ABSTRACT
Cosmopolitan can be described as a global citizenship. Giddens said that one of factorswhich indicates a cosmopolitan city is the globalization development in various aspects ofpeople's daily lives. Connectivity has become easier due to the development of communica-tion, media and transportation since the 19th century that made big cities like Bataviabecame the melting pot of various cultures and nations. A cosmopolitan city is characterized by the presence of a global cosmopolitan society that comes from various culturalbackgrounds, nationalities, economic levels, and lifestyles. Capitalism and industrializa-tion have driven changes in social structures in society. This study used a historical methodby investigating a variety of contemporary literature consisting of articles, documentation, reports and surveys of both government agencies, individuals, and non-governmental or-ganizations. This study found that spatial policy which put various ethnics and nationalitiesin the same settlement has brought a more tolerant city atmosphere. The existence of publicspace was apparently well-managed by Gemeente Batavia, which became a melting pot forvarious ethnics and social classes."

"Urban history is a well-established and flourishing field of historical research. Written by a leading scholar, this short introduction demonstrates how urban history draws upon a wide variety of methodologies and sources, and has been integral to the rise of interdisciplinary and comparative approaches to history since the second half of the twentieth century. Shane Ewen offers an accessible and clearly written guide to the study of urban history for the student, teacher, researcher or general reader who is new to the field and interested in learning about past approaches as well as key themes, concepts and trajectories for future research. He takes a global and comparative viewpoint, combining a discussion of classic texts with the latest literature to illustrate the current debates and controversies across the urban world. The historiography of the field is mapped out by theme, including new topics of interest, with a particular focus on space and social identity, power and governance, the built environment, culture and modernity, and the growth and spread of transnational networking. By discussing a number of historic and fast-growing cities across the world, What is Urban History? demonstrates the importance of the history of urban life to our understanding of the world, both in the present and the future. As a result, urban history remains pivotal for explaining the continued growth of towns and cities in a global context, and is particularly useful for identifying the various problems and solutions faced by fast-growing megacities in the developing world.

This paper discusses the housing development policy in the City of Jakarta in 1950-1959. At this time, the Jakarta government was still in the form of a municipality, led by a mayor. It was also during this period that the Municipal Government of Jakarta began to build and restructure its city which had been hampered by the war that occurred during the Independence Revolution. Based on data from the Jakarta Municipal Government, at that time, the City of Jakarta experienced a very high population increase. This increase was caused by several factors, one of which was the increase in population caused by the high flow of urbanization from outside Jakarta. This has resulted in the emergence of various social problems in the form of rampant slum settlements and people who do not have homes. To solve this problem, the Municipal Government of Jakarta together with the Central Government have made various policies to build housing for Jakarta residents. The method used in this research is the historical method in the form of heuristics, verification, interpretation, and historiography. The results of this study indicate that this housing development policy has not succeeded in overcoming the problem of housing shortages because of a change in the focus of this development which prioritizes civil servants to access this housing so that the lower community does not have the opportunity to get the house and makes this problem unfinished."
