Abstrak :
Tindakan keamanan pangan adalah bagian dari Sanitary and Phytosanitary Standards (SPS) yang bertujuan melindungi kesehatan manusia melalui pemastian keamanan pangan. Penerapan tindakan keamanan pangan oleh Negara tujuan ekspor dapat mempengaruhi perdagangan komoditi pangan. Tesis ini bertujuan untuk menganalisis sampai sejauh mana implementasi tindakan keamanan pangan yang diterapkan oleh negara tujuan mempengaruhi ekspor perikanan Indonesia. Sebagaimana diketahui bahwa Amerika Serikat, Jepang dan Uni Eropa adalah negara tujuan ekspor utama perikanan Indonesia yang secara konsisten telah menerapkan tindakan keamanan pangan. Maka, penelitian terhadap dampak tindakan keamanan pangan pada ekspor perikanan Indonesia ditujuka terhadap ketiga tujuan ekspor ini. Pendekatan Inventory based yang menggunakan jumlah regulasi keamanan pangan dan jumlah penolakan ekspor dianalisis menggunakan Exploratory Data Analysis (EDA). Hasil yang diperoleh menunjukkan bahwa walaupun tidak terlalu besar, tindakan keamanan pangan memberikan pengaruh negatif terhadap ekspor perikanan Indonesia ke Jepang selain menurunnya permintaan di negara ini turut berperan dalam penurunan ekspor perikanan Indonesia ke negara ini. Sementara itu, efek negative penerapan tindakan keamanan pangan tidak terlihat pada ekspor Indonesia ke Amerika Serikat dan Uni Eropa. Lebih lanjut, banyaknya kasus keamanan pangan yang dialami produk perikanan Indonesia di beberapa tahun belakangan ini, menunjukkan bahwa tindakan keamanan pangan masih menyebabkan masalah bagi ekspor perikanan Indonesia. Dengan demikian, harmonisasi standar keamanan pangan antara Indonesia dan negara tujuan ekspor serta konsistensi dalam penerapan praktek keamanan pangan sangat diperlukan untuk dapat memenuhi persyaratan keamanan pangan negara tujuan. ......Food safety measure is part of the Sanitary and Phytosanitary Standards (SPS) which aim at protecting human health by ensuring food safety. Its implementation by the importing countries could influence the food trade performance of the exporting countries. This paper analyzes to what extent food safety measures implementation by the main destination countries affects Indonesia?s Fisheries exports. United States, Japan and European Union are the main importers of Indonesian fisheries and they have consistently applied the food safety measures. Therefore, the examination of the food safety measures impact to Indonesian fisheries exports is focused on these importers. Inventory based approach employing a number of food safety regulation and border detention is analyzed using exploratory data analysis (EDA). The result suggests that even though not very significant, the food safety measures still negatively influenced fisheries exports to Japan while the falling demand of fisheries in this country was also responsible for the decline of Indonesia's fisheries exports. Meanwhile, the negative effect was not seen in fisheries exports to the US and EU. Furthermore, the great portion of food safety cases faced by fisheries in the recent years, shows that food safety measures in the importing market still have caused problems and risks to Indonesia?s fisheries exports. Therefore, food safety standard harmonization between Indonesia and importers as well as the consistency in the application of food safety practices is necessary to comply with the food safety measures of the importing countries.
