Abstrak :
Tourist destination must have four components which include tourist attraction, good accessibility of various facilities, such as accommodation, restaurants, shopping and other services and tourism organizations. This study specially focuses on an emerging tourist destination named Tamansari Ciapus in the city of Bogor, West java. It aims to examine the roles of a resort accommodation, located in the area, in supporting the new destination. The study also wants to look at the roles and potential of local village communities in developing commonity-based tourism destination. It uses descriptive qualitative method of sata collection through the surveys, field observations and interview. This study reveals that the role of resort accomodation, in this case the highland Park Hotel, is quite important in the development of Tamansari Ciapus as a new destination. In many case, the resort is the very reason the the visitors come to the area. However, such a role is not yet optimum as there is not yet a cooperation between the resort, other attraction owners in the area (silk, mushroom cultivation, and other home industries) and also the local community. The resort guests, for instance, seldom visit areas outside the resrot. The role of the community is also quite significant in developing the area as a village tourism destination. Community organizations has been formed and tour packafes have been develped although the market is still limited. Other issues that need to be addressed includes the lack of tour guides, integrated souvenir centers and professionally-managed homestay.

Abstrak :
Penelitian ini berfokus pada faktor-faktor yang mempengaruhi wisatawan mancanegara berkunjung ke Indonesia dalam konteks pengukuruan bobot prioritas terhadapat faktor keamanan, kemudahan visa, transportasi, akomodasi dan kurs serta pengukuran terhadapat prioritas pilihan tempat wisata di Indonesia (Bali, Yogyakarta, dan Sumatera Utara). Pendekatan penelitian yang digunakan adalah kuantitatif dengan disain deskriptif. Model operasional penelitian menggunakan Analytical Hierarchy Process (AHP) dari Thomas L Saaty, professor pada Whorton School of Economics, Amerika Serikat (1971-1975). Penelitian ini menggunakan teknik pengumpulan data kuantitatif dengan populasi penelitian adalah wisatawan mancanegara yang berkunjung ke Indonesia tahun 2008 dengan sampel sebanyak 100 orang asing dari lima benua (Amerika, Australia, Asia, Afrika dan Eropa). Dari analisis terhadap hasil penelitian, disimpulkan bahwa: 1) faktor keamanan sebagai prioritas pertama dengan bobot sebesar 40.7 %, selanjutnya faktor kemudahan visa menjadi prioritas kedua dengan bobot sebesar 25.1 %, faktor transportasi mendapat bobot prioritas sebesar 17.4 %, faktor akomodasi mendapat bobot prioritas sebesar 11.3 % dan faktor kurs menjadi prioritas terakhir dengan bobot sebesar 5.6%. 2) pilihan tempat wisata di Indonesia dengan memberikan pilihan berwisata di propinsi Bali, Yogyakarta, dan Sumatera Utara dengan mengacu pada faktor keamanan, kemudahan visa, transportasi, akomodasi dan kurs diperoleh pilihan tempat wisata wisatawan mancanegara dengan tujuan Bali mendapat bobot prioritas pilihan sebesar 78.3 %, kemudian Yogyakarta mendapat bobot prioritas pilihan sebesar 11.8 % dan untuk pilihan Sumatera Utara mendapatkan bobot prioritas sebesar 10.0%. Hasil penelitian ini menyarankan bahwa perlunya melibatkankan masyarakat dalam upaya menjaga keamanan dan ketertiban selain peran aktif aparat keamanan dalam rangka menciptakan citra aman di wilayah Indonesia dan perlunya koordinasi antar instansi pemerintah dalam upaya meningkatkan kunjungan wisatwan mancanegara ke Indonesia.
