalam Negeri periode tahun 2020-2024 dengan menggunakan metodologi Ward & Peppard dan beberapa alat analisis seperti Mission Model Canvas, Value Chain, SWOT, Critical Success Factor, PESTEL, dan McFarlans Strategic Grid. Penelitian ini menghasilkan rumusan rencana strategis sistem informasi Perdagangan Dalam Negeri yang terdiri dari strategi SI, strategi TI, dan strategi manajemen SI/TI, serta Roadmap SI/TI. Pada strategi SI didapatkan total 47 aplikasi yang terdiri dari 7 aplikasi strategic, 4 aplikasi high potential, 14 aplikasi key operational, dan 22 aplikasi support. Pada strategi manajemen SI/TI terdapat rekomendasi usulan Tata Kelola TI yang mengacu pada SPBE, penetapan CIO dan CISO, pembentukan tim-tim SI/TI, usulan kebijakan SI/TI, implementasi Government Service Bus, pengembangan kompetensi, serta rekomendasi penghapusan aset tak berwujud. Kemudian pada strategi TI terdapat rekomendasi pemindahan server ke pusat data PDSI, pengelolaan pusat data mengacu pada TIA-942, penambahan bandwitdh jaringan, implementasi private cloud computing, konfigurasi web application firewall, dan implementasi keamanannya. Hasil akhir dari ketiga strategi tersebut adalah peta jalan SI/TI periode 2020-2024.

In handling strategic issues and facing challenges in the trade sector, the Ministry of Trade needs to prepare an strategic information system planning. This is supported by the results of the evaluation of information systems and information technology (IS/IT) held by the Center for Data and Information Systems (CDIS) in 2017-2019, which shows the many problems of IS/IT in the field of Domestic Trade. These problems include the use of applications that are not yet optimal in policy formulation and decision making, application duplication, lack of human resources, ineffective and inefficient application growth, and the use of unofficial domains in applications. This condition is the impact of the implementation of IS/IT that does not refer to the strategic information system planning. This study aims to formulate a strategic information system planning for Domestic Trade for the 2020-2024 period using the Ward & Peppard methodology and several analytical tools such as Mission Model Canvas, Value Chain, SWOT, Critical Success Factor, PESTEL, and McFarlans Strategic Grid. This research resulted in the formulation of a strategic plan for the Domestic Trade information system consisting of the IS strategy, the IT strategy, and the IS/IT management strategy, as well as the IS/IT Roadmap. In the IS strategy, a total of 47 applications were identified, consisting of 7 strategic applications, 4 high potential applications, 14 key operational applications, and 22 support applications. In the IS/IT management strategy, there are recommendations for IT Governance proposals that refer to SPBE, the establishment of CIOs and CISOs, the formation of IS/IT teams, proposed IS/IT policies, the implementation of the Government Service Bus, competency development, and recommendations for the elimination of intangible assets. Then in the IT strategy, there are recommendations for moving all server to the CDIS data center, managing the data center according to TIA-942, adding network bandwidth, implementing private cloud computing, configuring a web application firewall, and implementing its security. The final outcome of the three strategies is the IS/IT Roadmap for the 2020-2024 period.
