Abstrak :
Perbedaan antara dua sektor upah, sektor publik dan sektor swasta, sudah banyak dibahas di berbagai literatur. Tetapi belum banyak studi yang mendalami mengenai penyebab tenaga kerja berakhir di salah satu dari dua sektor tersebut. Tesis ini akan menguji peran individual risk aversion terhadap kecenderungan tenaga kerja berada di sektor publik atau swasta. Diduga, individual dengan degree of risk aversion yang tinggi memiliki kecenderungan yang besar untuk bekerja sebagai pegawai negeri, karena dari berbagai studi literatur sebelumnya ditemukan bahwa sektor publik memiliki job security yang tinggi. Degree of risk aversion di-elisitasi dari data hypothetical gambling questions yang terdapat pada IFLS-5. Hasil analisis dengan model Probit menemukan bahwa dugaan tersebut benar. Tesis ini juga membahas mengenai peran status pekerjaan orang tua individu terhadap kecenderungannya bekerja di sektor yang sama.

This study explores the role of risk aversion on an individual's occupational choice. It examines the effect of individual risk aversion using the choice between public and private sector employment in Indonesia. Public sector employment is considered relatively more secure than private sector work. The risk aversion of workers was observed and elicited using hypothetical gambling questions from the Indonesian Family Life Survey (IFLS). The findings were analyzed using the Probit model. The results show that more risk-tolerant workers choose the private sector. Those with higher education levels had more individual risk aversion. The findings suggest there may be a need to attract less risk-averse individuals to the public sector in Indonesia. This could be accomplished through a revised recruitment process or by equalizing the level of job security between the public and private sectors.

Abstrak :
Being an incumbent in two or more jobs simultaneously in the public sector is the hot issue in term of both individual and organizational performance. It could result in i inefficient job performance. Also, it could imply either conflict of interest or ethical dilemma. This paper discusses the meaning of this phenomenon and its implication as well.

Abstrak :
Public sector audit has an important role in development by improving transparency and accountability of state finance management. It is observed, however, that many development programs do not meet their objectives. It indicates that the current public sector audit has not been adequate to promote development program effectiveness. The objective of this research is to confirm whether the current public sector audit approach is not adequate to promote development program effectiveness and what additional roles are expected to be fulfilled by public sector audit. This study is based on the Indonesian context and uses a qualitative methodology where 27 semi-structured interviews were conducted to Member of Parliament and officials of the Supreme Audit Institution (SAI) and government entities in Indonesia. The study shows that the existing public sector audit has not been adequate to promote development program effectiveness because it pays more attention to financial and compliance aspects of the development program. Moreover, it also focuses on a completed development program. Stakeholders expect that public sector audit also needs to provide the solution, provide preventive measures, create a good environment and produce useful information for decision making.

Penelitian ini bertujuan untuk menganalisis kedekatan pelaporan pemerintah daerah dengan kerangka kerja integrated reporting. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif dengan analisa isi berdasarkan indeks pengungkapan sebagaimana penelitian Tudor (2016). Laporan yang menjadi objek analisis adalah LKPJ, LPPD, LAKIP dan Laporan Keuangan Pemerintah Daerah. Hasil dari penelitian ini adalah laporan yang dibuat oleh pemerintah daerah selama ini secara umum belum mendekati kerangka kerja integrated reporting. Disamping itu laporan selama ini belum menjadikan penciptaan nilai yang merupakan bagian penting dari kerangka kerja integrated reporting menjadi hal yang utama dengan masih ada beberapa item dari penciptaan nilai yang sama sekali belum masuk dalam laporan laporan yang dibuat oleh pemerintah daerah. ......This study aims to analyze the closeness of local government reporting with an integrated reporting framework. The research method used in this research is qualitative method with content analysis based on disclosure index as Tudor research (2016). The reports that are the object of analysis are LKPJ, LPPD, LAKIP and Local Government Financial Reports. The result of this research is report made by local government generally not yet approaching integrated reporting framework. Besides, the report has not made value creation which is an important part of the integrated reporting framework to be the main things with there are still some items of value creation that have not been included in the reports made by the local government.

Reputasi merupakan hal yang krusial bagi organisasi sektor publik karena dapat menghasilkan dukungan publik, perlindungan dari serangan politik, dan mendapatkan pegawai berkualitas. Kementerian Perhubungan berupaya untuk membangun reputasi melalui kegiatan komunikasi strategis. Penelitian ini secara deskriptif-kualitatif menjabarkan pengelolaan komunikasi strategis oleh Biro Komunikasi dan Informasi Publik Kementerian Perhubungan (BKIP), dalam rangka membangun reputasi organisasi. Penelitian dilakukan melalui wawancara, observasi dan studi dokumen. Penelitian ini menemukan bahwa dalam pelaksanaan komunikasi strategisnya, BKIP belum memiliki reputation platform, agar dapat melakukan self-presentation secara satu suara terhadap khalayak, baik melalui komunikasi internal maupun eksternal, dalam rangka membangun reputasi organisasi yang solid. ......Reputation is very important for the public sector organization. It can generate public support, protection from political attack, and to recrut and retain valuable employees. The Ministry of Transportation seeks to build a reputation through strategic communication activities. This descriptive-qualitative research describes the management of strategic communication by the Bureau of Communication and Public Information of the Ministry of Transportation (BKIP), in order to build the reputation of the organization. The research was conducted through interviews, observations and document studies. This study found that in implementing its strategic communication, BKIP does not yet have a reputation platform, so that it can present itself in one voice to the audience, both through internal and external communications, in order to build a solid organizational reputation.