This research focuses on factors contributing for international tourists to visit Indonesia within the context of priority assessment on the aspects of security, visa flexibility, transportation, accommodation and currency and also the place of destination factors (Bali, Yogyakarta, and North Sumatera). The research itself utilises quantitative research accompanied with descriptive design approach. In addition, the research uses operational model of Analytical Hierarchy Process (AHP) from Thomas L. Saaty, a professor at Wharton School of Economics, US (1971-1075). This technique is approaching a quantitative data gathering system with the population of the research sample taken from 100 foreign tourists visiting Indonesia in the year of 2008 from five major continents (America, Australia, Asia, Africa and Europe). From the analysis, it could be concluded that the rank for aforementioned factors could be positioned: 1) the security factor as the main priority component with 40.7 %, followed by the visa flexibility scheme with 25.1%. The next place filled by the transportation factor with 17.4% and accommodation factor lining up behind with 11.3% and lastly, the currency become the last place with 5.6%. 2) Bali is convinced as the most favourable place for tourist to be visited for foreigners among the three major tourist destinations, such as Bali, Yogyakarta and North Sumatera based on the aspects of security, visa flexibility, transportation, accommodation and currency rate with the value of 78, 3% followed by Yogyakarta with 11.8% and North Sumatera as the least favour with 10.0%. The research also revealed that the government should also involve the broader public domain in maintaining the order and security in order to support the authority?s official responsibility to uphold and maintain security integrity within the territory of the republic of Indonesia. And lastly, the research also highlights the significance of enhanced coordination among state?s authorities to stimulate the increase of foreign tourist to visit Indonesia in the coming years.

Berakhirnya masa keemasan minyak dan gas bumi pada awal tahun 1980-an menimbulkan dampak bagi Indonesia, yang ketika itu merupakan salah satu negara yang mengandalkan ekspor migas. Untuk mengatasinya, pemerintah kemudian melirik sektor nonmigas guna menghadapi dampak ekonomi yang ditimbulkan, yaitu sektor pariwisata. Sektor pariwisata dinilai cukup menjanjikan dalam membantu menaikkan cadangan devisa negara. Maka, dalam rangka meningkatkan kunjungan wisatawan untuk pengembangan pariwisata, pemerintah Indonesia ketika itu mengeluarkan berbagai kebijakan di bidang pariwisata, yang berlaku baik secara nasional maupun regional. Salah satu dari kebijakan yang dilaksanakan oleh pemerintah adalah Visit Indonesia Year. Kebijakan yang dimulai pada awal tahun 1991 ini terinspirasi dari tren pariwisata yang berkembang di wilayah Asia Tenggara pada saat itu, yaitu penetapan branding pariwisata. Dalam pelaksanaan kebijakan Visit Indonesia Year 1991, pemerintah gencar melakukan pembangunan sarana akomodasi di berbagai Daerah Tujuan Wisata (DTW), dan juga promosi di dalam maupun luar negeri. Upaya pemerintah untuk meningkatkan sektor pariwisata di Indonesia ini tentu memberikan dampak positif dalam bidang ekonomi, tetapi tidak dengan dampak yang ditimbulkan di bidang lain, seperti lingkungan. Melalui serangkaian metode sejarah yang terdiri dari tahap heuristik, kritik, interpretasi, dan historiografi, penelitian ini menyingkap bagaimana pengaplikasian kebijakan tersebut, beserta dengan berbagai dampak yang ditimbulkan.
The end of oil and natural gas golden age in the early 1980s had brought major implications for Indonesia, as one of many countries in the world that relies heavily on oil and gas export, that drew and shifted the government attention to develop non oil and gas sector in the means of bracing economic impact the tourism sector. This sector was considered as a promising proposition to ameliorate the declining trends. Thus, in order to increase the likelihood of tourist visits, which were potential in boosting and enhancing the development in the sector, Indonesian government had decided to release various policies that implied to both national and regional development. One of the policies implemented by the government is Visit Indonesia Year. The policy began in the early 1991, inspired by the regional trend in developing tourism all around South East Asia, called the branding of tourism. During the implementation of the policy, the government intensified the construction projects in various tourist destinations branded as Daerah Tujuan Wisata (DTW), in the shape of infrastructural development and promotion of activities to attract visitors, both domestically and internationally. The effort made by the government successfully doubled up the number of visits to Indonesia, and was certainly seen as a positive impact economically. However, one thing seemed to be out of sight the declining state of the environment. Through historical method and approach, such as heuristic, critics, interpretation, and historiography, this study reveals the development of a governmental decision, as well as numerous impacts generated by the policy.
