"The new approach to the Indonesia Air Transportation Policy, introduced in 1974, raises a number of issues which are of vital importance to the development of the country's air transportation system and the tourist sector. These issues concern the effectiveness of the alternative measures which were introduced as strategy in the new air transportation policy to achieve rational economic resource utilization as well as the influence of these measures on other national policy objectives, such as culture, security, foreign relations, and related national goals.
Indonesia's potential and resources for domestic and international tourism development are among the world's greatest. Yet the lack of an effective air transportation policy and system, which are the lifeblood of international tourism, has apparently prevented the country from further capitalizing on these generous natural capital endowments.
The study is an attempt to analyze whether the new policy approach has been effective in attaining the desired multi-objectives, and to advance some policy decision-making approaches towards solving the complex air transportation policy problems within the overall national setting .
The ultimate goals of the new policy in air transportation are the formulation and implementation of a policy which will be both conducive to the development of the national air transport industry and tourism, and at the same time give due protection against possible future pitfalls in other related sectors of the economy .however because of social, cultural, political, and other considerations or constraints, a certain trade-off among the objectives is inevitable. The policy-maker, striving towards an efficient management of air transport, tourist, and other related national resources has tried to devise a "policy-mix approach" to attain those multiple goals, some conflicting, some complementary, and a few irreconcilable or in-compatible.
In order to be able to more objectively evaluate how far the new policy has been able to achieve those policy goals, in other words, how far the policy has been formulated effectively so as to provide the best compromise between the conflicting policy objectives and accommodate most of the supplementary interests which are reconcilable, the dual trade-off analysis has been presented and developed in this study . This is further complemented with other policy decision-making approaches, including games theory, adapted in a participatory air access policy- options display.

"Transportation problems in Jakarta are very complex. There are three common problems occuring, such as uncontroled numbers of private vehicles, poor and unreliable condition of public transportations, and indisciplined behavior of road users. This study discusses the efforts to handle transportation problems in Jakarta using the concept of sustainable transportation. Using qualitative research method, the results of the study showed that there are some efforts that had to been done in short-term, medium-term and long-term in accordance with the concept of sustainable transportation. In short-term, the efforts are the implementation of direct services and the organizing of public transport. In medium-term, the efforts are the construction of the MRT and LRT, and also the arrangement of pedestrian lanes. Meanwhile, in long term, the government must integrate the spatial policies with transport policy and establish special authority on Jabodetabek transportation. The results also suggest that there are urgencies to have a shift in the paradigm and mindset of both central and local governments, from transportation policies that favor for private vehicles into policies that favor for public transport, as well as the courage and commitment of the provincial government of DKI Jakarta to implement the efforts gradually and sustainably.

Permasalahan transportasi di Jakarta sangatlah kompleks dimana terdapat tiga permasalahan umum yang terjadi yakni jumlah kendaraan pribadi yang tidak terkendali, angkutan umum yang masih buruk dan tidak dapat diandalkan, serta perilaku dari para pengguna jalan yang tidak disiplin. Penelitian ini membahas mengenai upaya untuk mengatasi permasalahan transportasi di Jakarta dengan menggunakan konsep transportasi berkelanjutan. Dengan menggunakan metode penelitian kualitatif, hasil penelitian menunjukkan bahwa diperlukan adanya upaya jangka pendek, jangka menengah dan jangka panjang yang sesuai dengan konsep transportasi berkelanjutan. Upaya jangka pendek dilakukan melalui pelaksanaan direct services dan penataan angkutan umum, upaya jangka menengah dilakukan misalnya dengan pembangunan MRT dan LRT dan penataan jalur pejalan kaki, serta jangka panjang melalui integrasi kebijakan tata ruang dengan kebijakan transportasi dan pembentukan otoritas khusus transportasi Jabodetabek. Hasil penelitian juga menyarankan bahwa dibutuhkan adanya perubahan paradigma dan pola pikir dari pemerintah, baik pusat dan daerah, dari kebijakan transportasi yang berpihak kepada kendaraan pribadi menjadi kebijakan yang berpihak kepada transportasi publik dan keberanian serta komitmen dari pemerintah provinsi DKI Jakarta untuk dapat melaksanakan upaya-upaya tersebut secara bertahap dan berkelanjutan."

