Pada tesis ini dibahas mengenai pengembangan model slot time untuk mengatur penggunaan runway dan gate seefisien mungkin dengan memperhatikan kepentingan maskapai penerbangan yaitu dengan meminimalisir waktu taxi, waktu tunggu di udara, waktu tunggu di darat. Metode yang digunakan adalah Network Representative yaitu merepresentasikan masalah penggunaan Runway dan Gate ke dalam bentuk masalah arus jaringan menggunakan Minimum Cost Flow (MCF) Problem. Bandara yang dijadikan objek penelitian adalah Bandara Ngurah Rai Bali. Hasil penelitian menunjukkan bahwa dengan permodelan ini maka penggunaan slot time di runway dan di gate lebih optimal.
Abstract
This thesis is aimed to develop model to set the time slot of using runway and gate as efficiently as possible by consider the objective of the airlines to minimize taxi time, waiting time in the air, and waiting time on the ground. The method used is the Network Representative. This method represent, the problem of Runway and Gate assignment into the form of a network flow problem, namely a Minimum Cost Flow (MCF) problem. Ngurah Rai Airport is used as the object of case study of this research. The results of this model shows that both the runway time slot and gate time slot could be optimized in term that the capacity of the runway and gate are utilized more efficiently.

This volume is concerned with the control and dynamics of time delay systems; a research field with at least six-decade long history that has been very active especially in the past two decades. In parallel to the new challenges emerging from engineering, physics, mathematics, and economics, the volume covers several new directions including topology induced stability, large-scale interconnected systems, roles of networks in stability, and new trends in predictor-based control and consensus dynamics. The associated applications/problems are described by highly complex models, and require solving inverse problems as well as the development of new theories, mathematical tools, numerically-tractable algorithms for real-time control. The volume, which is targeted to present these developments in this rapidly evolving field, captures a careful selection of the most recent papers contributed by experts and collected under five parts : (i) methodology : from retarded to neutral continuous delay models, (ii) systems, signals and applications, (iii) numerical methods, (iv) predictor-based control and compensation, and (v) networked control systems and multi-agent systems.

Time-delays are important components of many dynamical systems that describe coupling or interconnection between dynamics, propagation or transport phenomena, and heredity and competition in population dynamics. This monograph addresses the problem of stability analysis and the stabilization of dynamical systems subjected to time-delays. It presents a wide and self-contained panorama of analytical methods and computational algorithms using a unified eigenvalue-based approach illustrated by examples and applications in electrical and mechanical engineering, biology, and complex network analysis. This text bridges the fields of control (analysis and feedback design, robustness, and uncertainty) and numerical analysis (explicit algorithms and methods). The authors present solutions of the (robust) stability analysis and stabilization problem of linear time-delay systems, which are the result of this cross-fertilization of control theory, numerical linear algebra, numerical bifurcation analysis, and optimization. The book is organized into three parts: Part I addresses the analysis of linear time-delay systems from a stability point of view. Part II is devoted to synthesis problems with the focus on stabilization. In Part III the authors present a wide class of applications, including congestion analysis in high-performance networks, output feedback stabilization using the delays as controller parameters, predictor-type controllers, consensus problems in traffic flows, and stability analysis of various delay models in the biosciences.

Bus arrival time is very important to passengers, not only at the origin terminal but also at every stop. If there is no predicted arrival time at a stop, the headway designed should match the bus frequency at the stop. The uncertainty in bus arrival time can hinder the headway from matching the bus frequency at the stops. Moreover, lack of information on the service route and actual arrival times at stops leads to difficulty for passengers in planning their trips. Observation surveys were conducted to collect data on the problems of bus arrival frequency and uncertain arrival times at a selected stop with multiple routes during off-peak hours in Putrajaya Malaysia. This paper proposes a method to estimate arrival times at bus stops using the adaptive neuro fuzzy inference system (ANFIS) and several models are proposed to predict arrival times using MATLAB Curve Fitting Tool. All the proposed models exhibited RMSE close to 0 and R2 close to 1.

