"ABSTRAKAbstrak Sebelum suatu proyek publik, baik yang berasal dari pemerintah maupun dari inisiatif pihak swasta, diputuskan untuk dilakukan dengan skema KPBU, pada dasarnya terlebih dahulu perlu dilakukan sebuah evaluasi, salah satu evaluasi tersebut yaitu Value for Money VfM . Faktanya pembangunan infrastruktur publik sektor olahraga menarik untuk dikembangkan sebagai proyek KPBU, sebagimana yang saat ini sedang dikembangkan oleh pemerintah DKI Jakarta. Hasil penelitian dari analisis Value for Money VfM proyek pembangunan Stadion Taman BMW didapatkan nilai VfM yang paling optimal yaitu pada skema KPBU dengan skenario Masa Konsesi 17 Tahun dengan discount rate 14.50 , IRR =14,89 nilai VfM sebesar 880 Milyard dengan Payback Period tahun ke-15. Penghematan didapatkan pemerintah sebesar 23,84 dibandingkan hasil perhitungan PSC APBD . Kata Kunci: Pemerintah, KPBU, VfM, Stadion BMW Jakarta

ABSTRACTAbstract Prior to a public project, whether from government or from private initiatives, it was decided to be carried out under a KPBU scheme, basically an evaluation must be performed, one of which is Value for Money VfM . In fact, the development of public infrastructure in the sports sector is interesting to be developed as a KPBU project, as it is currently being developed by DKI Jakarta government. The result of the research of Value for Money VfM analysis of BMW Park Stadium construction project got the most optimal VfM value that is on KPBU scheme with 17 years Concession Period with discount rate 14.50 , IRR 14,89 VfM value of Rp. 880 Billions with Payback Period of 15th year. "ABSTRAKThe Concept of Private Finance Initiative (PFI) or Public Private Partnership(PPP) has been internationally implemented over the last two decades. In Malaysia, even though the involvement of the private sector in assisting with the provision of public services and facilities is not new, only recently under the Ninth Malaysia Plan the government officially announced the implementation of projects using P FI scheme in order to promote greater involvement of the private sector in delivering public services (Ninth Malaysia Plan, 2006). Consequently, a series of PFI projects is now being implemented including some already under construction. However, little is known on the real nature of the Malaysian PFI One of the aspectsconsidered critical in the implementation of a P FI project is the need for a public sector comparator (PSC) to demonstrate that the project can achieve value for money through comparing the public sector comparator (PSC) with the bid or bids submitted by the private sect01: The study being reported herein focuses on the concept of PFI as practiced in Malaysia and the construction of a PSC. Given that under the Malaysian PFI, the PSC is yet to be established there is an urgent need for one to be constructed. In addition, critical issues concerning the transfer of risks and the determination o.f discount rate are also discussed. The study combines literature review on P Fl and interviews with civil servants involved in the implementation of P FI in Malaysia."