"Abstract. The program of transportation policy implementation in Mamminasata areas (Makassar, Maros, Sunggumisa, Takalar) has not been effective and efficient, despite the central government's program of national transportation. BRT project in Mamminasata regions has not been able to overcome various problems of safety and congestion, in accordance with the goals and objectives of the government program. This study aims to analyze and explain the position of the central government in the articulation of the priorities, direction, and goals of the transportation program in the regions of Mamminasata through the presence of BRT as the national program. This study applies qualitative approach, seeking to understand a complex real-world setting process by a strategy of case study to investigate BRT program that has instigated a multi-complex phenomenon from the policy decisions that have been set by the previous government. The analysis unit in this study is the policy of BRT Program in Mamminasata areas. Based on the State-centric Model, the results indicate that the BRT Program in Mamminasata areas is a program from the central government, precisely from the Ministry of Transportation of the Republic of Indonesia. Minister of Transportation, in this program, is at the central position or the single actor in the articulation of the priorities, direction, and goals of BRT transportation. The regional government, in this case the governor with related departments, is the recipient of the program. BRT Program in Mamminasata areas is different from that predicted by the theory of state-centric model.
Abstrak. Pogram implementasi kebijakan Transfortasi dikawasan Mamminasata (Makassar, Maros, Sunggumisa,Takalar) belum berjalan secara efektif dan efesien meskipun pemerintah pusat telah mengucurkan program transfortasi nasional seperti BRT di Kawasan Mamminasa namun belum mampu mengatasi berbagai permasalahan keamanan, kemacetan, sesuai tujuan dan sasaran program pemerintah, Penelitian ini bertujuan untuk menganalisis dan menjelaskan posisi central pemerintah dalam pengartikulasian prioritas, arah dan tujuan-tujuan program transfortasi di kawasan Mamminasata, dengan kehadiran BRT yang merupakan program nasional menggunakan pendekatan kualitatif yang sering direkomendasikan untuk penelitian yang berusaha memahami suatu proses yang realworld setting yang kompleks, dengan strategi studi kasus untuk menginvestigasi program BRT yang memunculkan fenomena yang multi kompleks dari kebijakan keputusan yang telah ditetapkan pemerintah sebelumnya, Unit analisis penelitian ini adalah kebijakan Program BRT di Kawasan Mamminasata. yang didasarkan pada arahan Model State Centrice, Hasil penelitian menunujukkan bahwa Program BRT dikawasan Mamminasata merupakan program pemerintah Pusat dari Kementrian Perhubungan Negara Republik Indonesia, Menteri Perhubungan dalam program ini berada pada posisi sentral atau aktor tunggal dalam pengartikulasian prioritas, arah dan tujuan transportasi BRT, Pemerintah daerah dalam hal ini gubernur dan dinas yang terkait hanya sebagai penerima program, Program BRT di kawasan Maminasata berbeda dengan yang diprediksikan oleh model teori state-centrice."

Penelitian ini mencoba memformulasikan Pengaturan Ojek Berbasis Aplikasi (Gojek)
Sebagai Bagian Dari Upaya Perbaikan Kebijakan Transportasi Publik DKI Jakarta. Model
dinamis digunakan untuk menggambarkan kebijakan transportasi darat dengan GO-JEK
menjadi salah satu sub sistem dengan tujuan, untuk menganalisis formulasi pengaturan
ojek berbasis aplikasi (GO-JEK) dengan Model Dinamis. Hasil penelitian ini menemukan
bahwa kebijakan yang memungkinkan pengoptimalan penggunaan ojek berbasis aplikasi
(GO-JEK) antara lain Kebijakan Optimalisasi dan revitalisasi Sarana dan Prasarana
Transportasi publik Darat, Kebijakan pembatasan jumlah dan jalur ojek berbasis aplikasi
(GO-JEK) sebagai upaya penurunan terhadap bangkitan perjalanan (trip generation), dan
Kebijakan Perbaikan tarif dan trayek layanan angkutan umum.