National Institute for Health and Care Excellence (NICE) merekomendasikan agar tindakan sectio caesarea (SC) emergensi pada kategori I dapat dilakukan dalam waktu 30 menit sejak diputuskan oleh Dokter Penanggung Jawab Pasien (DPJP) Obgin hingga lahirnya bayi (decision to delivery interval). Pelayanan SC emergensi belum terlaksana dengan baik di RSUD Kayu Agung. Penelitian ini bertujuan untuk melakukan analisis hubungan waktu respons SC emergensi dengan luaran ibu dan neonatus menggunakan framework Donabedian. Pendekatan Explanatory sequential design (mixed methods), diawali pengumpulan, analisis dan interpretasi data dari 222 kasus SC emergensi di tahun 2022 secara kuantitatif. Untuk memperjelas faktor yang berkontribusi terhadap keterlambatan waktu respons SC emergensi dari domain struktur dan proses dilakukan pengumpulan, analisis, dan interpretasi data secara kualitatif. Validitas data dilakukan dengan triangulasi sumber melalui wawancara mendalam pada 16 orang informan dan triangulasi metode melalui observasi lapangan dan telusur dokumen. Uji Chi-Square dengan alternatif uji Exact Fisher dan Kolmogorov Smirnov diaplikasikan pada analisis data kuantitatif. Temuan pada analisis kuantitatif yang berkontribusi terhadap waktu respons SC emergensi selanjutnya di-follow up dan dianalisis secara kualitatif dengan analisis konten. Capaian proporsi waktu respons SC emergensi di RSUD Kayu Agung sebesar 1,2% pada kategori I dan 39,6% pada kategori II, namun tidak berhubungan bermakna secara statistik dengan luaran ibu dan neonatus. Isu utama penyebab keterlambatan waktu respons SC emergensi dari domain struktur ditengarai kurang optimalnya penyiapan regulasi terkait PONEK. Sementara dari domain proses, keterlambatan persiapan pre operasi karena menunggu hasil laboratorium dan persiapan darah pre operasi, juga masalah komunikasi dan koordinasi antar unit dan manajemen rumah sakit yang belum berjalan dengan baik. Luaran maternal dan neonatal lebih tinggi pada kelompok waktu respons tidak sesuai rekomendasi pada kategori I. Penyusunan regulasi SC emergensi dalam 30 menit merupakan hal yang harus dilakukan segera. ......The National Institute for Health and Care Excellence (NICE) recommends that category I emergency cesarean section (SC) procedures can be performed within 30 minutes from the decision of the Obgyn Patient Responsible Doctor (DPJP) until the birth of the baby (decision to delivery interval). Emergency SC services have not been carried out properly at RSUD Kayu Agung. This study aims to analyze the relationship between emergency SC response time and maternal and neonatal outcomes using the Donabedian framework. The explanatory sequential design (mixed methods) approach begins with the collection, analysis, and interpretation of data from 222 emergency SC cases in 2022 quantitatively. To clarify the factors contributing to the delay in emergency SC response time from the domain structure and process, qualitative data collection, analysis, and interpretation are carried out. Data validity was determined by triangulation of sources through in-depth interviews with 16 informants and triangulation of methods through field observation and document tracing. The Chi-Square test, with an alternative to the Exact Fisher test and Kolmogorov-Smirnov, was applied to quantitative data analysis. Findings from quantitative analysis that contribute to emergency SC response time are then followed up and analyzed qualitatively by content analysis. The achievement of the proportion of emergency SC response time at RSUD Kayu Agung was 1.2% in category I and 39.6% in category II, but was not statistically significant with maternal and neonatal outcomes. The main issue causing the delay in emergency SC response time from the structural domain is suspected to be the lack of optimal preparation of regulations related to PONEK. Meanwhile, in the process domain, delays in preoperative preparation due to waiting for laboratory results and preoperative blood preparation, as well as communication and coordination problems between units and hospital management, have not gone well. Maternal and neonatal outcomes were higher in the response time group than in category I. The preparation of emergency SC regulations within 30 minutes is something that must be done immediately.

The multiple signal demixing and parameter estimation problems that result from the impacts of background noise and interference are issues that are frequently encountered in the fields of radar, sonar, communications, and navigation. Research in the signal processing and control fields has always focused on improving the estimation performance of parameter estimation methods at low SNR and maintaining the robustness of estimations in the presence of model errors. This book presents a universal and robust relaxation estimation method (RELAX), and introduces its basic principles and applications in the fields of classical line spectrum estimation, time of delay estimation, DOA estimation, and radar target imaging.