ABSTRACT
This research is conducted to formulate the management of application based ojek (Go-
Jek) as an effort to improve public transportation policy in Jakarta. Dynamic model is used
to draw land vehicle system using GO-JEK as a subsystem in order to analyze a policy
which might be optimal in using application based ojek (GO-JEK) Using Dynamic Model.
This result study finds some policy which may optimize the usage of application based
ojek (GO-JEK) such as: Optimalization and Revitalization of Facilities and Pre-Facilities
of Public Land Transportation; Limitation of number and route of application based ojek
(GO-JEK) as an innitiative to "trip generation"; and Revision Policy of Rate and Route of
public vehicle services."

"Kebijakan kewajiban kepemilikan atau penguasaan garasi bagi pemilik kendaraan Bermotor merupakan kebijakan yang diterapkan di Provinsi DKI Jakarta dengan tujuan mengurangi kemacetan lalu lintas. Penelitian ini memiliki tujuan untuk menganalisis implementasi kebijakan dan menganalisis faktor yang mempengaruhi implementasi kebijakan kewajiban kepemilikan atau penguasaan garasi bagi yang memiliki kendaraan bermotor di Provinsi DKI Jakarta. Pendekatan atau paradigma yang dipakai pada penelitian ini ialah postpositivisme. Jenis penelitian tugas akhir ini adalah jenis penelitian deskriptif dengan menerapkan penelitian kualitatif. Pengumpulan data dalam penelitian ini menggunakan studi kepustakaan dan studi lapangan (observasi, wawancara dan dokumentasi). Analisis data yang dilakukan dengan pengumpulan, kondensasi, penyajian, dan penarikan kesimpulan data dengan pemeriksaan keabsahan data menggunakan triangulasi sumber dan metode. Hasil dari penelitian ini diketahui bahwa implementasi kebijakan kewajiban kepemilikan atau penguasaan garasi bagi pemilik kendaraan bermotor di Provinsi DKI Jakarta belum terimplementasikan dengan baik. Faktor-faktor yang mempengaruhi implementasi kebijakan kewajiban kepemilikan atau penguasaan garasi bagi pemilik kendaraan bermotor di Provinsi DKI Jakarta ada yang memiliki permasalahan sehingga mempengaruhi implementasi menjadi tidak maksimal. Penelitian ini memberikan saran berupa saran akademis dan saran praktis. Saran akademis yang diuraikan pada penelitian ini adalah perlunya pembahasan mengenai evaluasi kebijakan kepemilikan atau penguasaan garasi bagi pemilik kendaraan bermotor sesuai Pasal 140 Perda DKI Jakarta No. 5 Tahun 2014. Sedangkan saran praktis yang diuraikan pada penelitian ini bahwa agar Pemerintah Provinsi DKI Jakarta menetapkan peraturan teknis kebijakan; diterapkannya Surat Bukti Kepemilikan atau Penguasaan Garasi sebagai syarat penerbitan STNK; sosialisasi kebijakan secara aktif pada seluruh wilayah kota administrasi; pengawasan rutin dan penindakan yang tegas bagi para pelanggar kebijakan; penguatan peran sesuai tugas pokok dan fungsi para pemangku kepentingan dalam pengawasan; peningkatan koordinasi dengan Kepolisian Negara Republik Indonesia; peningkatan koordinasi untuk bekerja sama dengan Satpol-PP, Pemerintah Kecamatan, Kelurahan, RT/RW dan Tokoh Masyarakat setempat; Dinas Perhubungan Provinsi DKI Jakarta dalam melakukan penindakan dilakukan sesuai ketentuan Perda DKI Jakarta No. 5 Tahun 2014; petugas Dinas Perhubungan terlibat untuk membantu mencari lahan parkir; dan adanya percepatan pengintegrasian sistem transportasi publik.

The policy of obligation to own or control a garage for motor vehicle owners is a policy implemented in DKI Jakarta Province with the aim of reducing traffic congestion. This research aims to analyze policy implementation and analyze the factors that influence the implementation of the policy on obligation to own or control a garage for motor vehicle owners in DKI Jakarta Province. The approach or paradigm used in this research is postpositivism. The type of this research is descriptive research using qualitative research. Data collection in this research used literature study and field study (observation, interviews and documentation). Data analysis was carried out by collecting, condensing, presenting and drawing conclusions by checking the validity of the data using triangulation of sources and methods. The results of this research show that the implementation of the policy on obligation to own or control a garage for motor vehicle owners in DKI Jakarta Province has not been implemented well. There are factors that influence the implementation of the policy on obligation to own or control a garage for motor vehicle in DKI Jakarta Province which have problems that influence implementation to be less than optimal. This research provides recommendations in the form of academic recommendation and practical recommendations. The academic recommendations in this research is the need for discussion regarding the evaluation of the policy on obligation to own or control a garage for motor vehicle owners in accordance with Article 140 of DKI Jakarta Regional Regulation No. 5 of 2014. Meanwhile, the practical recommendations in this research are for the DKI Jakarta Provincial Government to establish technical policy regulations; implementation of a Letter of Proof of Ownership or Control of Garage as a condition for issuing STNK; active policy monitoring in all administrative city areas; regular monitoring and firm action against policy violators; strengthening the role according to the main duties and functions of stakeholders in supervision; increased coordination with the Indonesian National Police; increased coordination to collaborate with Satpol-PP, Subdistrict Government, Village, RT/RW and local Community Leaders; The DKI Jakarta Provincial Transportation Service in carrying out action is carried out in accordance with the provisions of DKI Jakarta Regional Regulation No. 5 of 2014; Satpol-PP is involved to help find parking spaces; and the acceleration of integration of the public transportation system."

"Pengembangan sarana KRL Commuter Jabodetabek mutlak dibutuhkan untuk memenuhi kebutuhan masyarakat Jabodetabek dan harus didukung dengan kebijakan pajak dari pemerintah. Penelitian ini menyajikan tinjauan implementasi dari kebijakan fasilitas PPN Terutang Tidak Dipungut bagi impor dan/atau penyerahan sarana KRL Commuter Jabodetabek sesuai dengan PP 69 Tahun 2015 dan bertujuan menganalisis implementasi kebijakan tersebut dari perspektif teori Edwards III. Penelitian dilakukan dengan pendekatan kuantitatif, jenis penelitian deskriptif, dan teknik pengumpulan data dengan studi pustaka dan wawancara mendalam. Hasil penelitian ini, sesuai dengan teori yang digunakan, menunjukkan masih terdapat permasalahan dari segi implementasi atas fasilitas ini, terutama masalah dalam proses administrasi yang rumit bagi sebagian wajib pajak.

The programs to develop facilities of Jabodetabek?s Commuter Electric Trainset absolutely required and that programs needs to be supports by taxation policy. This research has reviewed the implementation perspective of non-collected value added tax facilities for import and/or domestic procurements of Jabodetabek?s Electric Trainset and the purpose of this research is to analyze the policy implementation based on Edwards III?s theory. This research used quantitative approach, descriptive research, and data was collected through library research and in-depth interviews. The result of research, according to the theory, the implementation of this policy having some problems, especially are the complexity of the administrative process for some taxpayers"
